Abstract
This Country Gender Assessment (CGA) reviews the state of equality between women and men in Armenia in access to opportunities, that is, equality in rights, resources, and voice (World Bank 2007). Equality in rights refers to equality under the law, whether customary or statutory. Equality in resources refers to equality in access to human capital investments, productive resources, and markets. Equality in voice refers to the capacity to make decisions about one’s own life, to act on these decisions, and to influence and contribute to political discourse and the development process. Noting the government’s commitment to gender equality in the legal framework and in policies, this report mainly focuses on the extent of equality in resources and voice. Specifically, the report reviews the extent of equality in the areas of demography, human capital, economic opportunities, and voice and agency. It also points to some common patterns.

    The Chile Country gender assessments (CGAs) identify gender-responsive policies and actions are strategic for poverty reduction, economic growth, human well-being, and development effectiveness. The report proposes priority policy objectives: increase female labor force participation, especially for low-income households, and reduce discontinuity in women's work experience. The report focus on the gender equality in the labor markets; improve access to financial services; expand access to business networks, business development services, and technology for women entrepreneurs. The potential impacts on economic growth gaps of increasing female labor force participation or reducing the gender gap.

    Extracting Lessons on Gender in the Oil and Gas Sector : A Survey and Analysis of the Gendered Impacts of Onshore Oil and Gas Production in Three Developing Countries

    The oil, gas, and mining unit series publishes reviews and analyses of sector experience from around the world as well as new findings from analytical work. It places particular emphasis on how the experience and knowledge gained relates to developing country policy makers, communities affected by extractive industries, extractive industry enterprises, and civil society organizations. This paper explores the divergent experiences of women and men who live in areas that are directly affected by oil and gas development, and highlights how the industry specifically contributes to 'gender gaps' in the unequal distribution of assets and risks. Evidence from surveys and interviews with community members, company representatives, and government an official in oil-and gas-affected areas is analyzed and potential solutions are presented to reduce inequality, increase operational efficiency, reduce risks, and foster sustainable development. The paper aims to demonstrate how oil companies, policy makers, and donors, as well as citizens and nonprofits, can benefit from facilitating more equitable sharing of oil and gas wealth, with a particular focus on the inclusion of women. It points out the gains that can be realized through mutual collaboration to minimize harm for those people whose lives and environments are most directly impacted by the industry. Gender, as defined here, is differentiated from biological sex: gender describes the separate behaviors, identities and roles into which males and females are socialized, and contrasts the freedoms and constraints that come with these roles. This paper therefore examines how gender influences risks and opportunities in upstream areas of oil-rich, low income countries. The paper adopts a qualitative approach to research, presenting the perspectives of the people who live in the immediate vicinity of upstream operations and attempting to faithfully interpret what can be learned from their testimonies.

    Gender in Bolivian Production : Reducing Differences in Formality and Productivity of Firms

    A main goal of this study is to determine the variables responsible for the lower formality of women-owned businesses. The companion study (the World Bank 2007a) shows that Bolivia's informal sector is the largest in Latin America by many definitions and measures. It also provides a rationale for promoting formality given the many negative effects of a high rate of informality. These negative effects include a lower growth potential as informal firms tend to be less productive owing to limited access to physical, financial, and human capital, and a smaller scale of operations; negative fiscal impacts as informal firms "free ride" on services provided with fiscal resources; and negative social externalities, including weaker rule of law and public institutions, increased corruption, and weakened ability to enforce contracts. A second goal of this study is to identify gender-based productivity constraints that hinder the growth of female-owned businesses. First, author's analysis of the impact of formality on profitability shows that the gains of formalization for most female-owned businesses increase as the firms grow. Second, author's find that the smaller scale of operation of female-owned firms is one of the main causes of gender-based differences in productivity and profitability. However, most of the differences between male and female-owned firms diminish or disappear as firms grow.

