Abstract
Jim Yong Kim (President of the World Bank Group), Christine Lagarde (Managing Director of the International Monetary Fund), and Marek Belka (Chairman of the Development Committee) made opening statements. Belka emphasized that the twin goals of ending extreme poverty and promoting shared prosperity must be pursued in a sustainable manner. Over the past six months, we have witnessed intensive consultations and analysis designed to put the flesh on the bones--to work out a detailed strategy by which the Bank Group will set out to translate the goals into operational programs with its borrowing member countries. Kim highlighted one major shift in the strategy—leveraging IDA to increase investment in fragile states. Lagarde focused on growth in Sub-Saharan Africa, including increased technical assistance. Replenishment of the Poverty Reduction and Growth Trust fund has passed the 90 percent threshold. Media raised questions on emerging markets, the Mexican economy, global growth, tapering, unconventional monetary policy, U.S. growth.

Publication Development Committee Closing Press Conference(2014-04-12)Marek Belka, Chairman of the Development Committee, stated that there was a very broad, uniform support for the twin goals of the World Bank Group. He noted the resounding support for internal reforms at the World Bank Group. Jim Yong Kim, President of the World Bank Group, spoke about the change process and the success in developing and bringing together Global Practices and cross-cutting solution areas throughout the world. He noted the IDA replenishment and new financial arrangements that will allow increased lending in the next few years. He concludes by noting the need for a carbon price and the need to reduce fossil fuel subsidies, the importance of energy efficiency and improved performance standards, and and also long-term finance for renewable energy. Christine Lagarde, IMF Managing Director, affirms that the IMF will continue to work on the issues of inequality, gender inclusion, growth, and the job market, and the fiscal aspect of climate change and how those matters of macroeconomic criticality can be addressed using fiscal tools. He speaks about the commitment for building the platform which would bring the expertise of not only the World Bank, but the International Monetary Fund (IMF) and other multilateral development banks, to prepare projects and bridge the gap in what is a market failure. He speaks about the companies that were represented, sovereign wealth funds, the countries that had signed on, including China, which has made very strong commitments to finding a price on carbon for the world. He highlights about the need for some source of funding that will disperse immediately on the occasion of the next epidemic, and the global community needs to come together to decide what the response will be. Christine Lagarde, IMF Managing Director, commended Kim on his efforts in the fight against Ebola. Lagarde noted that much of Africa is growing and creating jobs. The two fielded questions on Ebola, the role of China in these institutions, China’s investment-led growth strategy, and the Asian Infrastructure Investment Bank.Publication Ascent After Decline : Challenges of Growth(World Bank, Washington, DC, 2012-02)This note examines one of the most fundamental questions to emerge from the Great Recession of 2007-9: how to regrow global economic growth going forward? Although all are painfully aware that it may be 2013 or 2014 before the global economy returns to normalcy, no one is sanguine about medium- to long-term growth prospects. For this reason, the challenging task of 'regrowing growth' will take center stage for politicians and policy makers alike. One point is clear: without a resurrection of strong economic growth in major economies, the likelihood of rapid economic development in poor developing countries is diminished. How various elements will affect growth prospects is less clear, but vitally important. In the terminology of Hausmann and Rodrik (2003), this is a process of discovery and we are in somewhat uncharted territory.Publication Ascent after Decline : Regrowing Global Economies after the Great Recession(World Bank, 2012-01-09)This volume combines the analyses of leading experts on the various elements affecting economic growth and the policies required to spur that growth. Ascent after Decline: Regrowing Global Economies after the Great Recession identifies the main challenges to the economic recovery, such as rising debt levels, reduced trade prospects, and global imbalances, as well as the obstacles to growth posed by fiscal conundrums and lagging infrastructure. It also examines the way forward, beginning with the role of the state and then covering labor markets, information technology, and innovation. The common thread throughout the book is the view that economic re-growth will depend in large measure on smart policy choices and that the role of government has never been more crucial than at any time since the great depression. As members of the World Bank community, these issues are of particular importance to us, since without a resurrection of strong economic growth in major economies, the likelihood of rapid economic development in poorer developing countries is dampened. This is troubling because we have seen progress in many parts of the globe in the past decade, including in Africa, and these gains will be arrested as long as the global economy is in disarray. Donors will withdraw, investment will retrench, and prospects will dim. This immiserizing welfare outcome is to be avoided. The volume is intended to shed light on those areas of policy that reduce the prospects of a prolonged period of stress and decline by 'regrowing growth.'Publication Latin America and the Caribbean's Long-Term Growth(World Bank, Washington, DC, 2011-09)This semiannual report examines short-run and long-run challenges for economic growth for the Latin America and the Caribbean (LAC) region in the aftermath of the 2008-09 global financial crisis. The first part of this report provides an overview of recent economic developments, including an analysis of the sources of external risks for short-term economic activity in the region, and an in-depth look at whether LAC can leverage its deepening connections with China and turn it into an important (but not the only one) source of long-term growth. It also discusses policy response options for the short and long-term horizons. The second part of the report documents and analyzes the emergence, over the last decade, of a downward trend in education earnings premia (the additional earnings associated with a higher level of education), which is believed to reflect a re-balancing between higher supply and lower demand for skills.

