Factors Associated with Educational and Career Aspirations of Young Women and Girls in Sierra Leone

This article analyses the factors associated with the educational and career aspirations of 2,473 young women and girls in Sierra Leone. Findings indicated that over three-quarters of our sample aspired to continue their studies up to the university level, and two-thirds aspired to obtain a formal sector job requiring an education. These findings are important for discussions of aid which can accelerate economic advances and opportunities within advanced economies for both women and men. -

Assessing Gender Gaps in Employment and Earnings in Africa: The Case of Eswatini

Utilizing Eswatini’s first three labor market surveys (conducted in 2007, 2010, and 2013), this paper provides first systematic evidence on the country’s gender gaps in employment and earnings. We find that women have notably lower employment rates and earnings than men, even though the global financial crisis had a less negative impact on women than it had on men. Both unadjusted and unexplained gender earnings gaps are higher in self-employment than in wage employment. Tertiary education and urban location account for a large part of the gender earnings gap and mitigate high female propensity to self-employment. Our findings suggest that policies supporting female higher education and rural-urban mobility could reduce persistent inequalities in Eswatini’s labor market outcomes as well as in other middle-income countries in southern Africa. -

Equality on His Terms: Doing and Undoing Gender through Men’s Discussion Groups
(Sage Publications, 2018-08) Pierotti, Rachael S. ; Lake, Milli ; Lewis, ChloeEfforts to promote gender equality often encourage changes to interpersonal interactions as a way of undermining gender hierarchy. Such programs are premised on the idea that the gender system can be undone when individuals behave in ways that challenge prevailing gender norms. However, scholars know little about whether and under what conditions real changes to the gender system can result from changed behaviors. The authors use the context of a gender sensitization program in the Democratic Republic of Congo to examine prospects for transformative change at the interactional level of the gender system. Over nine months, the authors observed significant changes in men’s quotidian practices. Further, the authors identified a new commitment among many men to a more equal division of household labor. However, participants consistently undermined the transformative potential of these behavioral changes through their dedication to maintaining control over the objective, process, and meaning of change, resisting conceptions of equality that challenged the gender system. Because quotidian changes left gender hierarchy intact, they appear unlikely to destabilize the logics that legitimate women’s subordination. -

Do Returns to Education Depend on How and Whom You Ask?

A large literature estimates these returns, often carefully addressing issues such as selection into wage employment and endogeneity in terms of completed schooling. There has been much less exploration of whether the estimates of Mincerian returns depend on how information about wage work is collected. Relying on a survey experiment in Tanzania, this paper finds that estimates of the returns to education vary by questionnaire design, but not by whether the information on employment and wages is self-reported or collected by a proxy respondent. The differences derived from questionnaire type are substantial, varying from higher returns of 5 percentage points among the most well educated men to 16 percentage points among the least well educated women. These differences are at magnitudes similar to the bias in ordinary least squares estimation, which receives considerable attention in the literature. The findings demonstrate that survey design matters in the estimation of returns to schooling and that care is needed in comparing across contexts and over time, particularly if the data are generated through different surveys. -

Agriculture in Africa – Telling Myths from Facts: A Synthesis
(Elsevier, 2017-02) Christiaensen, LucStylized facts drive research agendas and policy debates. Yet robust stylized facts are hard to come by, and when available, often outdated. The 12 papers in this Special Issue revisit conventional wisdom on African agriculture and its farmers’ livelihoods using nationally representative surveys from the Living Standards Measurement Study-Integrated Surveys on Agriculture Initiative in six African countries. At times they simply confirm our common understanding of the topic. But they also throw up a number of surprises, redirecting policy debates while fine-tuning others. Overall, the project calls for more attention to checking and updating our common wisdom. This requires nationally representative data, and sufficient incentives among researchers and policymakers alike. Without well-grounded stylized facts, they can easily be profoundly misguided. -

What Have We Learned from a Decade of Manufacturing Enterprise Surveys in Africa?
(Oxford University Press on behalf of the World Bank, 2006-08-02) Bigsten, Arne ; Söderbom, MånsIn the early 1990s the World Bank launched the Regional Program on Enterprise Development (RPED) in several African countries, a key component of which was to collect data on manufacturing firms. The data sets built by these and subsequent enterprise surveys in Africa generated considerable research. This article surveys the research on the African business environment, focusing on risk, access to credit, labor, and infrastructure, and on how firms organize themselves and do business. It reviews the research on enterprise performance, including enterprise growth, investment, and exports. The article concludes with a discussion of policy lessons. -

Grandmothers and Granddaughters : Old-Age Pensions and Intrahousehold Allocation in South Africa
(Washington, DC: World Bank, 2003-01) Duflo, EstherThis article evaluates the impact of a large cash transfer program in South Africa on children's nutritional status and investigates whether the gender of the recipient affects that impact. In the early 1990s the benefits and coverage of the South African social pension program were expanded for the black population. In 1993 the benefits were about twice the median per capita income in rural areas. More than a quarter of black South African children under age five live with a pension recipient. Estimates suggest that pensions received by women had a large impact on the anthropometric status (weight for height and height for age) of girls but little effect on that of boys. No similar effect is found for pensions received by men. This suggests that the efficiency of public transfer programs may depend on the gender of the recipient. -

Public Policy and Extended Families : Evidence from Pensions in South Africa

This question is investigated using a unique social experiment: the South African pension program. Under that program the elderly receive a cash transfer equal to roughly twice the per capita income of Africans in South Africa. The study examines how this transfer affects the labor supply of prime-age individuals living with these elderly in extended families. It finds a sharp drop in the working hours of prime-age individuals in these households when women turn 60 years old or men turn 65, the ages at which they become eligible for pensions. It also finds that the drop in labor supply is much larger when the pensioner is a woman, suggesting an imperfect pooling of resources. The allocation of resources among prime-age individuals depends strongly on their absolute age and gender as well as on their relative age. The oldest son in the household reduces his working hours more than any other prime-age household member.
