Biography
Ulrich Hoerning is a Senior Social Protection Economist in the Europe & Central Asia team of the Social Protection and Labor Global Practice of the World Bank. In his work, he focuses on conceptual and operational issues of labor market and activation systems as well as on profiling of labor market exclusion. Additional project work focused on the build-up of a Social Assistance pilot program in a Eurozone program country. During previous work engagements with the World Bank, Mr. Hoerning worked on the Bolsa Familia program in large Brazilian municipalities. Prior to joining the World Bank full time in 2013, Mr. Hoerning acted as head of administrative reform at the City of Mannheim, a strategy and planning officer in the Minister's staff at the Federal Ministry of Finance of Germany (BMF) and as a senior project manager at an international strategy consulting firm. Mr. Hoerning holds a Diploma in International Economics from the University of Tuebingen (Germany) and a Master in Public Administration from Harvard Kennedy School of Government.
