Abstract
This note revisits the long-standing tension between qualitative and quantitative approaches to poverty analysis, with reference to social assessments and program evaluation. It presents a summary of recent work in St. Lucia and Colombia, where innovative efforts were made to integrate the guiding principles of quantitative approaches with the practice of qualitative approaches. While neither case should be seen as ideal or a substitute for a more comprehensive analysis, they nonetheless present a series of strategies for generating some meaningful and useful results in environments where, for any number of reasons, formal data is weak or absent. Such environments, of course, are all too common in low-income countries. The first case, a social assessment of poverty, comes from St. Lucia. The task manager had funds sufficient to cover key informant and focus group interviews in sixteen communities around the island. Given this small number, he elected not to work with a "random sample" as such but rather to maximize coverage on as many key variables as possible (rural/urban, access to clean water, distance to main road, level of poverty, etc). Our St Lucia-based colleagues happened to have access to a 1990 census, but it did not contain data on the full set of variables that would have enabled us to generate a final sample meeting all our criteria.

    "Much of the early work on poverty was highly quantitative:... It became increasingly clear, however, that while numbers are essential for policy and monitoring purposes, it is also important to understand people's perception of poverty and their mechanisms for coping with poverty and other situations of extreme economic and social stress." Researchers have recognized over the past few years that quantitative analysis of the incidence and trends in poverty, while essential for national economic development planning, must be complemented by qualitative methods that help planners and managers understand the cultural, social, political, and institutional context within which projects are designed and implemented. This report is based on a two-day workshop held in June 1998, where outside research specialists and World Bank staff discussed the importance of integrating these research methods. The participants reviewed experiences in the use of mixed-method approaches in Bank research and project design. This report is a result of those discussions. The report examines the need for integrated research approaches in social and economic development, presents case studies of integrated approaches in practice, and talks about lessons learned. Part I describes the evolution of interest in, and the potential benefits of integrated research, and, Part II presents case studies on how integrated approaches have been used in poverty analysis, education, health, and water supply and sanitation, while Part III discusses lessons learned with respect to the use of integrated approaches, and assesses the benefits that can be achieved.

    Measurement and Meaning : Combining Quantitative and Qualitative Methods for the Analysis of Poverty and Social Exclusion in Latin America

    This report consists of a collection of case studies from Latin America combining qualitative and quantitative research methods for the analysis of poverty within a social exclusion framework. The first chapter provides an overview of the differences between quantitative and qualitative methods, and the gains from using both types of methods in applied work. The other chapters are devoted to three case studies on reproductive health in rural Argentina, the targeting of social programs in Chile, and social exclusion in urban Uruguay. Each case study was prepared within the broader context of country-specific economic and sectoral work at the World Bank.

    When Things Fall Apart : Qualitative Studies of Poverty in the Former Soviet Union

    This book documents the experiences of men, women, and children in Armenia, Georgia, the Kyrgyz Republic, Latvia, Moldova, Tajikistan, Ukraine, and Uzbekistan as they struggle with the dramatic changes in lifestyle and extreme poverty that followed the collapse of the Soviet Union. Based on hundreds of open-ended interviews conducted by local people over a span of five years, this book captures the particularities of poverty in each nation-state as well as a collective sense of disillusionment and a strikingly similar array of response to the crisis. certain aspects of the dynamics of poverty in the former Soviet Union and its interaction with gender, age, and ethnicity are highlighted. They deepen the understanding of how poor people in these countries experience, explain, and cope with their new circumstances. The studies also identify the range of cultural and administrative barriers that hinder poor people from accessing public services and exploiting economic opportunities. Above all, they highlight important psychological dimensions of poverty in the FSU, including the collapse of values and beliefs that accompanied the increase in poverty and the resulting disorientation experienced by the poor. Finally, the studies demonstrate the continuing importance of informal support networks and the persistence of paternalistic relationships and expectations that the old regime had fostered.

    CDD (Community Driven Development) and Social Capital Impact : Designing a Baseline Survey in the Philippines

    The baseline survey of the KALAHI-CIDSS project in the Philippines is an attempt to generate such insights and strengthen learning about CDD programs through rigorous evaluations. This evaluation follows the "good practices" prescribed by experts in that it collects quality baseline data in a representative sample of both intervention groups and matched comparison groups. This baseline survey not only provides valuable information about the KALAHI-CIDSS project, but also offers some guidance on developing technically sound evaluations for CDD programs. The survey finds that poverty is widespread in KALAHI-CIDSS municipalities. In all dimensions of poverty, means (income/expenditure, quality of labor supply), outcomes (education, health, housing and amenities), and perception (self-rated poverty), the incidence of poverty is estimated to be very high. The baseline survey also gets villagers' pre-intervention status on access to neighboring villages, local markets, schools, and other public facilities; travel time and transport costs; water and sanitation; health conditions; and education outcomes. In general, access conditions are very limited, indicating the poverty in KALAHI-CIDSS municipalities. Road conditions and access to water are especially poor when compared to other facilities such as education and health.

    Integrating Qualitative Methods into Investment Climate Impact Evaluations

    Incorporating qualitative methods into the evaluation of development programs has become increasingly popular in recent years, both for the distinctive insights such approaches can bring in their own right and because of their capacity to complement the strengths -- and where necessary correct some of the weaknesses -- of quantitative approaches. Some initial work deploying mixed methods has been undertaken in the assessment of investment climate reforms, but considerable room for expansion exists. This paper summarizes some of the key principles and practices underpinning mixed methods evaluations in development, highlight some notable examples of how such work has been conducted (and the particular contributions it has made), and offers some guidelines for those seeking to increase the sophistication and utility of qualitative methods in the evaluation of investment climate reforms.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground.
