Preschool Availability and Women’s Employment: Evidence from Indonesia
(The University of Chicago Press, 2021-04) Halim, Daniel ; Johnson, Hillary C. ; Perova, ElizavetaWhile a large body of literature has documented positive impacts of institutional childcare on maternal labor supply, thinner evidence is available on whether childcare can also nudge women into better jobs in developing countries. We evaluate the impact of public preschool expansion in Indonesia on women’s labor supply and characteristics linked to the quality of their employment, including employment types, earnings, and hours. We rely on a triple difference approach exploiting variations in preschool availability over time and across districts, as well as preschool-age-eligibility cutoffs, in a panel dataset spanning over 20 years. We find strong positive impacts on employment—an additional public preschool per 1,000 children in the district increases women’s work participation by 9.1 percent. However, it is primarily driven by an increase in unpaid family work, typically in household farms or businesses. We do not find impacts on earnings or hours of work. These findings are likely explained by the modality of preschools in Indonesia: operating for only 3 hours per day, they are unlikely to enable women to secure a paid job outside the home with longer time commitments. -

Education Systems and Foreign Direct Investment: Does External Efficiency Matter?

First, it applies a frontier-based measure as a proxy of the ability of countries to optimally convert the average years of schooling into income for individuals. Second, it shows the relationship between the external efficiency of the education system and FDI inflows. The results show that the efficiency level varies across regions and countries and appears to be driven by higher education and secondary vocational education. Similarly to other studies in the literature, there is no significant relationship between the average years of schooling and FDI inflows. However, the external efficiency of the education system is important for FDI inflows. Improving the external efficiency of the education system can play a role in attracting FDI especially in non-resource rich countries, non-landlocked countries and countries in the low and medium human development groups. -

Spillover Effects of Tobacco Farms on the Labor Supply, Education, and Health of Children: Evidence from Malawi
(Oxford University Press, 2019-04-24) Xia, Fang ; Deininger, KlausUsing data from the Living Standards Measurement Study in Malawi, we examine the spillover effects of tobacco farms on children’s labor supply, education, and health. To address potential endogeneity, the share of tobacco farms in a community is instrumented by the change in tobacco buyers following termination of the intermediate buyer system. We find that, as tobacco cultivation is labor-intensive, children in communities with more tobacco growers spend more time as casual laborers and are less likely to advance to the next grade. Adverse health effects, measured by the likelihood of suffering from illnesses related to green tobacco sickness, are estimated to be larger than previously documented. This affects not only “working-age” children but also children too young to work on tobacco farms. Moreover, exposure to large-scale tobacco cultivation is estimated to reduce the height-for-age z-score of children aged 6–60 months. These findings highlight the importance of raising awareness and taking measures to protect children against green tobacco. -

Who Benefits from Higher Education in Low- and Middle-Income Countries?

Najeeb ; Toutkoushian, Robert K. ; Valerio, AlexandriaIn this article, we investigate how higher education contributes to the employment and earnings of individuals in labor markets, and whether social origins play a role in the financial benefits from higher education. We focus on these questions in nine low- and middle-income countries: Armenia, Bolivia, Colombia, Georgia, Ghana, Kenya, Laos, Macedonia, and Vietnam. We use the recent Skills Towards Employability and Productivity (STEP) surveys of urban labor force participants to examine individuals’ educational attainment, labor market participation, and earnings. Using logistic regressions, we find that individuals from disadvantaged origins are less likely to obtain a higher education degree. We find that in most of these countries, individuals who have earned a higher education degree are significantly more likely to be in the labor force and find employment, and enjoy sizable earnings premia. The findings are fairly robust with regard to the samples of individuals examined, and the methods used to measure earnings premia. Finally, we find little evidence that the earnings premia from higher education vary by social origins or the likelihood of an individual completing a degree. These results suggest that the benefits from higher education are comparable for individuals from disadvantaged and advantaged social origins. -

