    Improving the Quality of Financial Intermediation in the Gulf Cooperation Council Countries

    This engagement note provides a snapshot of financial development in the countries of the GulfCooperation Council (GCC), Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates (UAE), and identifies key areas of the financial sector reform agenda where the World Bank Group (WBG) through the Finance Markets Global Practice (FMGP) can provide its support, in particular through the provision of analytical services and advisory (ASA). A key challenge for GCC countries is to diversify their economic structures, increase the role of the private sector, improve the efficiency of the government and reform the educational system and the labor market. This is essential to create employment opportunities for a young and growing domestic population. In this context, the development of an efficient, stable and inclusive financial sector is a policy objective in itself and a necessary conduit to a more diversified and productive economic system. Against this backdrop, this engagement note suggests that improving the quality of financial intermediation in GCC economies is a balancing act between enhancing access and preserving stability. Accordingly, it detects and discusses several areas of engagement for WBG which are consistent with the financial sector reform agenda of the region. In particular, based on the expertise and delivery capacity of WBG, particularly of FMGP, this engagement note suggests that WBG target ASA in the following areas: (i) financial infrastructure, particularly insolvency regimes, creditor rights and payment and settlement systems; (ii) banking competition; (iii) government debt capital market development, including sukuk; (iv) credit guarantee schemes for SMEs; and (v) macro prudential supervision.

    Mauritania : Counting on Natural Wealth for a Sustainable Future

    A data set of key macro-sustainability indicators, constructed after several fact-finding missions, and World Bank methodologies on estimating wealth accounting are used to study Mauritania's wealth, which is estimated to be between USD50 and USD60 billion. The country's produced wealth represents roughly 12 percent of total wealth, much less than in lower-middle-income countries; by contrast, natural wealth represents approximately 45 percent of the total figure. Renewable resources account for slightly less than two-thirds of natural wealth, with fisheries alone equaling about one-fourth of natural wealth. This is good news for Mauritania, as sound management of these resources may ensure a constant flow of resources in the future and therefore -- with adequate policies -- the achievement of the same or higher levels of welfare for future generations. On the negative side, however, the ratio of net adjusted savings over gross national income is estimated to have been negative since 2006, meaning that the wealth of the country is being depleted. Mauritania has recently joined the ranks of lower-middle-income countries, largely thanks to its considerable natural resources endowment. Over time the mining sector's contribution to gross domestic product has grown significantly and important discoveries continue to be made. The overarching objective of this wealth accounting exercise is thus to support Mauritania to measure its assets better and achieve a more complete picture of the prospects for future income, with a view to better orienting public policies toward sustainable growth and shared prosperity. The paper concludes with several indicative policy recommendations.

    Fiscal Crisis, Economic Prospects: The Imperative for Economic Cohesion in the Palestinian Territories, Economic Monitoring Report to the Ad Hoc Liaison Committee

    Economic growth in West Bank and Gaza (WB&G) slowed in the first quarter (Q1) of 2012. The real growth rate is estimated to have reached 5.6 percent, more than three percentage points lower than the Q1 2011 growth figure and almost one percent lower than the growth forecast contained in the Palestinian Authority's (PA's) budget. This decline is attributed to a major slowdown in Gaza, where real growth decreased from 21.3 percent to 6 percent on a year-on-year basis. The slowdown in Gaza during Q1 of 2012 was mainly attributed to a major decline in the agriculture and fishing sector, which offset much of the growth witnessed in other sectors. This sector shrank by 43 percent in Q1 2012 due to frequent power outages resulting from the lack of fuel in Gaza. Nevertheless, other sectors in Gaza expanded and the highest growth levels were witnessed in the construction, and hotels and restaurants sectors. In the West Bank, growth in Q1 2012 was broadly unchanged from its 2011 level. Most of the growth was from an expansion of services, which contributed around 2.2 percentage points of the 5.4 percent total growth in Q1 2012. The recent slowdown in economic growth is also reflected in higher unemployment levels. Overall unemployment in WB&G was 20.9 percent in the second quarter of 2012 compared to 18.7 percent during the same period in 2011. A serious concern in WB&G is the high level of youth unemployment that is accompanied by low youth participation in the labor force.

