Abstract
This study is based on: (i) a review of all the forest-based investments approved by IFC during FY85-98 to identify the changes induced in IFC operations on a ‘before/after strategy’ basis; (ii) a review of selected non-forest infrastructure projects supported by IFC in FY92-98 which potentially have impacts on forests; (iii) a review of selected financial intermediary investments approved in FY92-98 to assess evidence of adherence by the intermediaries and their IFC-funded sub-projects to the requirements of the forest strategy; and (iv) case studies on a sample of 14 forest-based companies visited to assess their on-the-ground results from the perspective of the 1991 forest strategy’s objectives. The sampled projects in the case studies were broadly representative of the regional distribution of IFC's portfolio at the end of FY98 of forest-based projects that relied on local resources. The next chapter presents a discussion of the documents containing the IFC forest strategy and their internal administration. This is followed by an analysis of IFC’s forest-based projects that have direct impacts on forests. This is continued in chapter five for IFC’s non-forest projects that have impacts on forests (i.e. projects with indirect impacts). Chapter six considers IFC’s investments in financial intermediaries and attempts to analyze the impact of their sub-projects on forests. The findings of the case studies are presented in chapter seven, and they include performance ratings for achievement of the forest strategy objectives. Chapter eight discusses the IFC OP 4.36, approved in July 1998, and chapter nine presents the conclusions and recommendations of the study.

Publication Annual Review of Development Effectiveness 2009 : Achieving Sustainable Development(Washington, DC: World Bank, 2009)This year's annual review of development effectiveness (ARDE) is being written against the backdrop of a global financial crisis, declining growth, and massive fiscal stimulus efforts to revitalize markets. Demand for greater development support from the World Bank has grown, along with concerns that resources be used effectively and efficiently to achieve their development objectives. This ARDE focuses on the Bank's performance record in getting results from its projects and country programs and, as is customary, examines in depth one topic relating to development effectiveness. The focus of this ARDE is on the Bank's support for environmental sustainability, in response to a Board request for a synthesis of findings from recent Independent Evaluation Group (IEG) reports on the environment. This year's special focus getting results for sustainable development reflects the vital role of sound environmental stewardship for development and the grave threat that inaction poses of reversing gains in growth and poverty reduction. The Bank's record in implementing the 2001 environment strategy and advancing the results agenda is quite mixed. New sources of financing, including resources for global efforts, have helped lending and support for the environment to recover from the lows of the early 2000s; analytic work has fostered innovative approaches and enhanced environmental awareness; and direct support for environmental projects is showing improved performance, with tangible results. But implementation of the strategy in mainstream environmental work across sectors has been weak and must be strengthened. Project performance shows a clear improving trend.Publication The Mesoamerican Biological Corridor(Washington, DC: World Bank, 2011-05-24)This is a Regional Program Review (RPR) of the World Bank's support for the MBC. The review is framed around an assessment of five Global Environment Facility (GEF)-financed World Bank implemented projects in Costa Rica, Honduras, Mexico, Nicaragua and Panama that had the common objective of consolidating the Mesoamerican Biological Corridor (MBC). It also reports on the achievements of trust fund activities, financed by the Bank Netherlands Partnership Program (BNPP), that were implemented parallel to the GEF/World Bank projects. The MBC is a land-use planning system that spans Central America and Mexico. It is designed to promote the conservation and sustainable use of the region's natural resources. The overall objective of the Bank's MBC projects of consolidating the MBC was highly relevant. Although the Central American land bridge is very small, it is estimated to be home to 12 percent of the world's known species. It harbors approximately 24,000 species of vascular plants and over 500 species of mammals, many of which are endemic. The MBC derives its legitimacy from the endorsement it received at the Central American heads of state summit in 1997.Publication OED Review of the Bank's Performance on the Environment(Washington, DC: World Bank, 2001-07-05)This OED report finds that the Bank has made progress on the environment, and notes that its commitments were not accompanied by precise goals and performance monitoring. It advances explanations of why things have turned out this way. It offers recommendations which focus on how to restore the environment to its proper role in the Bank's holistic, long-term development agenda.Publication OED Review of the Poverty Reduction Strategy Process : Cambodia Case Study(World Bank, Washington, DC, 2004-07-06)This report analyzes the experience of Cambodia with the Poverty Reduction Strategy Paper (PRSP) process3. The focus of the report is on evaluating the performance of the World Bank in supporting the PRSP initiative, not on appraising the authorities policies. Given the early stage of the PRS Process, with the document only formally launched by government in March 2003, the report focuses on the process of PRSP formulation in Cambodia and the genesis of the implementation phase. The report is structured as follows: the remainder of section one provides brief background information about Cambodia. Section two offers an appraisal of the PRSP formulation process and of the document itself, focusing on aspects relevant to an evaluation of the World Bank s role. Section three assesses the World Bank s support to the process. Section four summarizes the main points of the assessment and attempts to draw lessons of more general applicability.Publication OED Review of the Poverty Reduction Strategy Process : Albania Case Study(World Bank, Washington, DC, 2004-07-06)This report analyzes the experience of Albania with the Poverty Reduction Strategy Paper (PRSP) process. The focus of the report is on evaluating the performance of the World Bank in supporting the PRSP initiative, not on appraising the authorities policies. The main emphasis of the report is on the formulation and implementation of the PRSP until March 2003, but it does cover elements of the PRSP Progress Report which was completed following the evaluation team s mission to Albania. The report is structured as follows: Section B describes the country context including, political and economic background, the poverty profile, and key constraints for development. Section C addresses the PRS Process in its entirety and includes an assessment of the relevance of the PRSP for Albania and its consistency with the underlying principles of the initiative. Section D assesses the World Bank s support to the process. Finally, section E summarizes the main points of the assessment and attempts to draw lessons of more general applicability.

