Biography
Marianne Fay, an economist specializing in sustainable development, is the World Bank director for Bolivia, Chile, Ecuador and Peru. She has 25 years’ experience in different regions of the world, contributing to knowledge on and the search for development solutions in the areas of infrastructure, urbanization, climate change, green growth and poverty reduction. She has published and edited several books and articles, including the “World Development Report 2010: Development and Climate Change,” and the report “Infrastructure in Latin America and the Caribbean: Recent Developments and Key Challenges.” Marianne is a U.S.-French binational.

    Shock Waves: Managing the Impacts of Climate Change on Poverty

    Ending poverty and stabilizing climate change will be two unprecedented global achievements and two major steps toward sustainable development. But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win” situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

    Hitting the Trillion Mark: A Look at How Much Countries Are Spending on Infrastructure

    The paper provides the first consistently estimated data set on infrastructure investments in low- and middle-income countries. To do so, the authors identify three possible proxies for infrastructure investments: two are variants on gross fixed capital formation from national accounts system data following ADB (2017) and one is based on fiscal data from the World Bank's BOOST database. Two of these proxies rely on the World Bank's Private Participation in Infrastructure database to capture the private share of infrastructure investments. Given the limitations of each of these proxies, the authors employ several transformations to derive a lower-bound estimate for infrastructure investments in low-and middle-income countries of 3.40 percent of their gross domestic product, a central estimate of around 4 percent, and an upper-bound estimate of 5 percent for 2011. Corresponding absolute amounts are US$0.82 trillion, US$1.00 trillion, and US$1.21 trillion, respectively with East Asia and the Pacific accounting for 55 percent of infrastructure investments and Africa 4 percent. The public sector largely dominates infrastructure spending, accounting for 87–91 percent of infrastructure investments, but with wide variation across regions, from a low of 53–64 percent in South Asia to a high of 98 percent in East Asia. Given the absence of fiscal or national accounts data capturing investments in infrastructure, these estimates are likely to be the best available in the near future. Nevertheless, the authors propose some possible avenues for future improvements (including an update when 2017 data are made available by the International Comparison Project), building on the excellent collaboration of multilateral development banks around this issue.

    Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet

    Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet aims to shift the debate regarding investment needs away from a simple focus on spending more and toward a focus on spending better on the right objectives, using relevant metrics. It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030. Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals—universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization—while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies. Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent.

    Infrastructure in Latin America and the Caribbean : Recent Developments and Key Challenges

    This book reviews Latin America's experience with infrastructure reform over the last fifteen years. It argues that the region's infrastructure has suffered from public retrenchment and unrealistic expectations about private involvement. Poor infrastructure now hampers productivity, growth, and poverty reduction. Addressing this requires more and better spending, and acceptance that governments remain central to infrastructure provision and supervision, although the private sector still has an important role to play.

    Decarbonizing Development: Three Steps to a Zero-Carbon Future

    The science is unequivocal: stabilizing climate change implies bringing net carbon emissions to zero. And this must be done by 2100 if we are to keep climate change anywhere near the 2 C. degree warming that world leaders have set as the maximum acceptable limit. Decarbonizing Development looks at what it would take to decarbonize the world economy by 2100 in a way that is compatible with countries’ broader development goals. It argues that the following are needed: Act early with an eye on the end-goal; Go beyond prices with a policy package that triggers changes in investment patterns, technologies and behaviors; Mind the political economy and smooth the transition for those who stand to be most affected.

    Urbanization without Growth : A Not-So-Uncommon Phenomenon

    To find out why African countries' experience with urbanization and sustained growth appeared to differ from that of other countries, the authors investigated the determinants of urbanization across countries over 40 years. Rather than studying individuals' decisions to migrate, they relied on macroeconomic data and cross-country comparisons. A central hypothesis of their study: that individuals move (with varying degrees of ease) in response to economic incentives and opportunities. If location incentives are distorted, so is growth. The authors find that urbanization levels are closely correlated with levels of income. But urbanization continues even during periods of negative growth, carried by its own momentum, largely a function of the level of urbanization. From that viewpoint, Africa's urbanization without growth is not a puzzle. Factors other than income that help predict differences in levels of urbanization across countries include: a) income structure; b) education; c) rural-urban wage differentials; d) ethnic tensions; and e) civil disturbances. In addition, the relationship between economic incentives and urbanization is weaker in countries with fewer civil or political liberties. Factors other than initial urbanization level that help explain the speed of urbanization include: 1) The sector from which income growth is derived; 2) ethnic tensions; 3) civil disturbances and democracy (these two slow the pace of urbanization if all else is constant); 4) rural-urban wage differentials, whether they represent an urban bias or simply lower productivity in agriculture relative to other sectors. The weak relationship that this study shows between urbanization and traditionally accepted migration factors suggests that in Africa economists are overlooking part of the urbanization story. The fact that the informal sector appears to provide a significant source of income for urban migrants, coupled with the overlap between rural and urban activities, may shed light on the nature of urbanization in Africa.

