    A Roadmap for Climate Action in Latin America and the Caribbean, 2021-2025

    In Latin America and the Caribbean (LAC) the rapidly changing climate is increasing the frequency and intensity of extreme weather‑related events. The year 2020 saw the most catastrophic fire season over the Pantanal region and a record number of storms during the Atlantic cyclone season. Eta and Iota, two category 4 hurricanes, affected more than 8 million people in Central America, causing tens of billions of dollars in damage. In Honduras, annual average losses due to climate‑related shocks are estimated at 2.3 percent of gross domestic product (GDP). In rankings of the impacts of extreme weather events from 2000 to 2019, five Caribbean nations figure among the top 20 globally in terms of fatalities per capita, while in terms of economic losses as a share of GDP eight of the top 20 countries are in the Caribbean. Extreme precipitation events, which result in floods and landslides, are projected to intensify in magnitude and frequency due to climate change, with a 1.5°C increase in mean global temperature projected to result in an increase of up to 200 percent in the population affected by floods in Colombia, Brazil, and Argentina; 300 percent in Ecuador; and 400 percent in Peru. Climate shocks reduce the income of the poorest 40 percent by more than double the average of the LAC population and could push an estimated 2.4–5.8 million people in the region into extreme poverty by 2030.

    Emissions Trading in Practice, Second Edition: A Handbook on Design and Implementation

    Currently, about 46 national jurisdictions and 35 cities, states, and regions, representing almost a quarter of global greenhouse gas (GHG) emissions, are putting a price on carbon as a central component of their efforts to reduce emissions and place their growth trajectory on a more sustainable footing. An increasing number of these jurisdictions are approaching carbon pricing through the design and implementation of Emissions Trading Systems (ETS). As of 2021, ETSs were operating across four continents in 38 countries, 18 states or provinces, and six cities covering over 40 percent of global gross domestic product (GDP), and additional systems are under development. This handbook sets out a 10-step process for designing and implementing an ETS. These steps are interdependent, and the choices made at each step will have important repercussions for decisions in the other steps. In practice the process of ETS design will be iterative rather than linear. The need to adjust and adapt policies over time is reflected in the update of this handbook, which was first released in 2016. New insights, approaches, and designs have proliferated adjusting the way ETSs operate and further developing our understanding of them.

    Remarks at the Climate Ambition Summit 2020

    World Bank Group President David Malpass spoke about the Climate change, poverty, and inequality–defining issues of our age. The global poor often suffer the most from climate events, including flooding, droughts and food insecurity. The World Bank Group is the biggest multilateral funder of climate investments in developing countries. Over the next five years, the Bank intends to go further, targeting thirty-five percent climate co-benefits on average across the World Bank Group. For IBRD and IDA, fifty percent of this climate finance will support adaptation and resilience. The Bank will support the Paris accord alignment by helping developing countries to achieve their NDCs, end their reliance on coal, and transition to lower-carbon, climate-resilient economies. He discussed the Coronavirus (COVID-19) response, targeting investment and policy financing that will help support a green, inclusive and resilient recovery. We cannot succeed in helping countries reduce poverty without rising to the challenges of climate change.

    World Bank Reference Guide to Climate Change Framework Legislation

    Climate change is a grave threat to global development and shared prosperity. Its impacts are expected to intensify even as the world responds to the Coronavirus (COVID-19) crisis. The poor and most vulnerable will be the worst affected. Climate change poses particularly difficult challenges for policy makers. It demands action across all sectors of the economy and across all of society. Action to address climate change requires coordination among multiple governmental and nongovernmental stakeholders. The extended time frame over which climate change unfolds requires a capability to plan, implement, and sustain a credible commitment to increasingly ambitious policies over multiple political cycles. To address these challenges, countries need effective institutions. National framework legislation on climate change can help put these institutions in place. It can enshrine stable and ambitious targets, create mechanisms for realizing these targets, and ensure proper oversight and accountability. The authors hope the twelve key principles for framework legislation laid out in this guide will contribute to building back better by helping countries to lay a solid foundation for climate-smart development that creates new jobs and markets, boosts economic growth, and provides a safer, cleaner environment for all.

    Benefit Sharing at Scale: Good Practices for Results-Based Land Use Programs

    Land use initiatives that distribute result-based payments for emission reductions need to define transparent and equitable benefit-sharing plans for how these incentives flow to a diverse range of stakeholders. This study synthesizes good practices for benefit sharing in jurisdictional land use programs that make results-based payments for emission reductions. The report draws lessons from large-scale programs and other relevant initiatives that involve benefit sharing focused on forests, land use, natural resources, and climate change. The analysis is designed to support government and program staff in developing and implementing benefit-sharing arrangements for jurisdictional level results-based land use programs, including participant countries of the World Bank’s Forest Carbon Partnership Facility (FCPF) and BioCarbon Fund Initiative for Sustainable Forest Landscapes (ISFL).

