Abstract
A 2013 scientific assessment of black carbon emissions and impacts found that black carbon is second to carbon dioxide in terms of its climate forcing. High concentrations of black carbon in the atmosphere can change precipitation patterns and reduce the amount of radiation that reaches the Earth's surface, which affects local agriculture. Acute and chronic exposures to particulate matter are associated with a range of diseases, including chronic bronchitis and asthma, as well as premature deaths from cardiopulmonary disease, lung cancer, and acute lower respiratory infections. The transportation sector accounted for approximately 19 percent of global black carbon emissions in the year 2000. This report aims to inform efforts to control black carbon emissions from diesel-based transportation in developing countries. It presents a summary of emissions control approaches from developed countries, while recognizing that developing countries face a number of on-the-ground implementation challenges. This study applies a new cost-benefit analysis methodology to four simulated diesel black carbon emissions control projects - diesel retrofit in Istanbul, green freight (plus retrofit) in Sao Paulo, fuel and vehicle standards in Jakarta, and compressed natural gas (CNG) buses in Cebu taking into account the additional climate benefits of black carbon reductions. While this report focuses on quantifying just the health and climate benefits of transport interventions, it also serves to highlight the challenges that can be faced when undertaking more comprehensive evaluation of transport projects. A cost-benefit framework for economic analysis of diesel black carbon emissions control transport projects is also presented that factors in both climate and health benefits. Historically, technical interventions to control diesel black carbon emissions in developed countries have successfully relied on fuel quality improvements and vehicle emissions standards.

Publication Sub-Saharan Africa Refinery Project : Volume I-A. Health Study Final Report(Washington, DC, 2009-09)The Sub-Saharan Africa Refinery Study evaluates the effects of improved fuel specifications on refiningoperations and air quality in Sub-Saharan Africa (SSA). The improved fuel specifications would reduce the levels of certain pollutants in fuels, in turn reducing human exposure to these pollutants in ambient air. The health study estimates the health impacts and associated monetary benefits associated with the proposed improvements in fuel quality. The estimated monetary benefits will be compared to the costs to the refining industry associated with a change in fuel specifications, by region, as presented in Volume II,the Refinery StudyPublication Clean Air and Healthy Lungs : Enhancing the World Bank's Approach to Air Quality Management(World Bank, Washington, DC, 2015-02)This report specifically deals with air pollution, which was reported, by the World Health Organization (WHO), as the single largest environmental health risk globally in 2012 (WHO, 2014a). Air pollution from outdoor and household sources jointly account for more than 7 million deaths (3.7 million from ambient air pollution and 4.3 million from household air pollution). The following sections of this chapter present the objectives of, and key aspects of the institutional context for, this report followed by an examination of some of the major drivers of deteriorating ambient air quality in developing countries; air pollution sources and impacts; and the status of air quality management in developing countries. Chapter two presents the results of a desk-based portfolio review of World Bank projects that are relevant to reduction of air pollution. This is followed, in chapter three, by an examination of case studies of World Bank projects whose objectives include addressing ambient air pollution, highlighting good practices and lessons for future work of the Bank in supporting clients. Chapter four presents possible approaches for enhancing future Bank support in helping clients to improve air quality and reduce the associated adverse health outcomes. Chapter five presents overall conclusions and recommendations.Publication Black Carbon and Climate Change : Considerations for International Development Agencies(World Bank, Washington, DC, 2011-12)This report is intended to inform the international development community about the links between black (BC) carbon and climate change. With growing scientific clarity on the contribution of black carbon to climate change, the benefits of limiting its emissions are becoming more evident. This report reviews the existing knowledge on the subject and identifies relevant considerations for development organizations. Climate modeling shows that a large reduction in the global amounts of BC emissions, without changes in emissions of organic carbon, will lead to a sharp onetime decrease in the warming influence of human activities. A rapid reduction in BC emissions has thus been proposed as a way to partially offset the projected increase in temperatures in coming decades. This will not solve the long-term problem of climate change, which is caused by the greenhouse gas (GHGs), but it could extend the limited time that is available to reduce emissions of GHGs aggressively, before global temperatures reach dangerous levels. Proposals to reduce BC emissions also often address the need to reduce emissions of several other short-lived gases (such as ozone) that are mostly not covered by the Kyoto Protocol. This paper is designed to inform development agencies, in a brief, simplified, and non-technical manner, about the links between BC and climate change, and how these could relate to development policy. The paper describes: (a) what is known about the impact of BC and related aerosols on climate, (b) the sources and importance of BC emissions, (c) possible actions and policies to mitigate emissions, and (d) considerations for agencies in light of these issues.Publication Transport Activity Measurement Toolkit for On-Road Vehicles : Practitioners' Guide(World Bank, Washington, DC, 2011-06)Although urbanization is frequently cited as a major cause of greenhouse gas and local air pollution emissions growth, it could be better understood as one of the crucial links between climate and development. Urbanization is a major driver of development, and once in cities, people tend to increase their mobility dramatically, driving an increase in greenhouse gas and other emissions from transport. The demand for transport is not limited only to urban environments. As each economy becomes richer, its demand for passenger and freight mobility increases. This increase in car usage coupled with a tendency to have a lower number of passengers per car, has been sufficient to offset the improvements gained in vehicle fuel efficiency. The increasing transport demand, if not accompanied by adequate growth in infrastructure and facilities, leads to rising congestion, time loss, and air quality deterioration that can stifle economic growth and quality of life. Finding the delicate balance of policy options to achieve long-term improvements in on-road transport and reduce the impact of its externalities is critical and needs to be tailored to each locale. This requires measurements both to design the interventions and evaluate their impacts. This transport