Biography
Xavier Cirera is a senior economist in the Finance, Competitiveness, and Innovation (FCI) Global Practice of the World Bank. His work focuses on innovation and entrepreneurship. He has led the evaluation of innovation policies, including through the development of public expenditure reviews in science, technology, and innovation implemented in Brazil, Colombia, Chile, Ukraine, and Vietnam. He is the coauthor of The Innovation Paradox: Developing-Country Capabilities and the Unrealized Promise of Technological Catch-Up and A Practitioner’s Guide to Innovation Policy: Instruments to Build Firm Capabilities and Accelerate Technological Catch-Up in Developing Countries. His most recent work focuses on the measurement and impact of technology adoption and diffusion. Before joining the World Bank, he served as a research fellow at the Institute of Development Studies at the University of Sussex. He holds a doctorate in economics from the University of Sussex.

    The Export-Productivity Link in Brazilian Manufacturing Firms

    This paper explores the link between exports and total factor productivity in Brazilian manufacturing firms over the period 2000–08. The Brazilian experience is instructive, as it is a case of an economy that expanded aggregate exports significantly, but with stagnant aggregate growth in total factor productivity. The paper first estimates firm-level total factor productivity under alternative assumptions (exogenous and endogenous law of motion for productivity) following a GMM procedure. In turn, the analysis uses stochastic dominance techniques to assess whether the ex ante most productive firms are those that start exporting (self-selection hypothesis). Finally, the paper tests whether exporting boosts firms’ total factor productivity growth (learning-by-exporting hypothesis) using matching techniques to control for the possibility that selection into exports may not be a random process. The results confirm the self-selection hypothesis and show that starting to export yields additional growth in total factor productivity that emerges since the firm’s first year of exporting but lasts only one year. Further, this extra total factor productivity growth is much higher under the assumption of an endogenous law of motion for productivity, which reinforces the importance of accounting for firm export status to study the evolution of productivity.

    This paper estimates the impact of technology sophistication pre-COVID-19 on the performance of firms during the early stages of the pandemic. It exploits a unique data set covering firms from Brazil, Senegal, and Vietnam, using a treatment effect mediation framework to decompose the results into direct and indirect effects. Increasing pre-pandemic technology sophistication by one standard deviation is associated with 3.8 percentage points higher sales. Both effects are positive, but the direct effect is about five times larger than the indirect effect. The total effect on sales is markedly nonlinear with significantly smaller estimates of the reduction in sales for firms with more sophisticated pre-pandemic technology. The results are robust to different measures of digital responses and matching estimators.

    Firm Recovery during COVID-19: Six Stylized Facts

    Building on prior work that documented the impact of COVID-19 on firms in developing countries using the first wave of Business Pulse Surveys, this paper presents a new set of stylized facts on firm recovery, covering 65,000 observations in 38 countries. This paper suggests that: One, since the outset of the pandemic, some aspects of business performance such as sales show signs of partial recovery. Two, other aspects remain challenging, including persistently high uncertainty and financial fragility. Three, recovery is heterogeneous across firms and more sensitive to firm-level attributes such as size, sector, and initial productivity than to country-level differences in the severity of the initial shock. In particular, larger and more productive firms are recovering faster, with implications for competition policy and allocative efficiency. Four, the decline in jobs has been steeper during the initial shock than the expansion in employment during recovery, raising the risk of a "jobless" recovery pattern. Five, the diffusion of digital technology and product innovation accelerated during the pandemic but did so unevenly, further widening gaps between small and large firms. Six, businesses now have more access to policy support, but poorer countries continue to lag behind and appropriate targeting of firms remains a challenge.

    The Effects of Innovation on Employment in Developing Countries: Evidence from Enterprise Surveys

    While existing evidence in advanced economies suggests a possible role for technological innovation in job creation, its role in developing countries remains largely undocumented. This paper sheds light on the direct impact of technological as well as organizational innovation on firm level employment growth based on the theoretical model of Harrison, Jaumandreu, Mairesse, and Peters (2014) using a sample of over 15,000 firms in Africa, South Asia, Middle East and North-Africa and Eastern Europe and Central Asia. The results suggest that new sales associated with product innovations tend to be produced with just as much or higher levels of labor intensity. The effect is largest in lower income countries and the African region, where firms are further away from the technological frontier. More importantly, process innovations that involve automation of production do not have a short-term negative impact on firm employment. However, there is some evidence of a negative effect of automation on employment that manifests in increases in efficiency that reduce the elasticity of new sales to employment. Overall, these results are qualitatively similar to previous findings in advanced economies and highlight a positive direct role of innovation on the quantity of employment but at a decreasing rate as firms’ transition to the technological frontier.

