Abstract
Access to basic services plays an important role in both individual well-being and a country's economic development. For this reason, general availability of these services to citizens, regardless of income level and geographical location, has generally been viewed as an important public policy goal. However, the precise definition of this goal and the means of attaining it have provoked controversy. This volume explores whether liberalization can contribute to achieving universal service goals and, if so, how, and looks at the types of complementary policies that may be required. It focuses on experience in four sectors: telecommunications, financial, water and sanitation, and energy services. For each sector, an overview paper and one or two case studies from developing countries examine the experience of governments in harnessing liberalization to meet social goals. It is hoped that this cross-sector view will yield general insights which a focus on a single sector may not, and help each sector to generate ideas by drawing upon experience in other sectors. A horizontal assessment also helps to determine how far the services negotiations at the World Trade Organization (WTO), under the general agreement on trade in services can aid or impede the attainment of universal service goals.

Publication A Toolkit of Policy Options to Support Inclusive Green Growth(World Bank, Washington, DC, 2012)In 2012, the Mexican Presidency of the G20 introduced inclusive green growth as a cross-cutting priority on the G20 development agenda. The second meeting of the G20 Development Working Group (DWG), hosted by the Government of the Republic of Korea, took place in Seoul the 19th and 20th of March 2012. As agreed during the first DWG meeting, this second meeting focused on the priorities for their presidency in the first half of 2012: infrastructure, food security and inclusive green growth (IGG). At its Seoul meeting, the DWG also agreed that IGG co-facilitators and relevant international organizations (IOs) should work together in 2012 to develop a nonprescriptive good practices guide/toolkit on enabling national policy frameworks for inclusive green growth to support countries who voluntarily wish to design and implement affordable and inclusive green growth policies, with the aim of achieving sustainable development and poverty alleviation. The toolkit is organized as follows. First, the necessity of applying the different tools in the context of a broad inclusive green growth strategy is stressed, and a harmonized framework combining approaches and tools identified by all four IOs is set forth. Second, the document offers an overview of key tools that can be mobilized to implement an inclusive green growth strategy. Quick technical descriptions of these tools are offered along with suggested sources for further details. Finally, capacity building and knowledge sharing initiatives are presented, with the Green Growth Knowledge Platform (GGKP) highlighted as a powerful collaborative tool to advance policies for inclusive green economies.Publication Sustainable Agricultural Productivity Growth and Bridging the Gap for Small-Family Farms(Washington, DC: World Bank, 2012-06-12)Global agriculture will face multiple challenges over the coming decades. It must produce more food to feed an increasingly affluent and growing world population that will demand a more diverse diet, contribute to overall development and poverty alleviation in many developing countries, confront increased competition for alternative uses of finite land and water resources, adapt to climate change, and contribute to preserving biodiversity and restoring fragile ecosystems. Climate change will bring higher average temperatures, changes in rainfall patterns, and more frequent extreme events, multiplying the threats to sustainable food security. Addressing these challenges requires co-ordinated responses from the public and private sectors and civil society that will need to be adapted to the specific circumstances of different types of farmers in countries at all levels of development. The recommendations provided are broadly of two types: specific actions that can contribute in some way to improving productivity growth or sustainable resource use (whether building on existing initiatives or suggesting new activities) and more general proposals that may not be actionable as presented but that serve to highlight areas for priority attention. This report also invites G20 countries to engage in a medium, to long-term, analysis-based peer review of policies fostering sustainable productivity growth, which would identify specific constraints and opportunities, beginning with their own food and agriculture sectors. In addition to possible benefits to participating countries, a peer review process could contribute to the identification of best policies and best policy packages to achieve the widely held aim of sustainably improving productivity of the global food and agriculture system. While such an initiative is proposed to and for G20 countries, it could have much wider application to interested countries.Publication Incorporating Green Growth and Sustainable Development Policies into Structural Reform Agendas(World Bank, Washington, DC, 2012-06)This report examines how green growth and sustainable development policies can be incorporated into structural reform agendas. Indeed, as demonstrated in the report, many of these policies are closely linked and synergistic with the framework policies applied by G20 governments in their efforts to pursue strong and sustainable growth. The report, has been prepared in response to the request from G20 Finance Ministers and Central Bank Governors in their communication of 25-26 February 2012 that asked the Organization for Economic Co-operation and Development (OECD), with the World Bank and the United Nation (UN), to prepare a report that provides options for G20 countries on inserting green growth and sustainable development policies into structural reform agendas, tailored to specific country conditions and level of development. The report will be an input to the G-20 leader's summit in Los Cabos and provides a toolkit of policy options from which countries may draw-upon when designing their own green growth strategies. The G20 development working group has also tasked the International Organizations with the development of a non-prescriptive toolkit of policy options to support inclusive green growth in the context of sustainable development and poverty eradication