Biography
Jun Rentschler is a Senior Economist at the Office of the Chief Economist for Sustainable Development, working at the intersection of climate change and sustainable resilient development. Prior to joining The World Bank in 2012, he served as an Economic Adviser at the German Foreign Ministry. He also spent two years at the European Bank for Reconstruction and Development (EBRD) working on private sector investment projects in resource efficiency and climate change. Before that he worked on projects with Grameen Microfinance Bank in Bangladesh and the Partners for Financial Stability Program by USAID in Poland. He is a Visiting Fellow at the Payne Institute for Public Policy, following previous affiliations with the Oxford Institute for Energy Studies and the Graduate Institute for Policy Studies in Tokyo. Jun holds a PhD in Economics from University College London (UCL), specializing in development, climate, and energy.

Oil Price Volatility, Economic Growth and the Hedging Role of Renewable Energy
(World Bank, Washington, DC, 2013-09) Rentschler, Jun E.This paper investigates the adverse effects of oil price volatility on economic activity and the extent to which countries can hedge against such effects by using renewable energy. By considering the Realized Volatility of oil prices, rather than following the standard approach of considering oil price shocks in levels, the effects of factor price uncertainty on economic activity are analyzed. Sample countries represent developed and developing, oil importing and exporting and service/industry-based economies (United States, Japan, Germany, South Korea, India, and Malaysia) and thus complement the standard literature's analysis of Western OECD countries. In a vector auto-regressive setting, Granger causality tests, impulse response functions, and variance decompositions show that oil price volatility has more-adverse effects in all sample countries than oil price shocks alone can explain. The paper finds that the sensitivity to oil price volatility varies widely across countries and discusses various factors which may determine the level of sensitivity (such as sectoral composition and the energy mix). This implies that the standard approach of solely considering net oil importer-exporter status is not sufficient. Simulations of volatility shocks in hypothetical energy mixes (with increased renewable shares) illustrate the potential economic benefits resulting from efforts to disconnect the macroeconomy from volatile commodity markets. It is concluded that expanding renewable energy can in principle reduce an economy's vulnerability to oil price volatility, but a country-specific analysis would be necessary to identify concrete policy measures. Overall, the paper provides an additional rationale for reducing exposure and vulnerability to oil price volatility for the sake of economic growth. -

Why Resilience Matters : The Poverty Impacts of Disasters
(World Bank, Washington, DC, 2013-11) Rentschler, Jun E.This paper presents empirical evidence of the profound and long-term damages from adverse natural events on poverty. It analyzes 30 years of macro-level damage data from disasters (including earthquakes, floods, and storms), according to income groups, and shows that low-income countries incur disproportionately large damages relative to their assets. Furthermore, the paper reviews the micro-level evidence of disaster impacts on the livelihoods of the poorest households. The evidence suggests that the poor are significantly more vulnerable and exposed to the economic and human capital losses caused by disasters. It discusses detrimental long-term consequences for the income and welfare of the poor and the presence of poverty traps that result from damages to productive assets, health, and education. The roles of migration and ex-ante behavior are also discussed. In the context of climate change, the paper underscores the importance of considering the detrimental impacts of smaller but repeated crises, for instance caused by changes in local precipitation patterns. Lastly, the paper offers a brief discussion of policy options for strengthening resilience and highlights the need for further research for understanding the complex direct and indirect effects of disasters on the poor. -

Carbon Price Efficiency : Lock-in and Path Dependence in Urban Forms and Transport Infrastructure

To assess the impact of public transport on the efficiency of the tax, the paper investigates two exogenous scenarios using a dynamic urban model (NEDUM-2D) calibrated for the urban area of Paris: (i) a scenario with the current dense public transport infrastructure, and (ii) a scenario without. It is shown that the price elasticity of CO2 emissions is twice as high in the short run if public transport options exist. Reducing commuting-related emissions thus requires lower (and more acceptable) tax levels in the presence of dense public transportation. If the goal of a carbon or gasoline tax is to change behaviors and reduce energy consumption and CO2 emissions (not to raise revenues), then there is an incentive to increase the price elasticity through complementary policies such as public transport development. The emission elasticity also depends on the baseline scenario and is larger when population growth and income growth are high. In the longer run, elasticities are higher and similar in the scenarios with and without public transport, because of larger urban reconfiguration in the latter scenario. These results are policy relevant, especially for fast-growing cities in developing countries. Even for cities where emission reductions are not a priority today, there is an option value attached to a dense public transport network, since it makes it possible to reduce emissions at a lower cost in the future. -

Lifelines: The Resilient Infrastructure Opportunity

Yet millions of people, especially in low- and middle-income countries, are facing the consequences of unreliable electricity grids, inadequate water and sanitation systems, and overstrained transport networks. Natural hazards magnify the challenges faced by these fragile systems. Building on a wide range of case studies, global empirical analyses, and modeling exercises, Lifelines lays out a framework for understanding infrastructure resilience—the ability of infrastructure systems to function and meet users’ needs during and after a natural shock—and it makes an economic case for building more resilient infrastructure. Lifelines concludes by identifying five obstacles to resilient infrastructure and offering concrete recommendations and specific actions that can be taken by governments, stakeholders, and the international community to improve the quality and resilience of these essential services, and thereby contribute to more resilient and prosperous societies. -

Well Spent: How Governance Determines the Effectiveness of Infrastructure Investments

