Abstract
While innovation is a source of competitiveness, it may expose plants to survival risks. Using a rich set of plant-product data for Chilean manufacturing plants during the period 1996-2006 and discrete-time hazard models controlling for unobserved plant heterogeneity, this paper shows that innovating plants have higher survival odds. However, risk plays an important role for the innovation-survival link: only innovators that retain diversified sources of revenues survive longer. Single-product innovators are at greater risk of exiting. In addition, only innovators facing lower market risk, measured by fewer innovative competitors, low-pricing strategies, or lower sales volatility in the new products' markets, see their odds of survival increase significantly. Technical risk, measured by the proximity of product innovations to the plants' past expertise, the degree of sophistication of new products, or their novelty to the Chilean market, does not play a substantial role in the innovation-survival link. Engaging in risky innovation is not an irrational decision, since plants reap big payoffs -- higher productivity, employment and sales growth -- from such innovations. However, those payoffs are not always higher than those from cautious innovation, suggesting that constraining factors, such as credit constraints, force plants to take on more risk when innovating. An implication of the findings for industry dynamics is that among innovators, only the survival of cautious innovators is guaranteed. Since engaging in cautious innovation may not be feasible for all plants, there could be a role for policy in reducing innovators' exposure to risks and providing assistance to deal with failed innovations, while setting the right incentives.

Publication The Macroeconomic Implications of Climate Change Impacts and Adaptation Options(Washington, DC: World Bank, 2025-05-29)Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.Publication South Africa’s Fragmented Cities: The Unequal Burden of Labor Market Frictions(Washington, DC: World Bank, 2026-01-08)Using high-resolution administrative, census, and satellite data, this paper shows that South African cities are characterized by spatial mismatches between where people live and where jobs are located, relative to 20 global peers. Areas within 5 kilometers of commercial centers have 9,300 fewer residents per square kilometer than expected, which is 60 percent below the global median. Poor, dense neighborhoods are most affected. In Johannesburg, a 10-percentile increase in distance from the nearest business hub corresponds to a 3.7-percentile drop in asset wealth (a proxy of household wellbeing) and 4.9-percentile drop in employment. In Cape Town, the declines are 4.0 and 3.7 percentiles, respectively. Employment is 87 percent lower in the poorest decile than the richest in Johannesburg and 61 percent lower in Cape Town. These findings suggest that South Africa’s spatial organization of people and economic activity constrains agglomeration and reinforces inequality. This methodology provides a scalable and standardized data-driven framework to analyze spatial accessibility and agglomeration frictions in complex, data-constrained urban systems.Publication The Evolution of Local Participatory Democracy in Nepal(Washington, DC: World Bank, 2025-11-05)Nepal is, according to its constitution, among the world’s most decentralized countries, with a long and complex tradition of local-level public participation. This paper traces the evolution of Nepal’s modern participatory institutions, examining the extent to which they are “induced” by external interventions versus being “organically” rooted in indigenous practices. The paper identifies three broad phases: an initial focus on participation in project implementation; a subsequent phase that expanded citizen engagement; and a third phase of citizen empowerment, culminating in the 2015 federal constitution, which granted unprecedented local autonomy. The analysis yields five key findings. First, over the past 50 years, successive reforms have progressively expanded opportunities for citizens to influence local decision-making. Second, these reforms have integrated traditional participatory mechanisms into formal institutions of local government. Third, although central-level initiatives exist, most participatory platforms continue to operate at the local level. Fourth, the federal constitution has created a new landscape of local democracy, embedding autonomy and accountability. Fifth, although they are still valued in many ethnic and territorial communities, traditional participatory practices are gradually disappearing. The paper concludes by offering policy recommendations to help donor agencies and governments strengthen Nepal’s democratic trajectory. It argues that effective interventions should build on Nepal’s deep participatory traditions while recognizing the constitutional reality of far-reaching local autonomy.Publication Institutional Capacity for Policy Implementation: An Analytical Framework(Washington, DC: World Bank, 2026-01-07)State capacity is an important prerequisite for policy implementation, yet at the country level it is difficult to measure, assess, and reform. This paper proposes a focus on institutional capacity: the ability of public institutions to implement the specific policy mandates for which they are responsible. Based on a review of existing literature, the paper defines the different dimensions that compose institutional capacity and groups them into two cross-cutting categories: organizational dimensions (personnel, financial resources, information systems, and management practices) and governance dimensions (transparency, independence, and accountability). The paper proposes measures for organizational and governance dimensions using existing data, shows intra-institutional variation of these measures within countries, and discusses how new data could be collected for better measurement of these concepts. Finally, the paper illustrates how the framework can be used to diagnose the sources of common problems related to weak policy implementation.Publication Closing the Gender Gap in Entrepreneurship: Overcoming Challenges in Law and Practice for Female Entrepreneurs(Washington, DC: World Bank, 2026-01-07)Despite significant strides toward gender equality, women around the world continue to encounter systemic obstacles that hinder their entrepreneurial success. This paper systematically reviews the literature on the barriers female entrepreneurs face and the solutions proposed to overcome these challenges. It discusses institutional factors, financial factors, human capital factors, and social and cultural factors. The literature overview is complemented by a series of stylized facts that illustrate how overcoming some of these existing barriers is correlated with improved women’s entrepreneurship and female labor force participation, drawing on the World Bank’s Women, Business and the Law database as well as the World Bank’s Enterprise Surveys. The findings underscore the need for creating an enabling environment where women can thrive as entrepreneurs.

