Abstract
This paper studies the role of social-emotional or psychological capital in determining the education and employment aspirations of adolescent girls and young women in India. The study finds that girls' self-efficacy and mental health are important determinants of their educational and employment aspirations, suggesting that these hidden forms of human capital may serve as critical targets for interventions aiming to alter girls' educational and economic trajectories. The study also identifies factors that correlate with girls' level of self-efficacy, and finds that an "enabling" and supportive family and community environment appears to be important.

Publication Participation in Pension Programs in Low- and Middle-Income Countries(Washington, DC: World Bank, 2025-04-24)Low- and middle-income countries are aging rapidly but stagnation of growth in participation in pension programs, due to widespread informal employment, presents a major fiscal challenge. Some claim that improving the design of pension program rules can encourage more pension contributions, while others push for universal non-contributory pensions. This paper reviews the recent academic literature on the determinants of active participation in pension systems in high- informality settings. An emerging body of evidence shows that participation responds significantly to financial incentives as well as nonfinancial obstacles. At the same time, pensions are imperfect substitutes for other strategies to cover longevity risk, including support through the family, which will remain crucial for many older people in fiscally constrained environments. Therefore, policy makers should integrate the design of contributory pensions, social pensions, and policies that facilitate other forms of elderly support and consider how all three interact. To inform such efforts, these interactions must be more systematically investigated, and the empirical evidence must be expanded beyond a small number of middle-income countries.Publication Disentangling the Key Economic Channels through Which Infrastructure Affects Jobs(Washington, DC: World Bank, 2025-04-03)This paper takes stock of the literature on infrastructure and jobs published since the early 2000s, using a conceptual framework to identify the key channels through which different types of infrastructure impact jobs. Where relevant, it highlights the different approaches and findings in the cases of energy, digital, and transport infrastructure. Overall, the literature review provides strong evidence of infrastructure’s positive impact on employment, particularly for women. In the case of electricity, this impact arises from freeing time that would otherwise be spent on household tasks. Similarly, digital infrastructure, particularly mobile phone coverage, has demonstrated positive labor market effects, often driven by private sector investments rather than large public expenditures, which are typically required for other large-scale infrastructure projects. The evidence on structural transformation is also positive, with some notable exceptions, such as studies that find no significant impact on structural transformation in rural India in the cases of electricity and roads. Even with better market connections, remote areas may continue to lack economic opportunities, due to the absence of agglomeration economies and complementary inputs such as human capital. Accordingly, reducing transport costs alone may not be sufficient to drive economic transformation in rural areas. The spatial dimension of transformation is particularly relevant for transport, both internationally—by enhancing trade integration—and within countries, where economic development tends to drive firms and jobs toward urban centers, benefitting from economies scale and network effects. Turning to organizational transformation, evidence on skill bias in developing countries is more mixed than in developed countries and may vary considerably by context. Further research, especially on the possible reasons explaining the differences between developed and developing economies, is needed.Publication Bridging the Gap(Washington, DC: World Bank, 2025-04-21)This paper examines tax revenue shortfalls in South Asian countries. On average during 2019–23, South Asian revenues totaled 18 percent of GDP—well below the average 24 percent among emerging market and developing economies (EMDEs). Econometric estimates from stochastic frontier analysis, which control for tax rates and the size of potential tax bases, suggest that tax revenues in the region are 1 to 7 percentage points of GDP below potential, with shortfalls in five of the region’s eight countries larger than in the average EMDE. Even after controlling for country characteristics, such as widespread informal economic activity outside the tax net and large agriculture sectors, sizable tax gaps remain, suggesting the need for improved tax policy and administration. The paper discusses and provides evidence from international experience with reforms to raise government revenues.Publication Capitalizing on Digital Transformation to Enhance the Effectiveness of Property Institutions(Washington, DC: World Bank, 2025-04-14)Property registries have long been a pillar of state capacity and a basis for private market activity. While registry establishment and operation traditionally were costly and time consuming, digital technology makes low-cost registry operation and wide outreach easier. To guide developing countries aiming to establish such registries and measure progress, this paper develops indicators (in terms of digital coverage, interoperability, and property taxation for local service delivery and public land management) of effective digital registry service provision. Data from 85 countries highlight vast differences and provide suggestions for strategic reforms as well as a basis for measuring progress over time. Expanding geographical coverage and collecting these indicators on a regular basis could provide guidance to improve the way in which, by protecting property, the state creates the basis for widely shared prosperity and a livable environment.Publication Global Inequality and Economic Growth(Washington, DC: World Bank, 2025-03-27)Global income inequality captures income differences among all individuals around the world. Global inequality around the world increased from 1820 to 1990 as incomes in richer countries grew faster than incomes in relatively poorer countries. However, these trends were reversed over the three decades starting in 1990. Inequality among all citizens of the world decreased as populous and relatively poorer countries, in particular China, reduced the income gap with richer parts of the world. Growth in average incomes played a critical role in this reduction, with differences within countries contributing relatively little. The Covid-19 pandemic abruptly halted the reduction in global income inequality and was responsible for the largest increase in global income inequality in at least three decades. The future of global inequality largely depends on how incomes grow in various parts of the world. If the trends of the last three decades continue, inequality may increase as growth in those countries that drove the reduction in inequality now contributes to increasing inequality, since these countries are in the upper part of the global distribution. However, if poorer countries today grow faster than their richer peers, global inequality could continue to fall. Climate adaptation and mitigation challenges will play an increasing role in shaping country-level growth trends and thus the changes in global income inequality.

