Abstract
Twenty million people in Central America cook with biomass using open fires or rudimentary stoves. The number of people using biomass for cooking in the region will remain significant for a long time due to high incidence of poverty, high Liquid Petroleum Gas (LPG) prices coupled with unsustainable LPG subsidies, as well as relatively easy access to fuel wood in the region. Providing these people with clean and efficient cooking solutions is not just an energy issue, but one related to poverty, gender inequality, public health, environmental sustainability, local employment, climate change, agriculture, and local employment. A new generation of improved biomass cook stoves (ICS) has recently become available in Central America. The economic benefits from improving public health, reducing deforestation, and mitigating greenhouse gas emissions well outweigh the costs of ICS dissemination. Efforts involving donor agencies, governments, non-governmental organizations, as well as local entrepreneurs have been made to disseminate ICS in the region in the last 10 years. The objective of this study is to better understand current developments in clean and efficient biomass cooking solutions, factors that have precluded a larger penetration of ICS within the region, and lessons learned from past programs-both in the region and in other countries-that may be relevant to Central America. The study recommends key actions that may help the region step up its current dissemination efforts and promote sustained use of ICS, a first step toward universal access to ICS by fuel wood users. Its intended audience includes different stakeholders, including government agencies, regional and international organizations, as well as various implementing entities who are thinking or rethinking appropriate technologies, policy interventions, financing, and delivery mechanisms for Central America to promote ICS.

Publication Household Cooking Fuel Choice and Adoption of Improved Cookstoves in Developing Countries : A Review(World Bank, Washington, DC, 2014-06)Improving access to affordable and reliable energy services for cooking is essential for developing countries in reducing adverse human health and environmental impacts hitherto caused by burning of traditional biomass. This paper reviews empirical studies that analyze choices of fuel and adoption of improved stoves for cooking in countries where biomass is still the predominant cooking fuel. The review highlights the wide range of factors that influence households cooking fuel choices and adoption of improved stoves, including socioeconomic (access and availability, collection costs and fuel prices, household income, education and awareness), behavioral (food tastes, lifestyle), and cultural and external factors (indoor air pollution, government policies). The paper also summarizes the evidence on the significant adverse health impacts from exposure to indoor smoke, especially among women and young children. In low-income households, perceived health benefits of adopting improved stoves and financial benefits from fuel savings tend to be outweighed by the costs of improved stoves, even after accounting for the opportunity cost of time spent collecting biomass fuel. The paper identifies knowledge and evidence gaps on the success of policies and programs designed to scale up the adoption of improved cookstoves.Publication Considering Trade Policies for Liquid Biofuels(World Bank, Washington, DC, 2007-09)This report addresses the issues associated with trade in liquid biofuels is a second Energy Sector Management Assistance Program report on biofuels, and part of a broader assessment of bioenergy undertaken by the World Bank. The report asks how liberalizing trade in liquid biofuels might affect biofuel production and consumption. Bioenergy is playing an increasingly important role as an alternative and renewable source of energy. Bioenergy includes solid biomass, biogas, and liquid biofuels. Combustion of biomass residues for heat and power generation is commercially viable without government support in some applications. Liquid biofuels made from biomass are attracting growing interest worldwide, driven by concerns about energy security, climate change, and local environmental considerations and a desire to support domestic agriculture. The global liquid biofuel market today utilizes so called first generation technologies and relies mainly on agricultural food or feed crops for feedstock. Second generation biofuels, still far from commercially viable, can open up many new opportunities because they can be sourced from a much wider variety of feedstock's, vastly expanding the potential for fuel production and for abating greenhouse gas emission. The timing of commercialization is uncertain, although some industry analysts indicate that the needed cost reductions may be achieved in the coming decade. Focusing primarily on ethanol and biodiesel, the report takes a time horizon of the next 5 to 10 years. It outlines the important link between agriculture and biofuels, reviews past and present government policies for agriculture and for biofuels, and considers how these policies might affect the world biofuel market. The report highlights the links between the markets for oil, biofuels, feedstock's, and the by-products of biofuel processing. It reviews existing studies, examining the likely consequences of much larger biofuel production and trade liberalization of biofuels and their feedstock's. It concludes with policy considerations.Publication Biofuels : Markets, Targets and Impacts(2010-07-01)This paper reviews recent developments in biofuel markets and their economic, social and environmental impacts. Several countries have introduced mandates and targets for biofuel expansion. Production, international trade and investment have increased sharply in the past few years. However, several existing studies have blamed biofuels as one of the key factors behind the 2007-2008 global food crisis, although the magnitudes of impacts in these studies vary widely depending on the underlying assumptions and structure of the models. Existing studies also have huge disparities in the magnitude of long-term impacts of biofuels on food prices and supply; studies that model only the agricultural sector show higher impacts, whereas studies that model the entire economy show relatively lower impacts. In terms of climate change mitigation impacts, there exists a consensus that current biofuels lead to greenhouse gas mitigation only when greenhouse gas emissions related to land-use change are not counted. If conversion of carbon rich forest land to crop land is not avoided, the resulting greenhouse gas release would mean that biofuels would not reduce cumulative greenhouse gas emissions until several years had passed. Overall, results from most of the existing literature do not favor diversion of food for large-scale production of biofuels, although regulated production of biofuels in countries with surplus land and a strong biofuel industry are not ruled out. Developments in