Abstract
Mandalay is the second-largest city in Myanmar and a gateway to the Bay of Bengal to neighboring economic hubs. Rapid economic and demographic growth, paired with the relaxation of import restrictions for new and used two, three, and four-wheeler has resulted in rapidly declining conditions for urban transport. Motorization and vehicle intensity use, congestion, emissions, and traffic-related injuries are hampering well-being and competitiveness. Unless action is taken, Mandalay will consolidate as a motorcycle-only city, posing challenges for the excluded and vulnerable. The report calls for urgent actions to seize the window of opportunity brought by a growing economy and put forward actionable, simple, and affordable strategies aiming to provide efficient, equitable, clean, and safe mobility for Myanmar’ largest urban agglomerations. This overview note presents highlights of the report for Mandalay. It can support policy discussions on improving urban transport with proportional funding and financing and financing options suited to a bold vision for Mandalay.

Publication A National Framework for Sustainable Urban Transport Systems : Proposals for Improving Urban Transportation in Russian Cities(World Bank, Moscow, 2013)In many Russian cities, these growing demands for mobility are not adequately met by the existing urban transport infrastructure and services. Most municipalities have had difficulties in planning and managing the development of their urban transport systems in a coherent manner, which is a precondition for successful resolution of the existing transport problems. In addition, there is a need to develop and put in place a sound legal and regulatory framework. Thus, in order to create favorable conditions for addressing the existing transport problems, there is a need to develop a national framework that would contribute to the creation of pre-requisites for sustainable development of urban transport systems. The purpose of this work is to develop proposals for the formation of the national framework for improvement of the quality and sustainability of urban transport and road traffic safety in Russian cities.Publication Urban Mass Transport Infrastructure in Medium and Large Cities in Developing Countries(Washington, DC, 2012)Developed at the request of the Mexican G20 Presidency for consideration by the Finance Ministers and Central Bank Governors at the G20 Leaders' Summit in Mexico, and jointly prepared with the Asian Development Bank, this policy paper positioned green transport in the context of cities development. Urban transport determines the shape of a city and its ecological footprint. Many cities in low and middle income countries are at a crossroads. Policy decisions taken now, while car use is still relatively low and cities retain a relatively transit friendly, compact urban form, will affect how people will live in their cities for many decades into the future. A new paradigm of urban transport can be part of the solution to reversing the deteriorating situation in some cities of developing countries, and supporting others to embark on a sustainable, low carbon, green growth path: developing a city for people rather than cars, and including public and mass transport as a major component of the modal structure. Implementing such a new paradigm can be truly transformational. This joint World Bank and Asian Development Bank paper lays out six aspects, which are most difficult to align, yet, are critical to ensure the sustainability of urban transport systems, visionary leadership, integrated strategy for land use and urban transport, coordination among agencies, domestic capacity, adequate cost recovery, and private participation in the operation and construction of urban transport systems. The paper proposes a set of new initiatives for G20 leaders' consideration, including the development of an umbrella toolkit to guide policy makers in charge of urban planning to make transport decisions best suited to their local contexts.Publication Formulating an Urban Transport Policy : Choosing between Options(Washington, DC, 2014)As the developing world rapidly urbanizes, the demands on transport systems also grow often at a faster pace than the population. Given the above tendency, an effective and coordinated approach to urban transport requires that sound policies be put into place. Such policies enunciate the direction that a government wants to take; they lay the basic framework for downstream planning as well as project identification and prioritization. This document policy lays out the guiding principles for more detailed downstream planning. The objective of this guideline is to improve mobility, environmental quality, universal access, safety, and energy security of any urban transport policy. This guidebook is intended to be a practical support for formulating urban transport policies at the national, provincial, and local levels. To this end, it highlights some of the important issues that arise when creating an urban transport policy. The report is organized as follows: section one gives introduction. Section two presents a framework of possible actions, highlighting the avoid-shift-improve classification that has become common in professional practice. Section three talks about the governance of urban transport: which level of government should be responsible for it, which sector should lead it, and how different aspects should be coordinated. Section four highlights policies relating to land use planning and the benefits of integrating them with transport planning. Section five discusses the different modes of transport and whether there is a need for policies to promote any particular mode in preference to others. Section six delves into issues relating to personal motor vehicles and, more particularly, the extent to