Abstract
A scalable method for estimating changes in local greenhouse gas emissions from satellite-based atmospheric composition measures is developed and applied in this paper. The analysis employs large panels of spatially-referenced, time-stamped atmospheric carbon dioxide observations from the National Aeronautics and Space Administration’s Orbiting Carbon Observatory-2 and methane observations from the European Space Agency’s Sentinel-5P. The analysis computes monthly mean concentration anomalies, defined as deviations from global trends. Long- and short-term trend regressions were estimated for cells of high-resolution global grids, and cell-specific results meeting the classical significance test (p ≤ 0.05) were identified as positive or negative trends. These high-resolution findings were aggregated to generate performance scores for geographic areas of arbitrary scale. The global scalability of the approach was demonstrated with performance assessments for 242 countries and disputed areas, 3,242 provinces, 36,563 sub-provinces, 6,672 Functional Urban Areas, and 670 offshore oil and gas production zones. Regional illustrations were provided for 11 Southeast Asian countries, alongside a global overview organized by World Bank regions and income groups. Findings indicated that long-term carbon dioxide decreases outnumbered increases, but recent changes (2024–25) revealed a reversal. By contrast, methane displayed large net decreases in both long- and short-term measures. The results highlighted substantial variation across regions and income groups. Low-income countries showed the strongest movement toward reductions, yet their contributions remain overshadowed by high-income economies, where performance has been mixed. It is hoped that this methodology will inform global policy dialogue by enabling transparent and comparable emissions assessments. The approach also provides a practical tool for identifying emissions hotspots, supporting policy makers at the national and subnational levels in developing targeted mitigation strategies aligned with global climate objectives.

Publication The Macroeconomic Implications of Climate Change Impacts and Adaptation Options(Washington, DC: World Bank, 2025-05-29)Estimating the macroeconomic implications of climate change impacts and adaptation options is a topic of intense research. This paper presents a framework in the World Bank's macrostructural model to assess climate-related damages. This approach has been used in many Country Climate and Development Reports, a World Bank diagnostic that identifies priorities to ensure continued development in spite of climate change and climate policy objectives. The methodology captures a set of impact channels through which climate change affects the economy by (1) connecting a set of biophysical models to the macroeconomic model and (2) exploring a set of development and climate scenarios. The paper summarizes the results for five countries, highlighting the sources and magnitudes of their vulnerability --- with estimated gross domestic product losses in 2050 exceeding 10 percent of gross domestic product in some countries and scenarios, although only a small set of impact channels is included. The paper also presents estimates of the macroeconomic gains from sector-level adaptation interventions, considering their upfront costs and avoided climate impacts and finding significant net gross domestic product gains from adaptation opportunities identified in the Country Climate and Development Reports. Finally, the paper discusses the limits of current modeling approaches, and their complementarity with empirical approaches based on historical data series. The integrated modeling approach proposed in this paper can inform policymakers as they make proactive decisions on climate change adaptation and resilience.Publication South Africa’s Fragmented Cities: The Unequal Burden of Labor Market Frictions(Washington, DC: World Bank, 2026-01-08)Using high-resolution administrative, census, and satellite data, this paper shows that South African cities are characterized by spatial mismatches between where people live and where jobs are located, relative to 20 global peers. Areas within 5 kilometers of commercial centers have 9,300 fewer residents per square kilometer than expected, which is 60 percent below the global median. Poor, dense neighborhoods are most affected. In Johannesburg, a 10-percentile increase in distance from the nearest business hub corresponds to a 3.7-percentile drop in asset wealth (a proxy of household wellbeing) and 4.9-percentile drop in employment. In Cape Town, the declines are 4.0 and 3.7 percentiles, respectively. Employment is 87 percent lower in the poorest decile than the richest in Johannesburg and 61 percent lower in Cape Town. These findings suggest that South Africa’s spatial organization of people and economic activity constrains agglomeration and reinforces inequality. This methodology provides a scalable and standardized data-driven framework to analyze spatial accessibility and agglomeration frictions in complex, data-constrained urban systems.Publication The Evolution of Local Participatory Democracy in Nepal(Washington, DC: World Bank, 2025-11-05)Nepal is, according to its constitution, among the world’s most decentralized countries, with a long and complex tradition of local-level public participation. This paper traces the evolution of Nepal’s modern participatory institutions, examining the extent to which they are “induced” by external interventions versus being “organically” rooted in indigenous practices. The paper identifies three broad phases: an initial focus on participation in project implementation; a subsequent phase that expanded citizen engagement; and a third phase