    Opening Remarks at the 2019 Annual Meetings Opening Press Conference

    David Malpass, President of the World Bank Group, highlighted the urgent priorities for discussion with shareholders. Global growth is slowing. Investment is sluggish, manufacturing activity is soft, and trade is weakening. The challenges of climate change and fragility are making poor countries more vulnerable. This backdrop makes our goals of reducing extreme poverty and boosting shared prosperity even harder. He suggested that with the right mix of policies and structural reforms, countries can unleash growth that's broadly shared across all segments of society. He spoke about how the Bank is helping countries build strong programs tailored to the unique circumstances of their economies. He highlighted the importance of education. He mentioned the proposed IDA replenishment, and reaffirmed commitment to projects on climate and on gender inclusion. In conclusion, he said that the well-designed structural reforms are needed to unlock growth and build the foundations for future prosperity.

    High-Performance Health Financing for Universal Health Coverage: Driving Sustainable, Inclusive Growth in the 21st Century

    The majority of developing countries will fail to achieve their targets for Universal Health Coverage (UHC) and the health- and poverty-related Sustainable Development Goals (SDGs) unless they take urgent steps to strengthen their health financing. The UHC financing agenda fits squarely within the core mission of the G20 to promote sustainable, inclusive growth and to mitigate potential risks to the global economy. Closing the substantial UHC financing gap in 54 low and lower middle-income countries will require a strong mix of domestic and international investment. G20 Finance Ministers and Central Bank Governors can help countries seize the opportunities of high-performance health financing by adopting and steering a UHC financing resilience and sustainability agenda.

    Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle

    The World Bank Group has two overarching goals: End extreme poverty by 2030 and promote shared prosperity by boosting the incomes of the bottom 40 percent of the population in each economy. As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor.     The Unfulfilled Promise of Oil and Growth : Poverty, Inclusion and Welfare in Iraq 2007-2012

    Iraq appears to have firmly entered the ranks of upper middle-income countries in 2012, having experienced strong economic growth following the establishment of a civilian elected government in 2005-06. In 2012 the years of growth culminated in a per capita GDP of 2472 constant 2005 US$. This three-volume poverty and inclusion assessment provides the first in-depth analysis of Iraq's economic and social development during the period of 2007 to 2012. Volume 1 is an overview of the economic climate in Iraq, providing brushstroke descriptions of its poverty reduction plans, labor markets, public health data, and education focal points. Volume 2 is a nine-chapter report on the years between 2007 and 2012, a period of relative stability in Iraq. 2007 marks the end of sectarian violence, which lasted until 2012, prior to the militancy and insurgency in the northern governorates of the summer of 2014. The country has been a nexus of conflict and fragility since the early 1980s, and has experienced multiple types of conflict: insurgency, international war, sectarian strife, persistent terrorism, regional fragmentation, and spillovers from conflict in other countries. What should have been a promising endowment of natural resources of land, oil and gas, as well of human capital, did not provide the foundation for poverty reduction and shared prosperity. The realization of potential was confounded by war and repression. A key priority of the Government of Iraq since 2005-06 has been to fill the huge knowledge gap in terms of a deeper understanding of the state of the economy and of a range of socioeconomic indicators of welfare with the objective of building a strong evidence base for effective policy making. The rich analyses presented in this report go well beyond counting the poor. It gives an incisive understanding of the multi-layered development challenges faced by the nation, which serves as a testament to the commitment of the Government of Iraq, the staff of the Central Statistics Office, and the Kurdistan Region Statistics Office. It will form the basis for a new strategy for Iraq's development and ensure broad-based welfare improvements for the population. Volume 3 consists of nine annexes and nine references in the forms of tables, boxes, and equations used in the methodologies.

    Inclusion and Resilience : The Way Forward for Social Safety Nets in the Middle East and North Africa, OVERVIEW

    The report aims to meet two broad objectives: (a) enhance knowledge about the current state of existing social safety nets (SSNs) and assess their effectiveness in responding to new and emerging challenges to the poor and vulnerable in the region by bringing together new evidence, data, and country-specific analysis; and (b) open up and inform a debate on feasible policy options to make SSNs in the Middle East and North Africa more effective and innovative. First chapter, 'a framework for SSN reform,' describes and illustrates the reasons for the region's growing need for SSN reform and establishes the framework for renewed SSNs. It identifies key goals for SSNs (promoting social inclusion, livelihood, and resilience) and illustrates how these goals have been achieved in some parts of the region and elsewhere. Second chapter, 'key challenges that call for renewed SSNs,' analyzes the challenges facing the region's poor and vulnerable households, which SSNs could focus on as a priority. Two large groups are at higher-than-average poverty risk: children and those who live in rural or lagging areas. The chapter examines factors such as inequality of opportunities and lack of access to services that can perpetuate the lower human development outcomes among the poor in these groups. It also describes the challenge of vulnerability. Finally, it identifies particular social groups that are at a higher risk of exclusion from access to services and employment. Third chapter, 'the current state of SSNs in the Middle East and North Africa,' analyzes SSN spending and assesses different aspects of the SSN systems' performance. Fourth chapter, 'the political economy of SSN reforms in the Middle East and North Africa: what do citizens want?' presents new evidence on citizens' preferences concerning redistribution and SSN design, using newly collected data. It also discusses how political economy considerations could be taken into account in designing renewed SSNs in the region. Fifth chapter, 'the way forward: how to make safety nets in the Middle East and North Africa more effective and innovative,' proposes an agenda for reform and the path for moving forward, using global experience and the evidence presented in the preceding chapters.

