Abstract
The power sector in the Kingdom of Bahrain is growing rapidly with demand increasing at an annual rate of over 10 percent. While adding new power generation capacity costs both time and money, the fossil-fuel dominated power sector contributes to both global and local emissions. It is estimated by Bahrain's Electricity and Water Authority (EWA) that generation capacity is around 3,167 megawatt (MW), against a peak demand of over 2,700 MW. The peak load continues to grow, and the power system's reserve margin is small. Out of the total consumption of about 12,000 gigawatt hours (GWh) per year on the EWA grid, nearly 50 percent of consumption is in the residential sector, followed by the commercial sector (38 percent). As observed in other warmer parts of the world, air-conditioning and lighting contributes the most to peak loads in Bahrain.

    Energy Efficiency Study in Lebanon

    The purpose of this report is to assess the status of past and current energy efficiency initiatives in Lebanon and, in conjunction with key stakeholders, prepare an Energy Efficiency Action Plan, implementation of this Action Plan in the near future. The identified EE programs have been developed based on available data and information gathered during our one-week field mission and the best practices in similar countries with comparable backgrounds. The savings and investments for each proposed program have been evaluated outlining the impacts of the expected emission reductions and of the expected primary energy savings. The major design phases of each program, their implementation, monitoring plans, and evaluation have been defined. Program financing sources have been recommended and enumerated for possible consideration during the development phase. The role of the various stakeholders has also been determined for each program with general recommendations and suggestions for the successful implementation of the programs. Actions plans are recommended, and it is recommended to begin with the short-term action plan, however the other proposed plans could be started, especially in the case where related actions have already been initiated, to ensure their continuity and the effective development of the proposed programs.

    Energy Efficient Lighting Options for Afghanistan

    This study examines the potential options for implementing an energy efficient lighting program in Afghanistan. It analyzes the range of energy efficient options available in the region and identifies the best choices for specific market segments in off-grid and grid connected areas. Based on this analysis, it is recommended that in rural areas, where grid (local or from main network) is neither available nor likely to be available soon, lead emitting diode (LED) lights coupled with solar (photovoltaic) PV panels offer the least cost solution for expansion of energy access. In grid-connected areas, compact and tube fluorescent lamps are recommended for existing household connections, as well as community and street lighting. The analysis also shows there are numerous barriers and potential problems with implementing an energy efficiency program in Afghanistan. Therefore a phased implementation program is suggested, with careful oversight of the quality of products entering the market.

    Implementing Energy Efficiency and Demand Side Management : South Africa’s Standard Offer Model

    This report evaluates opportunities for South Africa to adopt a low carbon development pathway through a standard offer model. The standard offer aims to: provide customers and energy service companies a predetermined amount for delivered energy or demand savings, allow them to efficiently and rapidly structure and propose energy efficiency and demand side management projects, streamline the project approval process and scale-up project development and implementation, simplify the contracts between the utility and the energy service companies or customers, reduce the burden on the utility staff for project evaluation and processing, provide transparency to project proponents on the payments for delivered savings, facilitate the leveraging of commercial financing for energy efficiency projects, and reduce the utility's risk by making the payments. The report concludes that while South Africa has taken important steps towards implementing key elements of a national mitigation strategy; some practical problems, capacity limitations, and market and institutional barriers have affected the progress to date. The support outlined in this briefing note has helped to diagnose and address some of these limitations and barriers by adapting lessons from international experience to South Africa.

    Green Cities : Cities and Climate Change in Brazil

    Urban sources of greenhouse gas (GHG) emissions in Brazilian cities are growing. At the national level, the dominance of greenhouse gas emissions from deforestation in Brazil masks the fact that emissions from other sectors, like Energy, Transport and Waste, are growing quite rapidly in cities. Compared to other cities around the world, Brazilian cities have low per capita GHG emissions because of the high level of renewable energy production; but as Brazilian cities continue to grow, the pressure towards higher emissions will persist. The majority of emissions from Energy in Brazil result from the use of fossil fuels and electric power by industry. Industrial processes using fossil fuels will continue to be the largest contributor to emissions growth over the long-term, but electricity generation will produce the highest emissions increase in the period up to 2030. For the past three decades, the trend has been for industries to move away from city centers to peripheral locations that are cheaper and have easier access to distribution networks. However, all the GHG emissions inventories completed to date by Brazilian cities are limited to municipal boundaries, making it difficult to assess the role of industrial emissions at the metropolitan level. One clear trend within city boundaries is that residential consumption of electricity is increasing. As households become wealthier, the size of housing units tend to get larger and the number of domestic appliances increase and residential consumption of electricity is expected to grow drastically in the next two decades.Transport emissions are rapidly growing, especially in urban areas. Fossil fuel based emissions in Brazil are low compared to other countries due to the prominence of renewable-energy sources for electricity and fuels. In fact, ethanol substitutes for two-fifths of gasoline fuel. However, transport-sector emissions are rapidly growing due to increased motorization and congestion. This is coupled with a tendency for smaller agglomerations to grow in a sprawling manner, which is directly impacting the growth of GHG emissions, since the amount of vehicle travel is linked to urban form, i.e. the location of housing, jobs, commerce and entertainment.A distinguishing characteristic of Brazilian cities is the high percentage of emissions from waste. The waste sector constitutes about 4 percent of GHG emissions on average in cities.1 A key driver of waste emissions is the amount of waste produced and collected. In Brazil the amount of waste collected has increased by about 4 percent per year since 1970. The amount of solid waste collected in urban areas is expected to continue increasing in the next two decades due to increased generation of waste and improvements in the collection system. This will likely result in an even higher share of GHG emissions for the overall sector.Climate change impacts are widespread. Climate impacts from global warming in major Brazilian cities have been identified and include flooding from intense storms, increased temperatures, and droughts. Sea level rise is also identified as a concern for Brazil because 25 percent of Brazil s population lives in coastal cities. Brazilian cities are taking action against climate change. In response to concerns about global climate change, Brazilian cities have been world leaders in defining GHG emissions reduction targets and adopted local climate change laws. Some cities have completed GHG inventories, established reduction targets, and taken measures to mitigate emissions.

