Abstract
School safety is critical for positive student, teacher, and school-level outcomes. Schools are safe when all students, teachers, and staff can thrive in a welcoming environment that supports learning, health and well-being, and positive relationships. Promoting school safety should consider both the physical and remote spaces in which education takes place as well as other non-tangible aspects of the school and learning environment, such as norms and values. School safety comprises five main characteristics—each of which can impact and should be considered in promoting the safety of students, teachers, and the overall teaching and learning (T&L) environment. The characteristics include physical safety, mental health and well-being, instructional practices and environment, interactions and relationships, and school connectedness. The objective of this Note is to provide global guidance including strategies on the role of the physical learning environment (PLE) in supporting and sustaining safe schools. The Note also includes resources and case studies that show how countries have employed safe school strategies and provides additional evidence on the role of PLEs in fostering learning, health and well-being, and relationships. The note is intended to be used by policymakers, practitioners, school leaders, and/or teachers who are engaged in preparing school infrastructure standards, strategies, plans, programs, and projects. The strategies reflect the need for complementary efforts at scale and within individual school communities. At national and/or regional levels, the planning, design, and construction of new schools should prioritize the safety, sustainability, and efficiency of school infrastructure investments, including both the construction of new schools and improvements to existing PLEs. At the school level, school communities should proactively address identified safety shortcomings in PLEs where possible and fill gaps in support from higher-level authorities. While all PLE strategies are relevant to the creation of safer schools, some interventions may be a higher priority for some contexts than others depending on the main challenges they face (for example, natural hazards or community violence).

    SABER - School Health : Preliminary Assessment of School Health Policies in the Caribbean Community

    This report presents the findings of the 2012 pilot assessment of the school health policies for the following Caribbean community (CARICOM) countries: Dominica, Grenada, Guyana, St. Lucia, Barbados, and St. Vincent and the Grenadines. The objective of this exercise is to help countries to identify the strengths and weaknesses in their school health policy frameworks, with the understanding that sound a policy framework is a critical component of effective school health programming. The result is a preliminary report on the status of development of the school health policy framework in the six countries. Section one gives introduction. Section two briefly discusses the importance of school health programs in contributing to education sector goals and the development of international consensus on the basic building blocks of effective school health programs. Section three discusses the conceptual framework of system assessment and benchmarking for education results (SABER) - school health, and introduces the components of the SABER - school health framework and scoring system. Section four provides the context for and objectives of this assessment as well the methodology used for data collection. Section five presents the results for the six countries: first by individual country and then as a comparative analysis across each of four policy domains.

    RIGHT+ Framework for Physical Learning Environments (PLEs)

    In the context of the global learning crisis, climate change, and increasing disasters, Physical Learning Environments (PLEs) can play an important role in increasing education outcomes globally, especially in the most vulnerable populations. For this framework, PLEs comprise the physical elements of the learning environment at three different levels: spaces; the school as a whole; and the network of education facilities. In low- and middle-income countries (LMICs), PLEs face common challenges that result in the exclusion of vulnerable populations, hinder students’ learning outcomes, and threaten students’ and teachers’ health and well-being. The main issues relate to insufficient supply of places in schools, poor physical conditions, and lack of safety. Furthermore, the design of the PLEs is often conceived to support only traditional pedagogical practices, limiting the effectiveness of the teaching-learning process. As a crosscutting challenge, the management of the education infrastructure is critical. The intended use of this framework is not to be a one-fit-all solution that must be fully implemented using a top-bottom approach. Instead, its objective is to provide education practitioners with an organizational scheme to assess the PLE’s situation and propose solutions for rehabilitating existing PLEs or constructing new ones. The proposed six strategies, characteristics, and attributes are intended to be used to interpret PLE needs and guide the appropriate design of interventions. To maximize impact, it emphasizes taking advantage of the entry points and building on existing demands, expanding them to maximize impact, creating synergies among factors, and prioritizing interventions based on context and needs. The flexible framework is a reference for local solutions, allowing communities to diagnose and design their proposals with local solutions. To successfully implement the RIGHT+ framework, task teams must use a comprehensive approach to PLEs that prioritizes the learning process, expands solutions to address the broader context, scales interventions to benefit all education infrastructure, and relies on data-driven decision-making, all complemented with capacity-building processes. By adopting this approach, task teams can promote PLEs that genuinely support learning and development for all, with the potential to impact the education sector.

    School Health, Nutrition and HIV/AIDS Programming : Promising Practice in the Greater Mekong Sub-Region

    In low income countries, poor health and malnutrition are critical underlying factors for low school enrolment, absenteeism, poor classroom performance and dropout; all of which act as important constraints in countries efforts to achieve Education for All (EFA) and the education Millennium Development Goals (MDGs). In the Greater Mekong Sub-Region (GMSR), the education and health sectors have long recognized that school health and nutrition programs can address the basic health problems faced by their schoolchildren. More recently, life skills modules and HIV prevention education are being introduced to promote positive and healthy behaviors. The currently low levels of HIV infection in the GMSR make a focus on prevention all the more timely. The aim of this document is to share emerging promising practice in the field of school health and nutrition within the GMSR and to inform governments, development partners and other organizations that recognize the need to harmonize activities and align assistance. It aims to strengthen the network of school health, nutrition and HIV/AIDS Ministry of Education Focal Points and further the establishment of a sound community of good practice in the sub-region. The document includes descriptions a wide range of different activities from the six GMSR countries of Cambodia, China (Yunnan Province), Lao People's Democratic Republic (PDR), Myanmar, Thailand and Vietnam.

