Abstract
In this paper, the authors approach water governance not only through the prism of sectoral organization and the official services, but also through all of the practices, still to be “integrated” into the regulatory framework,that give rise to order and social progress. In doing so, we do not wish to limit public actions tog overnment decisions, however much these may have been democratically debated or even jointly constructed, but rather we wish to re-articulate social practices and collective action. consider that what society produces for itself is an integral part of governance. For this, start with the example of access to urban water in Bolivia, as that public action in Bolivia and the water sector not only emblemize what is being played out on the regulation front between State, communities, and society, but also question the place that the collective interest holds within the sphere of general interest. Firstly, the political project of Evo Morales, Bolivia’s first Aymara president and a defender of the country’s traditional values, was to redefine the rules of the game in view of reappropriating a national identity. The intent was to make them less liberal and more inclusive, notably by attempting to integrate the dynamics of customary practice into the workings of the modern State. Moreover, his policies have largely been based on the re-appropriation of national resources, in a broadand highly symbolic move to negotiate with the multinationals that manage the country’s water, gas and oil industries. Secondly, the water sector lends itself particularly well to an analysis of multi-stakeholder governance as the reality of large cities in developing countries is still one where limited or failing public services struggle to serve agglomerations and keep up with the pace of their demographic growth. Public water distribution services (managed by the State or delegated to the private sector) are thus systematically “supplemented” informally by a multitude of other players whose social function is crucial: small private traders, itinerant or network operators, community services (cooperatives or user associations), resale by neighbors, etc. These stakeholders participate in water governance even if they are not part of the sector’sregulatory framework. After setting up a panorama of the official urban water sector in La Paz-El Alto, two cases that typify the thinking on the way that the dynamics of the commons and public service are interlinked : one involves the environmental risks and possible trade-offs required to balance the interests of communities and the general interest, while the other concerns the issues of articulating grassroots common services (water cooperatives) and public service.

Publication Supporting Social Accountability in the Middle East and North Africa : Lessons from Transitions(World Bank, Washington, DC, 2012-01)Social accountability is increasingly recognized as a way to make governance reforms and development efforts more effective in responding to the needs of citizens. Supporting initiatives that strengthen social accountability at the regional and national levels is consistent with the priority the Bank places on social and economic inclusion, citizen participation, and the quality of governance. The longer paper provides a brief overview of some experiences in the Middle East and North Africa (MNA) Region and international experiences from Indonesia, Turkey and the Philippines supporting social accountability during political and economic transitions. The full paper was prepared for a conference around the 2011 Annual Meetings in Washington, DC and included high-level policy makers from Egypt, Tunisia, Turkey, Indonesia and the Philippines. A panel of civil society organizations from the MNA Region exchanged perspectives about social accountability in the region, emerging opportunities and remaining challenges in making government more effective through an informed and engaged citizenry.Publication From Social Funds to Local Governance and Social Inclusion Programs(Washington, DC, 2007-05)The role and relevance of Social Fund Community-Driven Development (SF/CDD) has been highly debated in the international development community. Some conceive these programs only as parallel and temporary arrangements that can ensure short-term delivery of development benefits. Others emphasize the flexibility of the SF/CDD instrument in adopting different institutional forms depending on the country context, and their contributions to long-term development challenges. The aim of this study is to provide guidance on the question of social fund relevance. The report is organized into six chapters and a set of annexes. Chapter 1 defines social funds and their main rationales. Chapter 2 provides an overview of their origins in ECA, basic facts about the Bank operations and SF performance, and develops a typology based on policy objectives. Chapter 3 summarizes the institutional arrangements of social funds