Brazil - Minas Gerais - World Bank Partnership : Building on a Strong Foundation and Leading to Next Steps
( 2007-06-06) World BankThis document, Minas Gerais World Bank partnership: building on a strong foundation and leading to next steps, points the direction for next steps and emphasizes the elements and principles of a possible follow-up operation to the Development Policy Loan (DPL) that completed disbursement in April 2007, recognizing that it was premature to discuss the specifics of such an operation during this exercise. These elements and principles would provide the incentives and motivations for the choice of focus sectors under a possible Bank operation with Minas Gerais. Lead actively by the Governor and Deputy Governor, the Minas authorities have clearly identified enhancing the living conditions of citizens in the state as the overall priority. Nevertheless, the Minas Gerais targets are ambitious and by international standards there is ample room for additional progress. The report points out that fiscal policies and public sector reforms in Minas Gerais could be expected to yield continued stronger than national average economic growth and progress in creating jobs. The focus of this Partnership document is mainly on the Plano Mineiro de Desenvolvimento Integrado (PMDI) 2007-2023 long-term development strategy with an emphasis on broadening reforms. In short, the sectoral assessments are at the heart of the Partnership dialogue and could be used as the foundation for future development of the relationship, especially in areas of technical assistance or future Bank operations with Minas Gerais. -

Financial Sector Assessment : Guatemala
(Washington, DC, 2007-03) World BankThis Financial Sector Assessment (FSA) summarizes the findings of a joint World Bank -International Monetary Fund Financial Sector Assessment Program (FSAP) team which visited Guatemala from October 27 to November 10, 2005 to update the 2001 FSAP report. It contains information as of late 2005. In spite of major progress since 2001, the update found the Guatemalan financial system still faces four main stability and development challenges: (i) to improve the transparency and quality of information of the financial and economic systems; (ii)to strengthen the regulatory framework of the financial system and its implementation; (iii) to move supervision towards a risk-based approach; and (iv) to complete financial markets to diversify the system and enhance intermediation and access. Each of these challenges is discussed in depth in the report. -

Argentina : Sources of Growth, Seeking Sustained Economic Growth with Social Equity
(Washington, DC, 2005-10) World BankThis report attempts to analyze selected topics, chosen in collaboration with the Argentine authorities, regarding the inter-linkages between economic growth, income distribution and poverty, as well as the respective roles of these factors in explaining the historical underperformance of the Argentine economy. The report aims to identify relevant issues for policy formulation and further economic work. Its emphasis is on longer-term structural factors which are thought to determine productivity and income distribution. The report is organized as follows. Chapter 2 briefly reviews the time-dynamics o f economic growth, poverty and inequality in Argentina. Sections of the chapter study the evolution of poverty and inequality. It is noted that inequality has increased dramatically, though not monotonically, since 1990 and, notably, increases in inequality were observed in periods of both growth and recession. Chapter 3 reviews the latest episode o f economic volatility in Argentina, a period that started with the sharp decline o f economic activity in 2002 and continued with a recovery since 2003. Special attention is paid to the impact of this recent volatility on economic growth, poverty and inequality. The sections study the social impact of the recent crisis and recovery; employing different methodologies to test whether the recent recovery was pro-poor. It also analyzes the recession and recovery at the sector level, while identifying the economic sectors that contributed most to poverty reduction during the latest upturn o f the economy. Chapter 4 then turns to a selected set of government policies that could help to deliver high economic growth. The section highlights the idea that macroeconomic stability is crucial to reducing poverty rates since the empirical evidence indicates that economic crises disproportionately affect the poor. Another major lesson from this section is that tax policy is not a good tool for redistribution in developing countries. Further it analyzes the potential impact of various trade initiatives on employment opportunities for relatively unskilled workers in Argentina; and presents the results o f a recent study on the returns to education for workers across income groups. Finally, it reviews some key issues involved in ensuring a favorable environment for private sector development. -

Dominican Republic : Country Fiduciary Assessment, Volume 4, Annexes
(Washington, DC, 2005-04) World BankThe Dominican Republic has made significant strides in deepening democracy during the past decade including the implementation of an important electoral reform. This fiduciary assessment was prepared by the Bank and the Inter-American Development Bank (IDB) as a tool for their coordinated policy dialogue on governance with the country, and as a key input for their respective assistance strategies. Consequently, the report also provides important contributions to both institutions' analytical work on public sector management, and State modernization which will be the basis for developing these strategies jointly with the government. The report was prepared as a composite document summarizing the main procurement, and financial management issues identified by the two banks in the Dominican Republic, within the broader public sector management context. Several short-term actions recommended in Volume II Country Financial Accountability Assessment (CFAA) and Volume III Country Procurement Assessment Report (CPAR Update) address the problems linked to the Government's weak capacity to manage the fiduciary function. Volume I presents key public sector issues relevant for the financial management system, including systemic strengths and weaknesses, the political economy surrounding the State modernization effort, and the obstacles to, and incentives for public financial management reform. It provides a wider context which is useful to assess fiduciary reforms that can be realistically implemented and expected to achieve sustainable results. Volume I also fosters the integration of the main recommendations for broad systemic improvements relevant to the public financial management system. These include reducing discretion within the executive power, improving access to, and quality of information, working more effectively with civil society by tapping into the leading Civil Society Organizations' technical ability and capacity to form strong coalitions, and building upon ongoing reform efforts including, in particular, the Integrated Financial Management Project (SIGEF) supported by the IDB. These broad aspects are recommended as priority areas for reform because their successful implementation would contribute to lowering the systemic risks, and establishing an enabling environment for regulatory, and enforcement bodies to function effectively. Unless such conditions exist, the specific legal, and institutional reforms required to strengthen the procurement and financial management systems, even if implemented, are not likely to have significant impact on the overall quality of public sector management. -