activity measurement toolkit (TAMT) has been developed specifically to simplify this measurement process by providing standardized software, data collection forms, and a consistent standardized methodology.Publication Cleaning Pakistan's Air : Policy Options to Address the Cost of Outdoor Air Pollution(Washington, DC: World Bank, 2014-06-26)Pakistan's urban air pollution is among the most severe in the world and it engenders significant damages to human health and the economy. Air pollution, inadequate water supply, sanitation, and hygiene are the top environmental priority problems in Pakistan. Industrialization and urbanization, in conjunction with motorization, can result in further deterioration of urban air quality. This book examines policy options to strengthen the Pakistan clean air program (PCAP) to better address the cost imposed by outdoor air pollution upon Pakistan's economy and populace. The approach provided in this book recommends that the federal and provincial environmental protection agencies (EPAs) take on a limited number of high return, essential, and feasible interventions drawn largely from the PCAP. The objective of this book is to examine policy options to control outdoor air pollution in Pakistan. The findings of the analysis aim at assisting the Government of Pakistan (GoP) in the design and implementation of reforms to improve the effectiveness and efficiency of Pakistan's ambient air quality institutions. The overarching theme of this book is that prioritizing interventions is essential to address the cost of outdoor air pollution, given current resource limitations. The book also includes a review of secondary sources, focusing on recent analysis of the effects of different air pollutants on human health, as well as lessons learned from ongoing regional and international efforts to improve ambient air quality. This book has seven chapters. Chapter one gives overview. Chapter two identifies major trends in ambient air pollution, including concentration levels of main pollutants and the identification of principal sources. Chapter three examines the evolution of Pakistan's air quality management (AQM) framework over the period 1993 to 2013. Chapter four examines options to control air pollution from mobile sources, the main contributors of several air pollutants, including noxious fine particulate matter (PM) and its precursors. Chapter five addresses measures to tackle pollution from industrial sources. Chapter six identifies synergies of interventions for air pollution control and climate change mitigation. Chapter seven summarizes the main conclusions of the book.

Publication The Corporatization of Public Hospitals(World Bank, Washington, DC, 2000-09)Heavy investment over the past 30 years has made the hospital sector the largest expenditure category of the health system in most developed and developing countries. Despite shifts in attention and emphasis toward primary care as a first point of contact for patients, in most countries, hospitals remain a critical link to health care, providing both advanced and basic care for the population. Often, they are the provider "of last resort" for the poor and critically ill. Although it is clear that hospitals play a critical role in ensuring delivery of health services, there is much less agreement about how to improve the efficiency and quality of care provided. With increasing frequency, hospital autonomy, corporatization, and even privatization, are being considered and applied to improve performance of publicly run health services. The objective of this publication is to yield some insights about these popular reform modalities from a review of the literature, reform experiences in other sectors and empirical evidence from hospital sector itself. The review examines: (a) what problems these reforms are attempting to address; b) the core elements of the reforms; and, c) why they are structured the way they are (why their designers think they will resolve certain problems)? While this paper focuses on issues related to the design of the reforms, the paper also reports the findings from a larger study that examined the implementation and evaluation of such reforms so that they will be available to countries that are considering venturing down this reform path.Publication Taking Stock, September 2025: Special Focus : Nurturing Viet Nam’s High-tech Talents(Washington, DC: World Bank, 2025-09-04)Following strong momentum in the first half of 2025, driven by front-loaded exports, the Vietnamese economy is expected to moderate over the remainder of the year as export growth normalizes, with a forecast real GDP growth of 6.6 percent in 2025. As an export-oriented economy, Viet Nam remains vulnerable to slower global growth and softening demand from major trading partners. Trade-policy uncertainty may also begin to weigh on business and consumer confidence. Over the medium term, growth is projected to ease to 6.1 percent in 2026 before rebounding to 6.5 percent in 2027, supported by a recovery in global trade and Viet Nam’s continued appeal as a competitive manufacturing base. To support growth and hedge against external uncertainty, the report recommends a focus on scaling up public investment, mitigating financial-sector risks, and advancing structural reforms. The special focus of this edition titled Nurturing Viet Nam’s High Tech Talents” highlights the need to build a skilled talent base that can support and accelerate the country’s innovation ecosystem. Achieving Viet Nam’s high tech ambitions and its goal of high income status by 2045 will require not only a broad and growing pipeline of young STEM graduates, but also a stronger core of experts who lead research, run laboratories, and turn ideas into market-ready products. The report highlights the potential to raise public and private R&D spending in Viet Nam, complementing broader business enabling reforms. Total R&D spending in Viet Nam remains lower than more developed regional peers. There is scope to increase PhD-level faculty to grow the pipeline of advanced-degree graduates and high-caliber researchers. Strengthening university–industry-government linkages could catalyze the development of a work-ready workforce and promote technology transfer and knowledge spillovers.Publication International Debt Statistics 2017(Washington, DC: World Bank, 2017)The World Bank's annual report on the external debt of developing countries includes comprehensive data for 125 developing countries, as well as summary data for regions and income groups. This year’s edition of International Debt Statistics is designed to respond to user demand for timely, comprehensive data on trends in external debt in developing countries. As in previous years, IDS provides statistical tables showing the external debt of developing countries that report public and publicly guaranteed external debt to the World Bank’s Debtor Reporting System (DRS). In addition, the publication showcases the broader spectrum of debt data collected and compiled by the World Bank. These include the high frequency, quarterly data for high-income economies and select developing countries reporting to the joint World Bank–IMF Quarterly External Debt Statistics (QEDS) and the Public Sector Debt Statistics (PSDS) database. Bretton Woods is being overhauled before our eyes.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