    From Political to Economic Awakening in the Arab World : The Path of Economic Integration - Deauville Partnership Report on Trade and Foreign Direct Investment, Volume 1. Overview Report

    The forces unleashed by the Arab political awakening have the power to be transformational. One critical parameter of success will be whether the Arab political awakening is accompanied by a concurrent economic awakening. Economic integration through increased trade and foreign direct investment (FDI) is one key means available in the short to medium term to policy makers to put the Partnership countries on a higher path of sustainable economic growth and in a position to decisively tackle the problem of unemployment, especially youth unemployment. To be sure, skepticism abounds in the region over the merits of trade and FDI and the integrity of the private sector in light of "crony capitalism," where the benefits of past policies are perceived to have accrued only to a well-connected few. Leadership is needed in both Partnership countries and Deauville partners to provide a credible long-term vision and explain the mutual benefits of economic integration. One such powerful vision could be the pursuit of a partnership aimed at gradually promoting four key freedoms in the Mediterranean and beyond: the free movement of goods, services, capital, and eventually persons. The implementation of far-reaching domestic reforms in Partnership countries will be critical to effectively reap the growth and employment opportunities offered by greater economic integration and regulatory convergence with the most advanced economies. To further enhance trade and FDI and to achieve the vision of an Arab world more integrated into global markets, the trade and commerce pillar of the Deauville Partnership could therefore focus on four overarching priority areas of reforms and support: (a) improve market access opportunities and market regulations; (b) foster competitiveness, diversification, and employment; (c) facilitate trade and mobilize trade finance and diaspora resources; and (d) promote the inclusiveness, equity, and sustainability of the structural transformation brought about by the process of integration.

    Global Investment Promotion Best Practices 2012

    Global flows of foreign direct investment (FDI) declined severely during the recent economic and financial crisis. As the crisis eased, recovery in world economies spurred a resurgence of FDI, and that in turn reignited competition for investments among host countries. Especially in emerging markets, governments long have prized FDI as a source of much-needed capital and jobs. But in the 21st century, governments value FDI as much or more as a source of technology and know-how. Policymakers have witnessed how knowledge brought by foreign investors can spill over to local firms, bolster skills in the local workforce, and thus increase the overall competitiveness of their economies. To foster development of intellectual capital as well as businesses and jobs, governments increasingly recognize the importance of cultivating FDI. Providing business and investment climate information is a crucial component of IPI activities in all economies. But IPIs can gain particular advantage in those settings where investors find it most difficult to obtain reliable information and meet bureaucratic requirements. Research shows, for example, that investment promotion is more effective in economies where English is not an official language, and in economies that are more culturally distant from the investors corporate homes. Investment promotion also has more impact in countries with less effective governments and in economies that erect more barriers to launching a business (such as more time to obtain a construction permit). In this 2012 edition, GIPB focuses specifically on information provision in two sectors, tourism and agribusiness. This focus should be of particular use to economies that seek or are considering seeking FDI in those sectors.

    The World Bank Annual Report 2011: Year in Review

    Executive Directors continued to play an important role as the World Bank faced many challenges in a global post crisis economy. The Board considered a number of key documents in preparation for the committee on development effectiveness meetings. These included the World Development Report 2011, which focuses on conflict, security, and development, and responding to global food price volatility and its impact on food security, which examines the Bank's responses to food price increases and climate change risks. The Board approved more than $42 billion in financial assistance in fiscal 2011, comprising about $26 billion in International Bank for Reconstruction and Development (IBRD) lending and $16 billion in International Development Association (IDA) support. During fiscal 2011 the Bank Group committed $57.3 billion in loans, grants, equity investments, and guarantees to its members and to private businesses. IBRD commitments totaled $26.7 billion compared with $44.2billion in 2010, but still above pre crisis levels. The World Bank Group continues to operate under a real flat budget, for the seventh consecutive year.

    World Development Report 2011: Conflict, Security, and Development

    The 2011 World development report looks across disciplines and experiences drawn from around the world to offer some ideas and practical recommendations on how to move beyond conflict and fragility and secure development. The key messages are important for all countries-low, middle, and high income-as well as for regional and global institutions: first, institutional legitimacy is the key to stability. When state institutions do not adequately protect citizens, guard against corruption, or provide access to justice; when markets do not provide job opportunities; or when communities have lost social cohesion-the likelihood of violent conflict increases. Second, investing in citizen security, justice, and jobs is essential to reducing violence. But there are major structural gaps in our collective capabilities to support these areas. Third, confronting this challenge effectively means that institutions need to change. International agencies and partners from other countries must adapt procedures so they can respond with agility and speed, a longer-term perspective, and greater staying power. Fourth, need to adopt a layered approach. Some problems can be addressed at the country level, but others need to be addressed at a regional level, such as developing markets that integrate insecure areas and pooling resources for building capacity Fifth, in adopting these approaches, need to be aware that the global landscape is changing. Regional institutions and middle income countries are playing a larger role. This means should pay more attention to south-south and south-north exchanges, and to the recent transition experiences of middle income countries.

