    DIGITAGRO - Investing in Digital Technology to Increase Market Access for Women Agri-preneurs in Guatemala

    Despite the strong role played by the agri-food sector in Guatemala’s economic performance and employment, reflected in high exports and strong results by larger commercial agri-businesses, small producers face daunting levels of market access, revenue generation capacity, and resilience. Schools in remote areas, however, often lack information on which producer to buy their food from, as well as basic knowledge on safe and hygienic cooking practices. These challenges are further exacerbated for women producers, who face higher information gaps, lower market access, and higher informality than their male counterparts, compounded by restrictive social norms and disempowerment. Yet, women who are engaged in agriculture have ample potential to be engaged in the school feeding business, as they tend to specialize in the production of foods that are in high demand by school. The School Feeding Program (SFP) thus represents a crucial window of opportunity for rural women in Guatemala, and a vehicle for their evolution from invisible farmers to proper agri-preneurs – economic agents in their own right in the agribusiness space. Information diffusion through digital technologies can increase market participation in rural areas and holds promise to enhance the status of women in the business sphere. The World Bank’s DIGITAGRO project, piloted digital technologies to improve market access for women agripreneurs, so they could supply the School Feeding Program in a fair, safe, sustainable, and profitable way while helping schools improve children’s nutrition. The purpose of this report is to describe the DIGITAGRO project and to present the findings of the impact evaluation study on the information campaign, in order to derive lessons on the use of digital technologies to promote market access for rural women, with a specific focus on their inclusion in Guatemala’s School Feeding Program The rest of the report is organized as follows. Chapter 2 provides an overview of family farming in Guatemala, including an assessment of the gaps encountered by rural women, and highlights child nutrition issues in the country. Chapter 3 describes the School Feeding Program, highlighting its functioning, the main actors involved, its expected benefits and the challenges it faces. Chapter 4 presents the DIGITAGRO project, providing a rationale for the use of digital technologies in agriculture, describing the main activities of the project, and providing details on the set-up of the impact evaluation study. Chapter 5 presents the experimental setting and main findings of the impact evaluation, whereas the potential mechanisms that could be driving the results are explored in Chapter 6, together with recommendations for promoting participation in the School Feeding Program. Chapter 7 discusses lessons learned and concludes.

    The Gendered Impacts of COVID-19 on Labor Markets in Latin America and the Caribbean

    High-frequency phone surveys conducted in 13 countries in Latin America and the Caribbean (LAC) show that women were 44 percent more likely than men to lose their jobs at the onset of Coronavirus disease 2019 (COVID-19). As the crisis evolved, temporarily unemployed workers started to go back to work. But the difference in job losses among women and men persisted. Also, highly female-intensive sectors - trade, personal services, education, and hospitality - explain 56 percent of all job losses. And the presence of school-age children at home is linked with a rise in job losses among women, but not among men.

    El Salvador Job Diagnostic: Understanding Challenges for More and Better Jobs in El Salvador - An Integrated Approach

    El Salvador faces significant challenges in the labor market, many of which may not be obvious when looking at aggregate job figures. This report provides a detailed analysis of the Salvadoran labor market between 2000 and 2017 and identifies the main bottlenecks preventing the creation of more and better jobs. It does so in three blocks. First, it describes the main trends in economic growth, its drivers, and implications for job creation. Second, it provides an in-depth analysis of factors constraining the demand for labor. Third, it analyzes which are the skills that the private sector is demanding, and what are the factors contributing to the wide and persistent gender and youth gaps in the labor market. The report concludes with policy recommendations to create more and better jobs in El Salvador.

    Closing the Gender Gap in Natural Resource Management Programs in Mexico

    This report examines perceived and actual gender differences in the use and management of natural resources and the challenges of integrating women into activities related to reducing emissions from deforestation and forest degradation (REDD+) or other natural resource management projects in Mexico. The report applies a behavioral science lens to uncover key psychological, cultural, social, and non-material barriers to women’s participation in natural resource projects. Women use natural resources differently than men, which sets the stage for a variety of structural barriers. Differentiated resource use makes women vulnerable to economic, social, and external environmental influences, especially in rural areas. The study’s qualitative analysis also reveals activities that rural women in Mexico will prefer to undertake in light of the upcoming forestry programs to be implemented in Mexico by CONAFOR (Mexico’s National Forest Commission) and the World Bank. The report concludes with a gender action plan (GAP). The GAP provides concrete recommendations for the inclusion of a gender perspective and female empowerment in policies, practices, and projects, especially those related to emission reduction programs, natural resource management, and REDD+. When designed to take into consideration gender differences, REDD+ related activities and natural resource management programs can offer important opportunities for women’s empowerment, sustainable resource management, and shared prosperity.