second generation biofuels offer some hope, yet they still compete with food supply through land use and are currently constrained by a number of technical and economic barriers.Publication Household Energy Access for Cooking and Heating : Lessons Learned and the Way Forward(Washington, DC: World Bank, 2012)Half of humanity about 3 billion people are still relying on solid fuels for cooking and heating. Of that, about 2.5 billion people depend on traditional biomass fuels (wood, charcoal, agricultural waste, and animal dung), while about 400 million people use coal as their primary cooking and heating fuel (UNDP and WHO 2009). The majority of the population relying on solid fuels lives in Sub-Saharan Africa and in South Asia. In some countries in Central America and in East Asia and the Pacific, the use of solid fuels is also significant. The inefficient and unsustainable production and use of these fuels result in a significant public health hazard, as well as negative environmental impacts that keep people in poverty. Strategies to improve energy access to the poor have focused mainly on electricity access. They have often neglected non electricity household energy access. It is, however, estimated that about 2.8 billion people will still depend on fuel wood for cooking and heating in 2030 in a business-as-usual modus operandi (IEA 2010). The need for urgent interventions at the household level to provide alternative energy services to help improve livelihoods is becoming more and more accepted. This report's main objective is to conduct a review of the World Bank's financed operations and selected interventions by other institutions on household energy access in an attempt to examine success and failure factors to inform the new generation of upcoming interventions. First, the report provides a brief literature review to lay out the multidimensional challenge of an overwhelming reliance on solid fuels for cooking and heating. Second, it highlights how the Bank and selected governments and organizations have been dealing with this challenge. Third, it presents lessons learned to inform upcoming interventions. And finally, it indicates an outlook on the way forward.Publication Black Carbon and Climate Change : Considerations for International Development Agencies(World Bank, Washington, DC, 2011-12)This report is intended to inform the international development community about the links between black (BC) carbon and climate change. With growing scientific clarity on the contribution of black carbon to climate change, the benefits of limiting its emissions are becoming more evident. This report reviews the existing knowledge on the subject and identifies relevant considerations for development organizations. Climate modeling shows that a large reduction in the global amounts of BC emissions, without changes in emissions of organic carbon, will lead to a sharp onetime decrease in the warming influence of human activities. A rapid reduction in BC emissions has thus been proposed as a way to partially offset the projected increase in temperatures in coming decades. This will not solve the long-term problem of climate change, which is caused by the greenhouse gas (GHGs), but it could extend the limited time that is available to reduce emissions of GHGs aggressively, before global temperatures reach dangerous levels. Proposals to reduce BC emissions also often address the need to reduce emissions of several other short-lived gases (such as ozone) that are mostly not covered by the Kyoto Protocol. This paper is designed to inform development agencies, in a brief, simplified, and non-technical manner, about the links between BC and climate change, and how these could relate to development policy. The paper describes: (a) what is known about the impact of BC and related aerosols on climate, (b) the sources and importance of BC emissions, (c) possible actions and policies to mitigate emissions, and (d) considerations for agencies in light of these issues.

Publication Monitoring Performance of Electric Utilities : Indicators and Benchmarking in Sub-Saharan Africa(World Bank, Washington, DC, 2009)Performance of electric utilities is essential for the reform of the electricity sector in the Sub-Saharan Africa (SSA) countries. The World Bank is leading a number of initiatives to improve electric utility performance in SSA. The Africa Energy unit of the World Bank recently introduced the Electric Utility Capacity Assistance Program (EUCAP) for Africa. Among other activities, the EUCAP aims to collate relevant utility performance data within the context of the Bank operations, with the dual objective of assessing the impact of reforms and motivating utility management to achieve better outcomes. In order to reach this objective, performance benchmarking approach was developed. In this approach, benchmarking starts with the selection of the Key Performance Indices (KPIs) reflecting major elements of utility day-to-day operations, including technical, operational and financial. Then a framework to compare performance of the sector in various countries and among utilities using these indices is applied.Publication Credit Constraints and Agricultural Productivity : Evidence from Rural Rwanda(Taylor and Francis, 2014-02-20)While potentially negative impacts of credit constraints on economic development have long been discussed conceptually, empirical evidence for Africa remains limited. We use a direct elicitation approach on a national sample of Rwandan rural households to empirically assess the extent and nature of credit rationing in the semi-formal sector and its impact, using an endogenous switching model. Elimination of all constraints could increase output by some 17 per cent. Implications for policy and research are spelled out.Publication Burkina Faso Indigenous Innovation in Farmer-to-Farmer Extension(Washington, DC, 2005-02)Increasing attention is being given to indigenous innovation in agriculture - the process by which farmers develop new and better ways of doing things, primarily using local resources and on their own initiative, without pressure or direct support from formal research or development agents. In this process, farmers have developed not only better farming techniques but also better ways of organizing themselves. In the Yatenga Region of Burkina Faso, local improvements on a traditional farming technique have become very widespread, largely on account of the innovativeness of farmers in developing their own forms of farmer-to-farmer extension. They have found highly effective ways of spreading their ideas and encouraging other farmers to try them out.Publication The Sun Rises on the Solar Sector(World Bank, Washington, DC, 2009-05)Energy from the sun is abundant and free. Solar energy is in essence electromagnetic radiation emitted from the sun. Earth's climate, hydrologic systems, and ecosystems all derive from the sun. Other forms of renewable power such as wind, wave, biomass, and hydro are an indirect function of solar radiation.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.