in developing countries.Publication Analysis of the Scope of Energy Subsidies and Suggestions for the G-20 Initiative(World Bank, Washington, DC, 2010-06-16)When the G-20 leaders met on 24-25 September 2009 in Pittsburgh, USA, they agreed in their Communiqué that, building on the efforts of many countries to, reduce fossil fuel subsidies while preventing adverse impact on the poorest?, they were committed to, rationalize and phase out over the medium term inefficient fossil fuel subsidies that encourage wasteful consumption. This draft report has been developed jointly by the International Energy Agency (IEA), Organization of the Petroleum Exporting Countries (OPEC), Organization for Economic Cooperation and Development (OECD) and World Bank in response to this request. It draws on the relevant expertise and work of the four tasked organizations, but also on input and comments from other organizations and experts. The report includes: a) discussion of the scope of energy subsidies; b) estimates of energy subsidies, and identification of the gaps in the existing data and issues around the measurement of energy subsidies; c) modeling-based analysis of the implications of phasing-out energy subsidies on the economy, including socio-economic and trade impacts, the environment, and the energy sector; and d) suggestions for the implementation of phase-out of inefficient subsidies leading to wasteful consumption, drawing on country case studies, including discussion of how to address social impacts.Publication Inclusive Global Value Chains(OECD, Paris, and World Bank, Washington, DC, 2015-10)This reports focus is making global value chains (GVCs) more inclusive. This is achieved by overcoming participation constraints for Small and Medium Enterprises (SMEs) and facilitation access for Low Income Developing Countries (LIDCs).The two major points of this report are 1) participation in GVCs is heterogeneous and uneven, across and within countries and 2) available data and survey-based evidence suggest that SME participation in GVCs is mostly taking place through indirect contribution to exports, rather than through exporting directly.

Publication G5 Sahel Region Country Climate and Development Report(Washington, DC: World Bank, 2022-07-01)The five countries of Burkina Faso, Chad, Mali, Mauritania, and Niger (the G5) in the Sahel region of Africa are among the least developed countries in the world. The now regular and growing climate shocks are causing large losses in outputs, reducing human capital accumulation, and leading to potentially devastating ecological and economic tipping points in the region. This World Bank country climate development report (CCDR) has examined the most critical actions and policy changes needed to accelerate the region's economic recovery, sustainable and inclusive development, and adaptation to the impacts of climate change. This report has three main messages. First, the opportunities for a resilient and lower-carbon development of the G5 countries are significant. They can reverse environmental degradation and maximize the benefits of climate action for the poor. Second, rapid, resilient, and inclusive growth is both the best form of adaptation to climate change and the best strategy for meeting development goals in an effective, sustainable, and productive manner. Third, the costs of inaction are far greater than the costs of action. Early and targeted action on policies and programs presented in this report can move the G5 Sahel countries towards a greener, more resilient, prosperous, and inclusive future.Publication State and Trends of Carbon Pricing 2024(Washington, DC: World Bank, 2024-05-21)This report provides an up-to-date overview of existing and emerging carbon pricing instruments around the world, including international, national, and subnational initiatives. It also investigates trends surrounding the development and implementation of carbon pricing instruments and some of the drivers seen over the past year. Specifically, this report covers carbon taxes, emissions trading systems (ETSs), and crediting mechanisms. Key topics covered in the 2024 report include uptake of ETSs and carbon taxes in low- and middle- income economies, sectoral coverage of ETSs and carbon taxes, and the use of crediting mechanisms as part of the policy mix.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.Publication World Development Report 2006(Washington, DC, 2005)This year’s Word Development Report (WDR), the twenty-eighth, looks at the role of equity in the development process. It defines equity in terms of two basic principles. The first is equal opportunities: that a person’s chances in life should be determined by his or her talents and efforts, rather than by pre-determined circumstances such as race, gender, social or family background. The second principle is the avoidance of extreme deprivation in outcomes, particularly in health, education and consumption levels. This principle thus includes the objective of poverty reduction. The report’s main message is that, in the long run, the pursuit of equity and the pursuit of economic prosperity are complementary. This Report offers practical insights for policymakers, executives, scholars, and all those with an interest in economic development.Publication World Development Report 1987(New York: Oxford University Press, 1987)This report, consisting of two parts, is the tenth in the annual series assessing development issues. Part I reviews recent trends in the world economy and their implications for the future prospects of developing countries. It stresses that better economic performance is possible in both industrial and developing countries, provided the commitment to economic policy reforms is maintained and reinforced. In regard to the external debt issues, the report argues for strengthened cooperation among industrial countries in the sphere of macroeconomic policy to promote smooth adjustment to the imbalances caused by external payments (in developing countries). Part II reviews and evaluates the varied experience with government policies in support of industrialization. Emphasis is placed on policies which affect both the efficiency and sustainability of industrial transformation, especially in the sphere of foreign trade. The report finds that developing countries which followed policies that promoted the integration of their industrial sector into the international economy through trade have fared better than those which insulated themselves from international competition.
