Publication Cumulative Impacts and Joint Operation of Small-Scale Hydropower Cascades(World Bank, Washington, DC, 2014-02-01)Increasing energy demands and concerns about global warming call for an increase in energy generation from renewable sources. Small hydropower plants represent a significant contribution to meet this demand. But the optimal use of this resource in a sustainable manner still remains a challenge. A cascade of small dams may have detrimental impacts on the environment and water use without implementation of proper mitigation measures and planning. To obtain more insight in the consequences of hydropower cascades and possibilities to improve the cascade planning process in order to reduce such impacts, the Vietnamese Ministry of Industry and Trade and the World Bank jointly initiated the study on cumulative impacts and joint operation of small-scale hydropower cascades Supported by the Renewable Energy Development Program (REDP) in Vietnam. Chapter two provides a brief background on the small-scale hydropower development in Vietnam including its current planning procedures, while Chapter three provides a description of the six studied river basins. Chapter four describes the approach, methods and definitions of the study. During the first phase of the study all six rivers were screened for potential significant cumulative impacts. The results of this screening were presented in a separate report, of which the summary is given in chapter five. This screening showed that for four of the rivers significant cumulative impacts can be expected, which merited further detailed analysis. These four rivers are Ngoi Xan, Nam Tha, Nam Chien and Sap. For each of the four detailed study cases a description of the river basin and hydropower cascade has been made, the hydrological and environmental impacts were assessed and opportunities for joint operations quantified. This report presents summaries of the cumulative impact analyses (chapter six) and draws general conclusions with respect to present and future environmental conditions (chapter seven). It also summarizes the results of the optimization modeling for each cascade (chapter eight) and provides recommendations for future planning and cascade operation (chapter nine).Publication Estimating Global Climate Change Impacts on Hydropower Projects : Applications in India, Sri Lanka and Vietnam(World Bank, Washington, DC, 2007-09)The world is faced with considerable risk and uncertainty about climate change. Particular attention has been paid increasingly to hydropower generation in recent years because it is renewable energy. However, hydropower is among the most vulnerable industries to changes in global and regional climate. This paper aims to examine the possibility of applying a simple vector autoregressive model to forecast future hydrological series and evaluate the resulting impact on hydropower projects. Three projects are considered - in India, Sri Lanka, and Vietnam. The results are still tentative in terms of both methodology and implications; but the analysis shows that the calibrated dynamic forecasts of hydrological series are much different from the conventional reference points in the 90 percent dependable year. The paper also finds that hydrological discharges tend to increase with rainfall and decrease with temperature. The rainy season would likely have higher water levels, but in the lean season water resources would become even more limited. The amount of energy generated would be affected to a certain extent, but the project viability may not change so much. Comparing the three cases, it is suggested that having larger installed capacity and some storage capacity might be useful to accommodate future hydrological series and seasonality. A broader assessment will be called for at the project preparation stage.Publication Enhancing Development Benefits to Local Communities from Hydropower Projects : A Literature Review(Washington, DC, 2009-05)The World Bank began a three-year pilot initiative to develop a framework for enhancing development benefits to local communities in hydropower projects. There has been a wide array of approaches in the past two decades that all have in common the objective of designing and implementing means and mechanisms to ensure local communities a more equitable share of project benefits. The World Bank intends to design and test a framework of enhancing development benefits that can be applied to hydropower projects and that can be tailored, at the same time, to the particular circumstances and characteristics of individual projects. This initiative is based on the hypothesis that hydropower projects planned in environmentally and socially sustainable manner can provide a large range of development benefits to local communities. Structure of this report: chapter one provides an introductory background to the literature review briefly explaining the current context of hydropower projects, the scope of the assignment and the structure of this report. Chapter two offers the core of the intellectual discussion by describing the approach and methodology utilized for the literature review, by describing the existing literature on benefit sharing in hydropower projects, by stating the constraints in enhancing development benefits and the existent gap in the literature. Finally, chapter three offers the main