Publication: Calibration Approaches for Distributed Hydrologic Models in Poorly Gaged Basins: Implication for Streamflow Projections under Climate Change

Abstract
This study tests the performance and uncertainty of calibration strategies for a spatially distributed hydrologic model in order to improve model simulation accuracy and understand prediction uncertainty at interior ungaged sites of a sparsely gaged watershed. The study is conducted using a distributed version of the HYMOD hydrologic model (HYMOD_DS) applied to the Kabul River basin. Several calibration experiments are conducted to understand the benefits and costs associated with different calibration choices, including (1) whether multisite gaged data should be used simultaneously or in a stepwise manner during model fitting, (2) the effects of increasing parameter complexity, and (3) the potential to estimate interior watershed flows using only gaged data at the basin outlet. The implications of the different calibration strategies are considered in the context of hydrologic projections under climate change. To address the research questions, high-performance computing is utilized to manage the computational burden that results from high-dimensional optimization problems. Several interesting results emerge from the study. The simultaneous use of multisite data is shown to improve the calibration over a stepwise approach, and both multisite approaches far exceed a calibration based on only the basin outlet. The basin outlet calibration can lead to projections of mid-21st century streamflow that deviate substantially from projections under multisite calibration strategies, supporting the use of caution when using distributed models in data-scarce regions for climate change impact assessments. Surprisingly, increased parameter complexity does not substantially increase the uncertainty in streamflow projections, even though parameter equifinality does emerge. The results suggest that increased (excessive) parameter complexity does not always lead to increased predictive uncertainty if structural uncertainties are present. The largest uncertainty in future streamflow results from variations in projected climate between climate models, which substantially outweighs the calibration uncertainty.

Publication The Future Nexus of the Brahmaputra River Basin(Elsevier, 2016-03)Advance knowledge of conflicting trajectories of water–energy–food (WEF) nexus is highly relevant for water policy and planning, especially for basins that cross national boundaries. The Brahmaputra River Basin in South Asia, home for 130 million people, is such a basin. Development of new hydropower projects, upstream water diversions and possible climate changes introduce concerns among riparian countries about future water supply for energy and food production in the basin. This study presents a new hydro-economic water system model of the basin coupled with ex post scenario analysis under the “nexus thinking” concept to identify and illustrate where development paths are in conflict. Results indicate that the ability of future development to remain free of conflict hinges mostly on the amount of precipitation falling in the basin in the future. Uncertain future precipitation along with uncertain future temperature and the unknown amount of upstream water diversion combine to strongly influence future water, energy and food production in the basin. Specifically, decreases in precipitation coupled with large upstream diversions (e.g., diversion in the territory of China) would leave one or more riparian countries unable to secure enough water to produce their desired energy and food. Future climate projected by General Circulation Models suggest a warmer and wetter climate condition in the region, which is associated with an increase in streamflow and easing of conflicts at the WEF nexus in the basin. The methodology presented here is expected to be generally useful for diagnosing the conditions that may cause water resources development goals to not be achieved due to either changes in climate or water use among competing users.Publication Accessing Economic and Political Impacts of Hydrological Variability on Treaties : Case Studies on the Zambezi and Mekong Basins(2012-03-01)International river basins will likely face higher hydrologic variability due to climate change. Increased floods and droughts would have economic and political consequences. Riparians of transboundary basins governed by water treaties could experience non-compliance and inter-state tensions if flow falls below levels presumed in a treaty. Flow information is essential to cope with these challenges through water storage, allocation, and use. This paper demonstrates a simple yet robust method, which measures gauge station runoff with wetness values derived from satellite data (1988-2010), for expanding sub-basin stream flow information to the entire river basin where natural flow information is limited. It demonstrates the approach with flow level data that provide estimates of monthly runoff in near real time in two international river basins: Zambezi and Mekong. The paper includes an economic framework incorporating information on existing institutions to assess potential economic and political impacts and to inform policy on conflict and cooperation between riparians. The authors conclude that satellite data modeled with gauge station runoff reduce the uncertainty inherent in negotiating an international water agreement under increased hydrological variability, and thus can assist policy makers to devise more efficient institutional apparatus.Publication The Role of Glaciers in the Hydrologic Regime of the Amu Darya and Syr Darya Basins(World Bank, Washington, DC, 2015-05)The headwaters of the Amu Darya and Syr Darya in the western Tien Shan, Pamir and Hindu Kush mountains are a major source of stream flow into the Aral Sea Basin. The water security—affecting energy and food security—of this region and the consequent regional dynamics and politics are connected to these headwaters. Recent concerns related to climate change, glacier retreat and stream flow from these mountains have served to illustrate the very limited understanding that exists concerning the hydrologic regimes of the mountain headwaters of these major river systems as well as of the glaciers, that are a component of those regimes. A better understanding of these hydrologic processes is critical for assessing the amount and timing of water supply and hydropower available (both current and future) for the various countries in the Central Asia region that have headwaters originating in these mountains. Such an understanding is also critical in making estimates of runoff changes under a climate change future. This is the main objective of this study.Publication An Introduction to the IBMR : A Hydro-Economic Model for Climate Change Impact Assessment in Pakistan’s Indus River Basin(Taylor and Francis, 2013-09-06)The Indus Basin Model Revised (IBMR) is a hydro-agro-economic optimization model for agricultural investment planning across Pakistan’s Indus Basin provinces. This study describes IBMR-2012, an update and modification of the model that reflects the current agro-economic conditions in Pakistan for the purpose of evaluating the impact of climate change on water allocation and food security. Results of hydro-climatic parameter sensitivity and basin-wide and provincial-level climate change impacts on crop productions are presented. The study finds that compared to Punjab, Sindh faces both significantly larger climate change impacts on agriculture and higher uncertainty regarding climate change impacts in the future.Publication Afghanistan - Scoping Strategic Options for Development of the Kabul River Basin : A Multisectoral Decision Support System Approach(Washington, DC, 2010-01)The objective of this study is to develop an integrated basin planning framework for analyzing and prioritizing water resources development options in Afghanistan, and to demonstrate its application in the Kabul River basin. Accordingly, the study focuses on the tasks of: (a) analyzing the medium and long-term options for developing the water resources of the Kabul River basin for multiple purposes, including domestic and industrial water supply, hydropower, mining, irrigated agriculture, and environment; and (b) collating information on the basin, including the existing and potential water resources development options, water uses and demands, in a simple and user-friendly Decision Support System (DSS), so as to enable multisectoral analysis and optimization of development options in the basin by the concerned ministries and development partners. The study, conducted in collaboration with the government of Afghanistan, is expected to help strengthen the adoption of integrated approaches to basin planning and water resources management in the country.

