Publication International Centre for Settlement of Investment Disputes (ICSID) 2024 Annual Report(Washington, DC: World Bank, 2024-11-05) International Centre for Settlement of Investment DisputesThe International Centre for Settlement of Investment Disputes (ICSID) has evolved significantly over the past fifteen years. Demand for ICSID’s services has grown in concert with an increase in foreign investment and an expanding network of international investment agreements. By leveraging new technologies and modernizing procedural rules, ICSID has ensured world-class quality and efficiency in its case administration services. The sustained growth in membership has been a testament to the value States place in ICSID as the only global institution dedicated to international investment dispute settlement. The 2024 fiscal year (FY2024) saw strong demand for ICSID’s services, with the second-highest number of registered and administered cases in ICSID’s history. Also notable over the fiscal year was the sustained progress in enhancing the diversity of arbitrators, conciliators, and ad hoc committee members appointed to ICSID cases. This includes: a record 49 nationalities were represented amongst the appointments made in FY2024; 29 percent of all appointments involved women; 50 percent percent of first-time appointees involved nationals of low- or middle-income economies. Additional highlights in FY2024 include a record number of concluded proceedings, as ICSID continues to work with tribunals and parties to reduce the time of cases. Also, for the first time, a Regional Economic Integration Organization - the European Union was a party to an ICSID proceeding.Publication MIGA Annual Report 2024(Washington, DC: Multilateral Investment Guarantee Agency, 2024-10-31) Multilateral Investment Guarantee AgencyIn fiscal year 2024 (FY24), the Multilateral Investment Guarantee Agency (MIGA) issued a record $8.2 billion in new guarantees across 40 projects. Through these projects,MIGA remained focused on encouraging private investment to facilitate economic development in host countries by helping clients manage and mitigate noncommercial risks. In FY24, 95 percent of the 40 projects supported at least one of MIGA’s strategic priority areas: Its commitment to International Development Association (IDA)–eligible countries was substantial, supporting 26 projects (65 percent of total projects supported). MIGA’s engagement in fragile and conflict-affected situations (FCS) was also notable, supporting 10 projects, representing 25 percent of the total projectssupported. And climate finance initiatives were a significant focus this year, with MIGA issuing guarantees for 30 projects (representing 75 percent of the total projects). As a result, the FY24 issuances are expected to achieve the following: Provide 2.2 million people with access to mobile internet; add 12.2 million new subscribersto mobile money services; generate $657.8 million in tax revenueper year to host governments; and avoid more than 647,000 metric tons ofcarbon dioxide (CO2) emissions annually.Publication Equatorial Guinea Digital Economy Diagnostic(Washington, DC: World Bank, 2024-05-22) World BankThis report provides an assessment of Equatorial Guinea’s digital economy, as part of the World Bank’s Digital Economy for Africa (DE4A) initiative. Prepared to support the implementation of the Digital Transformation Strategy for Africa, approved by the African Union in February 2020, the World Bank’s DE4A Initiative aims to help drive Africa’s digital transformation and sets out a bold vision to ensure that every African individual, business and government is digitally enabled by 2030. The initiative leverages an integrated and foundation-based diagnostic framework to examine the development of the digital economy across Africa. Well-grounded policy responses have led to largely recovering employment and income losses from the pandemic and falling rates of inflation. However, the region faces the mutually reinforcing triple challenges of low growth, limited fiscal space, and citizen dissatisfaction. Expanding digital connectivity offers a possibility to make progress on all three fronts. These projects are expected to provide 784,000 people with new or improved electricity service, create over 14,000 jobs, generate over 362 million US Dollars in taxes for the host countries, and enable about 1.3 billion US Dollars in loans to businesses—critical as countries around the world work to keep their economies afloat. Of the 40 projects supported during FY21, 85 percent addressed at least one of the strategic priority areas, namely, IDA-eligible countries (lower-income), fragile and conflict affected situations (FCS), and climate finance. As of June 2021, MIGA has also issued 5.6 billion US Dollars of guarantees through our COVID-19 Response Program and anticipate an expansion to 10–12 billion US Dollars over the coming years, a testament to the countercyclical role that MIGA can play in mobilizing private investment in the face of the pandemic. A member of the World Bank Group, MIGA is committed to strong development impact and promoting projects that are economically, environmentally, and socially sustainable. MIGA helps investors mitigate the risks of restrictions on currency conversion and transfer, breach of contract by governments, expropriation, and war and civil disturbance, as well as offering credit enhancement