    Jordan Workforce Development : SABER Country Report 2013

    Human Development in Jordan has witnessed significant progress over the past two decades, in line with Jordan s vision to become a regional leader through leveraging its strong human capital base into a skills, knowledge and innovation driven economy. Evidence of progress on this front is provided by the advancement of the country s human development and education indicators. Between 1980 and 2011, the Human Development Index (HDI) value increased by 29 percent, the adult literacy rate reached 92.6 percent; the primary school completion rate hit 100 percent and combined gross enrolment reached 79 percent. In the decade prior to the global financial slowdown of 2008 and the subsequent political unrest in the region, Jordan experienced rapid economic growth, outperforming the MENA average.

    Developing Tests and Questionnaires for a National Assessment of Educational Achievement

    Developing tests and questionnaires for a national assessment of educational achievement addresses the design of two types of data collection instruments: student achievement tests and background questionnaires. Part one covers the development of an assessment framework and a test blueprint, item writing, pre testing, and final test layout. Part two delineates comparable stages and activities in the construction of background questionnaires, which are used to gather information from students, teachers, head teachers, or parents on variables that might help explain differences in student performance on the achievement test. Part three describes how to design a manual for test administration to help ensure that all students take the test under standardized conditions. The compact disc (CD) that accompanies this book offered examples of well-designed test items, questionnaire items, and administration manuals drawn from national and international assessments and is meant to showcase the variety of ways in which assessment teams have approached the design of these instruments.

    Lifelong Learning in the Global Knowledge Economy : Challenges for Developing Countries

    Consideration of lifelong learning extends the World Bank's traditional approach to education, in which subsectors are looked at in isolation. Three years ago, when he articulated the Comprehensive Development Framework, World Bank President James Wolfensohn referred explicitly to lifelong learning as a component of what education means for poverty alleviation In 1995 "Priorities and Strategies for Education" (report no. 14948) emphasized the need to look at the education system in a more holistic manner. The 1999 "Education Sector Strategy"(report no. 19631) discussed the role of new technologies. The World Bank has just completed important new policy work on higher education reforms as well as a vision paper on the role of science and technology. The current report is the Bank's first attempt to lay out an analytical framework for understanding the challenges of developing a lifelong learning system. While the World Bank's involvement in lifelong education is still at the conceptual stage, two new projects-in Romania and Chile-have already been prepared to address the need for continuing education and lifelong learning. In the years to come more analytical work on lifelong learning is expected, and the policy dialogue in education will touch more and more on lifelong learning issues. The Bank's lending program will involve operations to support countries' efforts to transform their education systems to reflect a lifelong learning approach. This report provides a departure point for these continuing discussions, providing a conceptual framework for education-related lending activities reflecting the latest knowledge and successful practices of planning and implementing education for lifelong learning. It encourages countries to look beyond traditional approaches to education and training and to engage in a policy dialogue on the pedagogical and economic consequence of lifelong learning.

    In his final address to the Board of Directors, President Robert S. McNamara discusses the future role of the Bank during a time in which surging oil prices threaten critical development tasks. He examines four themes: the prospects for economic growth and social advance in oil-importing developing countries; a program of structural adjustment that developing countries, industrialized nations, and OPEC countries can take to maximize growth; the need to accelerate the attack on absolute poverty; and the role the World Bank ought to play in the decade ahead.