Brazil : The New Growth Agenda, Volume 2. Detailed Report

Between 1901 and 2000, Brazil's Gross Domestic Product (GDP) per capita grew at an average annual rate of 4.4 percent. Brazil's long-run growth has rivaled that of counties such as South Korea, universally praised as a stellar performer. Brazil does not received the same praise. Perhaps one reason is that more has been expected of Brazil, especially by Brazilians themselves. After all the country is richly endowed with natural resources and is blessed with an energetic people. Perhaps is that economic growth in Brazil has been more erratic than in other countries, or it may be that this economic growth performance has been accompanied by high inequality, thus diminishing the "quality" of growth. How is it that the country with the fastest growth in the region also has the highest inequality? Are the two facts related, and if so, what can be done to improve the pattern of future income growth across the social classes, and reduce its extreme inequality and the breadth and depth of its poverty? The first volume summarizes the overall conclusions for policy drawn from the seven background papers presented in the second volume, and other relevant research, as well as giving a historical account of the driving forces behind Brazilian growth since the 1960s. -

Brazil : Jobs Report, Volume 2. Background Papers
(Washington, DC, 2002-12-20) World BankThis report, conducted jointly by researchers in Brazil and at the World Bank, aims to address the debate on how the Brazilian labor market functions. It does so not by focusing on labor market functioning but on its outcomes. What is central are labor market outcomes, such as adequate employment growth so that job-seekers can find gainful employment, acceptable worker productivity levels that are fairly compensated, and reasonable income security for workers and their households. This report is structured as follows: Chapter 1 argues that labor laws have begun to show signs of obsolescence. Chapter 2 shows this is reflected in deteriorating outcomes. Key indicators--employment growth, labor force participation, unemployment rates, and income security--all point to worsening labor market functioning since the mid-1990s. The report then examines how changed macroeconomic circumstances call for changes in labor market institutions, regulations, and interventions. Using a characterization of the economy in which informality has a central role, Chapter 3 illustrates the correspondence between the three main macroeconomic phenomena of the 1990s--greater openness, stabilization, and fiscal adjustment--and Brazil's labor market priorities. Chapter 4 concludes that the labor market has signaled the shortage of educated workers since the 1990s, and the onus is now on the education and training systems to respond. Analysis of how Brazil's labor market functions in Chapter 5 points to evidence that indicates that Brazil's poorer workers and smaller firms are especially disadvantaged by how the labor market functions. The report identifies three sets of priorities for reform: changes in mandated non-wage benefits and minimum wage setting to price labor correctly and encourage empoloyment growth (Chapter 6), changes in severance legislation and functioning of labor courts to better align incentives and increase productivity (Chapter 7), and improvements in interventions to increase income security for all workers (Chapter 8). Chapter 9 summarizes and highlights the main policy implications. Volume 2 contains in-depth examination of the issues of interest in Brazil and the relevant international experience, on which Chapters 1 through 8 of the first volume are based. -

Paraguay : Financial Sector Review
(Washington, DC, 2002-11-15) World BankThe report examines the highly vulnerable situation of the financial system in Paraguay, which suffered from a banking crisis in 1995-98, in addition to recent competitive devaluations of the Brazilian currency, the fall in cotton prices, as well as the regional economic slowdown. A major factor obscuring the reality of banking system solvency, is the practice of substituting needed loan provisions, with collaterals which underlie the loans. The main issue here is the relative liquidity absence, and delays inherent in unwinding such collateral, as well as its potential over-valuation, making it an ineffective substitute for cash provisions. The report further examines banking reforms, and restructuring of the state-owned banks, institutional and regulatory framework, and the safety net mechanisms and deposit insurance governing the system. It is suggested the reform of the pension system is crucial at this juncture, given that the current pay-as-you-go social security public pension system, is not fiscally sustainable from an actuarial, and benefits payment perspective, and, because the current system, even at its best, delivers very low returns on pension investment funds. Most importantly, for both the public, and private systems, the investment regime should permit heavy weighting in foreign hard currency securities. -

Brazil : Growth and Poverty Reduction in Pernambuco
(Washington, DC, 2002-01-28) World BankDespite its origin as one of the pioneering and richest states of Brazil, Pernambuco today has a history of slower economic growth than Brazil as a whole. Pernambuco began as a sugar producing state and the expansion of sugar production led its economic development until the mid 1600s. Then Pernambuco declined, as sugar production became more profitable elsewhere in the world. It is estimated that, since 1939, the first year for which we have regionalized GDP data, Pernambuco's growth rate has been slower than Brazil's average. Although poverty data is much more recent, the story provided by the available data is that since the early 1980s, Pernambuco has made little or no headway in reducing absolute poverty. These facts motivate the present report, which focuses on 1) analyzing, in collaboration with the Government of Pernambuco, economic growth and poverty in the State; and 2) identifying policies that can enhance economic growth and reduce poverty while improving fiscal performance. These two themes govern the structure of the report, with the first chapter focusing on growth and poverty reduction performance and the second chapter focusing on policies to improve those performances. The remainder of this introductory section provides some historical and geographical background of the state.
