assists the World Bank Group (WBG) in gaining a better
understanding of how stakeholders in Argentina perceive the

national and local governments, multilateral and bilateral
agencies, media, academia, the private sector, and civil
society in Argentina on: (1) their views regarding the
general environment in Argentina; (2) their overall
attitudes toward the WBG in Argentina; (3) overall
impressions of the WBG’s effectiveness and results,
knowledge work and activities, and communication and
information sharing in Argentina; and (4) their perceptions
of the WBG’s future role in Argentina.

This paper provides a comparative analysis of five countries which have sought to institutionalize government-wide monitoring and evaluation (M&E) systems. Among the many lessons are the strong advantages of having high-level support, and the benefits of coordination among different stakeholders and systems. A number of strong features of Chile’s main M&E system are also noted.
