George Joseph is a Senior Economist with the Water Global Practice of the World Bank, Washington, DC. His research interests are centered on development economics and behavioral and applied microeconomics. He received his PhD in economics from Rutgers, the State University of New Jersey, and an MA in economics from Jawaharlal Nehru University, New Delhi, India

    The Next Frontier in Water Supply Service Delivery: An Assessment of the Performance of Water Sector Service Providers in Pourashavas in Bangladesh

    Using data from the International Benchmarking Network for Water and Sanitation Utilities, this paper on the water sector in pourashavas (municipalities) in Bangladesh provides an analysis of the trends in the water sector development over 2010–16. The main purpose of the paper is to examine the average performance of the water sector providers in the pourashavas to encourage conversation on identifying and addressing deficiencies in service performance in comparison with that in the rest of Bangladesh and the world. This analysis finds that although pourashavas perform on the lower end of the spectrum compared with the rest of Bangladesh on many indicators, the top 20 percent of the pourashavas are globally competitive on indicators of staff productivity, cost coverage, and daily per capita consumption of water.

    Behavioral Insights in Infrastructure Sectors: A Survey

    In the past two decades, insights from behavioral sciences, particularly behavioral economics, have been widely applied in the design of social programs such as pensions, social security, and taxation. This paper provides a survey of the existing literature in economics on the application of behavioral insights to infrastructure sectors, focusing on water and energy. Various applications of behavioral insights in the literature are examined from the perspectives of the three main actors in the infrastructure sectors: policy makers, service providers, and consumers. Evidence is presented from the literature on how behavioral regularities, such as imperfect optimization, limited self-control, and nonstandard preferences, affect the strategies, decisions, and actions of policy makers, service providers, and consumers, often leading to suboptimal outcomes for service investment, delivery, access, and use. The paper also highlights how behavioral interventions such as anchoring, framing, nonpecuniary incentives, and altering the choice architecture can lead to improvements in performance, adoption, consumption, and other outcomes of interest in the infrastructure sectors.

    Does Arsenic-Contaminated Drinking Water Limit Early Childhood Development in Bangladesh?

    Arsenic contamination in shallow groundwater aquifers remains a major barrier to providing access to safe drinking water in Bangladesh. Chronic exposure to arsenic has been shown to cause serious health impacts, including various cancers, skin lesions, neurological damage, heart disease, and hypertension. Numerous epidemiological studies have shown cognitive impacts on memory, linguistic-abstraction, attention, learning, and physical ability. The neurotoxic effects of arsenic could be particularly harmful for children during their critical growth periods and have impacts on early childhood development. This study uses cross-sectional data from the nationally representative 2012-13 Bangladesh Multiple Indicator Cluster Survey to investigate the effects of arsenic contamination in drinking water on early childhood development outcomes in a sample of around 7,500 children ages 3-5 years. Early childhood development is measured in four skills domains: literacy-numeracy, physical, social-emotional, and learning using the Early Childhood Development Index. Arsenic contamination is measured in source drinking water at the cluster-level. After controlling for a range of demographic, social, and economic characteristics of households, the results show that arsenic contamination is significantly and negatively associated with the overall Early Childhood Development Index, on outcomes within the physical, social-emotional, and learning skills domains. Further, there is a clear dose-response relationship, where those children with exposure to higher concentrations of arsenic have worse developmental outcomes.

    Sustainability of Demand Responsive Approaches to Rural Water Supply: The Case of Kerala

    This paper presents the findings of an impact evaluation to assess the performance and sustainability of the demand responsive community-based approach toward rural water supply in the state of Kerala, India. To achieve the study's objectives, conceptual definitions of the "performance" and "sustainability" of rural water supply schemes were first developed, as were indicators for their systematic measurement. Performance and sustainability indicators for demand responsive approaches were compared with the more conventional supply-based approach to rural water supply. The study found that participatory community driven water supply schemes were more successful in delivering adequate, regular, and quality water supply, experienced fewer breakdowns and water shortages, and enjoyed higher consumer satisfaction with the quality of service delivery. The success of the community-based approach demonstrates that people are willing to contribute toward the capital costs of the schemes and pay for the water they use for a better service delivery. The findings of this paper suggest that the community-based approach can be a superior alternative to traditional supply driven models in expanding and improving water service delivery in rural areas.

    Precarious Drop: Reassessing Patterns of Female Labor Force Participation in India

    This paper uses successive rounds of National Sample Survey Organization data from 1993-94 to 2011-12, and draws from census data. This paper (i) provides a description of nearly two decades of patterns and trends in female labor force participation in India; (ii) estimates the extent of the recent decline in female labor force participation; and (iii) examines and assesses the contribution of various demographic and socioeconomic factors in explaining the female labor force participation decision and the recent the drop. The analysis finds that female labor force participation dropped by 19.6 million women from 2004–05 to 2011–12. Participation declined by 11.4 percent, from 42.6 to 31.2 percent during 1993–94 to 2011–12. Approximately 53 percent of this drop occurred in rural India, among those ages 15 to 24 years. Factors such as educational attainment, socioeconomic status, and household composition largely contributed to the drop, although their effects were more pronounced in rural areas. Specifically, the analysis finds a U-shaped relationship between levels of educational attainment and female labor force participation. The decomposition of the contribution of these various determinants to the female labor force participation decision suggests that stability in family income, as indicated by the increasing share of regular wage earners and declining share of casual labor in the composition of family labor supply, has led female family members to choose dropping out of, rather than joining, the labor force. The findings of this paper suggest that conventional approaches to increasing female labor force participation (such as education and skills and legal provisions) will be insufficient. Policies should center on promoting the acceptability of female employment and investing in growing economic sectors that are more attractive for female employment.

