Abstract
Increasing women’s participation on corporate boards and in senior management is among the crucial requirements of companies all around the world. IFC is no exception. The authors have seen for ourselves the positive results from greater diversity in corporate leadership. Stated simply, gender balance is good for business. The participation of women in the labor market has been a major driver of growth and competitiveness in economies. Yet, when it comes to corporate leadership positions, there remains a huge gap between the numbers of men and women represented. In Jordan this is no different. Men have assumed the highest positions of corporate leadership, even as women represent a strong untapped asset for the country. Despite constituting a large portion of society in Jordan, women have a minor presence in boardrooms and in senior decision-making positions. The research in this publication sets out to demonstrate: the degree of involvement by women in boardrooms and senior decision-making positions in the corporate world; the value of their presence when they are involved in those positions (specifically whether there is a correlation between women in the boardroom and the financial performance of companies); and some of the challenges that women face in reaching such decision-making positions. The publication also includes some recommendations for ways to overcome those challenges.

Publication Gender Diversity in Ghanaian Boardrooms(International Finance Corporation, Washington, DC, 2018-05-01)This publication provides a baseline exploration into gender diversity in the Ghanaian boardroom.It examines gender diversity—across sectors, ownership types, legal status, listing status, and anumber of organizational and board-level characteristics— to provide empirical evidence to guidethe development of organizational and national policy. The study, launched in Accra in October 2016, mainly focused on generating a balanced and objective analysis of the issues surrounding women in the boardroom to ascertain the business case for having females on boards in Ghana. The objectives of the study were to examine the nature of gender diversity in public and private sector boards in Ghana, examine the determinants of board diversity in Ghanaian organizations, examine the relationship between gender diversity and organizational performance in Ghana, and to explore the experiences of women on boards. The first section of this report provides contextand background for the study, beginning with a summary of global trends in gender diversity and,more specifically, an overview of the regulatory and legal framework on gender diversity in Ghana.It also states the purpose of the study and cites significant previous studies. And it describes the research methodology used for this study. The second section presents and discusses the study’s findings, including a look at the firms sampled. It examines the nature of boards and gender diversity in Ghanaian boardrooms and explores gender dynamics within the corporate setting.The final two sections consider the implications of the study’s findings, particularly the challenges, prospects, and experiences of women on boards, followed by a presentation of conclusions and policy recommendations.Publication Optimizing Board Effectiveness with Gender Diversity : Are Quotas the Answer?(World Bank, Washington, DC, 2011-01)Women are underrepresented on corporate boards but are quotas the answer? Not according to the author. Annemarie Durbin cites evidence that using quotas to increase female representation can lead to tokenism, diminish the overall value of diversity on boards, affect board dynamics, and potentially lead to diluted commitments from existing female board directors. She recommends that, instead of quotas, companies should take a holistic approach toward improving board nominating criteria and processes, developing female middle and senior management talent, and ensuring positive dynamics among diverse board members.Publication Board Gender Diversity in ASEAN(International Finance Corporation, Washington, DC, 2019)Board gender diversity has improved across all regions over the last two decades. In the early 2000s, there were only a handful of countries in Western Europe where women held more than ten percent of board seats. Today, many countries exceed the double-digit threshold. There is also increasing awareness among businesses, governments, institutional investors and the public about the need to build more inclusive workplaces in general, all the way up to the highest echelons of management and directorships. Diversity can provide benefits to firms and raises both the quantity and quality of female leadership. This study focuses on six countries in the ASEAN region, and includes one regional non-ASEAN member, China, to provide a point of comparison. Most of these countries have made important strides towards achieving greater gender diversity in the boardroom.Publication Corporate Governance(Washington, DC, 2015-04)Emerging markets are becoming important engines of global growth. These markets, such as the transition economies in Europe and Central Asia, are viewed with increasing interest by foreign investors as private sector participation grows, as regulatory reforms take effect, and as individual firms focus on elevating their business practices to align with international standards. In fact, foreign direct investment inflows to transition economies increased by 28 percent to reach $108 billion in 2013, according to the United Nations Conference on Trade and Development. Sound corporate governance is a critical element in helping these emerging markets meets their full economic potential. Good corporate governance, defined as the structures and processes by which companies and banks are directed and controlled, helps firms operate more efficiently, improves access to capital, mitigates risk, and safeguards against mismanagement. Good governance also facilitates appropriate consideration of other critical issues for enterprises, including environmental and social responsibility. It is the foundation for long-term business growth and sustainability, adding value for investors and contributing lasting dividends for economies. Companies and banks, particularly those in emerging markets that are focused on improving their corporate governance can look to a growing body of evidence that such efforts matter, yielding bottom line benefits, reputational enhancements, and competitive differentiation. In one study of note, the Emerging Market Investor Survey, 100 percent of the investors interviewed said they will pay a higher premium for good governance in an emerging market firm than what they would pay for a similar firm in a developed market. As companies and banks in Europe and Central Asia find their place on the world’s economic stage, efforts to enhance governance practices are helping them reduce their business risks, improve performance, and set the course for long-term success and profitability.Publication The Russia Corporate Governance Manual : Part II. Good Board Practices(Washington, DC, 2004-09-17)The Russia corporate governance manual has been divided into and is published in six parts: (i) corporate governance introduced; (ii) good board practices; (iii) shareholder rights; (iv) information disclosure and transparency; (v) special focus section; and (vi) annexes model corporate governance documents. The first four parts contain chapters that focus on core corporate governance issues, such as a company's board structure, information disclosure practices, and shareholder rights. Part five focuses on corporate governance issues of particular importance in the Russian context, namely corporate governance concerns during a company's reorganization, within holding structures, and relating to enforcement. Part six, finally, offers practical tools in the form of model documents, for example company codes, by-laws, and contracts. All issues are closely examined through Russian law and regulations; the Federal Commission for the Securities Market's Code of Corporate Conduct (FCSM Code) Code and, when applicable, internationally recognized best practices. This manual also provides government officials, lawyers, judges, investors, and others with a framework for assessing the level of corporate governance practices in Russian companies. Finally, it serves as a reference tool for the educational institutions that will train the next generation of Russian managers, investors, and policy makers on good corporate governance practices.