Publication Measuring Firm-Level Innovation Using Short Questionnaires(World Bank, Washington, DC, 2016-06)Little is known about innovation in developing countries, partly because of the lack of comparable and reliable data. Collecting data on firm-level innovation is challenging because of the subjective definition of what determines an innovation, a problem that is exacerbated in developing countries where innovation is likely to be more incremental and less radical. This paper contributes to the literature by presenting the results of an experiment aiming to identify the survey instrument that better captures firm-level innovation in developing countries. The paper shows that a small set of questions included in a multi-topic, firm-level survey does not provide an accurate picture of firm-level innovation and tends to overestimate innovation rates. Issues related to framing explain some of the unreliability of innovation responses, while cognitive problems do not appear to play a significant role.Publication Foreign Direct Investment in Services and Manufacturing Productivity Growth : Evidence for Chile(World Bank, Washington, DC, 2008-09)During the 1990s, foreign direct investment in producer service sectors in Latin America was massive. Such investment may increase the quality of services, reduce their cost, and offer opportunities for knowledge spillovers to downstream users of the services. This paper examines the effects of foreign direct investment in services on manufacturing productivity growth in Chile between 1992 and 2004. The authors estimate an extended production function where plant output growth depends on input growth and a weighted measure of foreign direct investment in services. The novelty of the approach is that the authors are able to assess the intensity of usage of various types of services at the plant level and use that information in the estimation of the importance of foreign direct investment in those services. The econometric results show a positive and significant effect of foreign direct investment in services on productivity growth of Chilean manufacturing plants which is robust to a multitude of tests. The economic impact of the estimates is that forward linkages from foreign direct investment in services account for almost 5 percent of the observed increase in Chilean manufacturing productivity growth during the sample period. This evidence therefore suggests that reducing the barriers restricting foreign direct investment in services in many developing economies may help accelerate productivity growth in their manufacturing sectors.Publication Effects of Licensing Reform on Firm Innovation : Evidence from India(2011-11-01)The regulatory environment in a country can affect firm performance. This study investigates the impact of a particular regulation, namely license requirements for certain firm activities, on the innovation performance of Indian firms. First it presents a model of firm and industry evolution that explains the dynamics of multi-product firms. Then, using a firm level panel data set, it shows that removal of license requirements led to roughly 5 percentage points faster innovation rates where innovation is measured as introduction of new product varieties that had not existed in the market. The results are robust to inclusion of controls for the other policy reforms that occurred during the period of licensing reform.Publication Globalization and Innovation in Emerging Markets(2009-01-01)Globalization brings opportunities and pressures for domestic firms in emerging markets to innovate and improve their competitive position. Using data on firms in 27 transition economies, the authors test for the effects of globalization through the impact of increased competition and foreign direct investment on domestic firms' efforts to innovate (raise their capability) by upgrading their technology, improving the quality of their product or service, or acquiring certification. They find that competition has a negative effect on innovation, especially for firms further from the efficiency frontier, and we do not find support for an inverted U effect of competition on innovation. The authors show that the supply chain of multinational enterprises and international trade are important channels for domestic firms' innovation. They detect no evidence that firms in a more pro-business environment are more likely to display a positive or inverted U relationship between competition and innovation, or that they are more sensitive to foreign presence.Publication The Risks of Innovation : Are Innovating Firms Less Likely to Die?(MIT Press, 2014-03-21)While innovation matters for competitiveness it may expose firms to survival risks. Using plant-product data for Chile and discrete-time hazard models we show that innovating plants have a lower hazard of exit. However, risk impacts strongly on the innovation-exit relationship: only innovators that retain diversified sources of revenue or face lower market risk are less likely to die. Single-product innovators are at greater risk of exiting. Exposure to technical risk does not affect exit probabilities differentially. We provide tentative evidence that single-product innovators have higher profits which helps to rationalize their innovation decision despite the increased risk of exit.

