Abstract
The Europe and Central Asia (ECA) region's relative advantage in gender equality compared to other regions eroded in the 1999-2009 period. As a result, the region now looks more similar to the rest of the world in terms of women's education and labor force participation. Moreover, gender gaps continue to exist in some minority communities and in poor rural areas. Structural changes in the economies of the region have both opened up economic and employment opportunities for women and reduced some avenues of prosperity for men. However, women's gains from such opportunities are limited as occupational segregation and wage gaps persist, despite comparable human capital endowments. The dramatic demographic changes affecting the ECA region, such as aging, have different implications for men and women. In particular, (i) old age poverty will especially affect women, and (ii) the shrinking labor force will make it necessary to stimulate the labor participation rate of women.

Publication Emerging Europe and Central Asia - Opportunities for men and women(World Bank, 2011-12-06)Europe and Central Asia have suffered a setback in economic growth because of the recent global crisis, which revealed fundamental structural weaknesses previously hidden by the prosperity before the crisis. The major weaknesses are the large savings deficits, the lagging reforms in the social sectors, and the deterioration in competitiveness. Policies can address these weaknesses by taking into account the role of the behavior of firms, public spending on health and education, the consequences of demographic pressures, particularly on pension systems, and the bottlenecks created by skilled labor force shortages. This report reviews the performance of women and men during the past decade in three spheres: human capital, labor markets, and entrepreneurship. Similar to World Development Report 2012 (World Bank 2011a), it looks at the dimensions of endowments and economic opportunities. However, it does not cover issues related to agency, that is, the ability of actors to make independent choices and exercise control over their own actions. The data are analyzed to determine whether women and men are performing well compared with each other, but also how they fare in a global context. The analysis is primarily quantitative and mines various data sets. This is strength of the report because a quantitative analysis can add value by providing some measure of the degree of differences in the outcomes observed. Yet, it is a weakness as well because the outcomes are measured, but not always explained. Consequently, more work is needed in this area, especially qualitative analysis that is followed up by targeted quantitative surveys.Publication Opportunities for Men and Women : Emerging Europe and Central Asia(World Bank, 2011-12-06)The countries of Central and Eastern Europe and Central Asia have a long history of striving for gender equality, especially in the public sphere. Not only was this an important goal during the socialist era, but governments continued to pursue gender equality even during the difficult years of transition. The governments in the region allocated substantial resources toward the health and education of both women and men. They also adopted legislation that treated women and men equally in the labor market and they provided child care services. During much of the last century, the region surpassed countries both developing and developed in establishing the equal treatment of women and men. This report reviews changes in gender inequalities in Europe and Central Asia over the last decade, with a particular focus on economic opportunities both in labor markets and in entrepreneurial activity. In addition, given the importance of health and education in opening up opportunities for men and women in the economic sphere, the report discusses the changes in human capital endowments in this area as well. Unfortunately, the lack of data prevents us from covering the role of other assets, such as property or financial assets, in broadening opportunities for women. The remainder of this executive summary is structured as follows. The next section, A, reviews the main aspects of the World Development Report on gender and development. The following sections, B and C, discuss the main messages of this report and policy priorities, respectively. Section D makes some closing remarks.Publication Kyrgyz Republic : Gender Disparities in Endowments and Access to Economic Opportunities(Washington, DC, 2012-06)The paper aims to provide an overview of the gender disparities in three major domains-human capital, labor market and entrepreneurship. In doing so, it builds on the framework of the World Bank's regional gender report opportunities for men and women: emerging Europe and Central Asia (World Bank, 2011) and the world development report on gender and development (World Bank, 2011). This joint gender assessment work has the objectives of analyzing the gender dimensions of development of the country and proposing a conceptual framework which will assist in explaining gender inequality and recommending public actions for consideration by policy makers and civil society. This report is an input into the larger country gender assessment. In agreement with the other partners, the scope of this report is limited to quantitative analysis of the gender aspects of the human capital development, labor market disparities, entrepreneurship, career advancement and wage differentials, using nationally representative household survey data. The rest of this paper is organized as follows: section one provides an analysis of gender disparities in human capital focusing on education and health outcomes, section two describes men's and women's employment patterns, section three discusses differences in earnings, section four focuses on men's and women's entrepreneurship and possibilities for career advancement in business and politics and section five provides concluding observations.Publication Unleashing the Potential of Ethiopian Women : Trends and Options for Economic Empowerment(Washington, DC, 2009-06)This report aims to update knowledge of gender disparities in Ethiopia using the latest household survey data. The aim of this analysis is to support ongoing efforts to implement Plan for Accelerated and Sustained Development to End Poverty (PASDEP) vision. The significant progress in addressing key dimensions of gender disparities such as education shown in this report as well as in the recent annual progress report on the implementation of PASDEP in 2006-2007 suggests that current policy directions are proving effective. At the same time this report highlights the need to complement the existing emphasis on broad based interventions with additional targeted interventions which might address the specific constraints experienced by some groups. Further, based on the evidence from a few detailed evaluations of some existing programs, the study highlights how policy making in this area should include more emphasis on considerations of effective implementation and monitoring. This report is structured as follows. Chapter two presents a set of stylized facts on gender disparities in Ethiopia, including both trends over the last decade and current comparisons between Ethiopia and other countries. Chapter three looks in greater detail at the main drivers of gender disparities, focusing on factor markets. Chapter four looks at the economic pay-offs of decreasing gender inequality. Chapter five identifies a few priority areas for policy intervention.Publication Vietnam Country Gender Assessment(World Bank, Hanoi, 2011)Viet Nam has undergone a major socio-economic transformation over the past quarter century, rising from one of the poorest countries in the world to a middle income country. Today it continues to develop rapidly, becoming more integrated with the global economy and undergoing significant regulatory and structural changes. Viet Nam has also made remarkable progress on gender equality, but important gender differences still remain. On the positive side Viet Nam has had considerable progress in addressing gender disparities in education, employment and health. The gender gap in earnings is lower in Viet Nam than in many other East Asian countries. Indeed by a number of measures, women's outcomes have improved significantly. However, upon deeper examination of the data, a number of challenges still remain. The report is organized into five chapters. The current chapter has provided a background to the report and the process through which it has been prepared. The next three chapters will deal with the substantive issues, focusing primarily on gender but addressing ethnicity and other forms of social inequality where relevant. Chapter two will provide an analysis of the situation and trends in gender equality in relation to the multiple dimensions of poverty, some of which are included in the Millennium Development Goals (MDGs). Chapter three will provide an in-depth gender analysis of livelihoods and employment, bearing in mind the likely impact of the recent crisis as well as the challenges of transition to middle income status. Chapter four will pick up on the issue of women's political participation in leadership positions and in the wider society. The final chapter will synthesize the key findings of the report and prioritize key recommendations.

