Abstract
Green innovation can become a new driver of growth. It can spur economic growth by (a) enhancing productivity in traditional industries by reducing the energy use and lessening the environmental impact; (b) expanding new green industries, such as renewable energy, clean cars, and waste management; and (c) leapfrogging current technology to give rise to new industries. The Chinese government is hopeful that green innovation will substantially enhance growth, and this study explores that potential. The study analyzes a few specific sectors in which China has varying levels of advancement: wind, solar, and energy storage. These sectors have been chosen on the basis of (a) their central role in China’s ability to meet its green growth and greenhouse gas (GHG) reduction goals, (b) China’s continuing large public investment into innovation in these sectors, and (c) the expected availability of data to use in the analysis, including outputs such as patenting and inputs such as public and private investment in research and development (R&D). The government plays an essential role in establishing a conducive environment for green innovation. Given the high fixed costs associated, green sectors are even more dependent on the public sectors and favorable regulatory regimes. The recommendations provided in in this study aim to provide China with more comprehensive support for select green sectors.

    Development of Local Supply Chain : The Missing Link for Concentrated Solar Power Projects in India

    Amid the success of Solar Photovoltaic (PV) projects in India, Concentrated Solar Power (CSP) technology also provides a compelling case for support by the government as among solar technologies; CSP is the only techno-economically viable option at present that provides a storage option for dispatchable and dependable solar energy. Furthermore, the conversion of solar to steam is a relatively high-efficiency process versus the conversion efficiency of PV. This process can effectively supplement fossil fuels and renewable fuel, such as biomass, and thus contribute to the overall energy security of the country. The specific objective of the study is to assess the potential of India's industries to set up a manufacturing base to produce CSP technology components and equipment. The study assesses competitive positioning and the potential of Indian companies in the manufacturing of important CSP components. Various analysis models were prepared for the analysis, and the details have been explained in the elaborated version of the report. The report also proposes an action plan to help develop this potential and evaluate the resulting economic benefits. This report includes the following activities: i) assessment of the competitive position of local industries to support the development of CSP technologies in India; ii) evaluation of short, medium, and long-term economic benefits of creation of a local manufacturing base; and iii) action plan to stimulate local manufacturing of CSP technology components and equipment. This document is a summary of the larger report. The data analysis and messages presented in the report are based on very limited information presently available in the Indian market. Therefore, it is recommended that the trends and ideas to be given more attention than the data itself.

    Uzbekistan : Energy/Power Sector Issues Note

    This note focuses on the energy and power sector in Uzbekistan with the purpose of identifying some of the key issues faced by the sector and outlining potential solutions. In particular, the note aims to inform the Government thinking by providing input on priorities in the sector. The note also outlines potential solutions the Government may want to consider to address the identified challenges in the short and longer time and highlights the areas where the Government can start acting immediately. The analysis is based on the information and data provided by the Government during preparation of the Bank's investment lending operations, other analytical work as well as data/information collected from public sources. The note is structured as follows: section one discusses the importance of the energy sector to the economy and provides an overview of the sector. Section two provides a more detailed overview of the power sector. Section three identifies the principal challenges in the power sector. Section four proposes potential solutions to address these challenges. Finally, section five outlines a potential role for the World Bank in supporting the Government to address power sector challenges.

    Paving the Way for a Transformational Future : Lessons from Jawaharlal Nehru National Solar Mission Phase I

    Renewable energy, especially solar power, has been garnering a lot of interest from governments, international development organizations, civil society, and the private sector for the last few years. There has been a huge surge in the popularity of this important energy source from various stakeholders in India as well. On the other hand, solar power presents a formidable option for addressing pertinent issues being faced in international geopolitical and national macroeconomic arenas for the Government of India (GoI). Though the World Bank, India considers all market segments of solar power to be important; this report specifically looks at the utility-scale grid-connected segment of solar power in India. As one of the eight missions under India's National Action Plan for Climate Change (NAPCC), the Jawaharlal Nehru National Solar Mission (JNNSM) was launched in January 2010 with the aim of accelerating India's march toward grid parity in solar power. JNNSM envisages the achievement of grid parity through long-term and predictable policy, large-scale deployment, aggressive research and development (R and D), and domestic production of critical materials, components, and products along the value chain. Phase one (2010-13) of JNNSM, still under implementation, experienced enthusiastic participation from Indian and international investors in the grid-connected segment with substantial discounts to the benchmark tariffs determined by the Central Electricity Regulatory Commission (CERC) for 500 megawatt (MW) each of solar thermal and solar photovoltaic (PV) projects. Another unique feature of JNNSM phase one has been the adoption of a reverse auction method for awarding projects to qualified bidders. The GoI took several proactive steps in phase one of the mission, such as offering a bundling of solar power with unallocated coal-based power through the National Thermal Power Corporation (NTPC) Vidyut Vyapar Nigam (NVVN), implementing a renewable purchase obligation (RPO) for solar power, instituting a payment security scheme (PSS), and undertaking certain measures for promoting local manufacturing, which all combined to ensure the success of phase one.

