Afghanistan’s Forced Displacement Legal and Policy Framework Assessment

Abstract
This Assessment is conducted as part of a larger platform established in 2016 through a joint World Bank and UNHCR initiative to support Afghanistan’s forcibly displaced population. The platform aims to inform and support the dialogue between stakeholders in Afghanistan in order to: (i) seek ways to ensure a meaningful inclusion of durable solutions for the forcibly displaced and returnees in the Afghanistan National Peace and Development Strategy (ANPDF) and development intervention; (ii) identify early recovery and long-term needs of the forcibly displaced persons; and (iii) identify policy level and developmental opportunities that can contribute to the well-being and self-reliance of Internally Displaced Persons (IDPs), returnees, refugees and their host communities. One of the main activities under this joint initiative is Policy and Implementation Analysis, which includes an assessment of Afghanistan’s legal and policy framework on forced displacement.3 Afghanistan’s Forced Displacement Legal and Policy Framework Assessment was prepared during the period of January to May 2017 as part of efforts towards completion of this main activity. This assessment recommends that Afghanistan establish an effective and comprehensive legal and policy framework that provides protection to all categories of forcibly displaced persons, including asylum seekers, refugees, and stateless persons. Furthermore, this assessment recommends reforms in the existing legal and policy instruments that address the specific needs of forcibly displaced persons and promote their access to basic human rights and public services. These include reforms in the following areas: establishment and maintenance of effective registration and data collection system on forced displacement; facilitated access to documentation and simplified procedure for replacement of lost and/or damaged documents; promotion of the forcibly displaced persons’ access to land, shelter and housing as well of their land tenure security; harmonization of legal and policy frameworks to ensure compliance with the IDP Policy and the National Policy Framework; and provision of sufficient resources to institutions put in place or responsible for implementing the forced displacement legal and policy framework.

    Forced Displacement and Mixed Migration in the Horn of Africa

    The Horn of Africa (HOA) covers Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, and Uganda. Despite its rich endowment in human, social, and natural capital, the region is plagued by a complex history of weak governance, insecurity, increasing environmental degradation, entrenched poverty, and a range of persistent development challenges. Conflict remains endemic in the region. The complex cultural, social, and political nature of these conflicts is compounded by demographic shifts due both to population growth and the movement of people, as well as imbalanced service provision, inaccessibility, the growing threat of pandemic diseases, increasing conflicts over scarce natural resources, and harsh climatic conditions including frequent droughts and floods. This study sought to analyze the forced displacement and development nexus, explore the mixed migration phenomenon, assess the impacts of refugees and migrants on hosting areas and communities, identify ongoing innovative interventions, and propose entry points and practical steps to address the development dimensions of forced displacement and mixed migration in the HOA, including regional operations, institutional reforms, and policy changes.

    Political Economy and Forced Displacement : Guidance and Lessons from Nine Country Case Studies

    This report was produced for the Global Program on Forced Displacement and describes why and how to conduct political economy analysis (PEA) of forced displacement. It also illustrates how PEA may contribute to understanding forced displacement crises with nine case studies: Casamance (Senegal), Colombia, Cote dapos;Ivoire, Democratic Republic of Congo, Liberia, the Philippines, Somalia, South Sudan, and Zimbabwe. Forced displacement is understood here as a situation where persons are forced to leave or flee their homes due to conflict, violence, or human rights violations. The key elements of forced displacement PEAs include: i) a review of the historical context and displacement characteristics; ii) durable solutions prospects; iii) environmental, geographic, social, political, and economic drivers, constraints and opportunities; (iv) needs of the displaced and hosts; v) existing policies, government/institutional context, and operations; and vi) recommendations. Recommendations on development policies and programs that result from a PEA characteristically fall into at least four categories, namely: i) improving access to land, housing and property; ii) reestablishment of livelihoods; iii) improving delivery of services; and iv) strengthening accountable and responsible governance. PEAs of forced displacement analyze the contestation and distribution of power and resources along with the development challenges associated with forced displacement crises. By nature of their marginalization and the frequently protracted nature of their exile, the forcibly displaced are especially vulnerable as power and resources are disputed. The purpose of conducting a PEA on forced displacement is to inform policy dialogue and operations so that the interests of vulnerable forcibly displaced populations and their hosts are effectively accommodated in resource allocation decision-making and in poverty alleviation initiatives. From the earliest design phase to dissemination of the results, the PEA is essentially an exercise in effectively collecting relevant data, analyzing these, and then marketing the analysis and its operational implications to the right stakeholders. This report is intended to be an aid in navigating these decision points and activities and to encourage more frequent and better use of political economy analysis in evaluating and addressing forced displacement.

    Forced Displacement of and Potential Solutions for IDPs and Refugees in the Sahel : Burkina Faso, Chad, Mali, Mauritania and Niger

    The Sahel region has seen the forcible displacement of more than million persons as a result of conflict. Tackling displacement in the Sahel is critical for both poverty alleviation and stabilization, and only a development response will be adequate to the task. A development response to forced displacement in the Sahel requires a regional approach. Such an approach would have the benefits of being able to overcome challenges relating to cross-border movements, obtain commitments by host governments to support the prospects of displaced from neighboring countries, and facilitate common approaches, shared conceptualization and learning. The purpose of this scoping study on forced displacement is to contribute towards the formulation of a regional policy framework for sustainable solutions to displacement and towards the substantiation of a development response. The main challenges for the displaced populations include: i) livelihoods; ii) relations with host communities; iii) cohesion; iv) depletion of services; and v) governance. Measures to be taken to address the needs of these communities are: 1) improving the monitoring of population movement and knowledge on the locations, profiles and needs of the displaced, their host and return communities; 2) ensuring that the displaced and those affected by them can benefit from ongoing wider development investments in the region by designing 'displacement-sensitive' interventions; 3) strengthening services in affected areas through targeted regional investment programs; 4) employment creation and livelihood generation for those displaced; 5) delivering resources for the displaced in such a way that important outcomes are achieved; and 6) exploring the creative use of new technologies to extent information and development benefits to the displaced.