Publication Ukraine Country Environmental Analysis(World Bank, Washington, DC, 2016-01)The objective of the Country Environmental Analysis (CEA) is to assess the adequacy and performance of the policy, legal, and institutional framework for environmental management in Ukraine, in light of the decentralization process of environmental governance and wider reform objectives, and to provide recommendations to government to address the key gaps identified. Ukraine is the second largest country in Europe and has a population of 43 million, the majority of whom live in urban areas. It is a lower middle income country, with the services, industry and agriculture sectors being main contributors to the country’s Gross Domestic Product (GDP). Ukraine faces a number of environmental challenges, as identified in its National Environmental Strategy 2020 (NES). Key among these are: air pollution; quality of water resources and land degradation; solid waste management; biodiversity loss; human health issues associated with environmental risk factors; in addition to climate change. The scope of Ukrainian environmental legislation is quite broad and comprehensive (more than 300 legal acts) and covers most areas of environmental protection and natural resources management. However, the environmental legislation faces a number of weaknesses:The environmental legislation is largely declaratory in nature and does not have all the essential enforcement mechanisms for the implementation of legal acts and international agreements; Many of the acts are not coordinated with each other; and Legislation undergoes limited analysis of its impact—for example, no in-depth analysis such as Regulatory Impact Analysis is conducted for proposed pieces of legislation.Publication Regional Poverty and Inequality Update: Latin America and the Caribbean, October 2025(Washington, DC: World Bank, 2025-10-23)This brief summarizes recent facts related to poverty and inequality in Latin America and the Caribbean (LAC) using the latest wave of harmonized household surveys from the Socio-Economic Database for LAC (SEDLAC). This brief was produced by the Poverty Global Practice in the LAC Region of the World Bank.Publication Thailand Monthly Economic Monitor, October 2025(Washington, DC: World Bank, 2025-10-22)Fiscal conditions remained stable, with a modest widening of the deficit to 3.1 percent of GDP. New stimulus measures are expected to support short-term demand without breaching the public debt ceiling. Inflation stayed negative, reflecting lower energy and food prices amid subdued domestic demand. The central bank kept the policy rate unchanged, citing limited policy space. Thailand’s growth momentum has slowed further as manufacturing activity and services weakened as projected. Tourism remained subdued, largely due to fewer Chinese visitors. Goods exports also slowed as earlier front-loaded orders faded, particularly in agriculture and industrial goods. The Thai baht depreciated in early October as the US dollar appreciated and the current account turned negative.Publication Housing Subsidies for Refugees(Washington, DC: World Bank, 2025-01-22)Refugees require assistance for basic needs like housing but local host communities may feel excluded from that assistance, potentially affecting community relations. This study experimentally evaluates the effect of a housing assistance program for Syrian refugees in Jordan on both the recipients and their neighbors. The program offered full rental subsidies and landlord incentives for housing improvements, but saw only moderate uptake, in part due to landlord reluctance. The program improved short-run housing quality and lowered housing expenditures, but did not yield sustained economic benefits, partly due to redistribution of aid. The program unexpectedly led to a deterioration in child socio-emotional well-being, and also strained relations between Jordanian neighbors and refugees. In all, housing subsidies had limited measurable benefits for refugee well-being while worsening social cohesion, highlighting the possible need for alternative forms of aid.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
