Abstract
What is the appropriate level of employment in the public sector as a whole and for essential workers like public administrators, teachers, and doctors? Is the public sector wage bill affordable? Does the public sector pay competitive wages compared to the private sector to attract talent while not crowding out private sector jobs? Does the public sector pay equal wages to workers in similar jobs and with similar skills? Does the public sector promote gender equality in employment? And are public sector pay and employment practices contributing to higher public sector productivity, better service delivery, and improved governance? The Worldwide Bureaucracy Indicators (WWBI) were developed in response to growing calls to provide more empirical foundation to similar questions on the public workforce. This report sets out to introduce the Indicators estimated from microdata drawn from the labor force and household welfare surveys and augmented with administrative data for 202 economies covering the demographics of the private and public sector workforces, relative wages and premiums, and the public sector wage bill. The report details the methodology used to construct the WWBI, including a description of the data sources and estimations used for the different indicators, presents the main findings emerging from the dataset on core questions, and presents potential policy and research applications of the dataset.

Publication Belarus Country Economic Memorandum : Eeconomic Transformation for Growth(Washington, DC, 2012-04-05)The last decade in Belarus was marked by an average economic growth rate of close to 8 percent annually and an impressive eight-fold reduction in poverty. Economic growth was initially driven by external factors, but after 2005 expansionary domestic demand became the prevalent contributor to growth. Growth was backed by large state support to the economy, sizeable public investments, and huge expansion of credit, particularly under government directed lending programs. Simultaneously, the external balance shifted from a surplus of 1.4 percent of growth development product (GDP) in 2005 to a deficit of 15.0 percent of GDP in 2010. Throughout the period 2001-10, the economic model relied on underpriced energy resources from Russia, with an annual average size of the imputed subsidy of over 13 percent of GDP. However, the existing growth model has reached its limits and cannot ensure growth sustainability without structural reforms. Going forward, the growth model will have to rely on significant productivity gains driven by structural reforms in an environment of macroeconomic stability. Macroeconomic adjustment which effectively combats the sources of external imbalances in Belarus is a critical and necessary, but insufficient condition for achieving sustainable economic growth in the medium term. The Belarusian economy is facing formidable challenges beyond the macroeconomic issue of adequately financing its external imbalances: (1) how to reallocate labor and capital to high productivity segments of the economy; (2) how to restructure the state-owned enterprise sector; and (3) how to support the underdeveloped private sector and the services sector. By successfully overcoming these challenges, Belarus will revive its competitive segments of the economy and discover untapped opportunities for growth. It will also diminish its economic dependence on underpriced energy from Russia and move up the value chain in global integration. With valuable geographical location and an educated and disciplined labor force, Belarus can restructure its economy, diversify its exports, and increase the prosperity of its people.Publication Sri Lanka : Strengthening Social Protection(Washington, DC, 2007-01-16)This report reviews Sri Lanka's social protection programs and proposes strategic options for enhancing their role in promoting growth with equity. Well designed social protection (SP) systems can help address poverty and inequality through redistribution, and mitigate risks and facilitate employment opportunities, thus contributing to both growth and equity goals. The report first identifies the poor and vulnerable (chapter 1) and then reviews and evaluates employment protection and promotion policies and programs (chapter 2), social security/insurance schemes (chapter 3), and safety net programs (chapter 4) and proposes policy options The concluding chapter summarizes key analytical findings and presents a unified policy framework to improve social protection. The report relies mainly on extensive existing literature from Sri Lankan and international researchers. The remaining part of this section summarizes the main issues and policy options.Publication Country Partnership Framework for Montenegro for the Period FY16-FY20(World Bank, Washington, DC, 2016-05-24)The Country Partnership Framework (CPF) for Montene gro covers the period from July 1, 2015 to June 30, 2020 (fiscal years 2016-2020). This CPF builds