    Beyond Money: Does Migration Experience Transfer Gender Norms? Empirical Evidence from Kerala, India

    This paper examines the impact of return migration from Saudi Arabia and the Gulf on the transfer of gender norms to the Indian state of Kerala. Migration to countries in the Middle East has led to significant remittance flows and economic prosperity, although the effects on social norms and attitudes remain largely unexplored. The paper finds that returning migrants from Saudi Arabia tend to exhibit conservative values regarding gender-based violence and extreme attitudes pertaining to the perpetration of physical violence against women. Compared with those who have no migration experience, the attitudes of returning migrants from Saudi Arabia toward gender-based violence were more conservative by three standard deviations, while the attitudes of those returning from the Gulf were less conservative by 0.5 standard deviation. Similarly, compared with those with no migration experience, returning migrants from Saudi Arabia were more conservative by 2.6 standard deviations regarding extreme attitudes related to gender norms, such as sexual assault, while those returning from the Gulf were less conservative by 0.7 standard deviation. These results show that migration experience can have a substantial impact on the gender attitudes of returning migrants, with potential implications for migration and gender policies in Kerala and for countries that send a large share of temporary migrants overseas for work.

    Geo-Spatial Modeling of Access to Water and Sanitation in Nigeria

    The paper presents the development and implementation of a geo-spatial model for mapping populations' access to specified types of water and sanitation services in Nigeria. The analysis uses geo-located, population-representative data from the National Water and Sanitation Survey 2015, along with relevant geo-spatial covariates. The model generates predictions for levels of access to seven indicators of water and sanitation services across Nigeria at a resolution of 1×1 square kilometers. The predictions promise to hone the targeting of policies meant to improve access to basic services in various regions of the country.

    Multi-Hazard Groundwater Risks to the Drinking Water Supply in Bangladesh: Challenges to Achieving the Sustainable Development Goals

    Groundwater currently provides 98 percent of all the drinking water supply in Bangladesh. Groundwater is found throughout Bangladesh but its quality (that is, arsenic and salinity contamination) and quantity (that is, water storage depletion) vary across hydrological environments, posing unique challenges to certain geographical areas and population groups. Yet, no national-scale, multi-hazard groundwater risk maps currently exist enabling water resource managers and policy makers to identify areas that are vulnerable to public health. This paper develops, for the first time, groundwater risk maps at the national scale for Bangladesh that combine information on arsenic, salinity, and water storage, using geospatial techniques, linking hydrological indicators for water quality and quantity to construct risk maps. A range of socioeconomic variables, including access to drinking and irrigation water supplies and social vulnerability (that is, poverty), are overlaid on these risk maps to estimate exposures. The multi-hazard groundwater risk maps show that a considerable proportion of land area (5 to 24 percent under extremely high to high risks) in Bangladesh is currently under combined risk of arsenic and salinity contamination, and groundwater storage depletion. As few as 6.5 million (2.2 million poor) to 24.4 million (8.6 million poor) people are exposed to a combined risk of high arsenic, salinity, and groundwater storage depletion. The multi-hazard groundwater risk maps reveal areas and exposure of population groups to water risks posed by arsenic and salinity contamination and depletion of water storage.

    Estimating the Magnitude of Water Supply and Sanitation Subsidies

    The water supply and sanitation sector remains heavily subsidized around the world. Yet, the accounting of water supply and sanitation subsidies globally has proved challenging due to utility-level data limitations and their often implicit nature. This paper develops a methodology to estimate water supply and sanitation subsidies that is adaptable to data scarce environments, while accounting for differences among service providers such as population served (to account for economies of scale), coverage of water and sanitation services individually, and their level of operational efficiency in terms of water losses and staffing. This methodology is based on Chile’s empresa modelo (model firm) approach to cost-reflective tariff estimation and uses utility-level data from the World Bank's International Benchmarking Network for Water and Sanitation Utilities database. The results suggest that the cost of subsidies associated with the operations, maintenance, and major repair and replacement of existing water supply and sanitation infrastructure in much of the world (excluding, notably, China and India) is an estimated $289 billion to $353 billion per year, or 0.46 to 0.56 percent of the countries' combined gross domestic product. This figure rises, shockingly, to 1.59 to 1.95 percent if only low- and middle-income economies are considered, an amount largely due to the capital subsidies captured in the estimation. Subsidies of operating costs account for approximately 22 percent of the total subsidy amount in the full sample and for low-income economies separately. Annual subsidy amounts by region range from 0.05 to 2.40 percent of gross domestic product, and low-income economies are generally at the high end of this range. The estimations do not include capital expenditure for infrastructure expansion -- which tends to be fully subsidized -- or environmental costs. Therefore, the actual global magnitude of networked water supply and sanitation subsidies is much greater than the estimation.

    Assessing the Potential Impact on Poverty of Rising Cereals Prices : The Case of Mali

    Concerns have been raised about the impact of rising food prices worldwide on the poor. To assess the (short term) impact of rising food prices in any particular country it is necessary to look at both the impact on food producers (who benefit from an increase in prices) and food consumers (who loose out when the price increases), with a focus on poor producers and consumers. In Mali the impact of a change in the price of rice is not ambiguous because about half of the rice consumed in the country is imported, so that the negative impact for consumers is much larger than the positive impact for producers. By contrast, for millet and sorghum, as well as corn, the impact is more ambiguous since much of the consumption is locally produced. Using a recent and comprehensive household survey, this paper provides an assessment of the potential impact of higher food prices on the poor in Mali using both simple statistical analysis and non-parametric methods. The paper finds that rising food prices for rice, millet and sorghum, corn, as well as wheat and bread could together lead to a substantial increase in poverty, with the increase in the price of rice having by far the largest negative impact.