    The Urban Poor in Latin America

    With three quarters of its population living in cities, Latin America is now essentially an urban region. Higher urbanization is usually associated with a number of positives, such as higher income, greater access to services, and lower poverty incidence, and, Latin America is no exception. Today, urban poverty incidence, at 28 percent, is half that of in rural areas; extreme poverty, at 12 percent, is a third. Despite this relatively low poverty incidence, the absolute number of poor people is high, and most studies agree that about half of Latin America's poor live in urban areas. The Bank's own estimates suggest that 60 percent of the poor (113 million people) and half the extreme poor (46 million individuals) live in urban areas. The report reviews what is specifically urban about poor people living in cities, which reveals a number of facts, critical to understanding the challenges facing the urban poor, and the means to address these challenges. Three preconceived ideas are discussed, that tend to cloud judgment about urban poverty. All three spring from the common misperception that urban statistics are representative of the urban poor. However, the relatively low incidence of poverty in cities, combined with Latin America's high inequality, imply urban statistics are almost never representative of the urban poor. Concerning the differences between urban and rural poor, the need for differentiated strategies to tackle urban as opposed to rural poverty is implied, and, the first and most important differential is the greater integration of the urban poor into the market economy. Second, while urban areas are not systematically unequal than rural areas - it depends on the country, and, within countries, on the city - they are much more heterogeneous socio-economically, or with respect to economic activities and processes. Third, heterogeneity notwithstanding, Latin American cities tend to be highly segregated. As a result, social exclusion coexists with (relative) physical proximity to wealth, services and opportunities. This gives rise to negative externalities, or neighborhood effects that result in a lower ability to access jobs, lower earnings, and lower educational achievements. Fourth, social networks are less stable in urban areas, with relationships based more on the quality of reciprocal links between individuals and friends, than on familial obligations. Fifth, urban living also means much greater exposure to organized crime, drugs and gang violence. This is true for the population as a whole, but it has particularly dismal implications for the poor living in the slums of Latin America's large cities, where drug-traffic is now pervasive. Finally, another important characteristic of urban poverty has to do with overwhelmed, rather than absent services. The underlying hypothesis of this report is that, indeed, the causes of poverty, the nature of deprivation, and the policy levers to fight poverty are, to a large extent, site specific.

    Green Industrial Policies : When and How

    Green industrial policies can be defined as industrial policies with an environmental goal -- or more precisely, as sector-targeted policies that affect the economic production structure with the aim of generating environmental benefits. This paper provides a framework to assess their desirability depending on the effectiveness and political acceptability of price instruments. The main messages are the following. (i) Greening growth processes to the extent and with the speed needed cannot be done without industrial policies, even if prices can be adjusted to reflect environmental objectives. (ii) "Sunrise" green industrial policies are needed because they support the development of critical new technologies and sectors, bring down costs, and allow for reduced emissions in the short term even in the absence of carbon pricing. (iii) "Sunset" green industrial policies and trade policies may be needed in conjunction with safety nets to make carbon pricing politically or socially acceptable. They can help mitigate the impact of a carbon price on competitiveness and unemployment and smooth the transition by helping industries adjust to the new conditions. (iv) Green or not, industrial policy requires carefully navigating the twin dangers of market and governance failure. The viability of supported technologies and sectors is difficult to assess through a market-test given their dependence on continued environmental policies or pricing -- such as a carbon price. Particular attention must be paid to avoid potential unintended negative effects, such as rebound effects (especially if prices are inappropriate), misallocation of capital, or capture and rent-seeking behaviors.

    Current Debates on Infrastructure Policy

    This paper provides an overview of the major current debates on infrastructure policy. It reviews the evidence on the macroeconomic significance of the sector in terms of growth and poverty alleviation. It also discusses the major institutional debates, including the relative comparative advantage of the public and the private sector in the various stages of infrastructure service delivery as well as the main options for changes in the role of government (i.e. regulation and decentralization).
