Abstract
The project's objectives were to (i) increase the efficiency and sustainability of Ethiopia's power sector and to increase electricity use for economic growth and improved quality of life; and (ii) improve the utilization efficiency of rural renewable energy. An IDA credit of US$ 200 million over the years 1998-2005 supported these objectives. The project had 3 components: (i) the Gilgel Gibe Hydroelectric plant; (ii) Rural energy; and (iii) Institutional Development. An Emergency Recovery Project was included in June 2004 for emergency equipment and materials for war-affected areas and in particular to replace stranded goods and equipment at Assab Port.

    Deforestation Trends in the Congo Basin

    Congo Basin countries rely more on wood-based biomass to meet their energy needs than most other countries in the world. Wood fuel production is increasing in Congo Basin countries. Urbanization often produces a shift from fuel wood to charcoal consumption, because charcoal is cheaper and easier to transport and store. Charcoal is produced mostly using traditional techniques, with low transformation efficiencies. Under a business as usual scenario, charcoal supply can represent the single biggest threat to Congo Basin forests in the coming decades. This report aims at providing some thinking on how Congo Basin could meet their energy needs in a forest-friendly manner. It is one of a series of outputs prepared during a two-year exercise to analyze and better understand the deforestation dynamics in the Basin. It presents the main findings related to the wood fuel sector in the Congo Basin and its potential impact on forest cover. It is based on an in-depth analysis of the sector (past trends and future prospects). It also builds on results derived from a modeling exercise conducted by the International Institute for Applied Systems Analysis (IIASA) that examined the national and regional trends in in wood-based biomass energy use and the impacts on Congo Basin forests. The report is structured as follows: chapter one gives an overview of the wood fuel sector in the six Congo Basin countries, including an analysis of its impact so far on forest cover; chapter two presents the prospects of energy needs and production in the near future, and the potential impacts on forest under a business as usual scenario; and chapter three identifies potential key levers in the wood fuel sector that could limit adverse impacts on forest cover.

    Household Energy Access for Cooking and Heating : Lessons Learned and the Way Forward

    Half of humanity about 3 billion people are still relying on solid fuels for cooking and heating. Of that, about 2.5 billion people depend on traditional biomass fuels (wood, charcoal, agricultural waste, and animal dung), while about 400 million people use coal as their primary cooking and heating fuel (UNDP and WHO 2009). The majority of the population relying on solid fuels lives in Sub-Saharan Africa and in South Asia. In some countries in Central America and in East Asia and the Pacific, the use of solid fuels is also significant. The inefficient and unsustainable production and use of these fuels result in a significant public health hazard, as well as negative environmental impacts that keep people in poverty. Strategies to improve energy access to the poor have focused mainly on electricity access. They have often neglected non electricity household energy access. It is, however, estimated that about 2.8 billion people will still depend on fuel wood for cooking and heating in 2030 in a business-as-usual modus operandi (IEA 2010). The need for urgent interventions at the household level to provide alternative energy services to help improve livelihoods is becoming more and more accepted. This report's main objective is to conduct a review of the World Bank's financed operations and selected interventions by other institutions on household energy access in an attempt to examine success and failure factors to inform the new generation of upcoming interventions. First, the report provides a brief literature review to lay out the multidimensional challenge of an overwhelming reliance on solid fuels for cooking and heating. Second, it highlights how the Bank and selected governments and organizations have been dealing with this challenge. Third, it presents lessons learned to inform upcoming interventions. And finally, it indicates an outlook on the way forward.