    Firm-Level Technology Adoption in Vietnam

    This paper describes the results of a new firm survey to measure technology use and adoption implemented prior to the COVID-19 pandemic in Vietnam. It analyzes the use and adoption of technology among Vietnamese firms and identifies some of the key barriers to adoption and diffusion. The analysis offers new and important stylized facts on firm-level use of technologies. First, although access to the internet is almost universal in Vietnam, firms had low digital readiness to face the COVID-19 pandemic; and the share of establishments with their own website, social media, and cloud computing is still small. Second, the use of Industry 4.0 technologies is incipient. Third, the technology gap with the use of frontier technologies in some general business functions, such as quality control, production planning, sales, and sourcing and procurement, is large. Fourth, the manufacturing sector faces the largest technological gap, larger than services and agricultural firms. The analysis of the main barriers and drivers to technology adoption and use shows the importance of good management quality for technology adoption, and that there is a technology premium associated with exporting activities. Finally, the analysis also shows that firms are largely unaware of the available public policy support for technology upgrading.

    Firm-Level Technology Adoption in the State of Ceara in Brazil

    This paper uses a novel approach to measure technology adoption at the firm level and applies it to a representative sample of firms in the state of Ceará in Brazil. The paper develops a new measure of technology adoption at the firm level, which identifies the purpose for which technologies are used and the intensive and extensive uses. The survey allows for establishing several new stylized facts for Ceará. First, most firms still rely on pre-digital technologies to perform general business functions, such as business administration, marketing, sales and payments, or quality control. Second, these technology gaps are larger in smaller firms, in the manufacturing sector, with large gaps when it comes to Industry 3.0 and digitalization, and especially large in Industry 4.0 technologies. The paper also presents some evidence that the main challenge to accelerate technology adoption is lack of firm capabilities. Despite the availability of technology extension services in the state, firms are still unaware of the availability of support and unwilling to upgrade technologies.

    The Innovation Paradox: Developing-Country Capabilities and the Unrealized Promise of Technological Catch-Up

    Since Schumpeter, economists have argued that vast productivity gains can be achieved by investing in innovation and technological catch-up. Yet, as this volume documents, developing country firms and governments invest little to realize this potential, which dwarfs international aid flows. Using new data and original analytics, the authors uncover the key to this innovation paradox in the lack of complementary physical and human capital factors, particularly firm managerial capabilities, that are needed to reap the returns to innovation investments. Hence, countries need to rebalance policy away from R&D-centered initiatives – which are likely to fail in the absence of sophisticated private sector partners – toward building firm capabilities, and embrace an expanded concept of the National Innovation System that incorporates a broader range of market and systemic failures. The authors offer guidance on how to navigate the resulting innovation policy dilemma: as the need to redress these additional failures increases with distance from the frontier, government capabilities to formulate and implement the policy mix become weaker. This book is the first volume of the World Bank Productivity Project, which seeks to bring frontier thinking on the measurement and determinants of productivity to global policy makers.

    Taxing the Good? Distortions, Misallocation, and Productivity in Sub-Saharan Africa

    This paper uses comprehensive and comparable firm-level manufacturing census data from four Sub-Saharan African countries to examine the extent, costs, and nature of within-industry resource misallocation across heterogeneous firms. The paper finds evidence of severe misallocation in which resources are diverted away from high-productivity firms toward low-productivity ones in all four countries, although the magnitude differs across countries. The paper shows that a hypothetical reallocation of resources that equalizes marginal returns across firms would increase manufacturing productivity by 31.4 percent in Cote d'Ivoire and as much as 162.7 percent in Kenya. The paper emphasizes the importance of the quality of the underlying data, by comparing the results against those from the World Bank Enterprise Surveys. The comparison finds that the survey-based results underestimate the extent of misallocation vis-a-vis the census. Finally, the paper finds that the size of existing distortions is correlated with various measures of business environment, such as lack of access to finance, corruption, and regulations.