    Reshaping Egypt's Economic Geography : Domestic Integration as a Development Platform

    This report investigates Egypt's regional economic growth, explores the causes for geographically unbalanced development, and proposes policy options to make unbalanced growth compatible with inclusive development. Regional disparities in income and consumption may be attributed to differences in natural endowments and geographical location, but unbalanced growth is mostly due to economies of scale, spillover effects, and the lower transaction costs that result from agglomeration. In Egypt, despite rapid progress in most welfare indicators in lagging regions, there are still substantial gaps in consumption and opportunities between growth poles and the rest of the country. Adopting integration as a development platform is not simple because spatial disparities are spanned in three dimensions: urban/rural dichotomies, the upper Egypt/lower Egypt duality, and the differences between large metropolises and the rest of the country. This typology of instruments underlies the menu of options presented in this report as the basis of domestic spatial integration as a development platform to achieve more balanced and equitable development without sacrificing growth. This report first identifies the gaps in consumption and in opportunities, showing the stark contrasts between regions and how they evolve through time. It then explores the causes of the gaps, revealing a multiplicity of factors and exposing the complexity of the problem. Finally, the bulk of the report presents the policy options to address the integration challenges.

    The Road to Results : Designing and Conducting Effective Development Evaluations

    The analytical, conceptual, and political framework of development is changing dramatically. The new development agenda calls for broader understandings of sectors, countries, development strategies, and policies. It emphasizes learning and continuous feedback at all phases of the development cycle. As the development agenda grows in scope and complexity, development evaluation follows suit. Development evaluator are moving away from traditional implementation and output-focused evaluation models toward results-based evaluation models, as the development community calls for results and embraces the millennium development goals. As the development community shifts its focus away from projects in order to comprehensively address country challenges, development evaluators are seeking methods with which to assess results at the country, sector, theme, policy, and even global levels. As the development community recognizes the importance of not only a comprehensive but also a coordinated approach to developing country challenges and emphasizes partnerships, development evaluators are increasingly engaged in joint evaluations. These joint evaluations, while advantageous in many respects, add to the complexity of development evaluation (OECD 2006). Additionally, development evaluators increasingly face the measurement challenge of determining the performance of an individual development organization in this broader context and of identifying its contribution. This text is intended as a tool for use in building development evaluation capacity. It aims to help development evaluators think about and explore the new evaluation architecture and especially to design and conduct evaluations that focus on results in meeting the challenges of development.

    Improving Food Security in Arab Countries

    This joint working paper lays out a rationale and strategic framework for improving food security and managing food-price shocks in the Arab countries. The paper does not provide country specific policy and project recommendations. Such recommendations will follow from the country by country application of the framework, taking into account each country's political and cultural preferences, resource endowments, and risk tolerance. In 2007 and the first half of 2008, a sharp rise in agricultural commodity and food prices triggered grave concerns about food security, malnutrition and increased poverty throughout the world. While the threat of a prolonged food-price shock receded with falling energy and commodity prices and a weakening global economy in the second half of 2008, many factors underlying the volatility in food prices appear here to stay and will require careful management if the world is to avoid future food-price shocks. This paper suggests three critical strategies that, together, can serve as pillars to help offset future vulnerability to price shocks: a) strengthen safety nets, provide people with better access to family planning services, and promote education; b) enhance the food supply provided by domestic agriculture and improve rural livelihoods by addressing lagging productivity growth through increased investment in research and development; and c) reduce exposure to market volatility by improving supply chain efficiency and by more effectively using financial instruments to hedge risk.

    Conditional Cash Transfers : Reducing Present and Future Poverty

    The report shows that there is good evidence that conditional cash transfers (CCTs) have improved the lives of poor people. Transfers generally have been well targeted to poor households, have raised consumption levels, and have reduced poverty, by a substantial amount in some countries. Offsetting adjustments that could have blunted the impact of transfers, such as reductions in the labor market participation of beneficiaries, have been relatively modest. Moreover, CCT programs often have provided an entry point to reforming badly targeted subsidies and upgrading the quality of safety nets. The report thus argues that CCTs have been an effective way to redistribute income to the poor, while recognizing that even the best-designed and best-managed program cannot fulfill all of the needs of a comprehensive social protection system. CCTs therefore need to be complemented with other interventions, such as workfare or employment programs and social pensions. The report also considers the rationale for conditioning the transfers on the use of specific health and education services by program beneficiaries. Conditions can be justified if households are under investing in the human capital of their children, for example, if they hold incorrect beliefs about the returns to these investments; if there is "incomplete altruism" between parents and their children; or if there are large externalities to investments in health and education. Political economy considerations also may favor conditional over unconditional transfers: taxpayers may be more likely to support transfers to the poor if they are linked to efforts to overcome poverty in the long term, particularly when the efforts involve actions to improve the welfare of children.