of citizen empowerment, culminating in the 2015 federal constitution, which granted unprecedented local autonomy. The analysis yields five key findings. First, over the past 50 years, successive reforms have progressively expanded opportunities for citizens to influence local decision-making. Second, these reforms have integrated traditional participatory mechanisms into formal institutions of local government. Third, although central-level initiatives exist, most participatory platforms continue to operate at the local level. Fourth, the federal constitution has created a new landscape of local democracy, embedding autonomy and accountability. Fifth, although they are still valued in many ethnic and territorial communities, traditional participatory practices are gradually disappearing. The paper concludes by offering policy recommendations to help donor agencies and governments strengthen Nepal’s democratic trajectory. It argues that effective interventions should build on Nepal’s deep participatory traditions while recognizing the constitutional reality of far-reaching local autonomy.Publication Institutional Capacity for Policy Implementation: An Analytical Framework(Washington, DC: World Bank, 2026-01-07)State capacity is an important prerequisite for policy implementation, yet at the country level it is difficult to measure, assess, and reform. This paper proposes a focus on institutional capacity: the ability of public institutions to implement the specific policy mandates for which they are responsible. Based on a review of existing literature, the paper defines the different dimensions that compose institutional capacity and groups them into two cross-cutting categories: organizational dimensions (personnel, financial resources, information systems, and management practices) and governance dimensions (transparency, independence, and accountability). The paper proposes measures for organizational and governance dimensions using existing data, shows intra-institutional variation of these measures within countries, and discusses how new data could be collected for better measurement of these concepts. Finally, the paper illustrates how the framework can be used to diagnose the sources of common problems related to weak policy implementation.Publication Closing the Gender Gap in Entrepreneurship: Overcoming Challenges in Law and Practice for Female Entrepreneurs(Washington, DC: World Bank, 2026-01-07)Despite significant strides toward gender equality, women around the world continue to encounter systemic obstacles that hinder their entrepreneurial success. This paper systematically reviews the literature on the barriers female entrepreneurs face and the solutions proposed to overcome these challenges. It discusses institutional factors, financial factors, human capital factors, and social and cultural factors. The literature overview is complemented by a series of stylized facts that illustrate how overcoming some of these existing barriers is correlated with improved women’s entrepreneurship and female labor force participation, drawing on the World Bank’s Women, Business and the Law database as well as the World Bank’s Enterprise Surveys. The findings underscore the need for creating an enabling environment where women can thrive as entrepreneurs.

Publication Tracking Methane Emissions by Satellite(World Bank, Washington, DC, 2022-11)Atmospheric methane is a potent greenhouse gas that has accounted for 23 percent of radiative forcing in the lower atmosphere since 1750. Since methane has a much shorter atmospheric duration than carbon dioxide and other greenhouse gases, it provides a critical opportunity for near-term atmospheric greenhouse gas reduction. Thus, 122 countries have joined the recently launched Global Methane Pledge to reduce methane emissions at least 30 percent from 2020 levels by 2030. Unfortunately, the Pledge confronts a serious information problem at the outset: the near-total absence of directly measured data for problem diagnosis, program design, and performance assessment. At present, priority areas for emissions reduction are identified with spatially formatted “bottom-up” emissions inventories, such as the Emissions Database for Global Atmospheric Research, which combines sectoral activity data with broadly calibrated emissions factors from engineering studies. This paper addresses the information problem by introducing a new World Bank database of monthly atmospheric methane concentrations, calculated for a high-resolution spatial grid from data provided by the European Space Agency’s Sentinel-5P satellite platform. It illustrates the potential utility of the database with a global study of methane emissions from irrigated rice production, which accounts for about 10 percent of agricultural methane emissions. A comparative analysis suggests that the Sentinel-5P data supplement the Emissions Database for Global Atmospheric Research data with more fine-grained spatial information, which may support local programs to track, verify, and reward adoption of methane-reducing rice production techniques. If this approach proves valuable for irrigated rice production, it seems likely to work for other methane sources as well.Publication Adaptation to Climate Extremes in Developing Countries : The Role of Education(2010-06-01)Global climate models predict a rise in extreme weather in the next century. To better understand future interactions among adaptation costs, socioeconomic development, and climate change in developing countries, observed losses of life from floods and droughts during 1960-2003 are modeled using three determinants: weather events, income per capita, and female education. The analysis reveals countries with high female education weathered extreme weather