    Gender norms, landholdership, and rural land use fee and agricultural income tax in Ethiopia

    Area-based land taxes, a form of property tax, exist where rural land markets do not exist or do not function well. Understanding how these taxes affect different groups of landholders, including by men and women, is important since a tax based on the land size is likely to have an outsized effect on smaller landholders. However, survey data allowing for an individual- and household-disaggregated analysis has been scarce. Using newly available data on tax payments and self-reported individual land ownership from the Ethiopian Socioeconomic Survey 2018/2019, this paper assessed the gender implications of an area-based rural land use fee and agricultural income tax in Ethiopia. We found that female adult-only households were more likely than dual adult households to be smallholders with less than 0.5 hectare of land, and these smallholders faced the largest per-hectare tax rates. Female-headed- and female adult-only households faced a tax incidence that was 37 percent higher than it was for male-headed and dual-adult households. The gender land ownership patterns, norms limiting women’s role in agriculture, household structures, and gender agricultural productivity gaps are likely to result in lower consumption, and consequently, a higher tax burden for women. Finally, we simulated the effect of a hypothetical tax schedule with progressive per-hectare tax rates and exemptions for smallholders and found that while this would reduce women’s tax burdens, the tax remained to be regressive because of the prevalence of landholder ship among poor households. Our study highlights the difficulty of area-based land taxes to be progressive.

    Cutting Special Interests by the Roots: Evidence from the Brazilian Amazon

    Government policies may impact economic outcomes directly but also indirectly through effects on political incentives. This paper examines the effects of the PPCDAm, a centralized set of environmental policies that effectively raised the expected cost of illegal deforestation, on the behavior of a powerful special-interest group operating in the Brazilian Amazon: farmers. Using different identification strategies, we document that municipalities governed by farmer politicians experienced larger declines in deforestation, greenhouse gas (GHG) emissions, and violence than municipalities governed by other politicians after this set of policies was implemented. Our findings suggest the PPCDAm had indirect and persistent effects on political incentives, amplifying its impact on environmental and social outcomes.

    Effectiveness of Fertiliser Policy Reforms to Enhance Food Security in Kenya: A Macro-Microsimulation Analysis

    Food security represents a key challenge in most Sub-Saharan African countries and in Kenya in particular where still a relevant share of the population lives below a minimum dietary energy consumption. Kenya addresses this concern with a noteworthy policy mix, aiming at giving to the agricultural sector a leading task in improving food security. This paper evaluates the impacts on food security of expanding fertilizer capacities in Kenya, combined with a set of additional policy changes targeting fertilizer use. In a top-down analysis, a specific Computable General Equilibrium (CGE) model is linked with a microsimulation approach. Scenarios present overall positive effects on key food security aggregates. The same is true for welfare. Nevertheless, the heterogeneity of households across and within regions suggests that improving input productivity through better market access and service extension are critical to reducing possible discrepancies across farmers, households and regions. The paper concludes on the need for a sound policy mix since increasing fertilizer production alone is not enough to enhance food security evenly. Among accompanying measures, intensifying extension services are essential especially for smallholders in their acquisition of better knowledge on the use of agricultural inputs.

    Cereal Prices and Child Undernutrition in Ethiopia

    This paper looks at how changing cereal prices affect child undernutrition in Ethiopia. It derives height for age (stunting) and weight for height (wasting) as indicators of child undernutrition from the two most recent years of the Livings Standards Measurement Survey and utilizes market prices for key cereals, teff, wheat, and maize at the enumeration area across all regions of the country. Using a panel data fixed effects model, the analysis finds that, contrary to previous studies, rising cereal prices are positively associated with improved child stunting rates for children between ages 6 months and 5 years. There is no evidence to suggest that cereal prices have a significantly greater impact on height for age for children that come from households who are net sellers of these crops. Cereal prices do not appear to be associated with wasting, which is a shorter-term negative health outcome.

    Pathways to Better Nutrition in South Asia: Evidence on the Effects of Food and Agricultural Interventions

    In South Asia, nearly half a billion people are malnourished. This paper examines the links of food and agriculture with nutrition in South Asia, with the goal of informing policy to reduce hunger and malnutrition in the region. We investigate pathways including public food transfer programs, agricultural diversification, and different methods of food fortification. We find that public food transfer programs, used to make food available and affordable to poor households, are often unable to significantly protect or promote nutrition. But several supply-side food and agricultural interventions show promise in improving nutrition, although their effects have yet to be well identified. These include the cultivation of home gardens, animal agriculture, and use of biofortification and post-harvest fortification. All these efforts to reduce hunger and malnutrition will be futile, however, without parallel efforts to mitigate rising challenges in the region, including those posed by climate change, urbanization, food loss and food waste, and food safety hazards.

