Romania Toward a Low Carbon and Climate Resilient Economy: Transport Sector Analysis

Abstract
In Romania, as well as in many other East European countries, transport sector Green House Gas (GHG) emissions are increasing fast and their growth is expected to continue into the future, accompanying the on-going economic convergence with the European Union (EU). The objective of the analysis was to assess the impact of green policies and investments on transport emissions. For this purpose, the Romania Transport Strategic Emission Prediction Tool (TRANSEPT) was developed. The outcome of the analysis is a set of proposed green measures, their cost (investment and operational), and their abatement potential. The findings show that Green interventions in Romania lead to a significant reduction of GHG emissions growth as compared with the Baseline and to a gradual decoupling of transport sector emissions growth from economic growth, thus achieving the goal of transport sector mitigation. The main modeling outcomes include abatement potential, cost, and the cost effectiveness (cost per unit of abatement) of the selected green interventions for the period 2015-2050. Financing needs for the recommended measures in transport rise sharply between the Green and the Super Green scenarios, but still remain modest, as incremental investments within a large sector. As the last step of the analysis, a Marginal Abatement Cost Curve (MACC) provided a framework to present the outcomes of the transport sector analysis in a form useful for policy discussions. As Romania’s motorization rate converges with that of the EU, transport emissions are expected to grow even if green measures in the sector are implemented. To conclude, the proposed mitigation action plan recommends a set of actions on the basis of the estimates made in this assessment where institutional arrangement and coordination are also critical.

    Introducing Behavioral Change in Transportation into Energy/Economy/Environment Models

    Transportation is vital to economic and social development, but at the same time generates undesired consequences on local, regional, and global scales. One of the largest challenges is the mitigation of energy-related carbon dioxide emissions, to which this sector already contributes one-quarter globally and one-third in the United States. Technology measures are the prerequisite for drastically mitigating energy use and all emission species, but they are not sufficient. The resulting need for complementing technology measures with behavioral change policies contrasts sharply with the analyses carried out by virtually all energy / economy / environment (E3) models, given their focus on pure technology-based solutions. This paper addresses the challenges for E3 models to simulate behavioral changes in transportation. A survey of 13 major models concludes that especially hybrid energy models would already be capable of simulating some behavioral change policies, most notably the imposition of the full marginal societal costs of transportation. Another survey of major macroscopic transportation models finds that key specifications required for simulating behavioral change have already been implemented and tested, albeit not necessarily on a global scale. When integrating these key features into E3 models, a wide range of technology and behavioral change policies could be analyzed.

    Carbon Price Efficiency : Lock-in and Path Dependence in Urban Forms and Transport Infrastructure

    This paper investigates the effect of carbon or gasoline taxes on commuting-related CO2 emissions in an urban context. To assess the impact of public transport on the efficiency of the tax, the paper investigates two exogenous scenarios using a dynamic urban model (NEDUM-2D) calibrated for the urban area of Paris: (i) a scenario with the current dense public transport infrastructure, and (ii) a scenario without. It is shown that the price elasticity of CO2 emissions is twice as high in the short run if public transport options exist. Reducing commuting-related emissions thus requires lower (and more acceptable) tax levels in the presence of dense public transportation. If the goal of a carbon or gasoline tax is to change behaviors and reduce energy consumption and CO2 emissions (not to raise revenues), then there is an incentive to increase the price elasticity through complementary policies such as public transport development. The emission elasticity also depends on the baseline scenario and is larger when population growth and income growth are high. In the longer run, elasticities are higher and similar in the scenarios with and without public transport, because of larger urban reconfiguration in the latter scenario. These results are policy relevant, especially for fast-growing cities in developing countries. Even for cities where emission reductions are not a priority today, there is an option value attached to a dense public transport network, since it makes it possible to reduce emissions at a lower cost in the future.

    Controlling Greenhouse Gas Emissions Generated by the Transport Sector in ECA : Policy Options

    Greenhouse gas emissions (GHG) generated from transport are among the fastest growing in Europe and in the Europe and Central Asia (ECA) region, posing a challenge in creating a low-carbon future, as economic development has been paralleled with a modal share increasingly dominated by roads.1 This modal shift, as in the European Union (EU), has been driven by a number of factors, including growing affluence, suburbanization, and falling land use densities in urban areas, which have translated into more widespread vehicle ownership, increasing trip numbers and lengths, while reducing the financial viability of public transport and non-motorized transport. This paper begins by reviewing recent trends in transport and GHG emission trends in the ECA region, using trends in the EU-15 and EU-27 as comparators.8 Subsequently, it will provide an overview of climate friendly transport policies for the road, rail, and air transport modes, before presenting some land transport success stories and then turning to a discussion on how to use revenues generated from pricing policy instruments. The objective is to provide a menu of policy options to improve the functioning of the transport sector in ECA, while addressing the externalities generated by the sector.