    Forced Displacement and Refugees in Sub-Saharan Africa

    Most reports on refugees deal with the immediate needs of displaced people. This paper seeks to go beyond the emergency phase and explore the challenges surrounding protracted refugee situations. The paper examines the refugee situation in Sub-Saharan Africa from a long-term angle, from the perspective of refugees own agency as well as from the perspective of the host community. The paper aims to shed light on the economic lives of refugees in their host communities. Starting with an overview of the situation of refugees in Sub-Saharan Africa, the paper draws on findings from the literature to debunk some entrenched beliefs about refugees. The discussion of refugee crises in Burundi, Kenya, Rwanda, Tanzania, and Uganda draws some lessons. The decision to return is discussed and it is argued that the decision depends on the socioeconomic condition in the host country versus the country of refuge, integration versus return policies in place, the individual set of skills of each refugee, and his or her subjective perception of the political climate in both countries.

    Forced Displacement in Europe and Central Asia

    This paper describes forced displacement in the Europe and Central Asia Region (ECA) and the vulnerabilities associated with being a displaced person. It analyzes the development challenges of forced displacement particularly protracted displacement in the region and the prospects for durable solutions. Displaced persons face challenges related to recovery of or access to housing and land, employment and livelihoods, access to services and public goods including health, education, and infrastructure, and accountable and responsive governance.

    Business Ready (B-READY) is a new World Bank Group corporate flagship report that evaluates the business and investment climate worldwide. It replaces and improves upon the Doing Business project. B-READY provides a comprehensive data set and description of the factors that strengthen the private sector, not only by advancing the interests of individual firms but also by elevating the interests of workers, consumers, potential new enterprises, and the natural environment. This 2024 report introduces a new analytical framework that benchmarks economies based on three pillars: Regulatory Framework, Public Services, and Operational Efficiency. The analysis centers on 10 topics essential for private sector development that correspond to various stages of the life cycle of a firm. The report also offers insights into three cross-cutting themes that are relevant for modern economies: digital adoption, environmental sustainability, and gender. B-READY draws on a robust data collection process that includes specially tailored expert questionnaires and firm-level surveys. The 2024 report, which covers 50 economies, serves as the first in a series that will expand in geographical coverage and refine its methodology over time, supporting reform advocacy, policy guidance, and further analysis and research.

    All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

    Classroom Assessment to Support Foundational Literacy

    This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.

    Global Economic Prospects, June 2025

    The global economy is facing another substantial headwind, emanating largely from an increase in trade tensions and heightened global policy uncertainty. For emerging market and developing economies (EMDEs), the ability to boost job creation and reduce extreme poverty has declined. Key downside risks include a further escalation of trade barriers and continued policy uncertainty. These challenges are exacerbated by subdued foreign direct investment into EMDEs. Global cooperation is needed to restore a more stable international trade environment and scale up support for vulnerable countries grappling with conflict, debt burdens, and climate change. Domestic policy action is also critical to contain inflation risks and strengthen fiscal resilience. To accelerate job creation and long-term growth, structural reforms must focus on raising institutional quality, attracting private investment, and strengthening human capital and labor markets. Countries in fragile and conflict situations face daunting development challenges that will require tailored domestic policy reforms and well-coordinated multilateral support.

    Africa’s Resource Future

    This book examines the role for natural resource wealth in driving Africa’s economic transformation and the implications of the low-carbon transition for resource-rich economies. Resource wealth remains central to most Sub-Saharan African economies, and significant untapped potential is in the ground. Subsoil assets—such as metals, minerals, oil, and gas—are key sources of government revenues, export earnings, and development potential in most countries in the Africa region. Despite large reserves, success in converting subsoil wealth into aboveground sustainable prosperity has been limited. Since the decline in commodity prices in 2014, resource-rich Africa has grown more slowly than the region’s average growth rate. Finding ways to more effectively harness natural resource wealth to drive economic transformation will be central to Africa’s economic future. As the world moves away from fossil fuels in alignment with commitments under the Paris Agreement, Africa’s resource-rich countries face new risks and opportunities. Recent estimates suggest that 80 percent of the world’s proven fossil fuel reserves must remain underground to meet the Paris targets, and much of these stranded reserves may be in Africa. This issue of stranded assets and, relatedly, “stranded nations,” has major implications for the many African economies that are dependent on petroleum extraction and export. On the other hand, the energy transition will increase demand for raw material inputs involved in clean energy technologies. The transition from fossil fuels to clean energy may create demand by 2050 for 3 billion tons of minerals and metals that are needed to deploy solar, wind, and geothermal energy. How can African economies tap into these opportunities while managing the downside risk to their fossil fuel wealth? "Africa’s Resource Future" explores these themes and offers policy makers insights to help them navigate the coming years of uncertainty.
