    Effectiveness of Fertiliser Policy Reforms to Enhance Food Security in Kenya: A Macro-Microsimulation Analysis

    Food security represents a key challenge in most Sub-Saharan African countries and in Kenya in particular where still a relevant share of the population lives below a minimum dietary energy consumption. Kenya addresses this concern with a noteworthy policy mix, aiming at giving to the agricultural sector a leading task in improving food security. This paper evaluates the impacts on food security of expanding fertilizer capacities in Kenya, combined with a set of additional policy changes targeting fertilizer use. In a top-down analysis, a specific Computable General Equilibrium (CGE) model is linked with a microsimulation approach. Scenarios present overall positive effects on key food security aggregates. The same is true for welfare. Nevertheless, the heterogeneity of households across and within regions suggests that improving input productivity through better market access and service extension are critical to reducing possible discrepancies across farmers, households and regions. The paper concludes on the need for a sound policy mix since increasing fertilizer production alone is not enough to enhance food security evenly. Among accompanying measures, intensifying extension services are essential especially for smallholders in their acquisition of better knowledge on the use of agricultural inputs.

    Teacher Satisfaction and Its Determinants: Analysis Based on Data from Nigeria and Uganda

    Teachers who are satisfied with their job are more likely to teach well, which in turn should enable their students to better learn while in school. Sub-Saharan Africa is currently experiencing a learning crisis, with close to nine out of ten children not able to read and understand a simple text at age 10. This affects all types of schools and students, including students in Catholic and other faith-based schools. Improving working conditions and job satisfaction among teachers is part of the answer to this learning crisis. After a brief discussion of data for Nigeria, this article looks at the level of satisfaction of teachers in Uganda, its determinants, and its impact on the quality teaching. Specifically, four questions are asked: What is the level of teacher job satisfaction in Uganda? How does job satisfaction relate to the characteristics of teachers? What is the impact of teachers’ satisfaction on their performance, as it can be measured through various variables of teacher effort? Finally, what are the main factors affecting satisfaction according to teachers? The answers to these questions have implications for policy and practice in faith-based as well as in other schools.

    Cereal Prices and Child Undernutrition in Ethiopia

    This paper looks at how changing cereal prices affect child undernutrition in Ethiopia. It derives height for age (stunting) and weight for height (wasting) as indicators of child undernutrition from the two most recent years of the Livings Standards Measurement Survey and utilizes market prices for key cereals, teff, wheat, and maize at the enumeration area across all regions of the country. Using a panel data fixed effects model, the analysis finds that, contrary to previous studies, rising cereal prices are positively associated with improved child stunting rates for children between ages 6 months and 5 years. There is no evidence to suggest that cereal prices have a significantly greater impact on height for age for children that come from households who are net sellers of these crops. Cereal prices do not appear to be associated with wasting, which is a shorter-term negative health outcome.

    Assessing Bias in Smartphone Mobility Estimates in Low Income Countries

    It has become common for governments and practitioners to measure mobility using data from smartphones, especially during the COVID-19 pandemic. Yet in countries where few people have smartphones, or use mobile internet, the movement of smartphones may not be a good indicator of the movement of the population. This paper develops a framework for approaching potential bias that can arise when measuring mobility with smartphones. Using mobile phone operator records in Uganda, we compare the mobility of smartphones and the basic and feature phones that are more common. Smartphones have different travel patterns, and decrease mobility substantially more in response to a COVID-19 lockdown. This suggests caution when interpreting smartphone mobility estimates in contexts with low adoption.

    Cognitive Achievement Production in Madagascar: A Value-Added Model Approach

    In this paper, we measure the contribution of an additional year of schooling on skills acquisition for a cohort of young adults in Madagascar. We estimate a value-added model of learning achievement that includes test scores measured at adolescence, thereby reducing the potential for omitted variable bias. We demonstrate that schooling increases cognitive skills among young adults. The value-added of a year of schooling during adolescence is 0.15 to 0.26 standard deviation. Our results show the skills gap widens in adolescence, as students with higher cognitive skills complete more grades, accumulating more skills in their transition to adulthood.

