Abstract
The objective of this report is to identify policies, financing and delivery mechanisms with the view of scaling-up thermal retrofit of existing residential and public buildings in Bulgaria, Croatia, Poland, and Romania. These two segments of the building sector are critical to national goals for EE improvement, environmental protection and social development. Also, compared to other sectors, they remain underserved by existing programs and traditional financing mechanisms. With this in mind, the report focuses on Croatia and Bulgaria and identifies a menu of actionable and implementable interventions around program models, financing schemes, and institutional set-ups that take into account current policy and market conditions in the target countries, as well as examples of international good practice.

Publication Belarus Scaling Up Energy Efficiency Retrofit of Residential and Public Buildings(World Bank, Washington, DC, 2015-12)The Republic of Belarus relies heavily on natural gas imports to meet domestic energy demand. Energy efficiency (EE) investments can significantly reduce budget outlays in the long-term while also improving the physical assets and quality of energy services. Investments in thermal retrofits of public and residential buildings can result in substantial economic benefits. Recognizing the substantial energy savings potential in the buildings sector, the Government of the Republic of Belarus (GoB) has introduced policies and programs to promote the development of more energy efficient buildings, and the retrofitting of old buildings. The integrated program for design, construction, and renovation of energy-efficient housing in the Republic of Belarus for 2009-2010 and until 2020 sets a national target to reduce specific heat consumption in existing residential buildings by 60 kWh perPublication Western Balkans : Scaling Up Energy Efficiency in Buildings(Washington, DC, 2014-06)Within the six countries of the Western Balkans, Albania, Bosnia and Herzegovina, Kosovo, the Former Yugoslav Republic of Macedonia, Montenegro, and Serbia, energy efficiency (EE) is increasingly seen as a key pillar in national energy strategies, helping to enhance energy security, contribute to economic growth, and ensure environmental sustainability. This is for several reasons. EE can reduce the region's heavy reliance on expensive imports, enhance competitiveness and job creation, and reduce the impact of widespread fossil fuel use. EE can also bring important social benefits, helping to improve local air quality (mitigating related adverse health impacts), improve indoor comfort levels through improved heating, and make energy more affordable for low-income families. Finally, EE is seen as a critical tool in helping to mitigate the effects of necessary and planned tariff reforms by offsetting the higher energy costs to the entire economy. To realize these benefits, the Western Balkans countries will have to shift from broad policies and small-scale pilots to scaled-up financing and implementation. There is an urgent need to develop viable financing models in all sectors, as well as suitable delivery mechanisms, information systems, and necessary secondary legislation, in order to meet national targets and fuel economic development in a more sustainable manner. Buildings, which account for almost half of energy use in the regions, have been identified as a key sector in all of the country EE plans.Publication Financing Energy Efficiency Measures for Residential Building Stock : Scaling Up Energy Efficiency in Buildings in the Western Balkans(World Bank Group, Washington, DC, 2014-05)Within the Western Balkans region, a secure energy supply is critical to sustaining economic growth. Currently, the region relies heavily on imported hydrocarbons and maintains high energy intensity relative to Gross Domestic Product, or GDP. This places a huge burden on companies, which require affordable and reliable infrastructure services to be competitive; the public sector, which spends significant budgetary resources on energy; and households, which have to pay a high portion of their income for energy services. As energy pricing is further rationalized, a higher burden will be placed on all sectors, especially poorer households. The residential sector is a significant energy consumer. Its share of total final energy consumption ranges from 28 percent to 32 percent (compared with the EU average of 27 percent). Fairly simple renovations such as insulation, heating system upgrades, and improvements to windows and lighting could reduce consumption in this sector by some 9 percent, with payback periods generally less than 8 years. Such improvements could help ease the impact of future tariff increases while helping reduce the region's projected energy supply and demand gap.Publication Climate-Smart Development : Adding Up the Benefits of Actions that Help Build Prosperity, End Poverty and Combat Climate Change(World Bank, Washington, DC and ClimateWorks Foundation, San Francisco, 2014-06-23)This report describes efforts by the ClimateWorks Foundation and the World Bank to quantify the multiple economic, social, and environmental benefits associated with policies and projects to reduce emissions in select sectors and regions. The report has three objectives: 1) to develop a holistic, adaptable framework to capture and measure the multiple benefits of reducing emissions of several pollutants; 2) to demonstrate how local and national policymakers, members of the international development community, and others can use this framework to design and analyze policies and projects; and 3) to contribute a compelling rationale for effectively combining climate action with sustainable development and green growth worldwide. By using a systems approach to analyze policies and projects, this work illustrates ways to capitalize on synergies between efforts to reduce emissions and spur development, minimize costs, and maximize societal benefits. This report uses several case studies to demonstrate how to apply the analytical framework. Three simulated case studies analyzed the effects of key sector policies to determine the benefits realized in the