Understanding the Emerging Role of Motorcycles in African Cities : A Political Economy Perspective

dc.description.abstract A decline in organized public transport systems has led to rapid growth in non-conventional means of public transport, initially provided by minibuses and shared taxi/vans, and more recently by commercial motorcycles. Unlike cities in South and East Asia, ownership and use of motorized two-wheelers as a personalized vehicle is very small in sub-Saharan cities. However, over the past decade there has been a significant growth in the use of motorcycles as a commercial public transport mode. While offering certain transport advantages in the form of easy maneuverability, ability to travel on poor roads, and demand responsiveness, commercial motorcycle service growth has also led to an increase in road accidents, traffic management problems, pervasive noise and increases in local air pollution and greenhouse gas emissions. Government efforts to regulate the market have had the contrary impact of compounding the problem by distorting market structures. The growth in the use of commercial motorcycles has also dispelled one of the commonly held illusions: fare controls in the public bus market are often justified to support affordability for a vast majority of low income population; however, commercial motorcycles are more expensive than the lowest bus fares, but are increasingly being patronized by the poor due to the inadequacy of bus services. This paper attempts to evaluate the commercial motorcycle mode used in the three cities of Douala, Lagos, and Kampala, based on their political economy context in order to draw general conclusions of value throughout Africa and the rest of the developing world. The evaluation underscores the linkages between governance failure and weak sector performance and highlights the need to adapt policy instruments to local political and economic context. Central to discussion is the necessity to develop a participation framework driven by open communications across a wide spectrum of stakeholders. en
dc.description.abstract La motocyclette comme mode de transport à usage commercial a connu une forte croissance durant ces dix dernières années en Afrique subsaharienne, en Amérique latine et en Asie. Bien qu’offrant certains avantages en raison de sa grande manœuvrabilité, notamment sur les chaussées en mauvais état, et de sa capacité d’adaptation à la demande, ce mode de transport commercial est responsable d’une augmentation des accidents de la circulation, des problèmes de gestion du trafic, du bruit généralisé, de la pollution atmosphérique et des émissions de gaz à effet de serre. Malgré leur place prédominante dans le système des transports publics, on dispose de très peu d’informations sur leur origine, leur rôle dans l’économie politique, les types de service offert, les caractéristiques de leurs usagers, la structure de leurs coûts, leur impact sur l’environnement et autre. L’étude s’appuie sur une analyse des motocyclettes à usage commerciale dans les villes de Douala, Lagos et Kampala en fonction de ces facteurs pour en tirer des conclusions utiles pour l’ensemble des pays en développement. Des analyses quantitatives et qualitatives ont été menées en utilisant les informations provenant d’enquêtes de terrain et d’études documentaires. Des données primaires ont été collectées sur la question de la demande et de l’offre, de leur forme organisationnelle et de contrôle, des conditions d’obtention de permis et de la réglementation. Des questionnaires ont été mis au point pour obtenir des informations sur les usagers de motocyclette, les non usagers, les opé- rateurs et le comptage du trafic de motocyclettes. Des discussions de groupe ont été organisées avec un certain nombre de parties prenantes—notamment les organismes publics, les opérateurs, les associations d’opérateurs, les banques commerciales, les usagers et non usagers. Des enquêtes préliminaires ont été menées dans les trois villes afin d’identifier les parcs de stationnement des motocyclettes et d’analyser le comportement tant des opérateurs que des usagers. fr
