Abstract
Yemen’s economy has been transformed by eight years of violent conflict. War has shattered the country’s already fragile economic equilibrium, touching upon virtually every aspect of life. The compounded shocks of the COVID-19 pandemic and rising global prices have only deepened the economic and humanitarian disaster precipitated by the war. Since the start of the conflict, economic analyses have tended to focus on the deterioration of macroeconomic indicators, the sharp rise in poverty and food insecurity, and the destruction of infrastructure and the capital stock, but relatively little attention has been paid to the current structure of the economy or what prospects can be envisaged for the country. Also, it is important to situate this analysis within the political economy dynamics of the country which majorly affect the economic development challenges of the country. Data constraints and the unique characteristics of Yemen’s recent experience limit the effectiveness of traditional growth-analysis methodologies. This Country Economic Memorandum (CEM) uses novel data-collection methods and analytical techniques, triangulating its findings with traditional approaches and direct data collection to close the economic knowledge gap. Information sources include extensive key-informant interviews, household phone surveys, and remotely sensed geospatial data based on satellite imagery, including nighttime illumination data. This CEM also combines an in-depth political economy analysis with economic development investigation.

    This report presents an update on the economic challenges facing Ethiopia with a focus on the shared goal of accelerating equitable growth. The starting point is the Government's own Plan for Accelerated and Sustained Development to End Poverty (PASDEP), which is in the process of finalization, and is designed to cover the period 2005-2010. This report proposes that the growth strategy should more explicitly adopt a "two-legged" approach that would both (a) consolidate and deepen an essentially balanced, broad-based and inclusive growth strategy and (b) adopt a more selective approach to speed up growth, allowing for identification and support for dynamic new activities, based on private and public sector discoveries, innovations, and partnerships. This report suggests ways forward to complement and strengthen the PASDEP. It brings together recent analysis and thinking from a range of sources, to put forth a storyline and key elements of the strategy in Part I. The second part provides a series of chapters on key themes - viz. recent and longer term economic developments, rural development, the private sector, the infrastructure challenge, and the institutions and governance. The report seeks to provide adequate coverage of the major challenges facing Ethiopia in its efforts to accelerate equitable growth, drawing on work across a range of themes including the Institutional and Governance Review.

    Sudan - Stabilization and Reconstruction : Country Economic Memorandum, Volume 1. Main Text

    This Country Economic Memorandum is the first economic report in a decade. It gives priority to updating knowledge about the evolution of social and economic developments during the 1990s. It reviewareas of progress in macroeconomic reforms and the lack of success in governance and institutional reforms. Substantial reforms were undertaken in this period , but the civil war continued to have a serious negative impact on Sudan's people and its economic prospects. While the results of the reforms have been promising, particularly in the area of macroeconomic stabilization and liberalization, the distribution of economic wealth needs to improve. Although there has not been any national household survey since 1978, social indicators point to low levels of welfare throughout Sudan, with some indicators well below those in Sub-Saharan Africa. among the many issues facing the Sudanese economy are these: There has been high growth but skewed distribution. Stabilization has been costly in social terms: expenditures were cut by more than 50 percent relative to gross domestic product (GDP), causing considerable reductions in social services and infrastructure development. Key services were decentralized, delegated to states and local communities, which had neither the revenues nor the administrative capacity for these tasks. High poverty rates persist. Social inequalities threaten to undermine macroeconomic stability. Moreover, the civil war was costly in terms of human suffering. Millions are internally displaced, there are almost a million refugees in camps in neighboring countries, the death toll is estimated at 2 million, and warring armies continue to claim substantial resources. However, peace negotiations look encouraging. For peace to be sustained, it must be accompanied by economic and governance reforms, and a formula for equitable sharing of resources and power must be found for resolving the major root causes of decades of civil war. Reconstruction and development needs are enormous and will require external financing. Even after debt rescheduling, additional resources will be needed and the Sudan will urgently be expected to put measures in place to improve public resources management. As for the major sectors, infrastructure needs major rehabilitation and development, agricultural reforms need to be pursued, improved social services are a high priority, and war-affected areas face special difficulties like food insecurity. The needs of women require special attention, particularly in those parts of the country where women suffer severely from the violence and lawlessness that emerged as a result of the prolonged civil war. Many are widows and many have suffered also from rape, insecurity, and other traumas. the average ratio iof adult women to adult men is two to one in war-affected areas in southern Sudan, and only one out of ten women is literate,

    Syria Economic Monitor - Spring 2022

    Now moving into its twelfth year, the conflict in Syria has inflicted a devastating impact on the inhabitants and the economy. Beyond the immediate impact of the conflict, the economy suffers from the compounding effects of the pandemic, adverse weather events, regional fragility, and macroeconomic instability. Economic conditions in Syria are projected to continue to be mired by prolonged armed conflict, turmoil in Lebanon and Turkey, COVID-19, and the war in Ukraine. The conflict in Syria has substantially impacted human lives and dramatically affected the demographic structure of its population. This demographic impact coupled with deteriorating economic conditions have important implications for the labor market, with potential long-lasting repercussions on Syria.