on the results and lessons of the previous World Bank Group (WBG) Country Partnership Strategy (CPS), which originally covered the period July 1, 2011 to June 30, 2014, and was subsequently extended to June 30, 2015.The one-year CPS) extension was intended to provide greater clarity on the country’s medium-term macro-fiscal framework as a basis for the new CPF, and to give additional time to make progress on improving environmental management, a key pillar of the CPS. The new CPF seeks to address the top priorities identified by the recently completed Systematic Country Diagnostic (SCD) as those that Montenegro needs to most urgently tackle to advance in its path towards shared prosperity and sustainable development. The CPF will selectively support Montenegro’s development agenda outlined in the Montenegro Development Directions (MDD) 2015-2018, Economic Reform program (ERP) 2015-2017 and the Montenegro European Union (EU) Accession Program 2014-17. The WBG strategy will continue to support, and be aligned with, Montenegro’s EU accession and integration process. The formulation of the new CPF benefitted from extensive consultations held in October 2015 and in January and March 2016, and involving several line ministries, municipalities, civil society, academia, and private sector across various regions of the country, as well as representatives of the international development community. The resulting proposal for engagement under the FY16-20 CPF reflects a broad consensus of a wide range of stakeholders and a shared understanding of development priorities and challenges facing the country.Publication Informal Employment in Argentina : Causes and Consequences(Washington, DC, 2008-03)This report presents the final results and conclusions of a two-year program developed by a World Bank team in Argentina, to analyze the determinants of informality and its impact on poverty and equity. Informality in the labor market has become a central concern for policy makers and the society at large in Argentina. The long upward trend in informal employment until recent year has been viewed as a deterioration in working conditions that is behind the sustained rise in poverty and inequality in the last quarter of the twentieth century. While some of the possible causes for the rise in informality have been studied, their relative importance remains unclear and its links with poverty and inequality have not been examined in detail. A primary objective of the program is to deepen the shared work with the Argentine government and civil society on socio-economic development and equity issues. The aim has been to analyze and propose policy options for the labor market that respond to the Government's priorities, are technically sound, and provide an open menu for discussion. The study of informality in the labor market is not an empty field in Argentina. Many local analysts have studied its causes and consequences, and this report built on this work. A key aspect of the program was to draw on the extensive local analytical studies on the issues and sustain an active interaction with government counterparts and civil society through technical workshops, meetings and other outreach efforts. This report focused on discussing the evolution, determinants, and policy options to reduce labor informality in Argentina and its impacts. By developing a common base of diagnoses with the government, the program set a path for further discussions and collaborations. Following this process, the Ministry of Labor has already asked the Bank to collaborate on a new program that will focus on labor markets, social protection, and income distribution, looking for policies that would result in better and more effective policies to increase equity in Argentina.Publication Middle East and North Africa Regional Economic Update, April 2012(Washington, DC, 2012-04)Political uncertainties in the Middle East and North Africa (MENA) continue to affect the short term economic prospects in the region, while major developments in the global economy over the past six months have put the region on a two-track growth path for 2012. These developments include a significant rise in crude oil prices on fears of oil supply disruptions and weak economic activity in the Eurozone. Economic growth of MENA's oil exporting countries will be strong as it rebounds from the average of 3.4 percent in 2011 to 5.4 percent in 2012. Overall growth in the region is expected to be 4.8 percent in 2012, surpassing the 3 percent growth achieved in 2011. Improvement in the growth prospects of oil exporters is due to strength in oil markets. The fiscal situation is expected to remain tenuous for oil importing countries, especially those going through transitions. Overall, inflation is expected to remain subdued in 2012, with the notable exceptions of Iran and Egypt. Subsidies are currently dampening currently dampening the effects of increased global food and energy prices in many MENA countries.