events better than countries with equivalent income and weather conditions. In that case, one would expect resilience to increase with economic growth and improvements in education. The relationship between resilience in the face of extreme weather events and increases in female education expenditure holds when socioeconomic development continues but the climate does not change, and socioeconomic development continues with weather paths driven by "wet" and "dry" Global Climate Models. Educating young women may be one of the best climate change disaster prevention investments in addition to high social rates of return in overall sustainable development goals.Publication Protected Areas and Deforestation : New Results from High Resolution Panel Data(World Bank Group, Washington, DC, 2014-11)This paper investigates the effectiveness of protected areas in slowing tropical forest clearing in 64 countries in Asia/Pacific, Africa, and Latin America for the period 2001-2012. The investigation compares deforestation rates inside and within 10 kilometers outside the boundary of protected areas. Annual time series of these deforestation rates were constructed from recently published high-resolution data on forest clearing. For 4,028 parks, panel estimation based on a variety of park characteristics was conducted to test if deforestation is lower in protected areas because of their protected status, or if other factors explain the difference. For a sample of 726 parks established since 2002, a test also was conducted to investigate the effect of park establishment on protection. The findings suggest park size, national park status, and management by indigenous people all have significant association with effective protection across regions. For the Asia/Pacific region, the test offers compelling evidence that park establishment has a near-immediate and powerful effect.Publication Scalable Tracking of CO2 Emissions(World Bank, Washington, DC, 2023-02)This paper extends recent research on satellite-based carbon dioxide measurement to an easily updated template for tracking changes in carbon dioxide concentrations at local and regional scales. Using data from the National Aeronautics and Space Administration’s Orbiting Carbon Observatory-2 satellite platform and a large sample of urban areas, a comparison of trend estimation models suggests that the template can use a simple model that estimates trends directly from satellite data pre-filtered to isolate local concentration anomalies. Illustrative applications are developed for a long-period trend model and a short-period model focused on change in the most recent year. In addition, the paper estimates carbon dioxide emissions for thousands of urban areas and identifies cities whose emissions performance is above or below expectation. Although the tracking model is “simple,” it requires software and hardware that are beyond the means of many interested stakeholders. For this reason, the World Bank’s Development Economics Vice Presidency has established an open web facility that pre-filters data from the National Aeronautics and Space Administration’s Orbiting Carbon Observatory-2satellite and publishes monthly mean concentration anomalies for all terrestrial cells of a 25-kilometer global grid. The website will also publish annual carbon dioxide tracking reports for urban areas and provide information that links the 25-kilometer global grid cell IDs to IDs for urban areas and national administrative units (levels 0, 1, and 2).Publication Traffic, Air Pollution, and Distributional Impacts in Dar es Salaam(World Bank, Washington, DC, 2020-03)Air pollution from vehicular traffic is a major source of health damage in urban areas. The problems of urban traffic and pollution are essentially geographic, because their incidence and impacts depend on the spatial distribution of economic activities, households, and transport links. This paper uses satellite images to investigate the spatial dynamics of vehicle traffic, air pollution, and exposure of vulnerable residents in the Dar es Salaam metro region of Tanzania. The results highlight significant impacts of seasonal weather (temperature, humidity, and wind-speed factors) on the spatial distribution and intensity of air pollution from vehicle emissions. These effects on the metro region's air quality vary highly by area. During seasons when weather factors maximize pollution, the worst exposure occurs in areas along the wind path of high-traffic roadways. The research identifies core areas where congestion reduction would yield the greatest exposure reduction for children and the elderly in poor households.

Publication Gabon Country Climate and Development Report(Washington, DC: World Bank, 2025-11-01)Gabon has a unique opportunity to drive inclusive growth, reduce poverty, and build a resilient post-oil economy, with climate action accelerating progress toward these goals. The country’s main development challenge is achieving higher growth and poverty reduction, as stronger growth is needed regardless of projected climate shocks to create jobs, raise living standards, and enable a viable post-oil economy. While pursuing growth-promoting economic reforms, climate action that prioritizes people must remain central to its development pathway. However, climate change risks exacerbating poverty and regional inequalities in a country already facing long-term challenges in expanding economic opportunities and basic public services, especially in rural areas. Climate shifts compound these challenges, making stronger private sector-led growth driven by reforms essential for resilience, diversification, job creation, and poverty reduction, though targeted investments in adaptation will still be required to mitigate climate shocks.