on sovereign obligations.Publication GovTech Maturity Index: The State of Public Sector Digital Transformation(Washington, DC: World Bank, 2021-09-15) Nii-Aponsah, Hubert; Dener, Cem; Ghunney, Love E.; Johns, Kimberly D.Governments have been using technology to modernize the public sector for decades. The World Bank Group (WBG) has been a partner in this process, providing both financing and technical assistance to facilitate countries’ digital transformation journeys since the 1980s. The WBG launched the GovTech Initiative in 2019 to support the latest generation of these reforms. Over the past five years, developing countries have increasingly requested WBG support to design even more advanced digital transformation programs. These programs will help to increase government efficiency and improve the access to and the quality of service delivery, provide more government-to-citizen and government-to-business communications, enhance transparency and reduce corruption, improve governance and oversight, and modernize core government operations. The GovTech Initiative appropriately responds to this growing demand. The GovTech Maturity Index (GTMI) measures the key aspects of four GovTech focus areas—supporting core government systems, enhancing service delivery, mainstreaming citizen engagement, and fostering GovTech enablers—and assists advisers and practitioners in the design of new digital transformation projects. Constructed for 198 economies using consistent data sources, the GTMI is the most comprehensive measure of digital transformation in the public sector. Several similar indices and indicators are available in the public domain to measure aspects of digital government—including the United Nations e-Government Development Index, the WBG’s Digital Adoption Index, and the Organisation for Economic Co-operation and Development (OECD) Digital Government Index. These indices, however, do not fully capture the aspects of emphasis in the GovTech approach—the whole-of-government approach and citizen centricity—as key when assessing the use of digital solutions for public sector modernization. The GTMI is not intended to be an assessment of readiness or performance; rather, it is intended to complement the existing tools and diagnostics by providing a baseline and a benchmark for GovTech maturity and by offering insights to those areas that have room for improvement. The GTMI is designed to be used by practitioners, policy makers, and task teams involved in the design of digital transformation strategies and individual projects, as well as by those who seek to understand their own practices and learn from those of others.Publication World Bank Group Climate Change Action Plan 2021–2025: Supporting Green, Resilient, and Inclusive Development(World Bank, Washington, DC, 2021-06-22) World Bank GroupThe Climate Change Action Plan 2021–2025 aims to advance the climate change aspects of the WBG’s Green, Resilient, and Inclusive Development (GRID) approach, which pursues poverty eradication and shared prosperity with a sustainability lens. In the Action Plan, we will support countries and private sector clients to maximize the impact of climate finance, aiming for measurable improvements in adaptation and resilience and measurable reductions in GHG emissions. The Action Plan also considers the vital importance of natural capital, biodiversity, and ecosystems services and will increase support for nature-based solutions, given their importance for both mitigation and adaptation. As part of our effort to drive climate action, the WBG has a long-standing record of participating in key partnerships and high-level forums aimed at enhancing global efforts to address climate change. The new Action Plan represents a shift from efforts to “green” projects, to greening entire economies, and from focusing on inputs, to focusing on impacts. It focuses on (i) integrating climate and development; (ii) identifying and prioritizing action on the largest mitigation and adaptation opportunities; and (iii) using those to drive our climate finance and leverage private capital in ways that deliver the most results. That means helping the largest emitters flatten the emissions curve and accelerate the downward trend and ramping up financing on adaptation to help countries and private sector clients prepare for and adapt to climate change while pursuing broader development objectives through the GRID approach.Publication Remarks at the World Health Organization Media Briefing on COVID-19 and Vaccine Equity(World Bank, Washington, DC, 2021-06-01) Malpass, DavidWorld Bank Group President David Malpass stated that the immediate priority is for countries that have sufficient supply to quickly release doses to countries that have vaccination deployment programs. He said that by the end of June, the World Bank will have approved vaccination operations in over 50 countries. It is vital to speed up the supply chain. The World Bank is providing transparent access to very detailed information about projects through an online portal available at https://www.worldbank.org/vaccines. He urged other development partners to publish detailed information about their vaccine financing and deployment programs and their delivery schedules. The World Bank is also working to expand supply and will be making announcements of investments by IFC, the World Bank Group’s private sector development arm.