in the Region and then reviews them within the wider vision of optimal public sector arrangements. Chapter 4 looks at local infrastructure and governance funds, evaluating their design against a set of good practice benchmarks for promoting local governance, and drawing implications for the future. Chapter 5 conducts a similar exercise but for social inclusion funds. The final chapter summarizes the main answers to the study questions and elaborates a set of options for future engagement with social funds, taking into account different country contexts. In the Second Volume, Annexes provide more detailed background material.Publication Comunity Based Development and Infrastructure in Timor-Leste : Past Experiences and Future Opportunities(Washington, DC, 2012)This paper examines the opportunities, challenges and constraints of undertaking community-based development (CBD) programming in Timor-Leste, particularly through the lens of community-based provision of economically productive infrastructure. During an extended period of weak central governance in the aftermath of Timor Leste s turbulent independence struggle, external actors mainly foreign donor agencies and international NGOs broadly favoring a community-based approach played a dominant role in the country s reconstruction. In light of Timor Leste s political history and geographic isolation, it is not surprising that weak social capital and logistical obstacles have hampered CBD efforts, leaving Timor Leste with a mixed track record of success. Based on a longitudinal stock taking of CBD projects and face-to-face interviews with key actors in government, NGOs and the donor community, three specific initiatives are examined in detail with a view to elucidating key successes, constraints and opportunities as well as lessons learned that can inform the shifting policy environment.Publication Community Driven Development and Accountable Local Governance : Some Lessons from the Philippines(Washington, DC, 2009-10-15)This study evaluates the connections between community-driven development (CDD) and decentralized local governance, and the need to identify strategies for operational integration. It aims to deepen the understanding of how the institutional environment for local governance interacts with CDD project operations. It gives special emphasis on the issue of accountability, analyzing how CDD operations perform in terms of strengthening the capacity of citizens and civil society to hold local authorities and public service providers accountable, and the capacity of the local government to be held accountable. The study utilizes a two-pronged approach. First, it assesses the institutional environment for accountability in local governance. Second, it examines the operations of two major World Bank-assisted CDD projects in two municipal case study sites. Given that CDD projects both shape and are shaped by local governance contexts in which they are embedded, the study investigates how CDD operations in the Philippines are affected by and are helping reform local governance conditions. It is from the analysis of this interface between CDD operations and local governance conditions that the study aims to generate policy and operational recommendations to enhance integration between CDD and local governance approaches. The analysis of the institutional environment for accountability in local governance often found an enabling policy and legal framework in principle, but severely limiting constraints in practice.Publication Enabling East Asian Communities to Drive Local Development(Washington, DC, 2007-12-01)Local development activities have profound impact on poor people's welfare. Communities and local governments interact closest to where people live and where essential public services are delivered, such as local transport, water supply, health and education. Vibrant local development requires productive, balanced interaction between empowered communities and capable and accountable local governments. For this interface to function best, well-organized, well-informed communities demand development results, holding local authorities to account and, through participation in decisions and oversight of public service delivery, ensure that those authorities remain effective and open to citizen input. In tandem, local governments supply the capacity to deliver services, reliable resources and a desire to meet local citizens' needs. As a vision for local development, the supply of and demand for effective and responsive government are well-matched. In section one, this report lays out the scope of CDD operations in East Asia and presents three frameworks for organizing them: according to local government context, sectoral scope, and primary development objectives. Organizing six results hypotheses according to a generic CDD results template; section two presents available evidence from East Asia's CDD experience. And section three summarizes lessons learned from this flagship effort.