    Household Energy for Cooking

    Reliance on solid fuels for cooking is an indicator of energy poverty. Access to modern energy services - including electricity and clean fuels - is important for achieving the Millennium Development Goals. It can also reduce womens domestic burden of collecting fuelwood and allow them to pursue educational, economic, and other employment opportunities that can empower them and lead to increased gender equality. Similarly, the use of clean cooking and heating fuels in efficient appliances can reduce child mortality rates. Without access to modern energy services, the likelihood of escaping poverty is very low. Interventions to improve energy access to the poor have focused mainly on electricity access and have often neglected nonelectricity household energy access. Household energy for cooking in particular has received little policy attention in the overall energy sector dialogue, and consequently its lending volume remains low, in spite of the magnitude of the development challenges it represents. The objective of this note is to assist task teams with broad project design principles related to household energy for cooking. It follows five main reports produced by the World Bank Group over the last three years: (1) Household Cookstoves, Environment, Health, and Climate Change: A New Look at an Old Problem; (2) Household Energy Access for Cooking and Heating: Lessons Learned and the Way Forward; (3) One Goal, Two Paths Achieving Universal Access to Modern Energy in East Asia and Pacific; (4) Wood-Based Biomass Energy Development for Sub-Saharan Africa; and (5) What Have We Learned about Household Biomass Cooking in Central America? These reports make the case for a re-engagement of the World Bank Group in the household energy access sector. This note is organized into two sections: (a) context and background, and (b) project design principles.

    Restoring Balance : Bangladesh's Rural Energy Realities

    This study, the first to concentrate on Bangladesh's energy systems and their effects on the lives of rural people, drew on these background studies, as well as other World Bank-financed research on IAP and rural infrastructure, to present a rural energy strategy for the country. The study's broad aim was to identify ways to improve the living standard in rural Bangladesh through better and more efficient use of energy, while creating an environment conducive to growth and poverty reduction. For any developing country, the crux of a rural energy strategy is to have more and better choices for meeting rural demand for energy through market mechanisms and sound policy. This goes hand in hand with the development of competent implementing institutions, which are critical to the process. Also important are new supply- and demand side technologies that can be used to raise rural people's welfare and improve productivity to increase growth prospects. Accordingly, the rural energy strategy advocated by this study aims to satisfy the types of demand that increase household welfare and raise rural growth prospects as energy becomes a direct input into the production process.

    Restoring Balance : Bangladesh's Rural Energy Realities

    Bangladesh is one of the world's poorest countries. Nearly 80 percent of the nation's 140 million people reside in rural areas; of these, 20 percent live in extreme poverty. Geographically, many low-lying areas are vulnerable to severe flooding, while other regions are prone to drought, erosion, and soil salinity. Such an unfavorable agricultural landscape, combined with mismanagement of natural resources and increasing population pressure, is pushing many of the rural poor to the brink. Because Bangladesh is such a poor country, it also is one of the world's lowest energy producers. Total annual energy supply is only about 150 liters of oil equivalent per capita (International Energy Agency, or IEA 2003); in rural areas, conditions are even worse. Compared to other developing countries, Bangladesh uses little modern energy. Despite its successful rural electrification program, close to two-thirds of households remain without electricity and, with the exception of kerosene, commercial fuels are beyond reach for many. Moreover, biomass fuels are becoming increasingly scarce. Collected mainly from the local environment as recently as two decades ago, bio-fuels are fast becoming a marketed commodity as access to local biomass continues to shrink. This study, the first to concentrate on Bangladesh's energy systems and their effects on the lives of rural people, drew on these background studies, as well as other World Bank-financed research on indoor air pollution (IAP) and rural infrastructure, to present a rural energy strategy for the country. Much of this study's analytical underpinning was based on several background studies. This study also reanalyzed data from earlier research to better understand the benefits of modern energy use for rural households, farm activities, and small businesses.

    Media and Messages for Nutrition and Health

    The Lao People’s Democratic Republic (Lao PDR) has experienced rapid and significant economic growth over the past decade. However, poor nutritional outcomes remain a concern. Rates of childhood undernutrition are particularly high in remote, rural, and upland areas. Media have the potential to play an important role in shaping health and nutrition–related behaviors and practices as well as in promoting sociocultural and economic development that might contribute to improved nutritional outcomes. This report presents the results of a media audit (MA) that was conducted to inform the development and production of mass media advocacy and communication strategies and materials with a focus on maternal and child health and nutrition that would reach the most people from the poorest communities in northern Lao PDR. Making more people aware of useful information, essential services and products and influencing them to use these effectively is the ultimate goal of mass media campaigns, and the MA measures the potential effectiveness of media efforts to reach this goal. The effectiveness of communication channels to deliver health and nutrition messages to target beneficiaries to ensure maximum reach and uptake can be viewed in terms of preferences, satisfaction, and trust. Overall, the four most accessed media channels for receiving information among communities in the study areas were village announcements, mobile phones, television, and out-of-home (OOH) media. Of the accessed media channels, the top three most preferred channels were village announcements (40 percent), television (26 percent), and mobile phones (19 percent). In terms of trust, village announcements were the most trusted source of information (64 percent), followed by mobile phones (14 percent) and television (11 percent). Hence of all the media channels, village announcements are the most preferred, have the most satisfied users, and are the most trusted source of information in study communities from four provinces in Lao PDR with some of the highest burden of childhood undernutrition.