    Rethinking School Health : A Key Component of Education for All

    Education is one of the most important drivers of the development of individuals and societies. It not only has powerful implications for the creation of human capacity, but also helps people realize their full potential and expand their connections with the world. Economic analyses repeatedly demonstrate that education gives a high economic return within the life - span of an individual and is a key factor underlying the economic growth of nations. Viewed from these perspectives, the decision at the turn of the millennium of governments and development partners to pursue the goal of Education for All (EFA) was not only an important contribution to one sector, but the launch of an endeavor with major implications for the future of humanity. The early perception of the goal of EFA was that all children should have access to education-every child should be able to exercise the right to go to school. This limited goal soon broadened to address the quality of the education that a child received at school and the factors that ensured the child was able to stay in school long enough to learn enough. These additional objectives have expanded the goal of EFA, so that it now aims to ensure that every child has the opportunity to complete an education of good quality, although definitions of quality and completeness remain under discussion. The question now is not whether school health and school feeding programs are necessary to EFA, but how they can be implemented at meaningful scale in the poorest countries, which need them the most.

    Commodity Markets Outlook, April 2025

    Commodity prices are set to fall sharply this year, by about 12 percent overall, as weakening global economic growth weighs on demand. In 2026, commodity prices are projected to reach a six-year low. Oil prices are expected to exert substantial downward pressure on the aggregate commodity index in 2025, as a marked slowdown in global oil consumption coincides with expanding supply. The anticipated commodity price softening is broad-based, however, with more than half of the commodities in the forecast set to decrease this year, many by more than 10 percent. The latest shocks to hit commodity markets extend a so far tumultuous decade, marked by the highest level of commodity price volatility in at least half a century. Between 2020 and 2024, commodity price swings were frequent and sharp, with knock-on consequences for economic activity and inflation. In the next two years, commodity prices are expected to put downward pressure on global inflation. Risks to the commodity price projections are tilted to the downside. A sharper-than-expected slowdown in global growth—driven by worsening trade relations or a prolonged tightening of financial conditions—could further depress commodity demand, especially for industrial products. In addition, if OPEC+ fully unwinds its voluntary supply cuts, oil production will far exceed projected consumption. There are also important upside risks to commodity prices—for instance, if geopolitical tensions worsen, threatening oil and gas supplies, or if extreme weather events lead to agricultural and energy price spikes.

    Do Workfare Programs Live Up to Their Promises? Experimental Evidence from Côte d’Ivoire

    Workfare programs are one of the most popular social protection and employment policy instruments in the developing world. They evoke the promise of efficient targeting, as well as immediate and lasting impacts on participants’ employment, earnings, skills and behaviors. This paper evaluates contemporaneous and post-program impacts of a public works intervention in Côte d’Ivoire. The program was randomized among urban youths who self-selected to participate and provided seven months of employment at the formal minimum wage. Randomized subsets of beneficiaries also received complementary training on basic entrepreneurship or job search skills. During the program, results show limited impacts on the likelihood of employment, but a shift toward wage jobs, higher earnings and savings, as well as changes in work habits and behaviors. Fifteen months after the program ended, savings stock remain higher, but there are no lasting impacts on employment or behaviors, and only limited impacts on earnings. Machine learning techniques are applied to assess whether program targeting can improve. Significant heterogeneity in impacts on earnings is found during the program but not post-program. Departing from self-targeting improves performance: a range of practical targeting mechanisms achieve impacts close to a machine learning benchmark by maximizing contemporaneous impacts without reducing post-program impacts. Impacts on earnings remain substantially below program costs even under improved targeting.

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    Underutilized Potential

    This study constructs a microdata set of about 143,000 firms to estimate the monetary costs of infrastructure disruptions in 137 low- and middle-income countries, representing 78 percent of the world population and 80 percent of the GDP of low- and -middle-income countries. Specifically, this study assesses the impact of transport, electricity, and water disruptions on the capacity utilization rates of firms. The estimates suggest that utilization losses amount to $151 billion a year -- of which $107 billion are due to transport disruptions, $38 billion due to blackouts, and $6 billion due to dryouts. Moreover, this study shows that electricity outages are causing sales losses equivalent to $82 billion a year. Firms are also incurring the costs of self-generated electricity, estimated to amount to $64 billion a year (including annualized capital expenditure). At almost $300 billion a year, these figures highlight the substantial drag that unreliable infrastructure imposes on firms in developing countries. Yet, these figures are likely to be under-estimates as neither all countries nor all types of impacts are covered.

    The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.