Publication Engaging Men and Boys in Advancing Women's Agency : Where We Stand and New Directions(World Bank, Washington, DC, 2013-11)Despite advances in gender equality, women and girls still face disadvantages and limits on their agency. Men and boys can be key stakeholders and allies to increase women's agency. This paper focuses on examining men's attitudes and behaviors related to gender equality and violence perpetration to better understand how to engage men and boys as. It uses data collected from men and women from eight countries (Bosnia, Brazil, Chile, Croatia, Democratic Republic of Congo, India, Mexico, and Rwanda) as part of the International Men and Gender Equality Survey (IMAGES). There is wide variation across countries in men's support for gender equality, equal roles for men and women, and acceptability of violence against women. Key findings of this investigation include: 1) that in most countries male perpetrators of violence are more likely to be depressed or engage in binge drinking than non-perpetrators; 2) that witnessing one's mother being abused by a partner is one of the strongest predictors of ever perpetrating violence, suggesting that efforts should focus on breaking the intergenerational transmission of norms and violence; 3) that being involved with violent fights generally is a significant predictor of ever perpetrating violence, suggesting that programs and policies reducing violence generally may also have an effect on violence specifically against women; and 4) that a majority of men is willing to intervene upon witnessing violence against a woman, and men who do not support violence against women, are not violent generally, and who are aware of laws prohibiting violence against women are more likely to intervene.Publication Interventions to Prevent or Reduce Violence Against Women and Girls : A Systematic Review of Reviews(World Bank, Washington, DC, 2014)Violence against Women and Girls (VAWG) is a pervasive global problem. It is a violation of basic human rights and a drag on development. Much of the research to-date on the topic-including a major recent World Health Organization study to produce global prevalence rates has focused on better understanding the scale and nature of the problem. The present study builds on this body or research while shifting focus to synthesizing global evidence on potential solutions. This paper, a systematic review of reviews, breaks new ground by synthesizing evidence on the effects of VAWG prevention interventions. It examines the diversity of geographical context, the types of violence addressed, and the numerous approaches that have been used to combat VAWG. Additionally the review summarizes the quality of evidence on efficacy and effectiveness in order to highlight strengths and gaps of interventions on a global scale and could serve as a point of reference for those intending to undertake future design, implementation, and evaluation of interventions. This paper finds that knowledge of intervention impacts on VAWG prevention is growing, but is still highly limited. Nonetheless, a small but growing body of rigorously tested interventions demonstrates that preventing VAWG is possible and can achieve large effect sizes. The interventions with the most positive findings used multiple, well-integrated approaches and engaged with multiple stakeholders over time. They also addressed underlying risk factors for violence, including social norms regarding gender dynamics and the acceptability of violence. These examples point to the imperative of greatly increasing investment both in innovative programming in primary prevention, as well as in high-quality experimental and quasi-experimental evaluations to guide international efforts to end VAWG.Publication Children and Youth in Crisis : Protecting and Promoting Human Development in Times of Economic Shocks(Washington, DC: World Bank, 2012)Motivated by the need to understand how crises affect human development in diverse segments of the population, this book explores how individuals and households cope with the changes and stresses induced by economic crises. It examines how these impacts and coping mechanisms differ across cultural and institutional contexts and looks at how best to protect the most vulnerable from lasting harm and the degradation of human capital. Financial crises, at both the global and the national level, are ubiquitous. Reinhart and Rogoff (2009) provide the invaluable lesson that over the past 800 years a major crisis has happened roughly once every 20 years. This pattern raises concern about the human impacts of crises, especially among more vulnerable people in developing countries. During the most recent global financial crisis, international organizations, bilateral development agencies, and civil society organizations all expressed concern about the ongoing 'human crisis.' The global community has become alarmed that the crisis could reverse recent progress in poverty reduction and the achievement of the Millennium Development Goals. Human development is at the core of economic development. Human capital accumulation at all stages from the antenatal environment through early childhood and adolescence helps facilitate the transition to a healthy and productive adulthood and break the intergenerational transmission of poverty. Shortfalls or setbacks at any stage of the life course may have severe consequences for individual development as well as for the growth and development of successful communities. The work presented in this volume deepens our understanding of how shocks affect