    South Asia Development Update, April 2024: Jobs for Resilience

    South Asia is expected to continue to be the fastest-growing emerging market and developing economy (EMDE) region over the next two years. This is largely thanks to robust growth in India, but growth is also expected to pick up in most other South Asian economies. However, growth in the near-term is more reliant on the public sector than elsewhere, whereas private investment, in particular, continues to be weak. Efforts to rein in elevated debt, borrowing costs, and fiscal deficits may eventually weigh on growth and limit governments' ability to respond to increasingly frequent climate shocks. Yet, the provision of public goods is among the most effective strategies for climate adaptation. This is especially the case for households and farms, which tend to rely on shifting their efforts to non-agricultural jobs. These strategies are less effective forms of climate adaptation, in part because opportunities to move out of agriculture are limited by the region’s below-average employment ratios in the non-agricultural sector and for women. Because employment growth is falling short of working-age population growth, the region fails to fully capitalize on its demographic dividend. Vibrant, competitive firms are key to unlocking the demographic dividend, robust private investment, and workers’ ability to move out of agriculture. A range of policies could spur firm growth, including improved business climates and institutions, the removal of financial sector restrictions, and greater openness to trade and capital flows.

    Economic Recovery

    World Bank Group President David Malpass spoke about the world facing major challenges, including COVID, climate change, rising poverty and inequality and growing fragility and violence in many countries. He highlighted vaccines, working closely with Gavi, WHO, and UNICEF, the World Bank has conducted over one hundred capacity assessments, many even more before vaccines were available. The World Bank Group worked to achieve a debt service suspension initiative and increased transparency in debt contracts at developing countries. The World Bank Group is finalizing a new climate change action plan, which includes a big step up in financing, building on their record climate financing over the past two years. He noted big challenges to bring all together to achieve GRID: green, resilient, and inclusive development. Janet Yellen, U.S. Secretary of the Treasury, mentioned focusing on vulnerable people during the pandemic. Kristalina Georgieva, Managing Director of the International Monetary Fund, focused on giving everyone a fair shot during a sustainable recovery. All three commented on the importance of tackling climate change.

    Remarks at the United Nations Biodiversity Conference

    World Bank Group President David Malpass discussed biodiversity and climate change being closely interlinked, with terrestrial and marine ecosystems serving as critically important carbon sinks. At the same time climate change acts as a direct driver of biodiversity and ecosystem services loss. The World Bank has financed biodiversity conservation around the world, including over 116 million hectares of Marine and Coastal Protected Areas, 10 million hectares of Terrestrial Protected Areas, and over 300 protected habitats, biological buffer zones and reserves. The COVID pandemic, biodiversity loss, climate change are all reminders of how connected we are. The recovery from this pandemic is an opportunity to put in place more effective policies, institutions, and resources to address biodiversity loss.

    Making Procurement Work Better – An Evaluation of the World Bank’s Procurement System

    This evaluation assesses the results, successes, and challenges of the World Bank 2016 procurement reform. Procurements acquire the works, goods, and services necessary to achieve the World Bank’s project development outcomes. The World Bank’s procurement processes must ensure that clients get the best value for every development dollar. In 2016, the World Bank reformed its procurement system for Investment Project Financing and launched a new procurement framework aimed at enhancing the Bank’s development effectiveness through better procurement. The reform sought to reduce procurement bottlenecks impeding project performance and modernize procurement systems. It emphasized cutting edge international good practice principles and was intended to be accompanied by procurement capacity strengthening to help client countries. This evaluation offers three recommendations to scale up reform implementation and enhance portfolio and project performance: (i) Improve change management support for the reform’s implementation. (ii) Strategically strengthen country-level procurement capacity. (iii) Consistently manage the full spectrum of procurement risks to maximize project success.
