    Peru Country Climate and Development Report

    The Peru Country Climate and Development Report (CCDR) provides analysis and recommendations on integrating the country’s efforts to achieve economic development with the pursuit of emission reduction and climate resilience. The CCDR explores opportunities and trade-offs for aligning Peru’s development path with its recent commitments on climate change. Peru is highly vulnerable to climate change and needs urgent adaptation action. Peru can benefit from decarbonization policies, thanks to its mining, forestry and agriculture, and renewable energy resources. Peru has many opportunities to develop and implement comprehensive climate policies that also increase productivity and reduce poverty. A low-carbon, resilient development for Peru would require substantial institutional reforms, in addition to public and private investments.

    Argentina Country Climate and Development Report

    The Argentina Country Climate and Development Report (CCDR) explores opportunities and identifies trade-offs for aligning Argentina’s growth and poverty reduction policies with its commitments on, and its ability to withstand, climate change. It assesses how the country can: reduce its vulnerability to climate shocks through targeted public and private investments and adequation of social protection. The report also shows how Argentina can seize the benefits of a global decarbonization path to sustain a more robust economic growth through further development of Argentina’s potential for renewable energy, energy efficiency actions, the lithium value chain, as well as climate-smart agriculture (and land use) options. Given Argentina’s context, this CCDR focuses on win-win policies and investments, which have large co-benefits or can contribute to raising the country’s growth while helping to adapt the economy, also considering how human capital actions can accompany a just transition.

    Digital Economy for Latin America and the Caribbean: Country Diagnostic - El Salvador

    The widespread adoption of digital technologies is transforming how individuals, businesses, and governments interact, as well as creating new opportunities for boosting shared prosperity and reducing poverty. Digital technologies are playing an increasingly important role in El Salvador’s economic development and will play an even larger role as the global economy continues to digitize. Digital transformation can help El Salvador address its persistent growth challenges and explore new avenues toward green, resilient, and inclusive development. This report builds on the strategic priorities of the digital agenda (DA) 2020-2030, assesses the state of digital economy development in El Salvador, and provides detailed analysis and policy recommendations to inform the reform agenda in the country. The report provides a comprehensive overview El Salvador’s digital economy development across six foundational elements of a digital economy: digital infrastructure, digital platforms, digital financial services, digital businesses, digital skills, and trust environment. The diagnostic and recommendations are based on analysis of secondary data, structured interviews, surveys, and focus group discussions with key government and private sector stakeholders. The findings of the report are organized in six chapters - each dealing with a pillar of the digital economy. Policy recommendations are presented in the form of sequenced action plans that can inform relevant efforts by national authorities, the private sector, and development partners. The report summarizes the main findings on each digital economy pillar.

    The Learning Crisis in Latin America and the Caribbean and the COVID-19 Pandemic: Sobering Results of a Deepening Trend

    The Latin America and the Caribbean (LAC) region was suffering from a deep learning crisis, before the COVID-19 outbreak, with most students being below minimum proficiency levels for critical foundational competencies in numeracy and literacy, according to the Fourth Regional Comparative and Explanatory Study (ERCE). The pandemic that hit the region in March 2020 led to a massive shutdown of educational systems, placing LAC as the region with the longest duration of school closures in the world. The impact of school closures on education service delivery was significant. The forced move to distance learning negatively impacted attendance in the education process, both when compared to enrollment rates (-10 percent) and with pre-pandemic attendance rates (-12 percent). Most worryingly, one in four students attending the education process during the pandemic confirmed being disengaged from learning activities while at home. The COVID-19 led to a crisis within a crisis, deepening pre-existing inequalities that characterize the LAC region, as the most vulnerable populations were disproportionately affected. A significant increase in drop-out rates and decrease in learning outcomes is expected, especially for these groups and countries which were already not doing well pre-pandemic. There is a sizeable schooling and learning recovery agenda ahead of LAC, where re-enrollment campaigns, standardized and in-classroom assessments, and programs to teach to the right level will be fundamental to determine the exact depth of educational losses and start recovering.

    Reconocimiento y Revalidación en Chile de Títulos Obtenidos en el Extranjero

    El proceso de reconocimiento y revalidación de títulos y grados académicos es de gran importancia para la inclusión laboral de las personas migrantes en Chile. Un título profesional, técnico-superior o de grado académico faculta a quien lo obtuvo a ejercer la profesión correspondiente. Por lo tanto, el reconocimiento o revalidación de un título de educación superior es de gran importancia para las personas migrantes quienes, habiendo obtenido un título o grado de educación superior (el 26,8% del total de la población migrante) en su país de origen o en otro país, puedan ejercer su profesión en Chile y participar en el mercado laboral desempeñándose acorde a sus habilidades y competencias. Un proceso de reconocimiento y revalidación de credenciales efectivo no solo contribuye a la inserción laboral de quienes migran sino también a la productividad y crecimiento económico del país.

