Abstract
The overall state of financial inclusion in Russia is relatively advanced along certain basic metrics. The number of adults with accounts at a financial institution stands at 67.4 percent, which compares well to the Europe and Central Asia (ECA) regional average of 51.4 percent. Account penetration has increased by nearly 20 percentage points since 201l, with increases experienced across all segments of the population, including for the poorest 40 percent and for women.1 Russia also has a large number of regulated financial institutions and enjoys 36.98 branches per 100,000 adults, higher than for the United States (32.39) and China (24.03). In addition, usage of accounts and other financial services remains low among the underserved, as does the available range and quality of financial products and services. The main mode for retail payments is still via cash; while underserved individuals may own accounts, many consumers withdraw the full amount they receive from regular government payments or salaries. Most credit and deposit-taking activity still occurs among the middle-high income segments of the population, and there appear to be gaps in terms of both the availability and usage of appropriate savings products for the underserved. The microcredit products that are available to the underserved are of poor quality. There are low levels of trust in the formal financial sector among the Russian population, in particular for microfinance institutions (MFIs).

Publication Financial Sector Assessment Program : Malawi - Access to Financial Services(World Bank, Washington, DC, 2008-09)This technical note the Malawi 2007 Financial Sector Assessment Program (FSAP) reviews the current challenges of increasing access to financial services in Malawi. After a cursory assessment of the state of the financial sector in chapter one, it summarizes the key challenges of rural financial sector development (chapter two); then discusses the opportunities that branchless banking technology offers (chapter three), the options for strengthening the financial infrastructure (chapter four) and the role of government in increasing access (chapter five). It concludes with recommendations on how authorities may seek to realize these opportunities (chapter six).Publication El Salvador Financial Sector Assessment Program Update(Washington, DC, 2010-11)Financial service provision has expanded since the 2004 financial sector assessment program (FSAP) update, but access to financial services can expand greatly through mobile banking. An estimated 47 percent of adults in El Salvador have deposit accounts at a regulated financial institution, similar to the Latin American average. Although a range of range of bank and non-bank institutions serve the micro and Small and Medium Enterprises (SME) finance market, significant financial services provision is occurring outside of the regulatory perimeter. Improvements in credit information systems, simplification of credit documentation processes, and a strengthened legal framework for factoring can help facilitate SMEs access to credit. Issues of financial transparency and consumer protection are of increasing importance to the Salvadoran authorities, although resources for enforcement are limited. Both public and private entities are engaging in educational activities to promote financial literacy have the potential to play an important role in curbing over indebtedness. However, the consumer defense agency (Defensoria al Consumidor) lacks sufficient resources for enforcement of consumer protection laws. This paper is divided into following six parts: first part gives overview of financial access and usage patterns; the second part gives information on funding and savings products commercialized; the third part gives market participants; fourth part is legal and regulatory impediments to credit; fifth part deals with supervisory and regulatory perimeter issues; and sixth part is transparency, consumer protection, and financial literacy.Publication People's Republic of China Financial Sector Assessment Program(World Bank, Washington, DC, 2012-03)People's Bank of China (PBC) has carried out a major and comprehensive reform of the China National Payments System (CNPS). The PBC implemented the China National Advanced Payment System (CNAPS), which consists of the High-Value Payment System (HVPS) and the Bulk Electronic Payment System (BEPS). The HVPS system currently operates in a tiered way with a national processing center (NPC) and 32 local processing centers (LCPs). The HVPS system is interconnected to many trading, payments, and securities settlement systems (SSS) to allow for central bank money settlement. In addition, there is numerous cheque clearing houses around the country administered by the PBC local offices or delegated to banks. China Union Pay (CUP) handles the clearance of cards transactions whose balances are settled in the HVPS. Also automated clearinghouses (ACHs) and other systems handle clearance and settlement for a variety of payment instruments. The HVPS is a systemically important payment system, as it is the backbone of the national payments system in China. The HVPS handled transactions for a value of CY 804 trillion in 2009, approximately 24 times the Gross Domestic Product (GDP) value. Thus, the HVPS is being assessed against the ten Core Principles for Systemically Important Payment Systems (CPSIPS) of the Committee for Payment and Settlement Systems (CPSS) and the four responsibilities of the central banks in applying the CPSIPS. The BEPS is not currently a systemically important payment system. However, its importance for an efficient settlement of the interbank payment system is growing. The present document is the assessment of the systemically important payment systems in the People's Republic of China (PRC) based on the CPSS CPSIPS. The document also contains an analysis of some developmental issues related to the reform of the payments system as a whole. The assessment was conducted in the context of the first field mission of the Financial Sector Assessment Program (FSAP) to the PRC (June 2010).Publication People's Republic of China Financial Sector Assessment Program(World Bank, Washington, DC, 2017-12)China has made significant progress in financial inclusion. High levels of account penetration, savings, and usage of payments services have been achieved, largely due to extensive branches and access points (particularly a vast network of rural cash withdrawal points), innovations by non-bank payment providers, and expansion of government-to-person transfers and bankcard programs. Account penetration in China is quite high, with estimates ranging from over 80 to 90 percent, which compares well to the EAP regional average but is lower than the high-income country average. The rapid growth in fintech has led to millions of previously underserved mass retail consumers accessing lower cost and better tailored financial products and services.Publication