Publication World Development Report 2024(Washington, DC: World Bank, 2024-08-01)Middle-income countries are in a race against time. Many of them have done well since the 1990s to escape low-income levels and eradicate extreme poverty, leading to the perception that the last three decades have been great for development. But the ambition of the more than 100 economies with incomes per capita between US$1,100 and US$14,000 is to reach high-income status within the next generation. When assessed against this goal, their record is discouraging. Since the 1970s, income per capita in the median middle-income country has stagnated at less than a tenth of the US level. With aging populations, growing protectionism, and escalating pressures to speed up the energy transition, today’s middle-income economies face ever more daunting odds. To become advanced economies despite the growing headwinds, they will have to make miracles. Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies pathways for developing economies to avoid the “middle-income trap.” It points to the need for not one but two transitions for those at the middle-income level: the first from investment to infusion and the second from infusion to innovation. Governments in lower-middle-income countries must drop the habit of repeating the same investment-driven strategies and work instead to infuse modern technologies and successful business processes from around the world into their economies. This requires reshaping large swaths of those economies into globally competitive suppliers of goods and services. Upper-middle-income countries that have mastered infusion can accelerate the shift to innovation—not just borrowing ideas from the global frontiers of technology but also beginning to push the frontiers outward. This requires restructuring enterprise, work, and energy use once again, with an even greater emphasis on economic freedom, social mobility, and political contestability. Neither transition is automatic. The handful of economies that made speedy transitions from middle- to high-income status have encouraged enterprise by disciplining powerful incumbents, developed talent by rewarding merit, and capitalized on crises to alter policies and institutions that no longer suit the purposes they were once designed to serve. Today’s middle-income countries will have to do the same.Publication World Development Report 2023: Migrants, Refugees, and Societies(Washington, DC : World Bank, 2023-04-25)Migration is a development challenge. About 184 million people—2.3 percent of the world’s population—live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? As the world struggles to cope with global economic imbalances, diverging demographic trends, and climate change, migration will become a necessity in the decades to come for countries at all levels of income. If managed well, migration can be a force for prosperity and can help achieve the United Nations’ Sustainable Development Goals. World Development Report 2023 proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “Match and Motive Matrix” that focuses on two factors: how closely migrants’ skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. And yet much of the value of data remains untapped. Data collected for one purpose have the potential to generate economic and social value in applications far beyond those originally anticipated. But many barriers stand in the way, ranging from misaligned incentives and incompatible data systems to a fundamental lack of trust. World Development Report 2021: Data for Better Lives explores the tremendous potential of the changing data landscape to improve the lives of poor people, while also acknowledging its potential to open back doors that can harm individuals, businesses, and societies. To address this tension between the helpful and harmful potential of data, this Report calls for a new social contract that enables the use and reuse of data to create economic and social value, ensures equitable access to that value, and fosters trust that data will not be misused in harmful ways. This Report begins by assessing how better use and reuse of data can enhance the design of public policies, programs, and service delivery, as well as improve market efficiency and job creation through private sector growth. Because better data governance is key to realizing this value, the Report then looks at how infrastructure policy, data regulation, economic policies, and institutional capabilities enable the sharing of data for their economic and social benefits, while safeguarding against harmful outcomes. The Report concludes by pulling together the pieces and offering an aspirational vision of an integrated national data system that would deliver on the promise of producing high-quality data and making them accessible in a way that promotes their safe use and reuse. By examining these opportunities and challenges, the Report shows how data can benefit the lives of all people, but particularly poor people in low- and middle-income countries.Publication Western Balkans 6 Country Climate and Development Report(Washington, DC: World Bank Group, 2024-07-16)This Regional Western Balkans Countries Climate and Development Report (CCDR) stands out in several ways. In a region that often lacks cohesive regional alliances, this report emphasizes how the challenges faced across countries are often common and interconnected, and, importantly, that climate action requires coordination on multiple fronts. Simultaneously, it illustrates the differences across countries, places, and people that require targeted strategies and interventions. This report demonstrates how shocks and stressors re intensifying and how investments in adaptation could bring significant benefits in the form of avoided losses, accelerated economic potential, and amplified social and economic spillovers. Given the region’s high emission and energy intensity and the limitations of its current fossil fuel-based development model, the report articulates a path to greener and more resilient growth, a path that is more consistent with the aspiration of accession to the EU. The report finds that the net zero transition can be undertaken without compromising the economic potential of the Western Balkans and that it could lead to higher growth than under the Reference Scenario (RS) with appropriate structural reforms.Publication World Development Report 2022(Washington, DC: World Bank, 2022-02-15)World Development Report 2022: Finance for an Equitable Recovery examines the central role of finance in the economic recovery from COVID-19. Based on an in-depth look at the consequences of the crisis most likely to affect low- and middle-income economies, it advocates a set of policies and measures to mitigate the interconnected economic risks stemming from the pandemic—risks that may become more acute as stimulus measures are withdrawn at both the domestic and global levels. Those policies include the efficient and transparent management of nonperforming loans to mitigate threats to financial stability, insolvency reforms to allow for the orderly reduction of unsustainable debts, innovations in risk management and lending models to ensure continued access to credit for households and businesses, and improvements in sovereign debt management to preserve the ability of governments to support an equitable recovery.