    Droughts and Floods in Malawi: Impacts on Crop Production and the Performance of Sustainable Land Management Practices under Weather Extremes

    Climate change is predicted to increase the frequency of extreme weather events, increasing the vulnerability of smallholder farmers dependent on rain-fed agriculture. We evaluate the extent to which farmers in Malawi suffer crop production losses due to extreme weather, and whether sustainable land management (SLM) practices help shield crop production losses from extreme events. We use a three period panel dataset where widespread floods and droughts occurred in separate periods, offering a unique opportunity to evaluate impacts using data collected immediately following these events. Results show that crop production outcomes were severely hit by both floods and droughts, with average losses ranging between 32–48 per cent. Legume intercropping provided protection against both floods and droughts, while green belts provided protection against floods. However, we find limited evidence that SLM adoption decisions are driven by exposure to weather shocks; rather, farmers with more productive assets are more likely to adopt.

    Rural Roads, Poverty, and Resilience: Evidence from Ethiopia

    This study analyses the linkage between the recent rural road development and household welfare, resilience, and economic conditions in Ethiopia. The empirical approach relies on a difference-in-differences matching method, taking advantage of a nationally representative household survey and an original road database, both of which are panel data spanning the period 2012–2016. The results of the econometric analysis suggest that Ethiopia’s rural road development was associated with a significant increase in household welfare or significant smaller losses in household consumption during the severe droughts. In addition, rural roads in very remote areas were associated with farmers’ sales of a larger share of their harvests and higher chance of fertiliser use. Rural road development was also associated with a higher likelihood of earning income from wage employment, particularly for women and youth. Taken together, the results suggest that, by connecting remote communities to markets and the main road network, rural roads have substantially supported the welfare and resilience of rural households in shock-prone Ethiopia.

    Economic Growth, Convergence, and World Food Demand and Supply

    In recent years, developing countries have been growing much more rapidly than the industrial countries. This growth convergence has potentially very important implications for world food demand and for world agriculture because of the increase in demand for agricultural resources as diets shift away from starchy staples and towards animal-based products and fruits and vegetables. Using a resource-based measure of food production and consumption that accounts for the much higher production costs associated with animal-based foods, this article finds per capita demand growth to be a more important driver of food demand than population growth between now and 2050. Using the middle-ground Shared Socioeconomic Pathway scenario to 2050 from the International Institute for Applied Systems Analysis, which assumes continued income convergence, the article finds that the increase in food demand (102 percent) would be about a third greater than under a hypothetical scenario of all countries growing at the same rate (78 percent). As convergence increases the growth of food supply by less than demand, it appears to be a driver of upward pressure on world food prices.

    Games as Boundary Objects: Charting Trade-offs in Sustainable Livestock Transformation

    Attempts to structurally transform segments of the agri-food system inevitably involve trade-offs between the priorities of actors with different incentives, perspectives and values. Trade-offs are context-specific, reflecting different socio-economic and political realities. We investigate the potential of structured boundary objects to facilitate exposing and reconciling these trade-offs within the context of multi-stakeholder social learning processes with pastoral and mixed crop-livestock communities in Burkina Faso, Ethiopia and Tanzania. Building on boundary objects as items flexible enough to be understood by all without having one common definition, structured boundary objects visualize actors’ input in a comparable format to facilitate knowledge sharing. Stakeholders in each country used a simulation tool and board game to explore the implications of changing livestock stocking and management practices for the environment and for actors’ future socio-economic priorities. Using structured boundary objects elicited trade-offs between household food and animal feed, and between livestock for income, labor, and/ or cultural functions, reflecting the context-specific and subjective evaluations actors make when attempting to plan livelihood changes. Our findings suggest to policy and decision-makers that sustainable transition plans can be developed when stakeholders in local agri-food systems employ approaches that allow shared understandings of trade-offs inherent to sustainable agriculture to emerge.

    Nutrient Status of Cattle Grazing Systems in the Western Brazilian Amazon

    Low-input cultivated pastures to feed cattle have dominated land use after forest clearing for decades in the western Brazilian Amazon. This study was undertaken to help understand the inherent nutrient supply dynamics underwriting cattle performance on three farms in the state of Acre. We assessed soil chemical and physical properties associated over time with different land uses following forest clearing. This information permitted specifying a conceptual model of nutrient stocks and flows under the observed grazing system, which produced insights about the dynamics of soil nutrient degradation. Above ground forage mass, topsoil nutrient concentrations and soil bulk density were measured. Land covers were Brachiaria spp. grasses, a grass-Pueraria phaseoloides mix, cropland and forest. Most soil nutrient parameters initially decreased after clearing, gradually recovering over time with grass-only pastures; however, 20 yr-old pastures had 20% less forage mass. Most pasture system nutrients on these farms resided in topsoil and roots, where large stocks of mature forage supported soil fertility with recycled nutrients from litter. Estimates of partial topsoil nutrient balances were negative. This suggested that corresponding nutrient stocks and the accumulation of forage mass were probably maintained primarily through the sum of inflows from cattle excreta, the subsoil, soil organic matter, and litter mineralization with scant input of commercial fertilizer. Therefore, herd management to increase animal system productivity via higher stocking rates on vegetatively younger forage requires monitoring of nutrient stocks and flows and fertilization that assures replenishment of the nutrients extracted. Otherwise, rapid depletion of soil nutrient stocks will lead to system degradation and failure.
