Abstract
This document reports on the findings from the first Consultative Citizens' Report Card exercise undertaken in the City of Accra, Ghana. The work began in late 2009 and continues in 2010 with the dissemination of the findings to, and consultations with, City residents. The Citizens' Report Card was undertaken by the World Bank with the full support and engagement of the Mayor's office, Accra Metropolitan Authority, Ghana. The Citizens' Report Card involved a large-scale household survey which was designed to be statistically representative to the sub-metropolitan level. It incorporated Geographic Information Systems (GIS) and Google mapping which significantly aided fielding of the survey and which helps give a spatial dimension to the findings. The survey gathered information from City residents about the coverage and quality of seven core urban services, and also gathered perception-based information on residents' views of the efficiency and effectiveness of City officials, on the accessibility and effectiveness of local political representatives, and on residents' views of their quality of life and standard of living. The findings from the Citizens' Report Card are being used by the Mayor's office, City of Accra, to inform policy on urban service coverage and quality.

    Papua New Guinea : Sanitation, Water Supply and Hygiene in Urban Informal Settlements

    In 2012 Papua New Guinea undertook a national Service Delivery Assessment of rural water, rural sanitation, urban water and urban sanitation services to identify coverage and targets, how well services are being delivered and the financing shortfalls in these subsectors. Immediately following this assessment, stakeholders, through a national policy task force, have developed a draft of the country s first National Water, Sanitation and Hygiene (WASH) Policy. During the course of the assessment and policy development, peri-urban and informal settlements have been consistently identified as areas which are underserviced and overlooked for water and sanitation services. The need to provide affordable and appropriate services in settlements, as well as improve health and living conditions, was highlighted. Amongst stakeholders, it was agreed that baseline information on WASH conditions in settlements was needed in order to develop strategies and to respond appropriately to needs of settlements in the future. Previous settlement research has focused on urbanization, housing ownership, land issues, employment, and anthropology, but WASH has not been researched specifically or in depth. Therefore in 2014, the Water and Sanitation Program of the World Bank (WSP), together with key stakeholders, conducted research in informal settlements in the capital Port Moresby and a representative provincial town (Wewak) to understand the conditions, aspirations, barriers and opportunities to improve water, sanitation and hygiene for informal settlers.

    Global Expeiences on Expanding Water and Sanitation Services to the Urban Poor : Accompanying Volume

    In 2006-07, the Water and Sanitation Program (WSP) initiated research to identify barriers to service delivery for the urban poor. The findings of the research have been presented in the Guidance Notes on Improving Water Supply and Sanitation Services to the Urban Poor in India. The Urban Global Practice Team of WSP decided to expand the ambit of this research to a global context as the learnings were relevant to experiences across Africa, Latin America, and East Asia and the Pacific. The Guidance Notes are based on an in-depth research of various initiatives from across the world (including South Asian, African, Latin American, and East Asian and the Pacific countries) and consultations with urban poor communities. The present volume is a documentation of this research and supports the Guidance Notes on Services for the Urban Poor. Section 1 of this report consists of 19 case studies. Section 2 describes consultations with urban poor communities. The main aim of the consultations was to record the issues they confronted related to water supply and sanitation.

    Fecal Sludge Management

    Urban sanitation remains a significant challenge for most low- and middle-income countries. While sanitation coverage has been increasing across both the 48 least developed countries (LDCs) and developing regions as a whole, progress has been relatively slow. In many cities, even where improved on-site facilities are used to contain excreta, the level of quality and access to services for the emptying, conveyance, treatment, and disposal of the resulting fecal sludge is usually limited. These services are collectively called fecal sludge management (FSM) services. FSM services are the focus of this study, within the broader context of urban sanitation and integrated urban water management (IUWM). This document provides a summary of the diagnostic tools developed for assessing FSM services and is based on field work carried out in the five cities of Balikpapan in Indonesia, Dhaka in Bangladesh, Hawassa in Ethiopia, Lima in Peru, and Santa Cruz in Bolivia. It summarizes the tools themselves, lessons learnt about their use, and general policy recommendations.