    Greater Cairo : A Proposed Urban Transport Strategy

    The objective of the urban transport strategy note (UTSN) is to provide an assessment of the urban transport system in Greater Cairo (GC), identify what now appear to be the most pressing urban transport problems, and framework for urgent policy actions and investment priorities that would be the basis of a formal transport strategy to be adopted and implemented by the authorities of the metropolitan area of Cairo. This note is essentially based on a thorough review of the 2002 Urban Transportation Master Plan for GC and a rapid analysis of the current conditions and performance of the urban transport system. This note includes nine chapters. The first chapter provides a quick overview of the current situation of the UT in GC. In chapter two, present the main guiding principles and key components of the proposed strategy to prepare the ground for the following chapters. Chapter three to nine elaborate on the issues and policy recommendations for each of the components of the strategy: organization and operation of public transport systems (chapter three), investment policy in urban transport (chapter four), traffic management policy (chapter five), introducing travel demand management (chapter six), strengthening traffic enforcement (chapter seven), building urban transport institutions (chapter eight), affordability of urban transport services and financing policy (chapter nine). Finally a last chapter (ten) presents a priority action program including selected coherent mix of policy actions and cost effective investments to be implemented in the short and medium terms to initiate a process of long term improvements of the UT conditions and operations in Cairo metropolitan.

    Climate-resilient, Climate-friendly World Heritage Cities

    While the negative impacts of climate change on urban areas are well-known and widely discussed, its implicit impacts on historic downtowns have not been studied as extensively. In recent years, cultural heritage conservation and valorization have increasingly become drivers of local economic development. Many projects supported by the World Bank in this field help leverage cultural heritage for economic development while developing infrastructure and services for residents and enhancing the livability of cities. The World Bank has also been very active in addressing climate change risks and increasing resiliency of urban areas. This paper is an effort to merge these two critical agendas. The paper investigates the impacts of climate change on 237 world heritage cities (WHC) and provides an overview of the geographic distribution of these cities around the globe. It discusses the importance of historic downtowns and provides various options available to the governments of these cities to address risk mitigation and adaptation to climate change. Further, it provides examples of WHC which have taken action to address vulnerability to the adverse impacts of climate change. This report is organized in following five sections: section one presents an overview of WHC, geographic distribution, and the growth of the urban agglomerations to which they belong. Section two presents the natural hazard risks and climate change impacts facing WHC, their location on the coastline or interior, and their rank in terms of level of vulnerability. Section three outlines the characteristics that historic cities have in terms of carbon emissions and potential for climate change mitigation. Section four discusses the sources of financing which WHC may turn to in order to address climate change mitigation and adaptation. Section five presents the climate change adaptation and mitigation action plans being implemented in the WHC of Paris, Tunis, Edinburgh, Mexico City, Hue, and Quito.

    Digital Progress and Trends Report 2023

    Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.

    The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.

Global growth is expected to slow further this year, reflecting the lagged and ongoing effects of tight monetary policy to rein in inflation, restrictive credit conditions, and anemic global trade and investment. Downside risks include an escalation of the recent conflict in the Middle East, financial stress, persistent inflation, weaker-than-expected activity in China, trade fragmentation, and climate-related disasters. Against this backdrop, policy makers face enormous challenges. In emerging market and developing economies (EMDEs), commodity exporters face the enduring challenges posed by fiscal policy procyclicality and volatility, which highlight the need for robust fiscal frameworks. Across EMDEs, previous episodes of investment growth acceleration underscore the critical importance of macroeconomic and structural policies and an enabling institutional environment in bolstering investment and long-term growth. At the global level, cooperation needs to be strengthened to provide debt relief, facilitate trade integration, tackle climate change, and alleviate food insecurity.

    The Container Port Performance Index 2023

    The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. A very low ranking or a significant change in ranking may warrant special attention, for which the World Bank generally recommends a detailed diagnostic.

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.