    Options for a Low Carbon Energy Future in Morocco

    Morocco s economy is growing rapidly in all its sectors (tourism, agriculture, industry , etc.) Consequently, the energy demand has been increasing steadily in the period 2003-2007 when primary energy demand rose by 5% per annum and electricity demand by 8% per annum. At the request of the World Bank Group, this study was launched having 3 main objectives: An analysis of the current characteristics of energy supply and demand, the assessment of the energy strategy of Morocco for the coming years, and then a development of an alternative energy scenario with low carbon energies. Beicip-Franlab has established a detailed energy balance of Morocco on the basis ofMoroccan and international studies already conducted on the energy sector of Morocco as well as on well known databases like IEA ones.For the period 2009-2030, Morocco has defined an energy strategy which was presented during the first Assises de l Energie organized in March 2009. An assessment of this strategy considering both energy and environmental criteria will be presented in order to be compared with the business as usual scenario.Finally an alternative scenario is proposed. Based on an intensive introduction ofrenewable energy (RE) and energy efficiency (EE), this scenario would permit a great exploitation of the available RE potential in Morocco, and particularly its wind power potential. In November 2009 after the present report is finalized, Moroccan authorities presented a solar power plan which increases its renewable energy target in 2020, making solar energy target comparable to its wind energy target.A quick review of this new solar plan is presented at the end of this report.

    Knowledgeable Bankers? The Demand for Research in World Bank Operations

    Development impact calls for knowledgeable development practitioners. How then do the operational staff of the largest development agency value and use its research? Is there an incentive to learn and does it translate into useful knowledge? A new survey reveals that the bulk of the World Bank's senior staff value the Bank's research for their work, and most come to know it well, although a sizable minority have difficulty accessing research to serve their needs. Another group sees little value to research for their work and does not bother to find out about it. Higher perceived value is reflected in greater knowledge about research, though there are frictions in this process. Staff working on poverty, human development and economic policy tend to value and use research more than staff in the more traditional sectors of Bank lending -- agriculture and rural development, energy and mining, transport and urban development; the latter sectors account for 45 percent of lending but only 15 percent of staff highly familiar with Bank research. Without stronger incentives for learning and more relevant and accessible research products, it appears likely that this lag in demand for research by the traditional sectors will persist.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Collateral Registries for Movable Assets : Does Their Introduction Spur Firms' Access to Bank Finance?

    Using firm-level surveys for up to 73 countries, this paper explores the impact of introducing collateral registries for movable assets on firms' access to bank finance. It compares firms' access to bank finance in seven countries that introduced collateral registries for movable assets against three control groups: firms in all countries that did not introduce a registry, firms in a sample of countries matched by location and income per capita to the countries that introduced registries for movable assets, and firms in countries that undertook other types of collateral reforms but did not set up registries for movable assets. Overall, the analysis finds that introducing collateral registries for movable assets increases firms' access to bank finance. There is also some evidence that this effect is larger among smaller firms.

    Social Sustainability in Development

    All development is about people: the transformative process to equip, link, and enable groups of people to drive change and create something new to benefit society. Development can promote societies where all people can thrive, but the change process can be complex, challenging, and socially contentious. Continued progress toward sustainable development is not guaranteed. The current overlapping crises of COVID-19, climate change, rising levels of conflict, and a global economic slowdown are inflaming long-standing challenges—exacerbating inequality and deep-rooted systemic inequities. Addressing these challenges will require social sustainability in addition to economic and environmental sustainability. Social Sustainability in Development: Meeting the Challenges of the 21st Century seeks to advance the concept of social sustainability and sharpen its analytical foundations. The book emphasizes social sustainability’s four key components: social cohesion, inclusion, resilience, and process legitimacy. It posits that •Social sustainability increases when more people feel part of the development process and believe that they and their descendants will benefit from it. •Communities and societies that are more socially sustainable are more willing and able to work together to overcome challenges, deliver public goods, and allocate scarce resources in ways perceived to be legitimate and fair so that all people may thrive over time. By identifying interventions that work to promote the components of social sustainability and highlighting the evidence of their links to key development outcomes, this book provides a foundation for using social sustainability to help address the many challenges of our time.

    Tertiary Education for Economic Growth in the South Caucasus

    Policymakers in the South Caucasus region all know a difficult truth: the performance of their universities is disappointing. None of the institutions in the region can boast of a world-class status; none reach a meaningful rank in any of the university rankings. The countries’ institutions, on aggregate, perform much below what is expected given the level of economic development. This report aims to help policymakers in ministries of economic affairs, ministries of finance, and ministries of education understand this sector of national importance. Even more importantly, it hopes to convince the leaders of the tertiary education institutions themselves to take on challenges facing this sector more decisively. The focus of the report is on tertiary education as a source of economic growth, recognizing that tertiary education has other important spillover effects. There is plenty of evidence that tertiary education also helps societies beyond economic returns in terms of improved health, resilience, awareness of climate change, and better-governed societies. Scientific research is a global public good in and of itself, whether it helps societies to understand their cultural traditions better or helps them to find a cure for cancer. These non-economic returns do not, by definition, contrast with economic returns: non-economic and economic returns require accessible, high-quality, relevant, well-funded tertiary education systems that combine teaching and research.