    Damage, Loss, and Needs Assessment Guidance Notes : Volume 1. Design and Execution of a Damage, Loss, and Needs Assessment

    This is a guideline for World Bank task team leaders (TTLs) entrusted with the design and execution of assessments to determine disaster impacts as well as post-disaster needs for recovery, reconstruction, and disaster risk reduction or management. Assessments estimate, first, the short-term government interventions required to initiate recovery and second, the financial requirements to achieve overall post-disaster recovery, reconstruction, and disaster risk management or reduction. The end product of the assessment is a comprehensive program of recovery, reconstruction, and risk management that will guide all actions in a developing country following a disaster. The damage and loss assessment (DaLA) methodology uses objective, quantitative information on the value of destroyed assets and temporary production losses to estimate, first, government interventions for the short term and second, post-disaster financing needs. The DaLA method ensures that the affected government, the United Nations and other international and domestic agencies jointly develop properly estimated and prioritized financial requirements and an accompanying formula that identifies all possible financial sources and modalities. In addition, the estimation of the needs can be used as a basis to monitor post-disaster recovery and reconstruction progress. The DaLA aim at operationalizing the concepts for practitioners at government agencies, the World Bank, and other national and international organizations, responsible for assessing the impact of disasters, and for developing recovery and reconstruction plans. The guidance notes comprises of three volumes: (i) guideline for TTL in the design and execution of a damage, loss, and needs assessment, (ii) conducting damage and loss assessments after disasters, and (iii) estimation of post-disaster needs for recovery and reconstruction.

    World Development Report 2010: Development and Climate Change

    Thirty years ago, half the developing world lived in extreme poverty today, a quarter. Now, a much smaller share of children are malnourished and at risk of early death. And access to modern infrastructure is much more widespread. Critical to the progress: rapid economic growth driven by technological innovation and institutional reform, particularly in today's middle- income countries, where per capita incomes have doubled. Yet the needs remain enormous, with the number of hungry people having passed the billion marks this year for the first time in history. With so many still in poverty and hunger, growth and poverty alleviation remain the overarching priority for developing countries. Climate change only makes the challenge more complicated. First, the impacts of a changing climate are already being felt, with more droughts, more floods, more strong storms, and more heat waves-taxing individuals, firms, and governments, drawing resources away from development. Second, continuing climate change, at current rates, will pose increasingly severe challenges to development. By century's end, it could lead to warming of 5°C or more compared with preindustrial times and to a vastly different world from today, with more extreme weather events, most ecosystems stressed and changing, many species doomed to extinction, and whole island nations threatened by inundation. Even our best efforts are unlikely to stabilize temperatures at anything less than 2°C above preindustrial temperatures, warming that will require substantial adaptation. High income countries can and must reduce their carbon footprints. They cannot continue to fill up an unfair and unsustainable share of the atmospheric commons. But developing countries whose average per capita emissions are a third those of high income countries need massive expansions in energy, transport, urban systems, and agricultural production. If pursued using traditional technologies and carbon intensities, these much-needed expansions will produce more greenhouse gases and, hence, more climate change. The question, then, is not just how to make development more resilient to climate change. It is how to pursue growth and prosperity without causing "dangerous" climate change.

    IFC Annual Report 2010 : Where Innovation Meets Impact, Volume 1. Main Report

    More than 200 million people in the developing world were out of work this year. Over 1 billion are hungry, while millions more are confronting the threat that climate change poses. The United Nations estimates that 884 million people don't have safe drinking water and more than 2.6 billion people lack basic sanitation. The population of the developing world will expand by a third over the next four decades, growth that will strain already weak infrastructure. In this environment, International Finance Corporation (IFC) is innovating to create opportunity where it's needed most. IFC committed a record $18 billion in fiscal year 2010, $12.7 billion of which was for own account. We invested in 528 projects, an 18 percent increase from FY09. Advisory Services portfolio comprised 736 active projects valued at more than $850 million, with annual expenditures totaling $268 million. Countries served by the International Development Association, or IDA, accounted for nearly half our investments 255 projects totaling $4.9 billion and more than 60 percent of Advisory Services expenditures. Sub-Saharan Africa accounted for 19 percent of our investment commitments and 25 percent of Advisory Services expenditures. The invested a record $1.64 billion in clean energy, leveraging $6.8 billion, while climate change related projects grew to 15 percent of the value of our Advisory Services portfolio. The investments in microfinance rose 10 percent to $400 million, expanding microfinance portfolio to $1.2 billion.
