Biography
Michael Woolcock is the lead social scientist in the Development Research Group at the World Bank, where he has worked since 1998. For 14 of these years he has also taught (part-time) at Harvard Kennedy School, with periods of leave spent at the University of Cambridge (2002) and the University of Manchester (2007–09). In 2015-17 he also helped establish the World Bank’s first Knowledge and Research Hub, in Kuala Lumpur. His current research focuses on strategies for enhancing the effectiveness of policy implementation, extending work addressed in his recent book, Building State Capability: Evidence, Analysis, Action (with Matt Andrews and Lant Pritchett; Oxford University Press, 2017). Michael is a co-recipient of the American Sociological Association’s awards for best book (2012) and best article (2014) on economic development.

    Looking Like a State : Techniques of Persistent Failure in State Capability for Implementation

    In many nations today the state has little capability to carry out even basic functions like security, policing, regulation or core service delivery. Enhancing this capability, especially in fragile states, is a long-term task: countries like Haiti or Liberia will take many decades to reach even a moderate capability country like India, and millennia to reach the capability of Singapore. Short-term programmatic efforts to build administrative capability in these countries are thus unlikely to be able to demonstrate actual success, yet billions of dollars continue to be spent on such activities. What techniques enable states to ‘buy time’ to enable reforms to work, to mask non-accomplishment, or actively to resist or deflect the internal and external pressures for improvement? How do donor and recipient countries manage to engage in the logics of ‘development’ for so long and yet consistently acquire so little administrative capability? We document two such techniques: (a) systemic isomorphic mimicry, wherein the outward forms (appearances, structures) of functional states and organisations elsewhere are adopted to camouflage a persistent lack of function; and (b) premature load bearing, in which indigenous learning, the legitimacy of change and the support of key political constituencies are undercut by the routine placement of highly unrealistic expectations on fledging systems. We conclude with some suggestions for sabotaging these techniques.

    Intersubjective Meaning and Collective Action in Developing Societies : Theory, Evidence and Policy Implications

    The capacity to act collectively is not just a matter of groups sharing interests, incentives and values (or being sufficiently small), as standard economic theory predicts, but a prior and shared understanding of the constituent elements of problem(s) and possible solutions. From this standpoint, the failure to act collectively can stem at least in part from relevant groups failing to ascribe a common intersubjective meaning to situations, processes and events. We develop a conceptual account of intersubjective meanings, explain its relevance to development practice and research, and examine its implications for development work related to building the rule of law and managing common pool resources.

    The Projection of Development : Cinematic Representation as A(nother) Source of Authoritative Knowledge?

    Popular representations of development need to be taken seriously (though not uncritically) as sources of authoritative knowledge, not least because this is how most people in the global North (and elsewhere) ‘encounter’ development issues. To this end, and building on the broader agenda presented in a previous article exploring the usefulness of literary representations of development, we consider three different types of cinematic representations of development: films providing uniquely instructive insights, those unhelpfully eliding and simplifying complex processes, and those that, with the benefit of historical hindsight, usefully convey a sense of the prevailing assumptions that guided and interpreted the efficacy of development-related interventions at a particular time and place. We argue that the commercial and technical imperatives governing the production of contemporary films, and ‘popular’ films in particular, generate a highly variable capacity to ‘accurately’ render key issues in development, and thereby heighten their potential to both illuminate and obscure those issues.

    Surveying Justice : A Practical Guide to Household Surveys

    Though household surveys have long been an established part of development practice and regularly used to gather data on poverty incidence and the range of associated indicators, they have not yet become a common tool of justice reform practitioners. This guide aims to be a practical starting point for integrating justice work and household data collection, targeted both towards justice practitioners interested in survey design, as well as survey researchers interested in incorporating justice questions into their work. It provides guidance on designing a survey, suggested topics and questions, and ideas to facilitate a constructive engagement in discussions around justice in development practice. Household survey data can be beneficial to understanding justice questions as household surveys ordinarily cover a large, randomly selected cross-section of people - including the rich and poor, urban and rural dwellers - capturing a population's most common justice issues. Household survey questions commonly ask respondents about their most frequently experienced justice issues, issues when seeking redress, and knowledge and opinions of the law. Household surveys thus complement data collection techniques more familiar to justice practitioners (such as user surveys or sector assessments) that tend to focus on institutions of the justice sector and hence capture only the views of those who manage to access such institutions and privilege the perspectives of system incumbents. Household surveys have their limitations - not least significant cost, time and complexity implications. In addition, the standardized nature of surveys limits the type of information that can be gleaned and hence household surveys are generally most useful for gaining a picture of the "what" when it comes to justice issues, with complementary research methods often needed to properly understand the "why." Nevertheless, surveys can represent a useful starting point for engagement in a particular context, providing a snap shot of the justice landscape from which more detailed qualitative and quantitative studies can be undertaken.