conclusions on the outcome of the literature review on enhancing development benefits to local communities.Publication Toward Climate-Resilient Hydropower in South Asia(World Bank, Washington, DC, 2016-05)The decision tree offers a cost effective, scientifically sound, replicable, and transparent method for demonstrating the robustness of a development project in the face of the risks posed by climate change, natural hazards, and other factors. The framework is most effective when a wide range of risks must be considered, as is typically the case with high-value hydropower investments. In order to gain maximum benefit from the framework, it should be conducted at both project and basin scale, first to answer questions immediately relevant to investors and then to provide perspective on alternative investment portfolios that may yield greater returns.Publication Peru : Overcoming the Barriers to Hydropower(Washington, DC, 2010-05)Hydropower has been the major source of electricity in Peru, traditionally supplying more than 80 percent of electricity requirements, and serving as a source of independent generation for major mines and industries. With the development of natural gas in the early 1990s, and the opening of the Camisea pipeline, the Government of Peru's (GOP's) attention turned to providing incentives for the use of natural gas in power generation. This resulted in a virtual moratorium on hydropower development as a result of the very low price of natural gas (below economic cost). With the development of export markets for gas and increased attention to the impacts of climate change, the Government has recently begun to pay renewed attention to hydropower. Recent developments include: (a) introduction of accelerated depreciation for hydropower investments; (b) introduction of a "discount" to permit hydropower to compete with gas-fired plants in auctions; and (c) announcement of a special hydropower auction to be held in 2009 by ProInversion, the state agency for promoting private investment. The intention of this report is to assist the GOP in assessing the potential role of hydropower in the sector and the measures that could be taken to encourage its continued development as appropriate. The study was done at a particularly challenging time. First, there was considerable volatility in energy prices and investment costs, which needed to be incorporated into the analysis. Second, financial markets were in disarray and it was difficult to predict when conditions were likely to normalize. Third, the GOP recently introduced many new policies and regulatory measures through supreme decrees that are changing the regulatory system and may interact in unexpected ways.

Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Europe and Central Asia Economic Update, Spring 2025: Accelerating Growth through Entrepreneurship, Technology Adoption, and Innovation(Washington, DC: World Bank, 2025-04-23)Business dynamism and economic growth in Europe and Central Asia have weakened since the late 2000s, with productivity growth driven largely by resource reallocation between firms and sectors rather than innovation. To move up the value chain, countries need to facilitate technology adoption, stronger domestic competition, and firm-level innovation to build a more dynamic private sector. Governments should move beyond broad support for small- and medium-sized enterprises and focus on enabling the most productive firms to expand and compete globally. Strengthening competition policies, reducing the presence of state-owned enterprises, and ensuring fair market access are crucial. Limited availability of long-term financing and risk capital hinders firm growth and innovation. Economic disruptions are a shock in the short term, but they provide an opportunity for implementing enterprise and structural reforms, all of which are essential for creating better-paying jobs and helping countries in the region to achieve high-income status.Publication Europe and Central Asia Economic Update, Fall 2024: Better Education for Stronger Growth(Washington, DC: World Bank, 2024-10-17)Economic growth in Europe and Central Asia (ECA) is likely to moderate from 3.5 percent in 2023 to 3.3 percent this year. This is significantly weaker than the 4.1 percent average growth in 2000-19. Growth this year is driven by expansionary fiscal policies and strong private consumption. External demand is less favorable because of weak economic expansion in major trading partners, like the European Union. Growth is likely to slow further in 2025, mostly because of the easing of expansion in the Russian Federation and Turkiye. This Europe and Central Asia Economic Update calls for a major overhaul of education systems across the region, particularly higher education, to unleash the talent needed to reinvigorate growth and boost convergence with high-income countries. Universities in the region suffer from poor management, outdated curricula, and inadequate funding and infrastructure. A mismatch between graduates' skills and the skills employers are seeking leads to wasted potential and contributes to the region's brain drain. Reversing the decline in the quality of education will require prioritizing improvements in teacher training, updated curricula, and investment in educational infrastructure. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