Publication Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries(Washington, DC: World Bank, 2025-11-17)Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.Publication Direct and Indirect Impacts of Transport Mobility on Access to Jobs: Evidence from South Africa(Washington, DC: World Bank, 2025-11-12)Access to jobs is essential for economic growth. In Africa, unemployment rates are notably high. This paper reexamines the relationship between transport mobility and labor market outcomes, with a particular focus on the direct and indirect effects of transport connectivity. As predicted by theory, wages are influenced by the level of commuting deterrence. Generally, higher earnings are associated with longer commute times and/or higher commuting costs. Local accessibility is also important, especially for individuals with time constraints. Both direct and indirect impacts are found to be significant in South Africa, where job accessibility has been challenging since the end of apartheid. For the direct impact, the wage elasticity associated with commuting costs is significant. Returns on commute are particularly high for women. Local accessibility to socioeconomic facilities, such as shops and health services, is also found to have a significant impact, consistent with the concept of mobility of care. To enhance employment, therefore, it is crucial to connect people not only to job locations but also to various socioeconomic points of interest, such as markets and hospitals, in an integrated manner. This integration will enable individuals to spend more time working and commuting longer distances.Publication Scaling Up Finance for Water(Washington, DC: World Bank, 2023-08-17)Water is a critical natural resource, a global public good, and an essential service. Water security is central for countries to achieve long-term development objectives in the current context of climate change, including protecting infrastructure assets, safeguarding agricultural production, producing sustainable energy, and protecting vulnerable populations. However, water resources are under severe stress and water services delivery is deficient due to underinvestment in the sector. Current levels of global investment in water are inadequate to meet the water sustainable development goals (SDGs) and address climate impacts. Large, coordinated flows of public, concessional, and private capital are needed to compensate for decades of underinvestment in the water sector, and to meet present and future challenges. Governments have a leading role to play in establishing the enabling conditions and necessary reforms to facilitate a greater flow of public and private finance for required water sector investments. International financial institutions and multilateral development banks need to support these efforts, together with other stakeholders, at the country level. The private sector, in addition to being a key user of water resources and a beneficiary of water services, has an important role to play in providing financing, innovative approaches, and expertise, as well as absorbing risk, with aligned incentives for achieving targets and efficiency levels. The World Bank Group recognizes the water-climate-food-energy nexus and the importance of a water secure world for all. The World Bank Group’s scaling up finance for water strategic framework outlines actions and priorities for national governments, the World Bank Group, and other development partners to improve the planning and mobilization of funding and financing for water sector investments, and to promote efficiency in spending. It aims to do so by optimizing the contributions of the public and private sectors and facilitating greater engagement of the private sector in the provision of capital, innovation, and expertise.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Kyrgyz Republic Country Climate and Development Report(Washington, DC: World Bank, 2025-11-03)This Country Climate and Development Report (CCDR) on the Kyrgyz Republic aims to support the country’s development goals amid a changing climate. The CCDR considers two policy scenarios up to 2050: the business-as-usual (BAU) and high-growth scenarios. As it quantifies the likely impacts of climate change on the Kyrgyz economy between now and 2050, the report highlights key government actions to best prepare for and adapt to climate impacts (referred to as “with adaptation” measures), with a particular focus on the time horizon up to 2030. The CCDR also outlines a path to net zero emissions by 2050 (referred to as “with mitigation” measures, “decarbonization,” or, simply, “net zero 2050”), highlighting associated development co-benefits.