    Conditional, Unconditional and Everything in Between : A Systematic Review of the Effects of Cash Transfer Programs on Schooling Outcomes

    Cash transfer programmes are a popular social protection tool in developing countries that aim, among other things, to improve education outcomes in developing countries. The debate over whether these programmes should include conditions has been at the forefront of recent policy discussions. This systematic review aims to complement the existing evidence on the effectiveness of these programmes in improving schooling outcomes and help inform the debate surrounding the design of cash transfer programmes. Using data from 75 reports that cover 35 different studies, the authors find that both conditional cash transfers (CCTs) and unconditional cash transfers (UCTs) improve the odds of being enrolled in and attending school compared to no cash transfer programme. The effect sizes for enrolment and attendance are always larger for CCTs compared to UCTs, but the difference is not statistically significant. When programmes are categorised as having no schooling conditions, having some conditions with minimal monitoring and enforcement and having explicit conditions that are monitored and enforced, a much clearer pattern emerges whereby programmes that are explicitly conditional, monitor compliance and penalise non-compliance have substantively larger effects (60% improvement in odds of enrolment). Unlike enrolment and attendance, the effectiveness of cash transfer programmes on improving test scores is small at best. More research is needed that examines longer-term outcomes such as test scores and, more generally, evaluating the impacts of UCTs.

    Culture, Politics, and Development

    Whether in the domains of scholarship or practice, important advances have been made in recent years in our understanding of how culture, politics, and development interact. Today s leading theorists of culture and development represent a fourth distinctive perspective vis-à-vis their predecessors, one that seeks to provide an empirically grounded, mechanisms-based account of how symbols, frames, identities, and narratives are deployed as part of a broader repertoire of cultural "tools" connecting structure and agency. A central virtue of this approach is less the broad policy prescriptions to which it gives rise -- indeed, to offer such prescriptions would be something of a contradiction in terms -- than the emphasis it places on making intensive and extensive commitments to engaging with the idiosyncrasies of local contexts. Deep knowledge of contextual realities can contribute constructively to development policy by enabling careful intra-country comparisons to be made of the conditions under which variable responses to otherwise similar problems emerge. Such knowledge is also important for discerning the generalizability (or "external validity") of claims regarding the efficacy of development interventions, especially those overtly engaging with social, legal, and political issues.

    Integrating Qualitative Methods into Investment Climate Impact Evaluations

    Incorporating qualitative methods into the evaluation of development programs has become increasingly popular in recent years, both for the distinctive insights such approaches can bring in their own right and because of their capacity to complement the strengths -- and where necessary correct some of the weaknesses -- of quantitative approaches. Some initial work deploying mixed methods has been undertaken in the assessment of investment climate reforms, but considerable room for expansion exists. This paper summarizes some of the key principles and practices underpinning mixed methods evaluations in development, highlight some notable examples of how such work has been conducted (and the particular contributions it has made), and offers some guidelines for those seeking to increase the sophistication and utility of qualitative methods in the evaluation of investment climate reforms.

    Trust, Voice, and Incentives : Learning from Local Success Stories in Service Delivery in the Middle East and North Africa

    This report examines the role of incentives, trust, and engagement as critical determinants of service delivery performance in MENA countries. Focusing on education and health, the report illustrates how the weak external and internal accountability undermines policy implementation and service delivery performance and how such a cycle of poor performance can be counteracted. Case studies of local success reveal the importance of both formal and informal accountability relationships and the role of local leadership in inspiring and institutionalizing incentives toward better service delivery performance. Enhancing services for MENA citizens requires forging a stronger social contract among public servants, citizens, and service providers while empowering communities and local leaders to find 'best fit' solutions. Learning from the variations within countries, especially the outstanding local successes, can serve as a solid basis for new ideas and inspiration for improving service delivery. Such learning may help the World Bank Group and other donors as well as national and local leaders and civil society, in developing ways to enhance the trust, voice, and incentives for service delivery to meet citizens’ needs and expectations.