    Tracking SDG 7: The Energy Progress Report 2019

    The Global Energy Progress Report 2019 provides a global dashboard on progress towards Sustainable Development Goal 7 (SDG7), which sets 2030 targets for reaching universal access to electricity and clean fuels and technologies for cooking, substantially increasing the share of renewable energy in the global mix, and doubling the rate of improvement of energy efficiency. All the data used in this pamphlet comes from the respective official source: for electrification, the World Bank; for clean fuels and technologies for cooking, the World Health Organization (WHO); for renewable energy, the International Energy Agency (IEA), the United Nations Statistics Division (UNSD) and the International Renewable Energy Agency (IRENA); and for energy efficiency, the IEA and UNSD. All projections are from the IEA’s World Energy Outlook. This report identifies best practices that have proven successful in recent years, as well as key approaches that policy makers may deploy in coming years. Recommendations applicable to all SDG 7 targets include recognizing the importance of political commitment and long-term energy planning, stepping up private financing, and supplying adequate incentives for the deployment of clean technology options. The following sections review progress in electricity access, access to clean cooking solutions, renewable energy, and energy efficiency. The Energy Progress Report reviews progress to 2017 for energy access and to 2016 for renewable energy and energy efficiency, against a baseline year of 2010. Its methodology is detailed at the end of each chapter.

    Carbon Markets for Greenhouse Gas Emission Reduction in a Warming World: An Evaluation of the World Bank Group’s Support to Carbon Finance

    Climate change is a threat to global development and to the core Mission of the World Bank Group. With the recognition that human activity drives global warming, the World Bank Group has pursued a long-term commitment to curb global greenhouse gas (GHG) emissions for more than 20 years. The purposes of this evaluation are to assess the role and contributions of the Bank Group in CF in relation to the needs and priorities of its client countries and its potential comparative advantages, and to draw lessons to inform the World Bank Group’s future strategic direction in CF. The evaluation aims to answer thefollowing overarching question: What has been the strategic objective, nature of engagement, and contribution of the Bank Group in supporting CF? What lessons can be drawn from this to inform the Bank Group’s strategic direction in supporting the next generation of marketbased carbon mitigation activities, given its potential comparative advantages?

    The Extractive Industries Sector: Essentials for Economists, Public Finance Professionals, and Policy Makers

    The extractive industries (EI) sector occupies an outsize space in the economies of many developing countries. Economists, public finance professionals, and policy makers working in such countries are frequently confronted with issues that require an in-depth understanding of the sector. The objective of this volume is to provide a concise overview of EI-related topics these professionals are likely to encounter. The volume provides an overview of issues central to EI economics; discusses key components of the sector’s governance, policy, and institutional frameworks; and identifies the public sector’s EI-related financing obligations. Its discussion of EI economics covers the valuation of subsoil assets, the economic interpretation of ore, and the structure of energy and mineral markets. The volume maps the responsibilities of relevant government entities and outlines the characteristics of the EI sector’s legal and regulatory frameworks. Specific key functions of the sector are briefly discussed, as are the financial structures that underpin environmental and social safeguards; investment of public revenues generated from oil, gas, or minerals; as well as extractive-based economic diversification. The authors hope that decision makers in ministries of finance, international organizations, and other relevant entities will find the study useful to their understanding and analysis of the EI sector.

    Costa Rica's Development: From Good to Better

    Costa Rica stands out for being among the most politically stable, progressive, prosperous, and environmentally conscious nations in the Latin America and the Caribbean region. Its development model has brought important economic, social, and environmental dividends, with sustained growth, upward mobility for a large share of the population, important gains in social indicators, and significant achievements in reforestation and conservation. However, there are a number of development challenges that need to be addressed to maintain the country’s successful development path. This Systematic Country Diagnostic takes stock of the poverty, inequality, and growth trends, addressing the following questions: To what extent has the Costa Rican development model been inclusive? What has driven growth in Costa Rica in recent years, and what are the bottlenecks that need to be addressed? How sustainable is the development model of Costa Rica economically, socially, and environmentally?

    Decarbonizing Development: Smoothing the Transition and Protecting the Poor

    Stabilizing climate change entails bringing net emissions of carbon dioxide (CO2) to zero. CO2 stays in the atmosphere for hundreds, if not thousands, of years. As long as one emit more than captured or offset through carbon sinks (such as forests), concentrations of CO2 in the atmosphere will keep rising, and the climate will keep warming. Countries can follow three principles in their efforts to create a zero-carbon future: (a) planning ahead for a future with zero emissions, (b) getting carbon prices and policies right, and (c) smoothing the transition and protecting the poor. In this context, the report presents managing the political economy of reform without getting captured by vested interests; and ensuring poor people benefit from the reform.