Publication Reclaiming the Lost Century of Growth: Building Learning Economies in Latin America and the Caribbean(Washington, DC: World Bank, 2025-06-06)Update: The Spanish version of the full book was published on September 9, 2025. Latin America and the Caribbean has lost not decades but a century of growth due to its inability to learn—to identify, adapt, and implement the new technologies emerging since the Second Industrial Revolution. Superstars like Argentina, Chile, and Uruguay fell behind peers like France and Germany, while the entire region retrogressed in industries it once dominated and was unable to take advantage of new opportunities that propelled similarly lagging countries to high-income status. The report shows that this remains the case today as the region’s firms continue to lag in assimilating new technologies. However, it argues that Latin America and the Caribbean can reclaim the lost century by building learning economies, creating the human capital, institutions, and incentives needed to increase the demand for knowledge, facilitate the flow of new ideas, and foment the process of experimentation.Publication Poverty, Prosperity, and Planet Report 2024(Washington, DC: World Bank, 2024-10-15)The Poverty, Prosperity, and Planet Report 2024 is the latest edition of the series formerly known as Poverty and Shared Prosperity. The report emphasizes that reducing poverty and increasing shared prosperity must be achieved in ways that do not come at unacceptably high costs to the environment. The current “polycrisis”—where the multiple crises of slow economic growth, increased fragility, climate risks, and heightened uncertainty have come together at the same time—makes national development strategies and international cooperation difficult. Offering the first post-Coronavirus (COVID)-19 pandemic assessment of global progress on this interlinked agenda, the report finds that global poverty reduction has resumed but at a pace slower than before the COVID-19 crisis. Nearly 700 million people worldwide live in extreme poverty with less than US$2.15 per person per day. Progress has essentially plateaued amid lower economic growth and the impacts of COVID-19 and other crises. Today, extreme poverty is concentrated mostly in Sub-Saharan Africa and fragile settings. At a higher standard more typical of upper-middle-income countries—US$6.85 per person per day—almost one-half of the world is living in poverty. The report also provides evidence that the number of countries that have high levels of income inequality has declined considerably during the past two decades, but the pace of improvements in shared prosperity has slowed, and that inequality remains high in Latin America and the Caribbean and Sub-Saharan Africa. Worldwide, people’s incomes today would need to increase fivefold on average to reach a minimum prosperity threshold of US$25 per person per day. Where there has been progress in poverty reduction and shared prosperity, there is evidence of an increasing ability of countries to manage natural hazards, but climate risks are significantly higher in the poorest settings. Nearly one in five people globally is at risk of experiencing welfare losses due to an extreme weather event from which they will struggle to recover. The interconnected issues of climate change and poverty call for a united and inclusive effort from the global community. Development cooperation stakeholders—from governments, nongovernmental organizations, and the private sector to communities and citizens acting locally in every corner of the globe—hold pivotal roles in promoting fair and sustainable transitions. By emphasizing strategies that yield multiple benefits and diligently monitoring and addressing trade-offs, we can strive toward a future that is prosperous, equitable, and resilient.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Global Economic Prospects, June 2024(Washington, DC: World Bank, 2024-06-11)After several years of negative shocks, global growth is expected to hold steady in 2024 and then edge up in the next couple of years, in part aided by cautious monetary policy easing as inflation gradually declines. Each edition includes analytical pieces on topical policy challenges faced by these economies.Publication Classroom Assessment to Support Foundational Literacy(Washington, DC: World Bank, 2025-03-21)This document focuses primarily on how classroom assessment activities can measure students’ literacy skills as they progress along a learning trajectory towards reading fluently and with comprehension by the end of primary school grades. The document addresses considerations regarding the design and implementation of early grade reading classroom assessment, provides examples of assessment activities from a variety of countries and contexts, and discusses the importance of incorporating classroom assessment practices into teacher training and professional development opportunities for teachers. The structure of the document is as follows. The first section presents definitions and addresses basic questions on classroom assessment. Section 2 covers the intersection between assessment and early grade reading by discussing how learning assessment can measure early grade reading skills following the reading learning trajectory. Section 3 compares some of the most common early grade literacy assessment tools with respect to the early grade reading skills and developmental phases. Section 4 of the document addresses teacher training considerations in developing, scoring, and using early grade reading assessment. Additional issues in assessing reading skills in the classroom and using assessment results to improve teaching and learning are reviewed in section 5. Throughout the document, country cases are presented to demonstrate how assessment activities can be implemented in the classroom in different contexts.