    Jordan Country Gender Assessment : Economic Participation, Agency and Access to Justice in Jordan

    Over the last three decades Jordan has made substantial investments in its human resources, spending more than 10 percent of Gross Domestic Product (GDP) on health and education. Like their male counterparts, women and girls have benefitted from these policies and their quality of life has improved. The Jordan Country Gender Assessment (CGA) has two primary objectives. The first is to assess gender imbalances in the areas of economic participation in the labor market, agency, and access to justice; provide a framework for policies or interventions to the Government of Jordan (GoJ) on addressing imbalances; and provide a basis for implementing the activities included in the Gender Action Plan (GAP). The second objective is to develop and strengthen partnerships with GoJ agencies, Civil Society Organization's (CSOs), and academic institutions to promote collaboration on addressing gender-related issues impacting development, and in particular to develop mechanisms for cooperation on implementation of the GAP. This CGA will further explore, in the Jordan country context, the argument that the considerable progress in human development in Jordan has not yet led to consistently higher women's participation in economic, political and social life, which in turn has slowed women's economic participation. Access to justice is directly linked to the issue of agency-whereas agency defines the legal and social boundaries of rights and practices, the concept of access to justice covers the tools and mechanisms aiding persons in exercising these rights. Obstacles to women exercising agency in Jordan are caused by a combination of the treatment of women versus men under applicable legal frameworks, with gaps further widened by restrictive social norms that can govern women's behavior. Recent legislative and regulatory reforms, if implemented effectively, have the potential to increase women's agency through expansion of rights and improvements in service delivery. Despite legal and social impediments to accessing land, levels of registration of land by women have been increasing in recent years.

    Arab Republic of Egypt : Gender assessment 2010

    The objective of this policy note is to examine the gender dimension of the Egyptian labor market, with a focus on identifying the scope for policies to improve female labor force participation. An update to the Egypt gender assessment report of 2003, it is envisioned as a contribution to programmatic work on gender and inclusion in Egypt, helping build evidence which can inform policy aimed at improving the participation and retention of women in the labor force. Analytical and investigative in nature, it is the hope that this note will motivate discussion and debate among stakeholders in the country. The questions to be addressed in the note are also relevant for policy discussions and Bank operations in other countries, especially those in the Middle East North Africa (MENA) region where females face similar challenges to labor force participation. Besides laying out the underlying correlates of gender gaps in these areas, the report recommended a comprehensive list of 'strategic interventions' by sector for the government and other development actors, in areas such as investment in women's education, the re-examination of certain discriminatory provisions in the country's legal system, and the promotion of cultural norms that value women as equal partners to men. In the sphere of women's economic opportunities, the report pinpointed vulnerabilities such as high unemployment rates (particularly among the more educated), and a disproportionate dependence on an already shrinking public sector. Highlighting the need for creating productive and sustainable jobs for women in the private sector, the report suggested initiatives such as increasing women's access to training, technology, land, credit and information.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises

    Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    Remarks to the Annual Meetings 2020 Development Committee

    David Malpass, President of the World Bank Group, announced that the Board approved a fast track approach to emergency health support programs that now covers 111 countries. Most projects are well advanced, with average disbursement upward of 40 percent. The goal is to take broad, fast action early. The operational framework presented back in June has positioned the Bank to help countries address immediate health threats and social and economic impacts and maintain our focus on long-term development. The Bank is making good progress toward the 15-month target of 160 billion dollars in surge financing. Much of it is for the poorest countries and will take the form of grants or low-rate, long-maturity loans. IFC, through the Global Health Platform, will be providing financing to vaccine manufacturers to foster expanded production of COVID-19 vaccines in both part 1 and 2 countries, providing production is reserved for emerging markets. The Development Committee holds a unique place in the international architecture. It is the only global forum in which the Governments of developed countries and the Governments of developing countries, creditor countries and borrower countries, come together to discuss development and the ‘net transfer of resources to developing countries.’ The current International Financial Architecture system is skewed in favor of the rich and creditor countries. It is important that all voices are heard, so Malpass urged the Ministers of developing countries to use their voice and speak their minds today. Malpass urged consideration of how we can build a new approach to debt restructuring that allows for a fair relationship and balance between creditors and debtors. This will be critical in restoring growth in developing countries; and helping reverse the inequality.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