Job Autonomy and Education-Skill Matches of Immigrant Workers in Germany
(Taylor and Francis, 2019) Beyer, Robert C.M.This letter examines the determinants of occupational autonomy and education-skill matches of immigrant workers in Germany. Their jobs are characterized by much lower autonomy than those of comparable natives and the immigrant penalty decreases only minimally over time. In contrast to wages, the difference between immigrants from advanced and non-advanced countries is small. But immigrants from advanced countries are much more likely to have a job matching their qualification. The probability of a match does not increase over time for highly educated immigrants, but does for others. Highly educated immigrant women have an additional disadvantage. In some industries low autonomy and skill downgrading of immigrant workers are particularly common. -

Building An ex-ante Simulation Model for Estimating the Capacity Impact, Benefit Incidence, and Cost Effectiveness of Child Care Subsidies in Turkey

However, the mechanisms of subsidy delivery will affect who benefits, and the overall cost-effectiveness of such subsidies. This paper sets out an ex-ante simulation model for estimating the benefit incidence of expanded capacity and enrollments resulting from different child care subsidy mechanisms. It combines a supply-side provider level and a demand-side household model in one simulation. The paper considers investment vs. operational monthly grants to child care providers, combinations of investment and operational grants, and demand-side vouchers to households. The model is applied to empirical data from child care centers and households in Turkey. The results reveal that the choice of the subsidy delivery model has a strong bearing on the benefit incidence and cost-effectiveness of the subsidy. In the case of Turkey, where significant supply-side constraints exist in the market, a demand-side voucher system is shown to be the least cost-effective subsidy delivery model. A targeted demand-side voucher does not necessarily deliver the most “pro-poor results,” and combinations show different benefits and costs. The proposed simulation model can be applied in other country contexts, with the only data requirements being microdata on the costs and pricing structure of child care providers, as well as household data with variables on household welfare and child care utilization. -

Do Returns to Education Depend on How and Whom You Ask?

A large literature estimates these returns, often carefully addressing issues such as selection into wage employment and endogeneity in terms of completed schooling. There has been much less exploration of whether the estimates of Mincerian returns depend on how information about wage work is collected. Relying on a survey experiment in Tanzania, this paper finds that estimates of the returns to education vary by questionnaire design, but not by whether the information on employment and wages is self-reported or collected by a proxy respondent. The differences derived from questionnaire type are substantial, varying from higher returns of 5 percentage points among the most well educated men to 16 percentage points among the least well educated women. These differences are at magnitudes similar to the bias in ordinary least squares estimation, which receives considerable attention in the literature. The findings demonstrate that survey design matters in the estimation of returns to schooling and that care is needed in comparing across contexts and over time, particularly if the data are generated through different surveys. -

Teaching Personal Initiative Beats Traditional Training in Boosting Small Business in West Africa

We tested whether a psychology-based personal initiative training approach, which teaches a proactive mindset and focuses on entrepreneurial behaviors, could have more success. A randomized controlled trial in Togo assigned microenterprise owners to a control group (n = 500), a leading business training program (n = 500), or a personal initiative training program (n = 500). Four follow-up surveys tracked outcomes for firms over 2 years and showed that personal initiative training increased firm profits by 30%, compared with a statistically insignificant 11% for traditional training. Entrepreneurship Education and Entry into Self-Employment among University Graduates

In Tunisia, a curricular reform created an entrepreneurship track providing business training and coaching to help university students prepare a business plan. We rely on randomized assignment of the entrepreneurship track to identify impacts on students’ labor market outcomes one year after graduation. The entrepreneurship track led to a small increase in self-employment, but overall employment rates remained unchanged. Although business skills improved, effects on personality and entrepreneurial traits were mixed. The program nevertheless increased graduates’ aspirations toward the future. -

Economic Impacts of Child Marriage: A Review of the Literature

It is an impediment to social and economic development, and it is rooted in gender inequality. The low value placed on girls and women perpetuates the act and acceptability of child marriage in societies where the practice is common. Child marriage is defined as any legal or customary union involving a boy or girl below the age of 18. This definition draws from various conventions, treaties and international agreements, including the Convention on the Rights of the Child, Convention on the Elimination of All forms of Discrimination against Women, Universal Declaration of Human Rights, and recent resolutions of the UN Human Rights Council. While boys sometimes marry young, this paper addresses the practice primarily as it affects girls who make up the large majority of children who are married under 18. If current trends continue, more than 140 million girls will marry early in the next decade or up to 40,000 per day.
