Abstract
Today, textiles and apparel companies are confronted with a number of significant environmental and social challenges. None of the challenges are insurmountable, but if not effectively addressed and managed, they can hurt core business operations and profitability. Among these challenges are increasing energy and raw materials costs, the growing power and influence of environmental and labor regulatory agencies, and rapidly evolving consumer awareness and concerns about environmental and social issues. These risks are in addition to the primary risk of failing to build brand and consumer confidence. This Handbook is intended to be a practical guide to help companies in the textiles and apparel industry develop and implement an environmental and social management system, which should help to improve overall operations. If a company has existing management systems for quality or health and safety, this Handbook will help to expand them to include environmental and social performance. Sections I and II of this handbook provide background on environmental and social management systems (ESMS) in the textiles and apparel industry. Section III provides step-by-step instructions on how to develop and implement an ESMS. The ESMS Toolkit and Case Studies section gives tools for implement the systems described, as well as two case studies of companies in the food and beverage industry that implemented an ESMS. Finally, the ESMS Self-Assessment and Improvement Guide is a companion publication contains a questionnaire, maturity matrix, and improvement tips to help companies measure the maturity of their ESMS. If a company has existing management systems for quality or health and safety, this handbook will help to expand them to include environmental and social performance.Publication Interwoven(Washington, DC, 2015-09-28)The Better Work Program has its roots in the Better Factories Cambodia (BFC) program, established in 2001 as a follow-on from the 1999 U.S.-Cambodia Bilateral Trade Agreement. The free trade agreement (FTA) was the first to link improved labor conditions with greater market access. The BFC program benefitted all the key stakeholders by improving work conditions, supporting the growth of the apparel sector in Cambodia (benefitting all local stakeholders), and boosting developed world buyers’ reputation by sourcing from ethical workplaces. BFC has also helped to cushion the negative effects of external changes to the trading environment in the apparel sector (the end of the Multi-Fibre Arrangement quota system in 2005 and the global financial crisis in 2008–09). Publication Wealth Sharing for Conflict Prevention and Economic Growth : Botswana Case Study of Natural Resource Utilization for Peace and Development(World Bank, Washington, DC, 2011-12)There are countries in Asia, Europe, the Middle East and even a few such countries in Africa that are using non-renewable resources to drive development and have not experienced conflict. South Africa, Namibia, Botswana, and Zambia are such typical cases in Africa. Instead, the presence of significant minerals in Botswana is associated with economic development and democracy as well as peace. This paper applies the "resource curse", thesis to the case of Botswana, a country that is rich in minerals, yet it has realized positive development thus avoiding conflict and 'the resource curse'. The focus of this study is to examine the experience of Botswana in using natural resources to promote equitable development and thereby avoid conflict which often results from selfish private or ethnic group interests that elsewhere have used natural resources to the exclusion of other groups in society. This study specifically looks at the conditions and factors that facilitated the absence of internal conflict in the extraction of natural resources in Botswana. The key questions answered are: what contextual conditions and factors facilitated the peaceful extraction of natural resources in Botswana?; and were these factors unique to Botswana or can they be replicated elsewhere?. The first chapter gives introduction. The second chapter deals with the socio-political setting of the chiefs' rule during the pre-colonial and colonial periods. The third chapter discusses Botswana's democracy and how it has evolved not only to democratize society but also to become a management culture of good governance for defining how the natural resources will be utilized for the country's development. Chapter four outlines the mineral resource base of Botswana and the policies and strategies used by government in ensuring that such resources were used for public good rather than the self-interest of either the leaders or mining houses. Chapter five focuses attention on cases of local conflicts relating to mineral and other natural resources around different parts of the country. Chapter six brings the issues together to explain Botswana's democratic and mineral dividends in attaining a high development success rate. Chapter seven presents conclusion.Publication HIV Testing : Principles and Practice(World Bank, 2011-07-02)Testing is a potentially important intervention to slow the HIV epidemic in Africa and elsewhere. Some countries in Africa have achieved high levels of testing but most have not. Cost, price, and questions of confidentiality have limited the expansion of testing. It looks possible, however, that there are choices as to the design of testing programs that would expand the number of people who could know their HIV status in ways that would be worthwhile.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Protecting People and Economies(World Bank, Washington, DC, 2020-05)The COVID-19 pandemic has unleashed a global health emergency and an unprecedented economic crisis of historic magnitude. Governments facing this threat are in uncharted territory, but three policy priorities addressed in this note are clear. Disease containment is a first-order concern to combat the pandemic, and measures such as testing and tracing, coupled with isolating and treating the infected can bring first-order gains. The economic crisis requires a parallel and simultaneous effort to save jobs, protect income, and ensure access to services for vulnerable populations. As governments act to slow the pandemic and protect lives and livelihoods now, they will need to maintain macro stability, continue to build trust, and communicate clearly to avoid deeper downturns and social unrest. Looking forward, this crisis can be an opportunity to rethink policy to build back with stronger systems for people and economies.Publication Ukraine Fourth Rapid Damage and Needs Assessment (RDNA4), February 2022 – December 2024(World Bank, Government of Ukraine, European Union, United Nations, 2025-03-04)As of December 31, 2024, Russia’s invasion of Ukraine continues to have profound physical, socioeconomic, and environmental impacts, which will be felt for generations. This fourth Rapid Damage and Needs Assessment (RDNA4) - undertaken jointly by the World Bank Group, the Government of Ukraine, the European Commission, and the United Nations, with support from other partners—takes stock of almost three years of the ongoing invasion, estimating damage and losses along with recovery and reconstruction needs for 10 years. Beyond the physical and financial impacts that are more readily quantified, the RDNA4 provides a qualitative description of how people’s lives have been dramatically altered since February 2022.