Publication The Global Health Cost of Ambient PM2.5 Air Pollution(World Bank, Washington, DC, 2020-11-01)Air pollution is a major cause of death and disease. ‘Ambient air pollution’ refers to contamination of outdoor air; ‘household air pollution’ refers to contamination of indoor air. Ambient (or outdoor) air pollution is the world’s leading environmental risk to health and the cause of morbidity and mortality from diseases such as ischemic heart disease, lung cancer, chronic obstructive pulmonary disease, stroke, and pneumonia. Most deaths related to air pollution are caused by human exposure to fine inhalable particles or fine particulate matter, also known as PM2.5. An estimated 4.1 million people died prematurely worldwide in 2016 due to exposure to outdoor PM2.5. About 90 percent of those deaths occurred in low- and middle-income countries. This report provides an estimate of the global, regional, and national costs of health damage—that is, premature mortality and morbidity—from exposure to ambient PM2.5 air pollution in 2016. Using the estimates of mortality and morbidity from ambient PM2.5 published in the Global Burden of Disease 2016 study, this report estimates the global cost of premature mortality and morbidity from exposure to ambient PM2.5 air pollution to be $5.7 trillion in 2016, equivalent to 4.8 percent of global gross domestic product in the same year. Global health crises further highlight the need for continued action in addressing a global and cross-cutting challenge such as air pollution. The current global COVID-19 pandemic underscores the importance of reducing air pollution through preventive and abatement measures. People who contract COVID-19 and have underlying medical problems such as heart disease, lung disease, and cancer, which are also associated with air pollution, are at a higher risk of developing serious illnesses that could lead to death.Publication Peru Mining Sector Diagnostic(World Bank, Washington, DC, 2021-05)The facts and events that have shaped the strengths of the Peruvian mining industry are well established. Private mining investment has flowed in during the last decade, making Peru the second most popular destination for mining investment in Latin America. Peru has increased its annual copper production five times from approximately half a million to two and a half million metric tons of fine copper, moving from being only a major producer of gold to becoming also the second largest producer of copper in the world. The mining sector needs to create the necessary conditions, within a context of social legitimacy, to move forward successfully with the development of an extensive mining project pipeline. The country now faces the challenge of improving the sector’s policies and management to guarantee its long-term contribution to the country’s sustainable development. The government also faces the major challenge of artisanal and small-scale mining formalization and elimination of illegal mining, which has destroyed Amazon jungle with mercury, especially in the Amazonian Madre de Dios region. The Mining Sector Diagnostic (MSD) is a tool that the World Bank has developed to analyze the rules and policies that exist in the mining sector and the gap between these rules and their implementation in practice. It reviews sector performance from the perspective of the three main stakeholder groups , and analyzes their priorities to improve mining sector performance.Publication Revisions to remittance trends 2007(World Bank, Washington, DC, 2008-07)Revised estimates show that remittance flows to developing countries were $251 billion in 2007, up 11 percent from 2006. This Brief discusses the slowdown in remittance flows to Mexico in the first part of 2008. Remittances to countries in Latin America and the Caribbean (El Salvador, Honduras, Guatemala), and Asia (Bangladesh, Pakistan, and the Philippines) continue to grow robustly.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Restoring the Coastal Environment in Cartagena, Colombia(Washington, DC, 2014)Cartagena, the historic city where the '1983 Cartagena convention for the Protection of the Caribbean' was signed, is meeting its responsibilities to protect the public health of its citizens as well as the costal marine environment through improved wastewater management. Cartagena's experience can serve as an inspiration to the wider Caribbean region and provide a model for other developing coastal cities. Water pollution control is a key issue for the world's coastal cities. Pollution emanating from domestic and industrial wastewater can not only contaminate the ocean environment but also damage highly productive estuaries and bays that provide a critical ecological connection to the marine environment. Inadequate wastewater management can also pollute urban beaches, potentially threatening public health and undermining tourism. This technical note summarizes Cartagena's experience in wastewater management for international dissemination and was jointly prepared by the World Bank, the Colombian Ministry of Environment and Sustainable Development, the Cartagena water utility (ACUACAR), and the Global Partnership for the Oceans (GPO).
