Abstract
This report proposes that vocational education has a key role to play in advancing skills development and correcting skill misalignment. In particular, the report focuses on the value of public-private partnerships (PPPs) in TVET in designing targeted skill interventions. Accordingly, it shows how diverse PPP approaches can align skill supply with labor market demand, drive the development of key industries, and support comprehensive skill system reform.

Publication Unlocking Opportunities(Washington, DC: World Bank, 2024-08-02)Saudi Arabia’s Vision 2030 promotes women’s skill development and their advancement in the labor market. Since 2017, Saudi Arabia has seen the fastest progress in reducing barriers to women’s access to labor markets by advancing reforms regarding guardianship, mobility, protection of women in the workplace, entrepreneurship and access to financing, and retirement age. One of its approaches has been to empower women through upskilling, training, and lifelong learning. In recent years, many Saudi women have entered the labor market; however, further interventions are necessary to fully realize the contribution women can make to economic and social advancement. Several studies around the world have shown that women’s participation in vocational education and training has a direct relationship with Labor force participation (LFP). In recent years, Saudi Arabia has reformed its Technical and vocational education and training (TVET) system. These reforms have broadened TVET institutions’ educational offerings for women and promoted TVET as a viable pathway to the labor market. Despite this progress, persistent challenges remain. Women’s LFP rates in all age groups remain just slightly above half of those for men, and women who graduate from postsecondary vocational educational institutions still face considerable disadvantages in finding a job, compared to their male peers. Women’s participation in TVET plays an important role in working toward the national strategic goals set out in Vision 2030. This report takes stock of Saudi Arabia’s achievements in enabling women to develop skills, identifies remaining challenges, and presents international best practices on how to address gender barriers in TVET, upskilling, and lifelong learning. The report concludes by identifying key areas of strategic policy interventions that can further gender equity within the country’s skills-development system.Publication Towards System-Level Reform through National Skills Strategies(Washington, DC: World Bank, 2025-02-13)The World Bank has been working closely with the Ministry of Human Resources and Social Development (MHRSD) in the Kingdom of Saudi Arabia (KSA) to develop a system-level skills strategy. The MHRSD first started by establishing a Skills and Training Deputyship andallocated resources to start leading the national skilling agenda through coordinated efforts with all relevant role-players. The strategy responds to the KSA’s goal to diversify its economy and empower its people with the necessary skills to become global citizens. It further responds to the need to coordinate existing skills development efforts. The system approach toskills strategies includes a strong focus on governance, creating sectoral representative bodies, such as Sector Skills Councils (SSCs) to facilitate a demand-led skills approach to skills development, establishing efficient labor market information and quality assurance systems, and cultivating a responsive education and training system. Each of these focus areas makesup the core of a systems-based approach to skills development. The key principles of a system-level skills development framework are summarized here and expanded on later in the text.Publication The Journey of Disability Assessment Reform in Saudi Arabia(Washington, DC: World Bank, 2023)The Ministry of Human Resources and Social Development (MHRSD) in the Kingdom of Saudi Arabia (KSA) and the World Bank (WB) have been closely collaborating on disability-assessment reforms and adapting the Holistic Disability Assessment Approach to Best Fit the KSA context. The collaboration was launched by MHRSD in 2019 and builds on a review of international best practices in designing and implementing disability assessments. The reform process included establishing a multidisciplinary task force to oversee the full reform journey, benchmarking to international best practice, assessing local market gaps, revisiting the medical and Impairment assessment steps with redesign of the Saudi Disabilities Schedules (Baremas), designing disability assessment tools (for adults and children), testing and piloting the new assessment process, upgrading the skills of social workers to become disability assessors and disability supervisors, and gradually migrating from the old to the new disability-assessment model with the integration of new methods to assess the individuals ability to work as a part of the Holistic Assessment, which involved putting in place a monitoring and evaluation framework, a communication strategy, and a grievance-and-redress mechanism. The key objective of the disability assessment is to determine the presence and severity of functional limitations and their impact on life activities. The Saudi Best Fit Disability Assessment. Model was designed to consider multiple data entry points including: gathering socioeconomic and demographic variables to provide information about household composition and characteristics; using a medical diagnosis as well as an assessment of impairments to evaluate the loss of body structure and functions according to an updated set of predetermined disability categories which paved the way for an easier determination of causalities and a clearer definition