Publication Kyrgyz Republic Country Climate and Development Report(Washington, DC: World Bank, 2025-11-03)This Country Climate and Development Report (CCDR) on the Kyrgyz Republic aims to support the country’s development goals amid a changing climate. The CCDR considers two policy scenarios up to 2050: the business-as-usual (BAU) and high-growth scenarios. As it quantifies the likely impacts of climate change on the Kyrgyz economy between now and 2050, the report highlights key government actions to best prepare for and adapt to climate impacts (referred to as “with adaptation” measures), with a particular focus on the time horizon up to 2030. The CCDR also outlines a path to net zero emissions by 2050 (referred to as “with mitigation” measures, “decarbonization,” or, simply, “net zero 2050”), highlighting associated development co-benefits.Publication Continental Drying: A Threat to Our Common Future(Washington, DC: World Bank, 2025-11-04)Grounded in new evidence from satellite data, “Continental Drying: A Threat to Our Common Future” presents the first global assessment of freshwater reserves over the past two decades. The findings expose an alarming trend of “continental drying,” a persistent long-term decline in freshwater availability across vast landmasses. Not only are droughts and deluges becoming more unpredictable, but the total amount of freshwater available for use has also significantly declined. Continental drying, driven by global warming, worsening droughts, and unsustainable water and land use, is a silent but accelerating crisis—largely unknown to the public—that reshapes the global water narrative. Continental drying raises profound risks. This report reveals new empirical evidence showing how freshwater depletion leads to major job losses, reduced incomes, wildfires, and biodiversity threats. In the long term, the combined effects of drying and warming could push societies toward a tipping point where damage accelerates rapidly and adaptation becomes increasingly difficult. Against the backdrop of continental drying, global water consumption rose by 25 percent between 2000 and 2019, with about a third of this increase occurring in regions already experiencing drying. Compounding the pressure, a substantial share of water use in drying regions remains inefficient. Continental Drying identifies hot spots where rising demand and declining supply converge and explores where and how water savings can be realized. This report recommends a three-pronged approach to address the crisis: managing demand, augmenting water supply, and improving water allocation. Five cross-cutting levers—strengthening institutions, reforming water tariffs and repurposing subsidies, adopting water accounting, leveraging data and technological innovations, and valuing water in trade—are essential for effective implementation and to attract private investment to finance the approach. Beyond water, addressing trade barriers, investing in education and skills development, and improving access to markets and financial services are critical for strengthening job and livelihood resilience amid a continental drying crisis.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Direct and Indirect Impacts of Transport Mobility on Access to Jobs: Evidence from South Africa(Washington, DC: World Bank, 2025-11-12)Access to jobs is essential for economic growth. In Africa, unemployment rates are notably high. This paper reexamines the relationship between transport mobility and labor market outcomes, with a particular focus on the direct and indirect effects of transport connectivity. As predicted by theory, wages are influenced by the level of commuting deterrence. Generally, higher earnings are associated with longer commute times and/or higher commuting costs. Local accessibility is also important, especially for individuals with time constraints. Both direct and indirect impacts are found to be significant in South Africa, where job accessibility has been challenging since the end of apartheid. For the direct impact, the wage elasticity associated with commuting costs is significant. Returns on commute are particularly high for women. Local accessibility to socioeconomic facilities, such as shops and health services, is also found to have a significant impact, consistent with the concept of mobility of care. To enhance employment, therefore, it is crucial to connect people not only to job locations but also to various socioeconomic points of interest, such as markets and hospitals, in an integrated manner. This integration will enable individuals to spend more time working and commuting longer distances.Publication Taxes, Spending, and Equity: International Patterns and Lessons for Developing Countries(Washington, DC: World Bank, 2025-11-17)Taxes and public spending underpin the basic administration of government and finance the human capital and infrastructure investments needed for economic growth. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.