    Strengthening China's Technological Capability

    China is increasing its outlay on research and development and seeking to build an innovation system that will deliver quick results not just in absorbing technology but also in pushing the technological envelope. China's spending on R&D rose from 1.1 percent of GDP in 2000 to 1.3 percent of GDP in 2005. On a purchasing power parity basis, China's research outlay was among the world's highest, far greater than that of Brazil, India, or Mexico. Chinese firms are active in the fields of biotechnology, pharmaceuticals, alternative energy sources, and nanotechnology. This surge in spending has been parallel by a sharp increase in patent applications in China, with the bulk of the patents registered in the areas of electronics, information technology, and telecoms. However, of the almost 50,000 patents granted in China, nearly two-thirds were to nonresidents. This paper considers two questions that are especially important for China. First, how might China go about accelerating technology development? Second, what measures could most cost-effectively deliver the desired outcomes? It concludes that although the level of financing for R&D is certainly important, technological advance is closely keyed to absorptive capacity which is a function of the volume and quality of talent and the depth as well as the heterogeneity of research experience. It is also a function of how companies maximize the commercial benefits of research and development, and the coordination of research with production and marketing.

    Accelerating Clean Energy Technology Research, Development, and Deployment : Lessons from Non-Energy Sectors

    The World Bank Group's clean energy for development investment framework action plan has outlined some of the key activities it intends to undertake in the area of mitigating greenhouse gas emissions and helping client countries adapt to changes in climate. One of these activities focuses on an analysis of the role of low-carbon energy technologies in climate change mitigation. This report provides an initial analysis of this issue. The second chapter describes the urgency of developing new low-carbon energy technologies based on a review of some of the most authoritative recent reports on climate change. Strong evidence demonstrates the need for new and improved energy technologies, but, as is described in the third chapter, current research, development, and deployment (RD&D) efforts worldwide appear too limited and slow-paced to generate new energy technologies rapidly enough to respond to the climate change crisis. Moreover, significant barriers are limiting incentives to invest in energy RD&D and may reduce the effectiveness of such investments. These barriers are discussed in the fourth chapter. In light of these barriers and the very limited success of past attempts to overcome them, fifth chapter then analyzes four case studies where related barriers have been successfully overcome and public goods have been generated in non-energy sectors. These case studies are purposefully drawn from non-energy sectors to introduce new thinking to the energy sector and develop lessons learned to inform the development of novel and creative energy innovation vehicles. The sixth chapter draws lessons from these case studies that speak to creative ways to approach RD&D. The seventh and the final chapter summarizes findings and makes suggestion for follow-on work.

    Using Immunization Coverage Rates for Monitoring Health Sector Performance : Measurement and Interpretation Issues

    Immunization against childhood diseases such as diphtheria, pertussis, tetanus, polio and measles is one of the most important means of preventing childhood morbidity and mortality. Despite the low cost of basic childhood immunizations, nearly 3 million children still die each year from vaccine-preventable diseases. Achieving and maintaining high levels of immunization coverage must therefore be a priority for all health systems. In order to monitor progress in achieving this objective, immunization coverage data can serve as an indicator of a health system's capacity to deliver essential services to the most vulnerable members of a population. This note discusses the use of trends in immunization coverage data, and argues that immunization is a health output with a strong impact on child morbidity, child mortality and permanent disability. This note discusses measurement and interpretation issues for coverage data collected through surveys and administrative records.

    Global Economic Prospects, January 2025

    Global growth is expected to hold steady at 2.7 percent in 2025-26. However, the global economy appears to be settling at a low growth rate that will be insufficient to foster sustained economic development—with the possibility of further headwinds from heightened policy uncertainty and adverse trade policy shifts, geopolitical tensions, persistent inflation, and climate-related natural disasters. Against this backdrop, emerging market and developing economies are set to enter the second quarter of the twenty-first century with per capita incomes on a trajectory that implies substantially slower catch-up toward advanced-economy living standards than they previously experienced. Without course corrections, most low-income countries are unlikely to graduate to middle-income status by the middle of the century. Policy action at both global and national levels is needed to foster a more favorable external environment, enhance macroeconomic stability, reduce structural constraints, address the effects of climate change, and thus accelerate long-term growth and development.

    The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.

    Business Ready 2024

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    The Container Port Performance Index 2023

    The Container Port Performance Index (CPPI) measures the time container ships spend in port, making it an important point of reference for stakeholders in the global economy. These stakeholders include port authorities and operators, national governments, supranational organizations, development agencies, and other public and private players in trade and logistics. The index highlights where vessel time in container ports could be improved. Streamlining these processes would benefit all parties involved, including shipping lines, national governments, and consumers. This fourth edition of the CPPI relies on data from 405 container ports with at least 24 container ship port calls in the calendar year 2023. As in earlier editions of the CPPI, the ranking employs two different methodological approaches: an administrative (technical) approach and a statistical approach (using matrix factorization). Combining these two approaches ensures that the overall ranking of container ports reflects actual port performance as closely as possible while also being statistically robust. The CPPI methodology assesses the sequential steps of a container ship port call. ‘Total port hours’ refers to the total time elapsed from the moment a ship arrives at the port until the vessel leaves the berth after completing its cargo operations. The CPPI uses time as an indicator because time is very important to shipping lines, ports, and the entire logistics chain. However, time, as captured by the CPPI, is not the only way to measure port efficiency, so it does not tell the entire story of a port’s performance. Factors that can influence the time vessels spend in ports can be location-specific and under the port’s control (endogenous) or external and beyond the control of the port (exogenous). The CPPI measures time spent in container ports, strictly based on quantitative data only, which do not reveal the underlying factors or root causes of extended port times. A detailed port-specific diagnostic would be required to assess the contribution of underlying factors to the time a vessel spends in port. A very low ranking or a significant change in ranking may warrant special attention, for which the World Bank generally recommends a detailed diagnostic.