of the needed support; followed by applying the newly developed functional assessment tool for adults and children based on the International Classification of Functioning to evaluate limitations on activities and restrictions on participation in society; and finally implementing an ability-to-work assessment to help persons with disabilities who are able to work to join the labor market.Publication The Private Sector and Youth Skills and Employment Programs in Low and Middle-Income Countries(World Bank, Washington, DC, 2015)Getting youth into productive employment is an urgent policy issue for countries around the world. Many governments in low and middle-income countries are actively engaged in policies to help youth attain the skills they need to do well in work and in life, as well as to find suitable employment. The involvement of the private sector in youth skills development and employment is a complex issue because the nature of the firms and their motivations vary significantly. Multinational corporations operating in low and middle-income countries may be motivated by direct productivity or profit objectives - to secure a skilled workforce, or reliable suppliers - but also, or even primarily, by corporate social responsibility (CSR) factors. Firms that supply training or employment services will be driven by profit considerations when entering these markets and deciding what services to offer and to whom. The purpose of this paper is threefold: (1) to provide a comprehensive look at the way the private sector is involved in youth skills and employment in low- and middle-income countries, considering the broad range of program types and firm types; (2) to present and interpret the available evidence of the effectiveness of this involvement; and (3) to understand where the private sector has been most effective at promoting young people’s labor market success, and what can be done to enhance the role of the private sector to achieve this objective. The report is organized as follows: chapter one gives introduction. Chapter two provides background to the analysis of the private sector role in youth employment in low- and middle-income countries. In chapter three the authors characterize the private sector’s role more systematically using the youth employment inventory, a global database of interventions that are designed to integrate young people into the labor market. Chapter four reviews the evidence of effectiveness of youth interventions involving the private sector. Chapter five briefly draws together strands from the previous review, as well as from the broader literature, to gain an understanding of the institutional and other factors leading to (and in other cases preventing) successful public-private partnerships for youth employment. Chapter six summarizes the main findings of this review, and is followed by a discussion of key gaps in knowledge on the role of the private sector in different types of youth employment intervention that future research should attempt to address, and a review of the main lessons for policy and programming emerging from the study.Publication Mobilizing the Private Sector for Public Education : A View from the Trenches(Washington, DC: World Bank, 2007)Historically, ensuring access to primary education has been seen as a predominantly public responsibility. However, governments are increasingly sharing this responsibility through a variety of subsidiary arrangements. Some governments are contracting services out to the private sector, to nongovernmental organizations, and even to other public agencies. Some societies are transferring responsibility for financing, providing, and regulating primary education to lower levels of government, and in some cases, to communities. In education policy, public-private partnerships play an important role in enhancing the supply and the quality of human capital. This book explores the burgeoning number of public-private partnerships in public education in different parts of the world. The partnerships differ in form and structure, in the extent of public and private participation, and in the forms of their engagement. The essays in this book are written mainly from the provider's perspective and offer valuable insights into the purpose, trend, and impact of public-private partnerships, and an understanding of the barriers they face.

Publication Jobs in a Changing Climate: Insights from World Bank Group Country Climate and Development Reports Covering 93 Economies(Washington, DC: World Bank, 2025-11-05)The World Bank Group’s Country Climate and Development Reports (CCDRs) provide a crosscutting look at how countries’ development prospects, and the job opportunities they offer to their people, can be threatened by climate impacts and supported by climate policies. Climate change and policies affect jobs through impacts on productivity, energy and material efficiency, and physical, human, and natural capital. They can also transform employment opportunities, especially through complementary measures that help workers and firms adapt to and benefit from new technologies and production practices. Prepared by the World Bank, the International Finance Corporation (IFC), and the Multilateral Investment Guarantee Agency (MIGA), CCDRs integrate country perspectives, climate science and economic modeling, private sector information, and policy analysis to assess how countries can successfully grow and develop their economies and create jobs despite increasing climate risks and while achieving their climate objectives and commitments. Each CCDR starts from the country’s development priorities, opportunities, and challenges, and is developed in close consultation with governments, businesses, and civil society, ensuring the