It estimates that increasing infrastructure spending and improving governance in parallel is six times more effective at enhancing transport system performance than increasing spending alone. It also estimates that under current fiscal budgeting, every $1 spent on infrastructure maintenance is as effective as $1.5 of new investments in many OECD economies. Overall, the evidence in this study demonstrates that it is the quality rather than the quantity of infrastructure spending that determines the quality of infrastructure services. -

Floods and Their Impacts on Firms: Evidence from Tanzania

These insights are based on firm survey data collected in 2018 using a tailored questionnaire, covering a sample of more than 800 firms. To assess the impact of disasters on businesses, the study considers direct damages and indirect effects through infrastructure systems, supply chains, and workers. While direct on-site damages from flooding can be substantial, they tend to affect a relatively small share of firms. Indirect impacts of floods are more prevalent and sizable. Flood-induced infrastructure disruptions—especially electricity and transport—obstruct the operations of firms even when they are not directly located in flood zones. The effects of such disruptions are further propagated and multiplied along supply chains. The study estimates that supply chain multipliers are responsible for 30 to 50 percent of all flood-related delivery delays. To cope with these impacts, firms apply a variety of strategies. Firms mitigate supply disruptions by adjusting the size and geographical reach of their supply networks, and by adjusting inventory holdings. By investing in costly backup capacity (such as water tanks and electricity generators), firms mitigate the impact of infrastructure disruptions. The study estimates that only 13 percent of firms receive government support in the aftermath of floods. -

Reforming Fossil Fuel Subsidies: Drivers, Barriers and the State of Progress
(Taylor and Francis, 2016-06-24) Rentschler, Jun ; Bazilian, MorganThis article outlines the current state of affairs in fossil fuel subsidy reform, and highlights its contribution at the nexus of climate policy, fiscal stability and sustainable development. It discusses common definitions, provides quantitative estimates, and presents the evidence for key arguments in favour of subsidy reform. The main drivers and barriers for reform are also discussed, including the role of (low) oil prices and political economy challenges. Commitments to subsidy reform by the international community are reviewed, as well as the progress at the country level. Although fossil fuel subsidy reform indeed plays a critical role in climate policy, experience shows that the rationale for such reforms is determined in a complex environment of political economy challenges, macro-economic, fiscal and social factors, as well as external drivers such as energy prices. The article synthesizes the key principles for designing effective reforms and emphasizes that subsidy reforms cannot only yield fiscal relief, but should also contribute to long-term sustainable development objectives. Areas for future research are also identified. -

Where Are All the Jobs ?: A Machine Learning Approach for High Resolution Urban Employment Prediction in Developing Countries

Yet, for the vast majority of developing country cities, little is known about the granular spatial organization of such activity despite its key importance to policy and urban planning. This paper adapts a machine learning based algorithm to predict the spatial distribution of employment using input data from open access sources such as Open Street Map and Google Earth Engine. The algorithm is trained on 14 test cities, ranging from Buenos Aires in Argentina to Dakar in Senegal. A spatial adaptation of the random forest algorithm is used to predict within-city cells in the 14 test cities with extremely high accuracy (R- squared greater than 95 percent), and cells in out-of-sample ”unseen” cities with high accuracy (mean R-squared of 63 percent). This approach uses open data to produce high resolution estimates of the distribution of urban employment for cities where such information does not exist, making evidence-based planning more accessible than ever before. -

The Last Mile: Delivery Mechanisms for Post-Disaster Finance

Instruments like reserve funds, contingent linesof credit, and insurance programs are critical for financing relief, recovery and reconstruction efforts, and they have a demonstrated impact on the ability of governments to manage large-scale disasters. The availability of financial resources however, is only half of the story. The capacity of a government to support post-disaster recovery and reconstruction depends substantially on its ability to deliver these resources effectively to where they are needed. Doingso requires that governments are prepared before a disaster hits, with the right instruments, institutions, and capacities in place. By preparing contingency plans, defining responsibilities, adopting appropriate regulations and norms, enhancing financial inclusion and insurance regulations, and establishing flexible and gender-inclusive social protection systems, governments could improve the reconstruction process and generate over 173 billion dollars per year inbenefits. There are major synergies between the financial instruments that make the resources available and the systems that deliver these resources where they are needed. In the next few years, the design and implementation of new financial instruments will offer an unprecedented opportunity to improve the last-mile delivery of post-disaster support. This opportunity should not be missed. -

Three Feet Under: The Impact of Floods on Urban Jobs, Connectivity, and Infrastructure
(World Bank, Washington, DC, 2019-06) Rentschler, Jun ; Braese, Johannes ; Jones, Nick ; Avner, PaoloThis paper analyses the degree to which infrastructure reliability and urban economic activity in several African cities is impacted by flooding. It combines firm-level micro data, flood maps, and several spatial data layers across cities through a harmonized geospatial network analysis. The analysis shows that a significant share of jobs in cities is directly affected by floods. It further details how transport infrastructure is subjected to significant flood risk that disproportionally affects main roads in many cities. While direct flood effects are revealed to be significant, this work further shows how knock-on implications for the entire urban economy might be even larger. Regardless of the direct flood exposure of firms, flooded transport networks mean that disruptions propagate across the city and drastically reduce the connectivity between firms. Access to hospitals is also found to be reduced significantly -- even during relatively light flooding events: From a third of locations in Kampala, floods mean that people would no longer be able to reach hospitals within the "golden hour" -- a rule of thumb referring to the window of time that maximizes the likelihood of survival after a severe medical incident. Overall, this study showcases the use of high-detail city-level analyses to better understand the localized impacts of natural hazards on urban infrastructure networks.