which policies should accommodate the car within the overall transport system. Sections seven and eight present policy options relating to public transport and para-transit, covering issues relating to pricing, coverage, technologies, etc. Section nine presents options relating to non-motorized modes. Section ten presents issues relating to parking, and section eleven suggests a balancing of supply-side measures and measures to contain demand. Section twelve highlights options relating to alternative fuels. Sections thirteen and fourteen cover the financing of urban transport and the role of the private sector. Finally, section fifteen covers issues relating to the process for formulating such policies, and options for implementation.Publication Cities on the Move : A World Bank Urban Transport Strategy Review(Washington, DC, 2002-08)The report's objectives are i) to better understand the nature and magnitude of urban transport problems, particularly in respect of the poor, and ii) to articulate a strategy by which the World Bank and other agencies can assist national and city governments to address these problems. The first part of the report considers how urban transport can be used as an instrument of urban development and poverty reduction. Chapter 2 discusses how transport reduces poverty. Chapter 3 examines how urban transport policies can be focused more specifically on meeting the needs of the poor but touches on other transport related aspects of the quality of life of poor people. Chapter 4 considers the urban environment, focusing on air pollution to which the poor are particularly vulnerable, while Chapter 5 considers problems of personal safety and security. The second part of the report considers how the objectives can be pursued by using a range of instruments. Chapter 6 considers the provision and management of road infrastructure. Chapter 7 discusses road based public transport, including the role of the informal sector. Chapter 8 considers the role and limitations of mass transit. Chapter 9 pays special attention to non-motorized transport. Chapter 10 raises the issues of pricing and financing, and Chapter 11, looks at institutional arrangements. Finally, Chapter 12 discusses the implications for the instruments and lending strategies of the Bank.Publication Yemen, Republic of - Urban Transport in Sana’a : Strategy Note(World Bank, 2010-09-01)Yemen, the fastest urbanizing country in the Middle East and North Africa region, has a very limited natural resource base and the efficiency of its cities is therefore essential for its future economic growth. However, this efficiency is increasingly handicapped by the poor performance of urban transport, especially in the capital Sana'a. This report presents the main findings of this review and makes key recommendations to improve the efficiency of urban transport in Sana'a. It contains the following chapters: a first chapter presents the general context of the study, characterized by fast demographic and spatial growth in Sana'a, causing major difficulties in terms of urban transport management; a second chapter analyses and describes the main underlying issues affecting the performance and efficiency of Sana'a transport system; a third chapter presents institutional, technical and financing recommendations to improve the performance of Sana'a transport system; and a fourth chapter presents a tentative three-year action plan for implementation of the recommendations.

Publication World Development Report 2021(Washington, DC: World Bank, 2021-03-24)Today’s unprecedented growth of data and their ubiquity in our lives are signs that the data revolution is transforming the world. And yet much of the value of data remains untapped. Data collected for one purpose have the potential to generate economic and social value in applications far beyond those originally anticipated. But many barriers stand in the way, ranging from misaligned incentives and incompatible data systems to a fundamental lack of trust. World Development Report 2021: Data for Better Lives explores the tremendous potential of the changing data landscape to improve the lives of poor people, while also acknowledging its potential to open back doors that can harm individuals, businesses, and societies. To address this tension between the helpful and harmful potential of data, this Report calls for a new social contract that enables the use and reuse of data to create economic and social value, ensures equitable access to that value, and fosters trust that data will not be misused in harmful ways. This Report begins by assessing how better use and reuse of data can enhance the design of public policies, programs, and service delivery, as well as improve market efficiency and job creation through private sector growth. Because better data governance is key to realizing this value, the Report then looks at how infrastructure policy, data regulation, economic policies, and institutional capabilities enable the sharing of data for their economic and social benefits, while safeguarding against harmful outcomes. The Report concludes by pulling together the pieces and offering an aspirational vision of an integrated national data system that would deliver on the promise of producing high-quality data and making them accessible in a way that promotes their safe use and reuse. By examining these opportunities and challenges, the Report shows how data can benefit the lives of all people, but particularly poor people in low- and middle-income countries.Publication World Development Report 2023: Migrants, Refugees, and Societies(Washington, DC : World Bank, 2023-04-25)Migration is a development challenge. About 184 million people—2.3 percent of the world’s population—live outside of their country of nationality. Almost half of them are in low- and middle-income