    Mozambique : Country Economic Memorandum, Sustaining Growth and Reducing Poverty

    Mozambique has staged a dramatic recovery from the damage of the civil war, improving infrastructure nearly to pre-war levels; reducing poverty from 69 to 54 percent; growing the economy by 8 percent annually between 1996 and 2003; expanding the agricultural, tourism construction and manufacturing sectors; and attracting mega-projects in aluminum smelting, natural gas, and titanium mining, and this tripling exports. Another factor which was a precondition for all of the above is the fact that the country was successful in bringing about reconciliation, ending the civil war, and in managing potential conflicts since that time. Mozambique has just had its third general and presidential election. Nevertheless the country remains poor, infrastructure is inadequate, there are serious unmet education and health needs, and poverty rates remain high. This Memorandum examines the growth-poverty linkage, using a wide variety of data sources, including the recently completed national household survey (2002/3). It has sought to understand the sources of growth in the recent past, to evaluate the prospects for growth in the next decade, to examine the likely implications for poverty, and to outline the policies that will be needed to achieve further growth and poverty reduction. The Country Economic Memorandum also examines the relevance of natural resource management to growth and poverty objectives.

    Libya Economic Monitor, Summer 2022

    Libya is struggling to cope with a trifecta of crises, including the civil conflict, the Coronavirus (COVID-19) pandemic and most recently, the impact of the Russia-Ukraine crisis. Notwithstanding the tempering of conflict intensity since 2021, the Libyan economy has been battered by the conflict. GDP per capita estimates in 2021 stood at about half of its value in 2010 before the start of the conflict. Since 2020, the population has been hit by multiple waves of the COVID-19 pandemic. The health system, already affected by a decade of conflict, has struggled to deliver the necessary access and quality of care amid a raging pandemic. While Libya has reported a marked decline in COVID-19 cases and deaths since March 2022, the vaccination rate remains low. In addition, food insecurity has worsened, precipitated by the Russia-Ukraine crisis and the resulting shortages and price increases for staple foods in the domestic market.

    Digital Progress and Trends Report 2023

    Digitalization is the transformational opportunity of our time. The digital sector has become a powerhouse of innovation, economic growth, and job creation. Value added in the IT services sector grew at 8 percent annually during 2000–22, nearly twice as fast as the global economy. Employment growth in IT services reached 7 percent annually, six times higher than total employment growth. The diffusion and adoption of digital technologies are just as critical as their invention. Digital uptake has accelerated since the COVID-19 pandemic, with 1.5 billion new internet users added from 2018 to 2022. The share of firms investing in digital solutions around the world has more than doubled from 2020 to 2022. Low-income countries, vulnerable populations, and small firms, however, have been falling behind, while transformative digital innovations such as artificial intelligence (AI) have been accelerating in higher-income countries. Although more than 90 percent of the population in high-income countries was online in 2022, only one in four people in low-income countries used the internet, and the speed of their connection was typically only a small fraction of that in wealthier countries. As businesses in technologically advanced countries integrate generative AI into their products and services, less than half of the businesses in many low- and middle-income countries have an internet connection. The growing digital divide is exacerbating the poverty and productivity gaps between richer and poorer economies. The Digital Progress and Trends Report series will track global digitalization progress and highlight policy trends, debates, and implications for low- and middle-income countries. The series adds to the global efforts to study the progress and trends of digitalization in two main ways: · By compiling, curating, and analyzing data from diverse sources to present a comprehensive picture of digitalization in low- and middle-income countries, including in-depth analyses on understudied topics. · By developing insights on policy opportunities, challenges, and debates and reflecting the perspectives of various stakeholders and the World Bank’s operational experiences. This report, the first in the series, aims to inform evidence-based policy making and motivate action among internal and external audiences and stakeholders. The report will bring global attention to high-performing countries that have valuable experience to share as well as to areas where efforts will need to be redoubled.

    Supporting Youth at Risk

    The World Bank has produced this policy Toolkit in response to a growing demand from our government clients and partners for advice on how to create and implement effective policies for at-risk youth. The author has highlighted 22 policies (six core policies, nine promising policies, and seven general policies) that have been effective in addressing the following five key risk areas for young people around the world: (i) youth unemployment, underemployment, and lack of formal sector employment; (ii) early school leaving; (iii) risky sexual behavior leading to early childbearing and HIV/AIDS; (iv) crime and violence; and (v) substance abuse. The objective of this Toolkit is to serve as a practical guide for policy makers in middle-income countries as well as professionals working within the area of youth development on how to develop and implement an effective policy portfolio to foster healthy and positive youth development.

    What a Waste 2.0

What a Waste 2.0: A Global Snapshot of Solid Waste Management to 2050 aggregates extensive solid waste data at the national and urban levels. It estimates and projects waste generation to 2030 and 2050. Beyond the core data metrics from waste generation to disposal, the report provides information on waste management costs, revenues, and tariffs; special wastes; regulations; public communication; administrative and operational models; and the informal sector.
