    Diagnostic Analysis for Circular Economy Interventions in Bulgaria

    Over the past decade, material efficiency and resource productivity have surfaced on the global policy agenda. The rise of the circular economy (CE) agenda reflects the objective of moving away from the current systems of production and consumption based on the ‘take-make-use-waste’ linear economic model toward economies centered on minimizing the use of virgin materials without adversely affecting welfare. The focus is on a life-cycle approach to resource management, which starts with reducing raw material demand by looping resources back into consumption and production systems through innovations in material design, production, and reutilization processes. In addition to reducing pollution and other harmful emissions, the CE can be a driver of private sector growth and jobs and can increase the strategic autonomy of countries by reducing dependence on raw material imports. The objective of this rapid analysis is to identify the CE-related priority areas, sectors in Bulgaria and potential areas of focus for follow-up interventions. The study also aims to highlight concrete barriers that prevent the national and local governments from undertaking these interventions, as well as enabling factors and approaches to overcome them.

    Water Supply and Sanitation Policies, Institutions, and Regulation: Adapting to a Changing World - Synthesis Report

    Policies, institutions, and regulation (PIR) are essential to achieving the Sustainable Development Goals (SDGs) related to water and sanitation, but need a considerable boost to be effective. A rich body of analytical work has been developed to support this idea. Nevertheless, this report argues that the mainstreaming and implementation of PIR into concrete reforms, investment programs and infrastructure is still sporadic at best. At the same time, the stakes for getting PIR right are higher than ever. PIR needs to be strengthened, adjusted, and scaled up to meet the needs of a changing world. The World Bank has reviewed the experience of various countries with PIR and has documented its insights in a new report. This report has two main objectives. The first is to reflect on the body of PIR knowledge and experiences accumulated globally and in selected countries to refine the PIR concept based on lessons learned. The second is to advocate for greater action on PIR by policy makers, development partners, international financial institutions, and civil society by using projects and investments as implementation vehicles. A companion piece to this report, the PIR Framework Tool, provides more detailed guidance on undertaking policy dialogue on PIR, identifying reform options, and applying PIR concretely in practice.

    The Circular Plastics Economy in Mozambique: Challenges and Opportunities

    The World Bank Group developed the Mozambique problue program (MozAzul) to provide comprehensive technical assistance to the Government of Mozambique on the blue economy agenda. The objective of the MozAzul program is to strengthen the knowledge base on the sustainable blue economy development in Mozambique, and under pillar 2, specifically on marine litter. This study is intended to inform the government’s upcoming national action plan to combat marine litter as well as intensify engagement with stakeholders, including innovators and around new business models. It is mainly concerned with assessing the circular economy opportunities in Mozambique as they relate to marine plastics litter. The assignment forming the basis of this study has set its parameters on the upstream (pre-waste) opportunities for plastics circularity, leveraging the Ellen MacArthur Foundation’s ReSOLVE framework to map out the various levers that organizations may employ in their transition towards improved material efficiency. The methodology leverages extensive desk research, the collection of primary data through interviews with relevant stakeholders located in Mozambique, and interviews with key stakeholders who can provide insight on the circular opportunities and existing business models practiced in Mozambique. The methodology also leverages real-time findings concurrently being developed by local and international experts, and organizations conducting parallel studies (i.e. IUCN). As of the writing of this report, Coronavirus disease 2019 (COVID-19) continues to hamper Mozambique’s economy and health sectors. As a result of the ongoing pandemic, this report is decidedly both more thorough in explaining the new concepts and approaches leading to the explanation of circular economy opportunities in Mozambique, and simultaneously less reliant on local stakeholder interviews than initially intended.

    Review of World Bank Engagement in the Irrigation and Drainage Sector in Azerbaijan

    The sector review includes seven chapters and one annex. This first chapter is an overview of agriculture, irrigation and the purpose and content of this report. The second chapter provides a review of the Bank s own strategy and priorities for irrigation and drainage within its portfolio of investments, from the time of its 2004 Strategy until the present. It also includes a short summary of key lessons learned in this sector. The third chapter provides a brief situation analysis for irrigation and drainage in Azerbaijan, including a description of key parameters and changes; a description of rising challenges, needs and opportunities; and an overview of the Government s State Program (SP) for Sustainable Development of Amelioration and water management for 2008-2015. The fourth chapter describes the issues of investment and financing of irrigation and drainage priorities for infrastructure development, rehabilitation and modernization, and management. This includes investment priorities for the Government as well as needs for cost recovery by water users for the cost of irrigation and drainage system operations and maintenance. The fifth chapter describes the institutional framework and how it has emerged since independence. It also identifies outstanding issues for further institutional development, both for the Government and for water users associations (WUA). The sixth chapter describes the implications of climate change for the vulnerable irrigation and drainage sector in Azerbaijan. Suggestions are provided for a process to prepare an adaptation strategy for climate change. The seventh chapter identifies ten key priorities for investments in the irrigation and drainage sector in Azerbaijan. These priorities are based on the views of staff of the World Bank, staff of the AIOJSC (Amelioration and Irrigation Open Joint Stock Company), selected consultants and the author.