countries. But what lies ahead? As the world struggles to cope with global economic imbalances, diverging demographic trends, and climate change, migration will become a necessity in the decades to come for countries at all levels of income. If managed well, migration can be a force for prosperity and can help achieve the United Nations’ Sustainable Development Goals. World Development Report 2023 proposes an innovative approach to maximize the development impacts of cross-border movements on both destination and origin countries and on migrants and refugees themselves. The framework it offers, drawn from labor economics and international law, rests on a “Match and Motive Matrix” that focuses on two factors: how closely migrants’ skills and attributes match the needs of destination countries and what motives underlie their movements. This approach enables policy makers to distinguish between different types of movements and to design migration policies for each. International cooperation will be critical to the effective management of migration.Publication World Development Report 2024(Washington, DC: World Bank, 2024-08-01)Middle-income countries are in a race against time. Many of them have done well since the 1990s to escape low-income levels and eradicate extreme poverty, leading to the perception that the last three decades have been great for development. But the ambition of the more than 100 economies with incomes per capita between US$1,100 and US$14,000 is to reach high-income status within the next generation. When assessed against this goal, their record is discouraging. Since the 1970s, income per capita in the median middle-income country has stagnated at less than a tenth of the US level. With aging populations, growing protectionism, and escalating pressures to speed up the energy transition, today’s middle-income economies face ever more daunting odds. To become advanced economies despite the growing headwinds, they will have to make miracles. Drawing on the development experience and advances in economic analysis since the 1950s, World Development Report 2024 identifies pathways for developing economies to avoid the “middle-income trap.” It points to the need for not one but two transitions for those at the middle-income level: the first from investment to infusion and the second from infusion to innovation. Governments in lower-middle-income countries must drop the habit of repeating the same investment-driven strategies and work instead to infuse modern technologies and successful business processes from around the world into their economies. This requires reshaping large swaths of those economies into globally competitive suppliers of goods and services. Upper-middle-income countries that have mastered infusion can accelerate the shift to innovation—not just borrowing ideas from the global frontiers of technology but also beginning to push the frontiers outward. This requires restructuring enterprise, work, and energy use once again, with an even greater emphasis on economic freedom, social mobility, and political contestability. Neither transition is automatic. The handful of economies that made speedy transitions from middle- to high-income status have encouraged enterprise by disciplining powerful incumbents, developed talent by rewarding merit, and capitalized on crises to alter policies and institutions that no longer suit the purposes they were once designed to serve. Today’s middle-income countries will have to do the same.Publication Western Balkans 6 Country Climate and Development Report(Washington, DC: World Bank Group, 2024-07-16)This Regional Western Balkans Countries Climate and Development Report (CCDR) stands out in several ways. In a region that often lacks cohesive regional alliances, this report emphasizes how the challenges faced across countries are often common and interconnected, and, importantly, that climate action requires coordination on multiple fronts. Simultaneously, it illustrates the differences across countries, places, and people that require targeted strategies and interventions. This report demonstrates how shocks and stressors re intensifying and how investments in adaptation could bring significant benefits in the form of avoided losses, accelerated economic potential, and amplified social and economic spillovers. Given the region’s high emission and energy intensity and the limitations of its current fossil fuel-based development model, the report articulates a path to greener and more resilient growth, a path that is more consistent with the aspiration of accession to the EU. The report finds that the net zero transition can be undertaken without compromising the economic potential of the Western Balkans and that it could lead to higher growth than under the Reference Scenario (RS) with appropriate structural reforms.Publication World Development Report 2022(Washington, DC: World Bank, 2022-02-15)World Development Report 2022: Finance for an Equitable Recovery examines the central role of finance in the economic recovery from COVID-19. Based on an in-depth look at the consequences of the crisis most likely to affect low- and middle-income economies, it advocates a set of policies and measures to mitigate the interconnected economic risks stemming from the pandemic—risks that may become more acute as stimulus measures are withdrawn at both the domestic and global levels. Those policies include the efficient and transparent management of nonperforming loans to mitigate threats to financial stability, insolvency reforms to allow for the orderly reduction of unsustainable debts, innovations in risk management and lending models to ensure continued access to credit for households and businesses, and improvements in sovereign debt management to preserve the ability of governments to support an equitable recovery.