    Pieces for Development: Policy Notes for Chile

    There is no doubt that more sustainable, resistant, and beneficial growth would benefit Chile and its inhabitants. However, this is a difficult and complex issue, with several interconnecting pieces and many different opinions about the best way to achieve this. At the same time, the experience of other countries shows that certain pieces must be in their place in order to achieve this objective. Chile has incorporated several pieces in this puzzle. However, some critical pieces are still needed in order to overcome this challenge. These notes seek to make recommendations about what some of those pieces can be and how to integrate them to complete the puzzle of Chile’s development.

    Comparing Policy Responses to COVID-19 among Countries in the Latin American and Caribbean Region

    Latin America and the Caribbean (LAC) accounts for over a quarter of the world's total cases, and a third of the total deaths, from the COVID-19 pandemic (1-3) (4). In the absence of a vaccine to prevent the transmission of the virus, LAC countries have introduced several public health, health system, and economic policies to reduce the spread and impacts of COVID-19 (4,5). However, contextual factors such as fragmented health systems, limited social safety nets, and high levels of informal employment and inequality have further challenged the response to the pandemic in many of these countries (4,6,7). Furthermore, these underlying conditions intensify the impact of COVID-19, particularly for the most disadvantaged, including the unemployed, informal, and low-income workers, many of whom live in overcrowded households (4,7). In this study, we aim to describe policy interventions in 10 LAC countries in response to the COVID-19 pandemic, to compare these responses based on the experiences in two relatively high-performing jurisdictions, South Korea and Uruguay, and to support cross-jurisdictional policy learning for pandemic preparedness in the LAC region through knowledge exchange activities.

    World Bank Reference Guide to Climate Change Framework Legislation

    Climate change is a grave threat to global development and shared prosperity. Its impacts are expected to intensify even as the world responds to the Coronavirus (COVID-19) crisis. The poor and most vulnerable will be the worst affected. Climate change poses particularly difficult challenges for policy makers. It demands action across all sectors of the economy and across all of society. Action to address climate change requires coordination among multiple governmental and nongovernmental stakeholders. The extended time frame over which climate change unfolds requires a capability to plan, implement, and sustain a credible commitment to increasingly ambitious policies over multiple political cycles. To address these challenges, countries need effective institutions. National framework legislation on climate change can help put these institutions in place. It can enshrine stable and ambitious targets, create mechanisms for realizing these targets, and ensure proper oversight and accountability. The authors hope the twelve key principles for framework legislation laid out in this guide will contribute to building back better by helping countries to lay a solid foundation for climate-smart development that creates new jobs and markets, boosts economic growth, and provides a safer, cleaner environment for all.

    Case Study on the Role of Primary Health Care in the SARS COV-2 Pandemic in Colombia: Initial Phase - Period of 11th of March to May 31st, 2020

    The reforms of the Colombian Health System in the last decade have sought to position primary health care (PHC) as an essential strategy to guarantee integrated and comprehensive care of the population’s health needs. The Primary Health Care approach includes three integrated, interdependent components: health services, intersectoriality, and social participation in terms of empowering individuals, families and communities to take charge of their own health. Within this conceptual framework, Colombia has tackled the SARS CoV-2 (COVID-19) pandemic formally announcedby the World Health Organization (WHO) on March 11, 2020. This report examines the role of PHC in Colombia›s preparation for, response to, and recovery from the pandemic. The main features of the pandemic affecting the country are described first, followed by observations stemming from analysis of the regulatory component, the healthcare services delivered, and the role of public health communication and surveillance. The report ends with conclusions on the analysis.

    Primary Health Care Vital Signs Profile Assessment for Colombia

    Since the first case of COVID-19 was confirmed, on March 6, 2020, the Primary Health Care (PHC) system in Colombia has been on trial, displayinga variability in governance capacity across the national territory. The response of the Colombian health system to COVID-19 and the role that PHChas played highlight several of its strengths and weaknesses. Barriers to access to health services related to distance and cost perceived by the Colombian population have steadily decreased since 2010, while barriers corresponding to perceived quality of services have remained relativelyconstant. Although barriers have been reduced and the availability of services has increased in the Health Service Delivery Institutions (HSDI) of the country, aspects related to the quality of care they provide continue to show weaknesses such as in the continuity of care, adherence of providers to clinical guidelines and aspects of patient safety. In the system, inequities of access, quality and coverage of PHC services persist throughout the national territory. To achieve a high-performing PHC system, this report proposes a series of recommendations, including: (a) Implement a new model of care focused on PHC, which offers a comprehensive package of services and reflects the health needs of the population; (b) Prepare the next generation of technicians and health professionals in PHC to work in multidisciplinary teams, and (c) Use PHC as a strategy to reduce inequities in health.