United States, China, the European Union, India, Mexico, and Brazil. The sector policies include regulations, taxes, and incentives to stimulate a shift to clean transport, improved industrial energy efficiency, and more energy efficient buildings and appliances. Also presented are results of four simulated case studies that analyzed several sub-national development projects, scaled up to the national level, to determine the additional benefits over the life of each project, generally 20 years. By applying the framework to analyze both types of interventions, this report demonstrates the efficacy of this approach for national and local policymakers, international finance organizations, and others. These case studies show that climate change mitigation and air quality protection can be integral to effective development efforts and can provide a net economic benefit. Quantifying the benefits of climate action can facilitate support from constituencies interested in public health and food and energy security; it can also advance the international discussion of effective ways to address climate change while pursuing green growth. In this report, the chapter 1 provides background information on the pollutants covered in this report and identifies opportunities to achieve both local socioeconomic and global climate objectives by reducing emissions. It also introduces new modeling tools that enable broader economic analysis of emissions-reduction programs. Chapter 2 explains how these tools can be combined to develop an effective framework to analyze policies and projects. Chapter 3 demonstrates the framework, using several policy- and project-based case studies to estimate the multiple benefits of emissions reductions from a regional or national level. Finally, Chapter 4 explores the challenges to operationalizing the framework and presents conclusions from the study.Publication Scaling Up Demand-Side Energy Efficiency Improvements through Programmatic CDM(World Bank, Washington, DC, 2007-12)Improving energy efficiency (EE) is one of the most promising approaches for achieving cost-effective global greenhouse gases (GHG) reductions. However, it is severely underrepresented in the Clean Development Mechanism (CDM) portfolio. Just 10 percent of the emission reduction credits traded in the carbon market is from EE projects. In particular, small, dispersed, end-use EE measures-which entail significant GHG mitigation potential, along with other clear, local, and direct sustainable development benefits-have been largely bypassed by the carbon market. The modalities of traditional CDM have been set for individual, stand-alone, emission reduction projects that are implemented at a single point in time. While CDM rules allow "bundling" of several of these projects together for registration purposes, the specific sites where they will occur must be known ex-ante and they must all occur at the same point in time. These conditions generally cannot be met by most dispersed demand-side EE programs, whose emission reductions occur over a period of time and in numerous locations (households/industries/cities). In addition, participants in energy-efficiency programs may not be known at the outset because the program may depend on gradual take-up of incentives.

Publication Lebanon Cost‑of‑Service and Tariff Design Study(World Bank, Washington, DC, 2020-05)This report aims to provide a background of the electricity sector in Lebanon and to estimate the current and future costs of the sector in order to inform reform plans that are needed to recover the sector financial viability.Publication Fighting Smog(World Bank, Washington, DC, 2018-05)The most cost-effective way to reduce both particulate and carbon dioxide (CO2) emissions is to couple switching from noncompliant solid fuel boilers to gas boilers, heat pumps, renewable energy (RE) heating systems such as biomass, wherever possible, and compliant solid fuel boilers, as mandated in the anti-smog resolutions, with thermal retrofits of the single family building (SFB). Anti-smog resolutions and enforcement are key to create market demand for boiler replacement and fuel switching, and solid fuel quality standards are essential to reduce air pollution. For the eligible poor SFBs, the government can provide 90-100 percent of subsidies for boiler replacement, fuel switching, and thermal retrofits, channeled through municipalities. For the non-poor SFBs, the government can provide 20 percent subsidy for fuel switching to gas, heat pumps, and RE systems and thermal retrofit, together with tax incentives, channeled through commercial banks who will provide loans for the remaining investment. The anti-smog and energy efficiency are long-term efforts, and the required subsidies can be programmed over a 10-year time period. It is essential to coordinate the use of public funds from the government and European Union (EU) at both the national and regional levels, and it is recommended that a national fund for anti-smog and energy efficiency be established to pool various funding resources. Finally, technical assistance, capacity building, and public education and awareness campaigns are critical to the success of the anti-smog and energy efficiency program.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Unlocking Floating Solar Photovoltaics Potential in India(Washington, DC: World Bank, 2024-01-02)This report builds a compelling case for India to look beyond land and institute an ecosystem that supports the installation and operationalization of floating solar photovoltaics (FSPV) power plants. Since these plants are installed on the underutilized surfaces of large water bodies, no land needs to be diverted from other uses. The installation of FSPVs also spurs job creation and catalyzes the development of a domestic value chain as some of the components, such as floaters, need to bemanufactured close to installation sites. They also provide a range of other benefits as they generate relatively more power than ground-mounted solar plants (due to the cooling effect of water) and better utilize shared infrastructure such as transmission systems, wherever available.Publication 1 World Manga : Passage 2.