recommendations reflect national priorities. By combining evidence on adaptation, resilience, and emissions pathways, CCDRs highlight where climate action can reinforce development and job creation, and where targeted policies are needed to manage risks and smooth labor market transitions. Taken together, these elements can help create local jobs, ensure economic transitions are just and inclusive, and equip workers and firms to navigate the disruptions and opportunities of a changing climate and changing technologies.Publication Kyrgyz Republic Country Climate and Development Report(Washington, DC: World Bank, 2025-11-03)This Country Climate and Development Report (CCDR) on the Kyrgyz Republic aims to support the country’s development goals amid a changing climate. The CCDR considers two policy scenarios up to 2050: the business-as-usual (BAU) and high-growth scenarios. As it quantifies the likely impacts of climate change on the Kyrgyz economy between now and 2050, the report highlights key government actions to best prepare for and adapt to climate impacts (referred to as “with adaptation” measures), with a particular focus on the time horizon up to 2030. Through an integrated analysis in two chapters, the report presents a nuanced narrative of the country’s macroeconomic outlook and delineates actionable policy paths to foster inclusive, sustainable development.Publication Comoros Country Climate and Development Report(Washington, DC: World Bank, 2025-06-18)The Union of the Comoros (The Comoros) has significant vulnerability to climate change-related risks but has considerable opportunities to strengthen preparedness and resilience against these challenges. According to the Notre Dame Global Adaptation Index, the Comoros is the 29th-most vulnerable country to climate change and the 163rd most ready to adapt (out of 191). The Comoros archipelago is exposed to many natural hazards that adversely affect the country’s natural capital, people, and physical infrastructure. In 2014, the economic cost of climate-related disasters was estimated at 5.7 million dollars annually, equivalent to 9.2 percent of Gross Domestic Product (GDP). Between 2018 and 2023, as many as 11 tropical depressions or cyclones impacted the country, with Cyclone Kenneth causing the greatest damage, equivalent to 14 percent of GDP, resulting in total economic growth falling from 3.6 percent in 2018 to 1.9 percent in 2019. More than 345,000 people (40 percent of the population) were affected by the cyclone, with 185,000 people experiencing severe impacts and 12,000 people displaced. However, there is an opportunity for the country to grow more robust and shock-responsive, and to establish pre-positioned funding mechanisms to enhance future crisis response efforts. For the Comoros, adaptation and climate-resilient development are the key climate change focus areas, with the country projected to face 836 million dollars 2050 in additional costs due to climate-related impacts. Current plans to adapt to the impacts of climate change in the Comoros include efforts to improve water management, strengthen coastal protection, and develop climate-smart agriculture practices. Given the country’s reliance on its natural resource base for economic growth and mobility, protection of these resources from climate change will be essential for promoting resilient growth and development. In addition to growing the adaptive capacity of the country’s natural resource sectors, strategic economic diversification will be important to help minimize future climate impacts, and development activities will need to be undertaken in such a way as to attract low-carbon co-benefits. The Union of the Comoros is committed to addressing climate change through its Nationally Determined Contribution (NDC) and national priorities. The country’s NDC (which was revised in 2021 for a ten-year horizon) sets ambitious targets, with a goal of reducing greenhouse gas emissions by 23 percent by 2030. The country also plans to significantly increase the share of renewable energy in its energy portfolio, reaching 33 MW by 2030. This will not only promote low-carbon development but also reduce the country’s dependency on imported oil and coal, which currently make up 95 percent of the energy mix. Additionally, the Comoros has declared its intention to increase CO2 removals by 47 percent by 2030, compared to BAU.Publication Gabon Country Climate and Development Report(Washington, DC: World Bank, 2025-11-01)Gabon has a unique opportunity to drive inclusive growth, reduce poverty, and build a resilient post-oil economy, with climate action accelerating progress toward these goals. The country’s main development challenge is achieving higher growth and poverty reduction, as stronger growth is needed regardless of projected climate shocks to create jobs, raise living standards, and enable a viable post-oil economy. While pursuing growth-promoting economic reforms, climate action that prioritizes people must remain central to its development pathway. However, climate change risks exacerbating poverty and regional inequalities in a country already facing long-term challenges in expanding economic opportunities and basic public services, especially in rural areas. Climate shifts compound these challenges, making stronger private sector-led growth driven by reforms essential for resilience, diversification, job creation, and poverty reduction, though targeted investments in adaptation will still be required to mitigate climate shocks. Using a whole-of-economy approach, the Gabon Country Climate Development Report (CCDR) estimates that climate change impacts could result in GDP losses of 3.5 to 5.3 percent per year through 2050 compared to a business-as-usual baseline trajectory.