    Disrupted Service Delivery? The Impact of Conflict on Antenatal Care Quality in Kenya

    African countries facing conflict have higher levels of maternal mortality. Understanding the gaps in the utilization of high-quality maternal health care is essential to improving maternal survival in these states. Few studies have estimated the impact of conflict on the quality of health care. In this study, we estimated the impact of conflict on the quality of health care in Kenya, a country with multiple overlapping conflicts and significant disparities in maternal survival. Our study demonstrates the importance of designing maternal health policy based on the context-specific evidence on the mechanisms through which conflict affects health care. In Kenya, deterioration of equipment and infrastructure does not appear to be the main mechanism through which conflict has affected ANC quality. Further research should focus on better understanding the determinants of the gaps in process quality in conflict-affected settings, including provider motivation, competence, and incentives.

    Rural Roads, Poverty, and Resilience: Evidence from Ethiopia

    This study analyses the linkage between the recent rural road development and household welfare, resilience, and economic conditions in Ethiopia. The empirical approach relies on a difference-in-differences matching method, taking advantage of a nationally representative household survey and an original road database, both of which are panel data spanning the period 2012–2016. The results of the econometric analysis suggest that Ethiopia’s rural road development was associated with a significant increase in household welfare or significant smaller losses in household consumption during the severe droughts. In addition, rural roads in very remote areas were associated with farmers’ sales of a larger share of their harvests and higher chance of fertiliser use. Rural road development was also associated with a higher likelihood of earning income from wage employment, particularly for women and youth. Taken together, the results suggest that, by connecting remote communities to markets and the main road network, rural roads have substantially supported the welfare and resilience of rural households in shock-prone Ethiopia.

    Are New Secondary Schools Built Where They Are Needed Most in Uganda? Comparing Catholic with Public and Other Private Schools

    Low income countries in sub-Saharan Africa are confronted with a major challenge in terms of expanding access to secondary education. This is also the case in Uganda. This article considers two questions. First, where should new secondary schools be built if the aim is to reduce geographic disparities in access? Second, have new schools, and in particular faith-based schools, been built in the areas that need schools the most? The analysis considers Catholic as well as public and other private schools. Results suggest that new schools are often not located in the areas that need them the most.

    Games as Boundary Objects: Charting Trade-offs in Sustainable Livestock Transformation

    Attempts to structurally transform segments of the agri-food system inevitably involve trade-offs between the priorities of actors with different incentives, perspectives and values. Trade-offs are context-specific, reflecting different socio-economic and political realities. We investigate the potential of structured boundary objects to facilitate exposing and reconciling these trade-offs within the context of multi-stakeholder social learning processes with pastoral and mixed crop-livestock communities in Burkina Faso, Ethiopia and Tanzania. Building on boundary objects as items flexible enough to be understood by all without having one common definition, structured boundary objects visualize actors’ input in a comparable format to facilitate knowledge sharing. Stakeholders in each country used a simulation tool and board game to explore the implications of changing livestock stocking and management practices for the environment and for actors’ future socio-economic priorities. Using structured boundary objects elicited trade-offs between household food and animal feed, and between livestock for income, labor, and/ or cultural functions, reflecting the context-specific and subjective evaluations actors make when attempting to plan livelihood changes. Our findings suggest to policy and decision-makers that sustainable transition plans can be developed when stakeholders in local agri-food systems employ approaches that allow shared understandings of trade-offs inherent to sustainable agriculture to emerge.

    The Political Economy of Multidimensional Child Poverty Measurement: A Comparative Analysis of Mexico and Uganda

    As part of the 2030 Agenda, much effort has been exerted in comparing multidimensional child poverty measures both technically and conceptually. Yet, few countries have adopted and used any of these measures in policymaking. This paper explores the reasons for this absence from a political economy perspective. It develops an innovative political economy framework for poverty measurement and a hypothesis whereby a country will only produce and use reliable and sustainable multidimensional child poverty (MDCP) measures if and only if three conditions coalesce: consensus, capacity and polity. We explore this framework with two relevant case studies, Mexico and Uganda. Both countries satisfy the capacity condition required to measure MDCP but only Mexico satisfies the other two conditions. Our proposed political economy framework is normatively relevant because it identifies the conditions that need to change across multiple contexts before the effective adoption and use of an MDCP measure becomes more likely.