Financial Sector Assessment Program : Saudi Arabia - CPSS Core Principles for Systematically Important Payment Systems(World Bank, Washington, DC, 2011-09)The present document is the assessment of the systemically important payment systems in the Kingdom of Saudi Arabia (KSA) based on the CPSS Core Principles for Systemically Important Payment Systems (CPSIPS). The document also contains an analysis of some developmental issues related to the reform of the payments system as a whole. The assessment was conducted in the context of the field mission of the Financial Sector Assessment Program (FSAP) Update to the KSA (April 2011). The assessor of the CPSIPS was Massimo Cirasino. The national payments system (NPS) in Saudi Arabia efficiently serves the needs of a broad set of users. In particular, SAMA has implemented a comprehensive and robust infrastructure to support the provision of payment services and products by commercial banks. The infrastructure is primarily concentrated on payments in riyals and comprises the following systems: (i) the Saudi Arabian Riyal Interbank Express (SARIE) real time gross settlement (RTGS) system, which processes a wide range of large-value and small-value payments and provides settlement facilities for a number of clearing systems, as well as for transactions executed at the Tadawul stock exchange; (ii) the check clearing houses operated at SAMA branches; (iii) automated teller machine (ATM) and point-of-sale services provided through Saudi payments network; (iv) electronic bill presentment and payment processed by the national electronic bill presentment and payment service; (v) the Public Key Infrastructure (PKI) which provides advanced security facilities; and (vi) the SAMA Joint Network (SJN) providing a highly secured communications network. The NPS in Saudi Arabia is characterized by a high level of standardization.

Publication A Strategy for Improving Land Administration in India(World Bank, Washington, DC, 2008-02)In India, as in many developing countries, land continues to have enormous economic, social, and symbolic relevance. How access to land can be obtained, and how ownership of land can be documented, are questions essential to the livelihoods of the large majority of the poor, especially in rural and tribal areas. Answers to these questions will determine to what extent India's increasingly scarce natural resources are managed. Moreover, land policy and administration are critical determinants of the transaction costs associated with accessing and transferring land, both for business and residential use. This will affect how easily land can be used as collateral for credit and the development of the financial sector. Land continues to be a major source of government revenue through stamp duties, and is a key element in implementing a wide range of government programs. Land policies and institutions will have a far-reaching impact on the country's ability to sustain high rates of growth, on the degree that economic growth benefits the poor, and on the level and spatial distribution of economic activity. To make progress towards the long term goal of improved land administration and policy in India, a number of immediate steps are recommended. First, expand computerization and integration and use of textual records to ensure full coverage. Second, establish a spatial framework capable of achieving full coverage with reasonable time and resource requirements, at lest in the medium term. Third, pilot ways to improve textual and spatial records for well-defined situations to establish processes that can be scaled up rapidly, improving textual and spatial records. Fourth, allow private sector participation in surveying, focusing government on a regulatory role, reduce stamp duty rates, and explore the scope for replacing them with a land tax.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication PortNet in Morocco(International Finance Corporation, Washington, DC, 2017-01)In 2008, Morocco’s National Ports Agency launched a project to create a national single-window platform for Morocco’s foreign tr ade. They can also have a significant and immediate impact on poverty and inequality. The question of how public finance can support longer-term growth objectives while promoting equity has become even more important in recent years, given the high fiscal deficits and debt levels most countries emerged with in the aftermath of the COVID-19 pandemic. These included the increasing cost of debt and the need to restart environmentally sustainable growth while helping households address the learning losses and other social scars caused by the pandemic. This paper examines the global evidence on which households pay which taxes and who benefits from what spending, and critically, the net effect on different households across the income distribution. The aim is to identify the patterns and lessons that emerge for designing progressive fiscal policies. A global dataset of 96 countries is assembled, spanning all regions of the world and all national income levels, grounded in the Commitment to Equity (CEQ) approach to fiscal incidence.Publication An Opportunity to Build Legitimacy and Trust in Public Institutions in the Time of COVID-19(World Bank, Washington, DC, 2020-05)Legitimacy in the time of COVID-19 can be understood as the ability of leaders to win compliance with new public health orders because people share a widespread belief that everyone is complying. This perspective, building on the logic of game theory, which can help explain strategic interactions among large numbers of people in a society or polity, yields a powerful insight: that governments in developing countries, as the first line of defense against a life-threatening disease, have received a windfall of legitimacy. On the one hand, this legitimacy windfall can be wasted, or worse, used to intensify divisive politics, grab power, and install government at the commanding heights of the economy and society, even after the pandemic recedes. On the other hand, for reform leaders and international development partners that are motivated to improve governance for economic development, the crisis presents opportunities to build trust in public institutions. In this task, international organizations have a comparative advantage precisely because they are not part of domestic political games. But this dynamic may require changing how donors typically approach corruption in developing countries (in the context of financial assistance to countries with institutional weaknesses that predate the crisis); it may also necessitate change in how reform leaders in countries use the advantage of external partners to exert pressure for reform. The availability and strategic communication of credible, nonideological, and nonpartisan knowledge could enable societies to change a vicious cycle of high levels of corruption/low levels of trust to a virtuous one of high levels of trust and low levels of corruption.