children and youth in two ways. First, the authors aggregate the evidence on various developmental outcomes across developmental stages from conception to adulthood. Second, the authors show that the impact of crises will differ according to the social and environmental contexts in which the child or young person grows and that shocks can in turn affect those contexts. The authors hope to understand the short- and long-term impacts of crises, and whether we can identify particular protective factors that support children's recovery from the worst ravages of the crisis. The focus on transmission mechanisms, the pathways of influence, leads to a set of broad policy recommendations for enhancing both protection and recovery.Publication Violence Against Women and Girls : Social Protection Brief(World Bank, Washington, DC, 2014-12)The definition of social protection (SP) programs varies widely, as do the types of interventions included and the specific outcomes sought. These programs can be implemented through public and/or private sectors, with the involvement of single or multiple government sectors, or by some combination of these actors. This brief will specifically focus on four types of social protection interventions: social assistance, social insurance, labor market programs, and early childhood development. It will offer suggestions for integrating violence against women and girls (VAWG) prevention efforts within these interventions. These areas of focus are meant to be illustrative of different social protection programs, rather than to reflect the full breadth of SP programs. In general, SP programs are public interventions that support the poorest populations and assist individuals, households, and communities to better overcome social and economic risks. Examples of programs include: a) social assistance (social safety nets): cash transfers, school feeding, and targeted food assistance; b) social insurance: old-age and disability pensions and unemployment insurance; c) labor market programs: skills-building programs, job-search and matching programs, and improved labor regulations; and d) early childhood development. Other program interventions, which fall under what is referred to as social protection, aim to strengthen families abilities to respond to hardships by promoting gender equality. Examples include early childhood development, projects that focus on at-risk youth, or targeted poverty alleviation programs.Publication Sexual and Gender-Based Violence : What is the World Bank Doing and What Have We Learned, A Strategic Review(World Bank, Washington, DC, 2013-11)Sexual and gender-based violence (SGBV) is the most prevalent form of gender inequality. More than one third of the women in the world have experienced some form of gender based violence. The impacts of such violence extend far beyond the individual survivors, affecting households and communities, and spanning across generations. SGBV is widely recognized as a development constraint that falls within the World Bank's mandate. This report is an effort to take stock of the experience of the World Bank in addressing SGBV, from 2008 to 2013, in order to capture lessons for engaging more strategically on this issue across the Bank portfolio. The report elaborates on the prevalence of SGBV, the methodology adopted for the purpose of this review, an overview of World Bank activities for SGBV, lessons learned, addressing SGBV in design and implementation, cross-cutting and operational lessons, conclusions and recommendations.

Publication Macroeconomic and Fiscal Implications of Population Aging in Bulgaria(World Bank, Washington, DC, 2014-02)Bulgaria is in the midst of a serious demographic transition that will shrink its population at one of the highest rates in the world within the next few decades. This study analyzes the macroeconomic and fiscal implications of this demographic transition by using a long-term model, which integrates the demographic projections with social security, fiscal and real economy dimensions in a consistent manner. The simulations suggest that, even under fairly optimistic assumptions, Bulgaria's demographic transition will exert significant fiscal pressures and depress the economic growth in the medium and long term. However, the results also demonstrate that the Government of Bulgaria can play a significant role in mitigating some of these effects. Policies that induce higher labor force participation, promote productivity and technological improvement, and provide better education outcomes are found to counteract the negative consequences of the demographic shift.Publication World Development Indicators 2010(World Bank, 2010-04-01)The 1998 edition of world development indicators initiated a series of annual reports on progress toward the International development goals. In the foreword then, World Bank President James D. The same vision inspired world leaders to commit themselves to the millennium development goals. On this, the 10th anniversary of the millennium declaration, world development indicators 2010 focuses on progress toward the millennium development goals and the challenges of meeting them.Publication Media and Messages for Nutrition and Health(World Bank, Washington, DC, 2020-06)The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.Publication Economic Recovery(World Bank, Washington, DC, 2021-04-06)World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.Publication Remarks at the United Nations Biodiversity Conference(World Bank, Washington, DC, 2021-10-12)World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.