Publication An Analysis of Poverty in Myanmar, Part 1(World Bank, Yangon, 2017-08-01)A joint analysis of poverty and living standards was conducted by a technical team from the Ministry of Planning and Finance, Government of Myanmar, and the Poverty and Equity Global Practice of the World Bank. The findings of the joint analysis are summarized in a two-part report: Part One puts forward trends in poverty over time. Annexes include the technical details of the poverty measurement exercise. This report also makes recommendations on the need to revise the poverty measure used to reflect the needs of the population a decade after poverty was first measured in Myanmar. Part Two (forthcoming) presents the poverty profile for 2015 based on the new poverty line.Publication World Bank East Asia and the Pacific Economic Update, October 2024: Jobs and Technology(Washington, DC: World Bank, 2024-10-07)East Asia and the Pacific, seen in the context of the world economy, stands out as a paragon of development. Despite the recent ravages of the pandemic and the persistent tensions of geopolitics, the region is growing at stably high rates and the benefits are widely shared. But compared to its own past and potential, the region’s economic performance is less impressive. Growth is still below pre-pandemic rates, except in Indonesia, and output has not yet recovered to pre-pandemic levels in several countries, especially in the Pacific. This Economic Update highlights three key developments: shifting regional growth dynamics as China’s growth slows, changing trade patterns due to global tensions, and the impact of technologies such as robots, artificial intelligence, and digital platforms on jobs. The report calls for productivity-enhancing structural reforms to strengthen domestic growth drivers through; deeper international trade agreements to foster more open and stable trade regimes; deeper technical, digital, and soft skills while addressing impediments to labor mobility, factor price distortions and expanding social protection for workers in the digital informal economy to boost productivity and employment.Publication Improving Credit Information, Bank Regulation, and Supervision: On the Role and Design of Public Credit Registries(World Bank, Washington, D.C., 2004-11)The authors analyze how data in public credit registries can be used both to strengthen bank supervision and to improve the quality of credit analysis by financial institutions. Empirical tests using public credit registry (PCR) data were performed in collaboration with the central banks in Argentina, Brazil, and Mexico. The results of the empirical tests confirm the value of the data for credit risk evaluation and provide insights regarding its use in supervision, including in calculations of credit risk for capital and provisioning requirements, or as a check on a bank's internal ratings for the Basel II's internal rating-based approach. The authors also define a set of critical design parameters and use the results to comment on appropriate public registry design. Finally, they discuss the relationship between the different objectives of a PCR and how they influence the registry's design.Publication Digital Africa(Washington, DC: World Bank, 2023-03-13)All African countries need better and more jobs for their growing populations. "Digital Africa: Technological Transformation for Jobs" shows that broader use of productivity-enhancing, digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, it can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of Africa’s population, but only 22 percent uses such services. And the average African business lags in the use of smartphones and computers as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: affordability of these new technologies and willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small- and medium-size businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skills-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty throughout Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.Publication Guinea Economic Update(Washington, DC: World Bank, 2024-09-19)This is the first annual edition of Guinea Economic Update. This annual report presents an overview of Guinea’s evolving macroeconomic position, followed by a detailed exploration of a specific topic. The second chapter discusses the importance of agriculture for structural transformation and climate proofing Guinea’s economy. It also includes measures that could help the Guinean Government foster agriculture growth that has increased productivity, is more inclusive, is more resilient to climate change risks, while also contributing less to climate change. Policy actions that could help the Guinean authorities foster agriculture growth that is inclusive, more resilient to climate change risks, while also contributing less to climate change include: prioritize policy reforms and investments in the most vulnerable sectors; rethink agricultural input subsidies (mainly water and fertilizer use) to support the adoption of climate-resilient agricultural production practices and approaches to reduce post-harvest losses; rehabilitate and upgrade and make irrigation infrastructure; invest in water mobilization infrastructure; establish mechanisms to facilitate transforming agriculture and food systems from subsistence to market oriented; invest in sustainable forestry practices, such as reforestation and afforestation; and upgrade road and power assets to climate-resilient design standards.