    Better Water and Sanitation for the Urban Poor : Good Practice from Sub-Saharan Africa

    The document is structured in three parts covering the key thematic areas of water supply service delivery, sanitation service delivery, and overall policy. Each part describes a series of different actions that can be taken to improve service delivery to low-income communities, outlines key lessons and challenges and identifies the principles of good practice. This project is aimed at developing a better understanding of the conditions necessary for water and sanitation services to reach low-income communities. It sought to build on the knowledge and experience of the various actors currently involved in delivering or supporting these services. One of the main observations of the authors is that there is never just one solution to any particular problem. Within each country context, the key to a successful strategy lies in the capacity of practitioners working in the water and sanitation sector to innovate and to adapt solutions to address local constraints and opportunities. This document aims to: (i) describe the challenges facing service delivery to low-income urban communities; (ii) outline key principles that guide water and sanitation sector practitioners in the delivery of services to the urban poor; and (iii) provide tangible examples from a range of sub-saharan African countries to illustrate these principles and challenges.

    Living without Sanitary Sewers in Latin America : The Business of Collecting Fecal Sludge in Four Latin American Cities

    The present report spotlights the major challenges and the opportunities that lie ahead in fecal sludge management and summarizes the findings from four case studies that describe the current and potential market for sludge removal, collection, and disposal in peri-urban areas. These areas, inhabited by a variety of ethnic, religious, and cultural groups, typically struggle with high population density, insufficient land use planning, high citizen insecurity, and low coverage with basic services. The report demonstrates how technical, financial, environmental, social, regulatory, political, and institutional factors interact to create supply and demand in four markets where coverage with sanitary sewerage services is below the regional average, namely: Santa Cruz (Bolivia), Guatemala City (Guatemala), Tegucigalpa (Honduras), and Managua (Nicaragua).

    This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. In addition to detailed chapters exploring these and related issues, the Report contains selected data from the World Development Indicators 2005‹an appendix of economic and social data for over 200 countries. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    Doing Business 2014 : Understanding Regulations for Small and Medium-Size Enterprises

    Eleventh in a series of annual reports comparing business regulation in 185 economies, Doing Business 2014 measures regulations affecting 11 areas of everyday business activity: Starting a business, Dealing with construction permits, Getting electricity, Registering property, Getting credit, Protecting investors, Paying taxes, Trading across borders, Enforcing contracts, Closing a business, Employing workers. The report updates all indicators as of June 1, 2013, ranks economies on their overall “ease of doing business”, and analyzes reforms to business regulation – identifying which economies are strengthening their business environment the most. The Doing Business reports illustrate how reforms in business regulations are being used to analyze economic outcomes for domestic entrepreneurs and for the wider economy. Doing Business is a flagship product by the World Bank and IFC that garners worldwide attention on regulatory barriers to entrepreneurship. More than 60 economies use the Doing Business indicators to shape reform agendas and monitor improvements on the ground. In addition, the Doing Business data has generated over 870 articles in peer-reviewed academic journals since its inception.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Remarks to the Annual Meetings 2020 Development Committee

    David Malpass, President of the World Bank Group, announced that the Board approved a fast track approach to emergency health support programs that now covers 111 countries. Most projects are well advanced, with average disbursement upward of 40 percent. The goal is to take broad, fast action early. The operational framework presented back in June has positioned the Bank to help countries address immediate health threats and social and economic impacts and maintain our focus on long-term development. The Bank is making good progress toward the 15-month target of 160 billion dollars in surge financing. Much of it is for the poorest countries and will take the form of grants or low-rate, long-maturity loans. IFC, through the Global Health Platform, will be providing financing to vaccine manufacturers to foster expanded production of COVID-19 vaccines in both part 1 and 2 countries, providing production is reserved for emerging markets. The Development Committee holds a unique place in the international architecture. It is the only global forum in which the Governments of developed countries and the Governments of developing countries, creditor countries and borrower countries, come together to discuss development and the ‘net transfer of resources to developing countries.’ The current International Financial Architecture system is skewed in favor of the rich and creditor countries. It is important that all voices are heard, so Malpass urged the Ministers of developing countries to use their voice and speak their minds today. Malpass urged consideration of how we can build a new approach to debt restructuring that allows for a fair relationship and balance between creditors and debtors. This will be critical in restoring growth in developing countries; and helping reverse the inequality.