Publication The World Bank Group in Georgia, 2014-23(Washington, DC: World Bank, 2025-07-30)This Country Program Evaluation assesses the performance and effectiveness of the World Bank Group’s support to Georgia in achieving the country’s development objectives. In the decade leading up to the evaluation period, Georgia pursued economic reforms to attract critical investments for becoming a regional trade and transport hub. Ambitious economic reforms went hand in hand with efforts to improve human development and strengthening social protection systems. Growing geopolitical tensions and internal political polarization have challenged Georgia’s reform progress in recent years. The Bank Group’s strategy adapted well to Georgia’s development needs and was well coordinated with other development partners. It successfully employed a range of instruments to help increase competitiveness, growth, and job creation, and effectively contributed to improved infrastructure and increased trade by using programmatic and innovative approaches. The Bank Group’s regular investments in analytical work and the switch to results-based programmatic support helped improve the efficiency and effectiveness of education and health care systems. The IEG offers the following lessons based on the evidence and analysis in the Country Program Evaluation: (i) Prioritizing Bank Group support around the move towards deeper regional integration was an effective anchor for key economic reforms for economic convergence. (ii) Pursuing a selective and adaptive approach in a country with high implementation capacity and institutions, strong coordination among development partners, and access to a wide range of external resources can allow the Bank Group to exercise significant influence in areas of comparative advantage and global expertise. (iii) A stronger focus on outcome-based programmatic approaches helped to build local capacity and crowd-in partner financing.Publication FY 2025 China Country Opinion Survey Report(Washington, DC: World Bank, 2025-08-04)The Country Opinion Survey in China assists the World Bank Group (WBG) in better understanding how stakeholders in China perceive the WBG. It provides the WBG with systematic feedback from national and local governments, multilateral/bilateral agencies, media, academia, the private sector, and civil society in China on 1) their views regarding the general environment in China; 2) their overall attitudes toward the WBG in China; 3) overall impressions of the WBG’s effectiveness and results, knowledge work and activities, and communication and information sharing in China; and 4) their perceptions of the WBG’s future role in China.Publication The World Bank Group in Tanzania, Fiscal Years 2012–22(Washington, DC: World Bank, 2025-07-22)This evaluation assesses the relevance and effectiveness of the World Bank Group's support to Tanzania between Fiscal Years 2012 and 2022. Over the past decade, Tanzania has experienced resilient growth, with an average annual per capita GDP increase of 2.2%. However, poverty remains widespread and slow to decline, underscoring the need for more inclusive growth. The report examines the Bank Group's strategic and operational approaches during this period, which were aligned with Tanzania's development priorities and focused on industrialization, human development, and public sector reforms. The evaluation includes thematic chapters on the Bank Group's support for private sector-led growth and spatial transformation, as well as lessons to inform future support to the country.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Evaluation Insight Note(Washington, DC: World Bank, 2024-11-12)This Evaluation Insight Note (EIN) aims to contribute to the World Bank’s goal of encouraging the use of data, digital technology, and innovation towards transforming agri-food systems in client countries. The EIN was guided by the overall question: “How are World Bank agriculture and irrigation projects using technologies and what insights can be drawn from them” In answering this question, the EIN draws from a portfolio identification and review of 158 active and 113 closed projects (FY16-23) World Bank agriculture and irrigation projects to describe the extent and utilization of agricultural technologies. It supplemented the findings from the review with insights drawn from four project evaluations (Project Performance Assessment Reports) prepared by IEG in Bangladesh, Brazil, Cote d’Ivoire, and Vietnam, which were selected because of their likely lessons on agriculture technology. The portfolio and systematic review provided the basis for seven main insights on coverage and nature of technologies used in World Bank agriculture projects, demand-based technological solutions, technology diffusion, collaboration, and investment in enabling environment factors, among others. (1) The World Bank Agriculture and Irrigation portfolio shows limited coverage of advanced technologies. (2) The technologies that are prevalent in projects are mainly focused on increasing agricultural productivity with limited focus on technologies for facilitating market linkages. (3) Among the technologies promoted in Bank agriculture and irrigation projects, some technologies, and applications such GIS, early warning systems and MIS are more concentrated than others. (4) Combining demand-based technological solutions with training and technical assistance supported uptake of those solutions. (5) Technology diffusion worked well when there was strong collaboration between key research and extension agencies, each with well-defined roles and responsibilities in the projects. (6) When technology dissemination efforts are combined with investments in enabling environment factors such as infrastructure (i.e., roads, markets), they facilitated technology adoption. (7) Building sustainable institutional models – key for technology uptake and use – continue to be challenging in Bank supported projects.
